The Committee held its first meeting on Thursday, January 9, 2020 and will be meeting monthly for the first six months and quarterly thereafter. Departments are in the beginning stages of reviewing their Records Action Plans to fit the department’s needs. Linking Project No. 19-003 Laserfiche document relationships link associated documents together so that each related document can be quickly accessed from one to the other. Our process involves multiple documents that, while related, must be processed and stored in different folders in the repository. While separate filing locations makes sense organizationally, it can be cumbersome for staff and the public to find related documents if they do not know they exist. This is why this linking project is extremely beneficial. Currently, the only document relationships that exist are for the following documents: Contracts, Agreements, Resolutions, Ordinances, Minutes and Recorded Documents. As more types of documents get scanned in, more will become available. Carolers, costumes, crafts, train rides, Santa, and old- fashioned fun gave a romantic revival to Christmas traditions. Ballets, orchestras, the chorale, and John Tesh were just a few of the performers who took center stage at the Poway Center for the Performing Arts in December. Attendance soared at 8,118 for the month. Over 100 people plan to crush their New Year’s goals with the help of Interpretive Services’ annual Hiking for Fun and Fitness series at Blue Sky Reserve. This six-week program provides people of all fitness levels the opportunity to connect with others while exercising in the great outdoors. The cool temperatures provided the perfect climate for Winter Festival 2020 at Community Park. Thanks to the $14,500 in cash sponsorships, nearly 9,000 people experienced the magic of the two-day event, which included snow, skating, sledding, s’mores, crafts, food, games, and photos with Elsa and Olaf. The award-winning Special Needs portion of the event drew 340 individuals. The first, free Trout Fishing Seminar of the season took place on January 11 at Lake Poway. Thirty-five participants were eager to learn basic fishing techniques, bait types, and equipment. Following the seminar, the beginners and first-time anglers purchased fishing permits and then hit the shoreline to apply what they had learned. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: January 15, 2020 SUBJECT: Director’s Notes PLANNING Building Permits Issued for Mickey Cafagna Cafagna Center (B19-0294) On December 20 a building permit was issued for the Mickey Cafagna Community Center. The project consists of demolishing three existing buildings and constructing a new community center with covered outdoor patios and walkways connecting the various buildings. Poway Honda Interior Remodel (B19-2557/2558) On December 23 a building permit application was submitted for a tenant improvement of the Honda dealership and administrative building. The remodeled area for the dealership totals 9,279 sf and the remodeled area for the administrative building totals 1,767 sf. St. Michael’s Episcopal Church Demo and Rebuild at 15108 Pomerado Road (B19-2559/2560) On December 23 a building permit application was submitted to demolish the St. Michael’s Episcopal Church’s rectory building and rebuild it. The new building is proposed to be 4,715 sf with a 1,350-sf patio cover. A 450-sf bathroom addition to the existing building next to the rectory is also proposed. Conditional Use Permit (CUP) 18-015 and Minor Development Review Application (MDRA) 18-025 authorized the building permit application. Creekside Plaza Shopping Center Addition (B19-2525) On December 18 a building permit application was submitted for a new 5,250 sf shell building at Creekside Plaza located north of Chipotle and Subway at 13475 Poway Road. The project includes future restaurants and stores. A Development Review permit for this project will go before City Council for approval on January 21. Poway Plaza Outdoor Patio Enhancements (MDRA19-024) On January 2 an MDRA was approved and, thereafter, a building permit was issued for modifying the outdoor patio area adjacent to Five Guys, Yogurt Land and Jersey Mike’s within the Poway Plaza shopping center located at 13301 Poway Road. A trellis, a water feature, and light strings will be added to enhance the outdoor dining experience. The landscaping in that corner of the center will also be enhanced. Tenant Improvement for Toray Membrane at 13435 Danielson Street (B19-1906) On December 12, a building permit was issued for 2,709 sf of tenant improvements for Toray Membrane, a company that produces water treatment products, at the subject property. New Residential Care at 13612 Aubrey St (B18-2314) On December 12, a building permit was issued for a new residential care facility at the subject property with 6,078 sf of habitable space and a 451-sf open lattice patio cover. Director’s Notes January 15, 2020 Page 2 Maderas Time Extension (TTM20-001) An application was submitted to extend the original Tentative Tract Map (TTM) 06-002 for the