Linking Project No. 19-003
Laserfiche document relationships link associated documents together so that each related document
can be quickly accessed from one to the other. Our process involves multiple documents that, while
related, must be processed and stored in different folders in the repository. While separate filing
locations makes sense organizationally, it can be cumbersome for staff and the public to find related
documents if they do not know they exist. That is why this linking project is extremely beneficial.
Currently, the only document relationships that exist are for the following documents: Contracts,

PLANNING
Draft EIR for Stoneridge “The Farm in Poway” Specific Plan (SPP18-001)
On January 23 staff accepted the development proposal and specific plan submittal package for
“The Farm in Poway” project as complete. DUDEK, the Environmental consultant hired to prepare
the Environmental Impact Report (EIR) for the specific plan, anticipates that the draft EIR will be
released to the public on February 19. The Green Valley Community Association (GVCA),
representing over 3,000 residents in north Poway, has tentatively scheduled a panel-style
neighborhood meeting for Sunday, March 1 from 4 p.m. to 6 p.m. The meeting is for north Poway
residents within the GVCA boundaries only. Panelists will include the development team and David
De Vries, City Planner. Staff anticipates the City Council will review the draft proposal in May or June
before the August 7 deadline to submit for the 2020 ballot. “The Farm in Poway” is a 118-acre
specific plan and development project proposed at the former Stoneridge golf course. The project
proposes 138 single-family homes and 22 twinhomes (160 total units), as well as agricultural,
recreational and retail uses.
General Atomics Parking Management at 14311 Kirkham Way (DR20-001)
An application was submitted to reduce the parking requirement in conjunction with a parking
management plan for General Atomics’ newly constructed building at 14311 Kirkham Way. The City
Council may approve reductions in parking requirements for structures that exceed 50,000 square
feet and are occupied by a single tenant with 50 or more employees, which have an approved
Transportation Demand Management Plan (TDM) designed to produce a reduction in parking
demand. General Atomics currently leases a parking lot on Danielson Street that will provide
additional parking and employees will be shuttled from the parking lot on Danielson Street to the new
building.
Verizon Wireless Communications Facility at Poway High School (CUP20-001)
Verizon Wireless submitted an application to modify an existing Conditional Use Permit (CUP) to
allow the relocation of antennas onto a new 90-foot light pole located 50 feet west of the existing
light pole at Poway High School’s athletic field. Poway High School is in the process of replacing
and relocating all of the field lights.
SDG&E Wireless Communication Facility near the Espola Road and Old Coach Road
Intersection (WCP20-002)
A Wireless Communications Permit (WCP) 20-002 was received from San Diego Gas and Electric
for a 49-foot tall Supervisory Control and Data Acquisition (SCADA) pole. The pole is proposed in
the Espola Road right-of-way just west of the intersection with Old Coach Road on the north side of
the street.

New Single Family Residence on a vacant lot on Old Stone Road (MDRA20-002/VAR20-001)
An application for a Minor Development Review Application (MDRA) and Variance (VAR) was
submitted for a 2,240 square-foot single family home with a 625 square-foot garage. The 0.8 acre
parcel (APN 317-241-70) is zoned Single Family Residential RS-2 and is located on Old Stone Road
which is a private road at the south end of Old Pomerado Road. The Variance is to allow the home
to encroach into the front and rear yard setback because of the irregular shape of the lot. The
project will require City Council approval because of the Variance request.
HOUSING
Villa de Vida
On May 1, 2019 construction of the development began and is moving swiftly. Construction is
scheduled to be complete by October 31, 2020, two months ahead of schedule. Concurrently,
stakeholders meet monthly to discuss project milestones; most recently, the resident services plan
of the project. Staff is working with Villa de Vida Poway to understand the involvement, if any, of the
San Diego Regional Center in providing resident services. Staff anticipates receiving a detailed
services plan from the developer, soon. Once received, the plan will be forwarded to the Regional
Center and CA Department of Developmental Services for review to see if the plan meets federal
standards of services for Regional Center involvement. Also, marketing/advertising began on
January 21; a community meeting to educate potential residents about the development will be held
on February 13 in Council Chambers and the resident waiting list will be opened on February 26.
CAPITAL IMPROVEMENTS
LED Street and Safety Lighting Conversion
Installations in the Business Park area are expected to begin the week of February 24. A
preconstruction meeting has been scheduled for February 12. Staff has updated the website
accordingly. The consultant will be providing a link to a map that will provide real-time updates on
installations during the project.
Sebago Avenue Channel Repair
Staff has completed design of the project and will be sending plans for review by staff in Public Works
and Development Services prior to bidding the project in mid-February.
City Hall Hydronic Piping Replacement
All work associated with this project is complete including re-paving of the public parking lot and the
vehicle storage parking area. Staff is processing a deductive change order for repairs made by the
City’s as-needed HVAC contractor after the system was initially re-energized and leaks were found.
Once the change order has been processed and the final progress payment made, staff will schedule
the project for acceptance by the City Council.
LAND DEVELOPMENT
Poway Commons
(FLD19-0020) – The City has returned comments on the first submittal of the floodplain development
permit package for the proposed residential development on selected parcels on the north and south
sides of Poway Road near Quate Court and Civic Center Drive/Tarascan Drive.

