PUBLIC HEARINGS
ITEMS 8 — 14 - Resolutions Establishing Assessments for Poway Landscape Maintenance
Districts 83-1, 86-1, 86-2, 86-3, 87-1, 19-1 and the Poway Lighting District.
Mayor Vaus opened the public hearings for Items 8 through 14 at 7:14 p.m.
Senior Management Analyst Izzy Murguia presented the report along with a PowerPoint
presentation for Items 8 through 14. Mr. Murguia explained that revenues are comprised of three
components which are assessments, general benefit contribution and interest revenue. Mr.
Murguia reported that the services within Landscape Maintenance Districts and the Poway
Lighting District will remain the same with the exception of LMD 87-1 which is being reduced from
service level B to service level C.
Mayor Vaus closed the public hearings for Items 8 through 14 at 7:21 p.m.

15. Tentative Tract Map 17-005/Variance 21-003 — Hidden Valley Ranch; A Request for a 41-lot
Subdivision with over Height Entryway Retaining Walls at 17150 Old Coach Road
Mayor Vaus opened the public hearing at 7:22 p.m.
Senior Planner Austin Silva presented the report along with a slideshow presentation. Mr.
Silva explained that Tentative Tract Map 17-005 is a request for a 41-lot, single-family
subdivision on an approximate 420-acre site within the Hidden Valley Ranch Specific Plan
area in the Planned Community zone. Variance 21-003 is a request to construct entryway
retaining walls that exceed the six-foot height limit. An extension for this map was approved

on July 17, 2018 and the variance was approved on May 16, 2018. This action would be a re -
approval of the same map and variance with no revisions.
Ted Griswold Partner with Procopio, presented a report. Mr. Griswold explained that the
current Tentative Tract Map is identical to the one approved on July 20, 2019.
Mayor Vaus closed the public hearing at 7:29 p.m.

STAFF REPORTS
17. Award of Contract to Tri-Group Construction and Development, Inc. for the Espola Road
Safety Improvements - Phase 2 Project; Bid No. 21-021
Senior Civil Engineer Henry Trang presented the report along with a PowerPoint presentation.
Mr. Trang stated that the project is phase-2 of the continuation of the pathways improvements
along the west side of Espola Road between Mountain Road and Northcrest Lane to construct
a decomposed granite pathway. The improvements will also include new asphalt berm,
grouted rock surface parkway, lodgepole fencing, and retaining walls. Mr. Trang explained
that the construction of the improvements is set to begin after the completion of the utility
undergrounding and pole removal by SDG&E.

In response to Council inquiry, Mr. Trang explained that permanent traffic control will not be
allowed, and the contractor will put up and take down directional signs at the beginning and
end of the day.

the contract for the Espola Road Safety Improvements - Phase 32 Project to Tri-Group
Construction and Development, Inc., the lowest responsible and responsive bidder, in
the amount of $1,899,805.00. Motion carried 5/0.

ITEMS 18 — 20 - all relate to the Water Infrastructure Improvement Program.
Award of Contract to G.S.E. Construction Company for the Lester J. Berglund Water Treatment
Plan Clearwell Bypass Project Bid 21-020; Authorization to Purchase an Emergency -Use Trailer -
Mounted Portable Diesel Generator; and Approval of Second Amendment to Agreement with
Kennedy/Jenks Consultants for Program Management Services RFQ 20-001
Principal Civil Engineer for Public Works Shadi Sami presented the report for Items 18 — 20
along with a PowerPoint presentation. Ms. Sami explained that the program goals are to
improve reliability and resiliency, diversify the water supply portfolio, improve redundancy and
operational flexibility and satisfy requirements of the agreement with the State Water
Resources Control Board, Division of Drinking Water. Ms. Sami further explained that the
Water Infrastructure Improvement Program components are the Clearwell Bypass Project, the
Clearwell Replacement Project and the San Diego County Water Authority Treated Water
Connection Project. The existing 10MG storage reservoir (Clearwell) has reached its useful
life and needs to be bypassed in order to be replaced. Once the bypass system is constructed,
tested and in operation, the Clearwell can be taken offline for replacement. Ms. Sami stated
that the Clearwell Bypass Project requires a temporary pump station where the trailer mounted
generator is to be used during emergencies and at other water pump stations once the project
has been completed. Ms. Sami went onto explain that the approval of a second amendment
to Kennedy/Jenks Consultant corresponds to a phase of the project. Ms. Sami added that the
Public Works Department had submitted an application for a grant in the amount of one million
dollars and are hopeful that it will be awarded to the City of Poway.
In response to Council inquiry, Ms. Sami explained that during construction of the Clearwell
Bypass Project, parking next to the volleyball court will be used as a staging area.
18. Award of Contract to G.S.E. Construction Company, Inc. for the Lester J. Berglund Water
Treatment Plant Clearwell Bypass Project; Bid No. 21-020

for the Lester J. Berglund Water Treatment Plant Clearwell Bypass Project to G.S.E.
Construction Company, Inc., the lowest responsible bidder, in the amount of
$7,273,700.00. Motion carried 5/0.

the Second Amendment to the Agreement for Program Management Services, RFQ No.
20-001 to Kennedy/Jenks Consultants, Inc. and authorize the City Manager to execute
the necessary documents. Motion carried 5/0.
21. Tentative Agreement for a Successor Memorandum of Understanding between the City of
Poway and the Non -Safety Employees, California Teamsters Local 911, and Changes to the
Salary and Benefit Plan for the Management/Confidential Group
Human Resources and Risk Management Director Jodene Dunphy presented the item along
with a PowerPoint presentation regarding the Tentative Agreement between the City and the
Non -Safety Employees represented by Teamsters Local 911 and Management/Confidential
Employees. Ms. Dunphy highlighted various portions of the agreement which includes a
stipend of $7,500 in FY 21-22 and FY 22-23, salary increases in FY 23-24 through FY 26-27;
FY 23-24 an increase of employee cost share for medical PPO plan and FY 24-25 an increase
in classic employees cost share of CaIPERS retirement plan; four additional one-time
holidays; ICMA 457 match increase; recuperation time; shift differential and safety shoe
reimbursement. Ms. Dunphy noted that certain Management/Confidential Employees would
receive benefit adjustments and special salary adjustments for positions that were below
median.

Teamsters Local 911 for the Period of July 1, 2021, Through June 30, 2027," Resolution
No. 21-060 entitled "A Resolution of the City Council of the City of Poway, California,
Approving Changes to the Management/Confidential Salary and Benefits Plan,
Approving Special Salary Adjustments, and the Management/Confidential Salary
Schedule," Resolution No. 21-061 entitled "A Resolution of the City Council of the City
of Poway, California, Appropriating Funds in Fiscal Year 2021-22 to Implement the
Financial Terms of the Tentative Agreement with the Non -Safety Bargaining Unit,
California Teamsters Local 911 and the Salary and Benefit Plan for
Management/Confidential Employee Group," and Resolution No. 21-062 entitled "A
Resolution of the City Council of the City of Poway, California, Approving the