Maderas subdivision. This is the fifth and final extension request allowed by the municipal code. The project site is an approximately 122-acre property located on the east side of Old Coach Road, approximately one mile north of Espola Road in the Planned Community (PC) zone. Neighborhood Meeting for a Proposed Home in Williams Ranch Estates (MDRA18-014) On December 18 one neighbor attended a neighborhood meeting about a proposal to build a new single-family residence on Lot 10 in Williams Ranch Estates on Del Poniente Road and a request to revise two conditions of approval and mitigation measures associated with Tentative Tract Map 89- 09 which created the Williams Ranch Estates. The applicant is proposing a two-story home where a condition of approval and a mitigation measure requires that the home on Lot 10 be limited to one story for view aesthetic purposes. The applicant also proposes to modify the boundary of an open space easement established by the TTM in order to provide required fire fuel management zones for the new home and swap the open space encroachment area with another area on his property. The neighbor attending the meeting did not express objection to the proposed TTM changes or the home design. New Single-Family Residence at 14009 Murel Trails (B19-1645) On December 12 a building permit was issued for a new 3,831 sf single-family residence and garage at the subject property. Addition to Single-Family Residence at 16149 Summer Sage Rd (B19-1404) On December 10 a building permit was issued for a 715-sf master suite and bathroom addition and a 68-sf remodel at the subject property. CAPITAL IMPROVEMENTS Mickey Cafagna Community Center Asbestos abatement is complete. The contractor also completed a water shutdown on the western line to disconnect the existing buildings from the service that is shared with the Swim Center. This effort was coordinated with Public Works for staff availability around the holidays and with Community Services to occur during the annual closure for maintenance at the Swim Center. Trenching for dry utilities were scheduled to begin last week but the contractor held off to ensure a safe area for the Poway Winter Festival which was held last weekend. This work is necessary prior to building demolition to ensure that communications to the Swim Center and electrical to the parking lots, sports fields, and sports courts are not disrupted. These utilities are all currently fed through the existing buildings. City Hall Hydronic Piping Replacement Project All of the hydronic piping has been installed and backfilled. The pressure testing for the pipe is complete and passed. The team coordinated with Public Works for a cut over of the new piping to the Boiler, Council Chambers and City Hall to occur last weekend while City offices were closed. After the cut over when the boiler was turned on, leaks in the system were discovered. The boiler has been off for the past several days while the City’s as-needed HVAC contractor attempts to correct the problems. The project contractor is coordinating a schedule to repave the parking lot this week after the boiler is put back in service. Director’s Notes January 15, 2020 Page 3 Buehler Reservoir Rehabilitation The project is substantially complete and only punch list items remain. The tank was refilled on December 12. All water sample testing has passed, and the tank was placed back into service on December 30. The temporary tank will remain in place until the post-construction warranty inspections are completed one year from now. Espola Road Safety Improvements SDG&E’s contractor continues to work on punch list items for the infrastructure installation and walk - throughs for as-built drawings. The installation of a gas service replacement along with other corrective work at one property has been completed. Cabling is expected to start in the 20B section in late January followed by the 20A section and each section will take a couple of months to complete. While work has been slowed due to recent rain events, work is still on-going. Traffic impacts are expected to be minimized during the next phases of work. It may appear that no work is taking place, however the utility companies are working on the next steps in the undergrounding process. Espola Road Bike Lanes The proposed project will widen Espola Road between Poway Road and Range Park Road to add bike lanes. Staff met with San Diego County Water Authority (SDCWA) staff to discuss the grading activities that are proposed within their easement and determined that protection of the pipe would be necessary due to expected construction loading. The Consultant is developing a pipe “bridge” design where the pipe crosses the proposed road widening in order to protect the pipe to the extent possible during construction activities. Further concerns of potential erosion due to the disturbed hillside were raised by SDCWA staff. The City’s Consultant will perform a geotechnical assessment specific to this concern. Sewer Line Repair/Replace 14/15 (Pomerado at Stone Canyon) Pipe installation was put on