Meese Residence
(FLD20-0001) – City staff has received the first submittal of the floodplain development permit for
the proposed conversion of an existing garage into an ADU in the floodplain on Sycamore Avenue.
Kane Residence
(M19-001) – City staff has approved and recorded the merger of two adjacent parcels along Olive
Tree Lane.
Highlands Ranch Residence
(G10-0008) – City staff has approved a construction change revising driveway grades and
drainage features for a proposed residence on Highlands Ranch Road.
STORMWATER
Water Quality Improvement Plan (WQIP) Annual Reports
The Statements of Certification for both the San Dieguito River and the Los Penasquitos Watersheds
were executed last week. Annual Reports for both watersheds will be finalized later this month.
These annual reports cover two different reporting periods: July 1, 2018 through June 30, 2019 for
the Jurisdictional Runoff Management Plans and WQIP strategy implementation; and October 1,
2018 through September 30, 2019 for monitoring and assessment programs.
Lake Hodges Nutrient Load Assessment Cost Share Agreement
The San Diego Water Board Executive Office accepted the San Dieguito River Water Quality
Improvement Plan (WQIP) on February 17, 2016. The acceptance letter included additional
requirements regarding the assessment of monitoring data and a selection of a High Priority Water
Quality Condition (HPWQC) for the upper Watershed Management Area (WMA) above Lake
Hodges. The acceptance letter obligated the WQIP Co-permittees to update the WQIP to address
the long-standing impairments to beneficial uses at Lake Hodges in accordance with provision D of
Order R9 2013-0001 (the MS4 Permit). This included evaluating data from monitoring in the
receiving waters and outfalls in upper portions of the watershed and determining sources of nutrient
discharges to Lake Hodges including MS4 contributions. The co-permittees assessed the data
available in 2016 and it was determined that the available data did not provide a clear link between
nutrient concentrations in the Hodges Reservoir and upstream sources. It was recommended that
the co-permittees design a conceptual model of nutrient sources, determine data gaps, and develop
a monitoring program to fill those gaps. These efforts have been underway and a plan is in place.
The draft cost share agreement for this plan is under review by the co-permittees. Staff provided
preliminary comments on the agreement.
INSPECTION
Cox Communications Expansion
Midland Road (CUP16-012) - Work on the second building has begun. The contractor completed
demo of the two existing temporary structures. Last week the contractor began removing and
recompacted dirt within the building pad envelope for the proposed building. Line and grade and
compaction certifications are required prior to the building permit issuance.

Outpost
Poway Road (G18-0002) - Installation of the permanent threadbar tiedowns continues.
Approximately 90 of the proposed 207 tiedown bars have been anchored into existing bedrock with
the tops left three feet above grade to be incorporated into the proposed 3-foot-thick concrete slab.
The contractor has begun placing steel re-bar for the concrete slab. The contractor has chosen to
place the concrete slab in six equal sections to ease the impact on traffic. Within two to three weeks
the contractor will be ready to place the first two sections of three-foot-thick concrete slab.
Vantage Point
Kirkham Way (G18-0008) (STI18-003) - The contractor has begun fine grade compaction for loading
docks as well as crushing and screening cobble in order to meet Greenbook specifications for use
as base material. Work on fine grade and curb and gutter has begun. Drainage work is in different
stages including concrete structures, pipe placement, backfill and compaction. Bio-basin work
continues with bio-material placement and orifice installation. Subgrade and base placement has
begun between buildings and in some parking areas.
Villa De Vida
Oak Knoll Road (G19-0002) (WI19-001) - The contractor has completed approximately 90% of the
pad placement and has begun construction of the building. The kitchen area slab is on hold, pending
a construction change.
Tobar Residence
Cumberland Drive (G19-0004) - The owner placed the first of three walls and has waterproofed and
backfilled the single retaining wall. The other two walls are freestanding fence walls. The contractor
is working on the property line freestanding wall and fine grade of backyard prior to the remaining
upper fence wall. Inspection has received a request to reduce the project securities. The owner will
need to provide the City with the compaction results prior to reducing their securities.

