A total of 370 people participated and formed a love for hiking over the six consecutive Monday mornings. Community Park staff turned fun Inside Out at the Pixar-themed Kid’s Night Out. The program provided a safe place for 53 kids to play recreation games, eat pizza, make friends, and create themed crafts and slime! The 25th Annual Youth Fishing Derby kicked off with 90 families camping overnight and attending the fishing seminar. At 6:00 a.m., 500 beaming faces hit the shoreline with poles in hand. The day ended with lunch and plenty of prizes. Sponsorships totaled $4,500 in cash and in-kind donations. A highly-spirited, student cast performed two full weekends of The Music Man at the PCPA. The Poway High School production gave students the opportunity to act, build sets, and perform in the orchestra for an audience of 1,347. City staff facilitated the front of house and technical theatre operations. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: February 12, 2020 SUBJECT: Director’s Notes PLANNING New 221-unit Mixed-Use Development at 12845-12941 Poway Road (TTM20-003 and DR20- 002) A Tentative Tract Map (TTM) 20-003 and Development Review DR (20-002) was received from Fairfield Residential Company, LLC to redevelop the Carriage Center and Poway Fun Bowl sites with a six-building mixed-use development with 221 residential units and amenities, 8,500 sf of commercial space fronting Poway Road, and public outdoor plazas with outdoor dining. The TTM will allow for the potential sale of future individual condominium units, however, representatives of Fairfield have stated they intend to rent the units as apartments. Big Stone Lodge Public Workshop February 27 from 6:00 to 8:00 p.m. The Big Stone Lodge Public Workshop will be held February 27 from 6:00 to 8:00 p.m. at City Council Chambers. Big Stone Lodge, located at 12237 Old Pomerado Road, is proposed to be demolished. The workshop will be held to consider opportunities for memorializing and preserving the locally designated historic structure. Serendipity Hospitality Boutique Hotel at 14082 Stowe Drive In response to feedback from the Predevelopment Conference (PDC) 19-002, the project proponent is proceeding with preparing a visual analysis. In an effort to address concerns about the visibility of the proposed five-story, 55-foot high hotel, temporary story poles will be installed at the site to indicate the height, but not the floor area of the proposed development. The story poles will be 55 feet tall and will assist the community in determining where the hotel may be visible from. The project proponent has indicated he will be holding a community meeting to discuss the building height and the story poles. The applications for the South Poway Specific Plan Amendment, Development Review, and Conditional Use Permit are expected to be submitted in the near future. Walmart Tenant Improvements (B19-1726) On January 16 a tenant improvement permit was issued for Walmart located at 13425 Community Road for an interior remodel of 35,986 sf. The improvements include refurbishing the customer bathrooms, employee breakroom, customer service area, grocery section and vision center. New equipment will be added to the photo lab and grocery section of the building and the roof will be repaired. The California Spirits Company at 12190 Dearborn Place (BC-019035) A business certificate has been issued for the new 19,000 sf beverage co-packing company. The California Spirits Company is focused on all facets of the beverage industry, including brand development, supply chain development, co-packing, import/export and distribution. Director’s Notes February 12, 2020 Page 2 Sandez Detached Storage Building & Façade Improvement at 12175 Flint Place (DR20-003) An application was submitted to install a 1,600 sf detached pre-fabricated metal storage building and make improvements to the façade of the existing building located at 12175 Flint Place. The façade improvements include the installation of new windows, new foam plant-on decorative bolts, new paint on the exterior walls and new signage for GLS Spray Services Inc. The Development Review can be approved administratively by the Director of Development Services if the proposed projects meets the standards and requirements of the South Poway Specific Plan. Aria Estates (B19-0086-B19-0092) On February 6 the building permits for seven new single-family dwellings (SFD) were issued at 12406 to 12433 Aria Court. There were three different model types with varying layouts and facades proposed for each of the lots. The first layout is a 3,033 sf SFD with a 494 sf garage and a 85 sf patio cover for lots 1, 3, and 5. The second is a 2,861 sf SFD with a 512 sf garage and an 11 sf patio cover for lots 2, 4, and 6. The final model for lot 7 is a 3,725 sf SFD with a 734 sf garage and a 45 sf patio cover. Knowlton ADU (B19-1831) On January 23 the first permit for an ADU in the new year was issued. The 518 sf ADU is located at 12509 Mustang Drive. 