hold after granite was discovered in the pipe zone. The section of rock is approximately 15 feet long. The contractor attempted to use chemical expansion to break the rock but was unsuccessful due to ground water. The pipe design was adjusted to go over the granite. After work began proceeding, an additional rock obstruction was discovered. The rock has been removed from the trench and 20 foot of manhole but has encountered some rain and soil instability, inhibiting progress. LED Street and Safety Lighting Conversion Project design and product selection has been completed. Staff selected a series of GE fixtures that meet all of the project requirements. One of the big concerns for the LED conversion was over the impact to the night sky. All of the new fixtures are 2700 Kelvin which does not exceed the maximum on residential streets and is lower than the maximum allowed for arterial and collector streets. The selected wattage is also less than the maximum allowed. Most residential streets will have a 39-watt fixture while arterial and collector streets will have an 84-watt fixture. The Poway Municipal Code allows a maximum 115 watts for arterial and collector streets and up to 70 watts for other types of streets. The fixtures will have a 10-year warranty, are field adjustable, and will allow for the installation of light trespass shields. The new fixtures have been ordered and are expected to begin arriving at the contractor’s storage facility in the next 4-6 weeks. Installations will begin as soon as the materials arrive. Staff expects installations in the Business Park area to begin by late February. Staff will be working with the project Consultant to add a map link to the project webpage that will allow users to get real time updates on new installations. Installations are expected to take a few months to complete. Director’s Notes January 15, 2020 Page 4 36” Water Main Assessment (Lake Poway Road) Work on this project was originally scheduled to be completed in November. Several delays have caused the work to be rescheduled including damaged equipment necessary for the work, the boil water advisory, and holiday schedules. The work has been rescheduled for the week of January 27. The work will involve setting up traffic control on Lake Poway Road in order to access the existing cathodic protection (corrosion prevention) station on the water main which is located in the roadway. Carport Mounted Photovoltaic System – PCPA Monthly Report For the month of December 2019, the PCPA Carport PV system was estimated to produce 60,748 kWh (red line on both graphs) but under-produced for a total of 52,984 kWh (blue bars on both graphs). During December 2019, the system under-produced on 16 days. Under production can be attributed to lack of sunshine during cloudy days and/or inclement weather. All mechanical systems appear to be functioning properly. DECEMBER 2019 MONTHLY TOTAL PRODUCTION SINCE PRODUCTION SYSTEM OPERATIONAL LAND DEVELOPMENT Creekside Plaza (G19-0013) – The grading plan package was submitted for first review of the grading associated with the proposed development within Creekside Plaza at the southeast corner of the Poway Road and Community Road intersection. Bazaz Residence (G16-0010) – City staff has asked the applicant to supply revised Storm Water Quality Management Plan worksheets and exhibits. The current review will be paused while the applicant completes the requested revisions so that an additional review cycle can be avoided (this is the sixth review). The project is for the proposed single-family residence on Coyotero Drive. Aria Estates (FTM18-001) – The Final Map was accepted by City Council and has been recorded by the San Diego County Recorder. The final map is for the proposed 7-lot residential development at the west end of Danes Road. Director’s Notes January 15, 2020 Page 5 Dycus Residence (G18-0010) – City staff completed a courtesy review electronically to verify that the minor remaining plan review comments were corrected for the grading plans to legalize grading that occurred at a residence on Glenoak Road. With the corrections completed, staff requested the applicant to submit final mylar grading plans and corrections to the grading cost estimate. Once the cost estimate is corrected, staff will determine and request grading securities in order to obtain a grading permit. Blanchard Residence (G19-0006) – The applicant submitted final grading mylars for review and approval to legalize grading that occurred at a residence on Del Poniente Road. Staff notified the applicant that grading securities are still required prior to grading permit issuance. Pomerado Hospital (G19-0009) – The grading plan package was submitted for first review for the grading associated with the development of a power conditioning building for the Pomerado Hospital facility. Poway Commons (G19-0011 & FLD19-0020) – The City has received the first submittal of the grading plan and floodplain development permit packages for the proposed mixed-use development on selected parcels on the north and south sides of Poway