Butterfield Trail (DR18-002) - The final inspection is complete.
Aria Estates
Danes Road (G19-0009) (WI19-003) - The contractor has completed cutting in the new road and
cul-de-sac. Staking and fine grade of sidewalks and road were completed and inspected. Line and
grade certification of completed pads has been done and sent to the city for review.
The contractor has completed the excavation along Pomerado Road, installed brow ditch above, and
placed a bonded fiber matrix to prevent erosion. The work decreased the existing slope from 1:1 to
2:1 and pulled the existing slope back from the sidewalk by five feet. The contractor completed the
installation of the drain line and both D-25 sidewalk undercrossing. Compaction testing for the slope
drain trench needs to be completed and compaction confirmed and then erosion control re-
established.

Harvest Court (MDRA18-037) - All work is complete. The final inspection has been conducted and
the occupancy request form has been signed.
Webster Residence
Belvedere Drive (G16-0011) - All work is complete. The final inspection has been conducted and the
request for occupancy form signed.
Mehdi Residence
Spyglass Terrace (G14-0018) - The owner has called for the final inspection. The inspector will
review the site and provide a punch list to help the owner complete all required items.
He Residence
York Avenue (G18-0003) - The site was staked and inspected. The contractor has cleared and
grubbed the site removing all organic material prior to removing and replacing the dirt from the entire
pad envelope. The owner has begun work on the keystone retaining wall along the backyard property

AT&T Small Cell Pole Replacement
Various Locations (STI-19-002) - AT&T has begun construction of twelve small cellular 5-G
antennas. New 5-G antennas will be installed on eight existing poles in the business park and four
replacement poles closer to the center of Poway. Four of the eight locations within the business park
have begun construction. AT&T has a separate subcontractor working at each location. This week
the inspector held the preconstruction meeting for the four replacement pole locations along Poway
Road and Community Road. All light fixtures will be replaced with LED units that match the product
being used for the City’s LED Street & Safety Lighting Conversion project.
SCHEDULED ROAD/LANE CLOSURES
Lane closure with flaggers in the #1 lane on Poway Road eastbound between Civic Center
Drive and Community Road for incoming and outgoing haul trucks and a sidewalk closure
south side of Poway Road between 13301 and 13245. Work is related to the Outpost Project.
Possible lane closure on General Atomics Way in both directions for work related to the
Parkway Summit / Vantage Point Project.
Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both
directions for the undergrounding of utilities associated with the Espola Road Safety
Improvements Project.
Lane closure on Pomerado Road between Bernardo Heights Parkway and 500 feet north of
Stone Canyon Road in both directions for work related to the Pomerado Road Sewer Repair
Project.

Lake Poway Park Applied herbicide at the archery range and along
the perimeter of the park. Trimmed plant material
from the upper parking lot medians, along the
Water Treatment Plant fence line, between the
park and Community Services buildings, from the
upper playground perimeter and the drainage
channel that runs along the shop parking lot.
Assembled two recycled-plastic picnic tables.
Poway Oaks Park Applied herbicide. Staff assisted with graffiti
abatement from the playground equipment and
the cement basketball court on Thursday and
Friday.
Silverset Park Applied 36 one-ton bags of granular lime to
improve the sports turf soil.

Miscellaneous Parks Performed Crosthwaite Materials Handling Yard
maintenance duties this month. Returned the
ballfield bleachers after Winter Fest. Staff
attended half day Emergency/Fire Extinguisher
training and an all-day Annual Pesticide training at
Old Poway Park.
Contract Inspections Spread mulch along Community Road east side
(on-going project). Performed inspections of the
work completed by Heaviland and Ciros
Landscaping. Checked on new pilot “smart
irrigation controller” at the Sheriff’s station will
continue to monitor to see if controller will be a
good replacement. Remove old irrigation timer
enclosures along Poway Road center medians
Attended Emergency Preparedness & Fire
Extinguisher Safety and Trench Safety Trainings.
Sent list to West Coast Arborists to trim four trees
in the LMD areas for LED streetlight replacement
access. Set up tree branch removal at Titan Way
parking lot. One downed branch and one branch
needs to be trimmed by West Coast Arborists.
Inspected tree removals and trimming by West
Coast Arborist. Finished mulch project at Diroma
LMD 83-1A. Prepared for LMD Advisory meeting
at Council Chambers.