2020 Building Industry Association (BIA) Fee Survey Released The BIA has officially released the 2020 Fee Survey to its members, including City of Poway. The BIA Fee Survey includes residential and commercial/industrial estimated development fees charged by selected San Diego County land-use agencies. CAPITAL IMPROVEMENTS City Hall HVAC Assessment The project has begun with a team kick-off meeting that included the Consultant, Development Services staff, and Public Works staff. Over the last week, staff has been taking notes on the environmental conditions of the different areas of the building. Staff will be preparing a drawing of the HVAC zones showing areas in need of special attention for the consultant, which will be included with their study. Valle Verde Playground Renovation The new playground equipment was shipped last week. Community Services staff has posted signs warning of the upcoming facility closure on February 18. The playground section of the park will be fenced off beginning that week and demolition will begin immediately. The installation of new equipment and playground surface will commence in March. It is anticipated that the playground will be completed, tested, accepted, and the park re-opened in May. Mickey Cafagna Community Center The new electrical service to the baseball fields has been fully installed and is ready for connection, which is scheduled for this week. Once connected, staff will manually operate the controls for a short period of time until the system is commissioned and can run on timers. Commissioning of the system is scheduled for next week. Trenching for dry utilities is complete. Staff coordinated with AT&T and the City’s Fiber Optic contractor to schedule a one-day communications shutdown at the Swim Center to remove existing cabling that ran through the community center buildings to the Swim Center. Work included running new cabling in the direct feed conduits to the Swim Center and was completed on Monday. Based on the schedule of this work, the contractor scheduled SDG&E to remove service from the existing community center buildings on Thursday of this week. Removal of Director’s Notes February 12, 2020 Page 3 electric service is the final task prior to building demolition. The contractor will be mobilizing on February 18 for building demolition starting next week. Espola Road Safety Improvements All utility underground infrastructure has been installed. A walkthrough with AT&T was conducted to create a punch list for its facilities. Cox was not in attendance and a separate walkthrough will be scheduled. As-built drawings have been provided to AT&T and Cox and minor changes may be made based on punch list corrections. The City has also provided SDG&E’s contractor, VetSource, a punch list related to corrections in the right-of-way. There is currently minor activity on site by VetSource as it completes punch list work. SDG&E’s cabling crews have begun work in the 20A portion of the project (southern end). The crews are prepping intercept locations where properties are already on underground feeds that will need to be tied into the new underground cabling. Cabling is expected to begin soon. SDG&E is resolving a few outstanding easement and encroachment issues and will be able to begin cabling of the 20B portion (northern end) once these have been resolved. The cabling phase of the work is expected to take several months to complete. Cabling will be followed by cutovers, which is switching individual properties from overhead to underground service. This is estimated to occur in mid- to late-summer followed by removal of overhead SDG&E lines. Cabling of Cox and AT&T will follow when SDG&E has completed its work. These two companies do not complete work at the same time. Once the as-builts are finalized both AT&T and Cox will complete their cabling design and order necessary materials in anticipation of beginning work when SDG&E is done. SDG&E will come back out and remove the utility poles once both AT&T and Cox have completed their work. It is estimated this will happen towards the end of the year. The pathway improvement design is pending as-built information from SDG&E. Once received, the design activities will resume and will be completed within a few months. Staff will be advance-planning to bid the project prior to undergrounding pole removal so that work can proceed as soon as the utility work is complete. Martincoit Road Sewer Upsize The contractor has completed installation of the sewer main within the PUSD parking lot. They will be reducing the size of their staging area to minimize the project impact to Painted Rock Elementary. During the course of the project construction, the contractor identified a design error on the plans. The proposed alignment crosses a creek and the top of the sewer main as designed would be exposed in the creek. The plans did not reflect actual conditions of the creek. It was discovered that the existing sewer main crossing is exposed but was not readily noticeable due to standing water in the creek. Staff has been working with the consultant on a resolution to the creek crossing. An emergency repair permit (RGP-63) was applied for and obtained through the Army Corps of Engineers. The existing crossing will be removed and a new upsized pipeline with a reinforced concrete encasement will be installed in the existing sewer alignment. Construction activities on this crossing will begin this week and are expected to be completed in the next two weeks. Once completed, the contractor will resume work on downstream portion of the project. The overall project costs will remain within the current project budget. Rattlesnake Creek Integrity Study Staff has received the draft report assessing Rattlesnake Creek between Budwin Lane and Midland Road. The report provides an analysis of the creek to determine if erosion will continue to occur in the same area where a sewer main was exposed and failed during the 2017 storms. The report also provides insight on design options and permitting requirements. Staff from both Public Works and Development Services will be providing comments to the consultant on the report. Director’s Notes February 12, 2020 Page 4 LED Street and Safety Lighting Conversion Installations in the Business Park area are expected to begin the week of February 18. A preconstruction meeting has held this week. Staff has updated the website accordingly. A link to a map that will