Road near Quate Court and Civic Center Drive/Tarascan Drive. Mobile Mini (G19-0012) – A grading plan package has been submitted for first review of the pavement replacement proposed at the Mobile Mini facilities on Crosthwaite Circle. Tynan Boundary Adjustment (BA19-003) – The conditional approval letter has been sent to the applicant for the boundary adjustment that proposes to revise boundary lines between two lots located off Fallen Leaf Road and one lot accessed from Stoney Canyon Road. Once the conditions of approval are met, the boundary adjustment will be approved. STORMWATER Los Penasquitos Lagoon Restoration Cost Share Agreement City staff is preparing a response letter to the City of San Diego for the draft cost share agreement proposed for the Los Penasquitos Lagoon Restoration Project. The agreement would define the cost breakdown for Phase I of the project between the watershed co-permittees (City of San Diego, City of Poway, County of San Diego and City of Del Mar). The letter states that staff has significant concerns regarding the cost sharing formula and the draft agreement. Staff is requesting a meeting with the City of San Diego to discuss issues further. Water Quality Improvement Plan (WQIP) Annual Reports City staff has reviewed and provided comments to the co-permittees’ consultant for the second draft 2018-2019 Annual Reports for both the San Dieguito and the Los Penasquitos Watersheds. Annual Reports for both watersheds are due to the Regional Water Quality Control Board by January 31st. These annual reports cover two different reporting periods: July 1, 2018 through June 30, 2019 for the Jurisdictional Runoff Management Plans and WQIP strategy implementation; and October 1, 2018 through September 30, 2019 for monitoring and assessment programs. Director’s Notes January 15, 2020 Page 6 San Dieguito Watershed Water Quality Improvement Plan (WQIP) Regional Board Letter The San Diego Regional Water Quality Control Board reviewed the 2017-2018 WQIP Annual Report and issued a comment letter in October 2019. City staff has reviewed the twenty-four page letter and has discussed the comments with the other co-permittees (City of San Diego, County of San Diego, City of Escondido, City of Del Mar and City of Solana Beach) within the watershed. The watershed co-permittees then met with the regional board staff requesting clarification on some items and time extensions on others. Only a few of the comments in the letter are listed below. The Regional Board stated in the comment letter that the co-permittees failed to 1) identify a high priority water quality condition separately for the upper watershed management area (WMA) i.e. the area above Lake Hodges; and 2) conduct nutrient source investigations in the upper WMA outside of the County of San Diego. In response, City staff is working with the other co-permittees to identify a high priority water quality condition for the upper WMA and conduct nutrient source investigations in the upper WMA. In fact, the co-permittees have already begun a Lake Hodges Nutrient Load Assessment study and the draft cost share agreement is currently being reviewed by co-permittees. The comment letter also states that the Cities of Escondido and Poway have not identified any numeric goals for the Bacteria TMDL beyond the First Permit Term (2018). Originally the letter stated that we must provide numeric goals for the second and third permit terms and the interim and final Bacteria TMDL dry weather compliance dates in the WQIP Annual Report due January 31, 2020. Staff was able to meet with the Regional Board staff, along with the other co-permittees and discuss the short turn-around for such a request. The Regional Board staff agreed to an extension to complete this item by the January 31, 2021 WQIP Annual Report. Lastly, the comment letter stated that the San Dieguito Co-permittees are required to update the WQIP to address obligations identified by the Board Executive Officer in the WQIP Acceptance Letter dated February 17, 2016. Updating the WQIP requires a consultation panel process in which the panel reviews the proposed updates of the WQIP and the co-permittees consider their recommendations. City staff has already begun the coordination process between the other co- permittees and Regional Board staff to start this process. Business Licenses and the Statewide Industrial General Permit In accordance with Senate Bill No. 205, the City is required to ensure businesses that are subject to the Statewide Industrial General Permit obtain coverage for applications for initial business certificates and business certificate renewals submitted on and after January 1, 2020. If proof of coverage is not provided, then the City will not be able to issue or reissue the business certificate. City Engineering staff has worked with Customer Services staff to update internal procedures to accommodate this new requirement including updates to the City website, updates to the Business Certificate Application and guideline handouts to assist applicants with the process. Staff will