Res P-06-51 RESOLUTION NO. P-06-51 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA RESCINDING RESOLUTION NO. P-03-08 AND APPROVING A MODIFICATION TO COMPREHENSIVE SIGN PROGRAM (CSP) 92-01M(2) ASSESSOR'S PARCEL NUMBERS 317-820-01, 02, 03, 04, 05, 06, 07, 08 AND 09 WHEREAS, on May 12, 1992, the City Council of the City of Poway approved Comprehensive Sign Program (CSP) 92-01 for a shopping center on the south side of Poway Road, between Midland Road and Community Road (Resolution P-92-22); and WHEREAS, on February 18, 2003, the City Council of the City of Poway approved a request for a modification to CSP 92-01 M to allow a change in tenant wall sign colors (Resolution P-03-08); and WHEREAS, Creekside Plaza has recently begun to replace their freestanding signs that have become partially dilapidated; and WHEREAS, Comprehensive Sign Program (CSP) 92-01 M(2), submitted by Ultrasigns Electrical Advertising, Applicant, requests the approval of a modification to the Comprehensive Sign Program for the Creekside Plaza, located at 13409-13589 Poway Road, within the Town Center (TC) zone and Poway Road Specific Plan area; and WHEREAS, on October 17, 2006, the City Council considered the above- referenced item. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway, as follows: Section 1: This project is Categorically Exempt (Class 11) from the California Environmental Quality Act (CEQA), pursuant to Section 15311 of the CEQA Guidelines, in that it is for the placement of minor structures accessory to (appurtenant to) existing facilities. Section 2: The proposed use is in accordance with the purposes and standards contained in the Poway Municipal Code and the South poway Specific Plan. Section 3: The City Council hereby approves the modification of CSP 92-01 M(2), subject to the following conditions: A. Within 30 days of approval, the applicant shall submit in writing that all conditions of approval have been read and understood. B. All signs shall conform to the sign criteria and design guidelines contained within the Poway Road Specific Plan Development Standards and the general provisions of the Comprehensive Sign Ordinance of the Poway Municipal Code as amended from time to time. Resolution No. P-D6-51 Page 2 C. The following design standards shall apply to all tenants within the center: 1. Wall signs shall consist of indiyidual channel letters with plexiglass faces and interior illumination. 2. The maximum letter height shall be 24 inches for single-row copy and 12 inches for double-row copy. 3. The maximum length of any tenant sign shall be 80 percent of the leased frontage. 4. The depth of individual channel letters shall be five inches. 5. In addition to white, sign lettering on wall signage may have the following colors: Red, Blue, and Green. 6. The color of letter returns and trim caps shall be bronze. 7. Any franchise, national or regional chain stores operating at least five stores under the same trade name, with a registered logo, or trademark, may display their letter style, logo and/or colors of their identification, subject to the approval of the Director of Development Services. 8. The use of different colors for tenant logos may be allowed, subject to the approval of the Director of Development Services. 9. Lettering or font style of the sign copy shall be approved as part of the individual Sign Permit. D. One freestanding sign shall be permitted for each of the street frontages. The maximum height for any freestanding sign shall be eight feet from the adjacent grade and a maximum of 65 square feet for each face. The freestanding signs shall be designed to be compatible with the predominant visual elements of the main buildings of the center, including construction materials and colors. The freestanding signs shall be in the area adjacent to the public right-of-way with a minimum of 65 square feet of landscaping. E. Approval of this request shall not waive compliance with Chapter 17.40 of the Zoning Code and all other applicable City Ordinances in effect at the time of Sign Permit issuance. F. Any existing tenant wall signs that do not comply with the approved modified sign criteria shall be changed within 30 days of approval to comply with the approved modified sign criteria. Resolution No. P-06-51 Page 3 G. Prior to installing a sign, the applicant shall obtain a Sign Permit from the Planning Division and any necessary Building Permits from the Building Division. The freestanding sign to be located in the Yicinity of the southwest corner of Midland and Poway Roads shall be designed to avoid any impacts to roots of the trees in that area. H. Resolution P-03-08 is hereby rescinded. PASSED, ADOPTED AND APPROVED by the City Council of the City of Poway, State of California, at a regular meeting this 17th day of October 2006.