also be mailing a letter out to current business license holders notifying them of the changes in order to streamline the renewal process. Dry Weather Major MS4 Outfall Discharge Monitoring Program The City’s stormwater consulting firm D-Max Engineering, Inc. has completed the 2018-2019 Dry Weather Municipal Separate Storm Sewer System (MS4) Outfall Monitoring Summary Report. The report presents the results of the monitoring program conducted during the 2018-2019 monitoring year, and includes field observation results, flow source identification results, trash assessment data, photographs of visited sites, and completed field datasheets. The report also presents the results of flow source investigations conducted in response to routine field screening program results and their recommendations for additional actions. City staff will be reviewing this report and proceeding with the necessary additional actions. Director’s Notes January 15, 2020 Page 7 INSPECTION Outpost Poway Road (G18-0002) - Construction has ramped up after weeks of being stalled due to wet onsite conditions that resulted in a change in the method used to anchor what will be the base for the entire building structure. This week the contractor will continue to haul excess material while also drilling and installing the permanent threadbar tie-downs. Tiedown bars are anchored into existing bedrock at varying depths and left above ground approximately 3 feet. When all 200+ tiedown bars are complete, a 3-foot thick concrete slab will be placed, connecting concrete, tiedown bars and the earth. The contractor has discussed placing concrete and building the base of the structure in sections. Traffic impact has been and will continue to be an issue with deliveries of parts and materials. Vantage Point Kirkham Way (G18-0008) (STI18-003) - The contractor has begun fine grade and compaction for loading docks. Grinding of the temporary asphalt road is complete while crushing and screening of onsite material to be used for base material is ongoing. Material is being separated and screened to meet Greenbook specifications. Site work is in different stages including concrete structures, pipe placement, liner and material layer installation. Bio-basin work is the focus with solvent welding, bio- material placement and orifice installation. Director’s Notes January 15, 2020 Page 8 Villa De Vida Oak Knoll Road (G19-0002) (WI19-001) - The contractor has completed approximately 2/3 of the pad placement and continues work on preparations for the next placement. The contractor has placed the footings with slab placement scheduled for this week. Along Oak Knoll Road fronting the project, the temporary hot mix asphalt patch failed and was temporarily filled with cold mix asphalt. This week the contractor is scheduled to perform the permanent asphalt restoration, including removal and replacement of all saturated subgrade and non-conforming material. Lot 9 Williams Ranch Del Poniente Road (ACP19-004) - The preconstruction meeting for the administrative clearing portion of the project was held. The owner and contractor have signed all applicable paperwork. Tobar Residence Cumberland Drive (G19-0004) - The owner placed the first wall in two lifts. The first lift was grouted and is complete. The first lift met the required 28-day cure time prior to construction of the second lift. The second lift was built and grouted, and prism test samples were taken. Samples were tested and passed required strength test. Contractor has been approved to waterproof and backfill wall. Aria Estates Danes Road (G19-0009) (WI19-003) - The contractor has completed most of the grading and has completed cutting in the new road and cul-de-sac. Staking, forming and fine grade of sidewalks and road is scheduled for this week. Line and grade of completed pads was conducted by aerial drone but was determined to be inaccurate. Line and grade survey is re-scheduled for this week. The basins have pumped out and water mixed with material to aid in drying. Hauling of remaining excess material is complete. The contractor has completed the excavation along Pomerado Road, installed brow ditch above and hydroseeded to prevent erosion. The work decreased the existing slope from 1:1 to 2:1 and pulled the existing slope back from the sidewalk by five feet. K-rail that temporarily blocked the sidewalk has been removed and the sidewalk re-opened. This week the contractor began the excavation and installation of the drain lines that connect the new brow ditch to the City’s existing storm drain system in two locations. AT&T Small Cell Pole Replacement Various Locations (STI-19-002) - AT&T has begun construction of twelve small cellular 5-G antennas. New 5-G antennas will be installed on eight existing poles in the business park and four replacement poles closer to the center of Poway. Two of the eight locations within the business park have begun construction. AT&T has a separate subcontractor working at each location. This week the contractor is scheduled to begin construction on two of the four new pole locations.