provide real-time updates on installations during the project has been added to the project webpage. Carport Mounted Photovoltaic System – PCPA Monthly Report For the month of January 2020, the PCPA Carport PV system was estimated to produce 63,431 kWh (red line on both graphs) but over-produced for a total of 73,371 kWh (blue bars on both graphs). During January 2020, the system under-produced on six days. Under-production can be attributed to lack of sunshine during cloudy days and/or inclement weather. All mechanical systems appear to be functioning properly. JANUARY 2020 MONTHLY TOTAL PRODUCTION SINCE PRODUCTION SYSTEM OPERATIONAL LAND DEVELOPMENT Vantage Point The Standard Agreement has been signed and returned, securities have been placed, and the Preconstruction Meeting Request has been submitted for the Offsite Street Improvements as required by the proposed Vantage Point project. Intersections to be improved include: Scripps Poway Parkway at SR-67, Scripps Poway Parkway and Danielson/General Atomics Way, and Community Road and Stowe Drive. Director’s Notes February 12, 2020 Page 5 Johnson Residence City staff has received the first submittal of the floodplain development permit for the proposed free- standing patio cover in the floodplain on Camino Del Valle. Dillon Residence City staff has received the first submittal of the floodplain development permit for the proposed attached patio cover in the floodplain on Sycamore Avenue. Old Pomerado Road Access and Utility Easement The City has received the second submittal of the proposed access and utility easement on City property located at 12237 Old Pomerado Road. Poway Commons The City has returned comments on the first submittal of the grading plan package for the proposed residential development on selected parcels on the south side of Poway Road near Quate Court and Civic Center Drive, and the north side of Poway Road near Tarascan Drive. Palomar Medical Center Power Building City staff returned comments on the first review of the grading plan package for the proposed grading associated with a retaining wall and new building for the Palomar Medical Center on Pomerado Road. Mobil Mini City staff returned comments on the first review of the grading plan package proposing the replacement of asphalt pavement to concrete for the facility located along Crosthwaite Circle. Palayur Residence City staff has completed the final draft of the encroachment agreement permitting a small wooden bridge within the City’s drainage easement at a residence on Cross Fox Court. Staff has determined the grading securities and notified the applicant of the required amount. This work is to legalize grading that occurred at a residence on Glenoak Road. STORMWATER Water Quality Improvement Plan (WQIP) Annual Reports Annual Reports for both watersheds that the City is located within have been finalized and submitted to the Regional Water Quality Control Board. These annual reports cover two different reporting periods: July 1, 2018 through June 30, 2019 for the Jurisdictional Runoff Management Plans and WQIP strategy implementation; and October 1, 2018 through September 30, 2019 for monitoring and assessment programs. INSPECTION Cox Communications Expansion Midland Road (CUP16-012) - Work on the second building has begun. The contractor completed demo and removed and recompacted the dirt below the proposed building. The contractor is currently working on the line and grade and compaction certifications. The certifications were submitted incorrectly and are in need of corrections. Outpost Poway Road (G18-0002) - Installation of rakers is expected to be completed this week. The contractor completed the installation of rebar and anchors in the first section. On Saturday the 8th work began at 4 a.m. The contractor placed the first 3-foot-thick concrete slab with approximately 150 trucks spread out throughout the day. The operation went smoothly without any major backup of traffic on Poway Road. The contractor has begun placing rebar for the second concrete slab section. The concrete placement for the second section is tentatively scheduled for February 18. The installation of the permanent threadbar tiedowns for the third section is on hold pending preparation of subgrade. Villa De Vida Oak Knoll Road (G19-0002) (WI19-001) - The contractor has completed approximately 90% of the pad placement and has begun construction of the building. The asphalt slot patching is scheduled for this week, weather permitting. Vantage Point Kirkham Way (G18-0008) (STI18-003) - The contractor has begun fine grade compaction for all areas as well as crushing and screening cobble in order to meet Greenbook specifications for use as base material. Work on fine grade and curb and gutter has begun. Drainage work is in different stages including concrete structures, pipe placement, backfill and compaction. Bio-basin work continues. Landscape work has begun throughout the site. Aria Estates Danes Road (G19-0009) (WI19-003) - Rough grade is complete. Line and grade, and compaction certification have been sent to the City for review. The proposed sewer main, manholes and laterals were all staked and inspected. Installation of the sewer system is about 75% complete. The contractor placed three sewer manholes, approx. 90% of the main and excavated and installed several sewer laterals. Very hard material has made excavation of laterals difficult. Director’s Notes February 12, 2020 Page 7 AT&T Small Cell Pole Replacement Various Locations (STI-19-002) - AT&T has begun construction of 12 small cellular 5-G antennas. New 5-G antennas will be installed on twelve existing poles in the business park and four replacement poles closer to the center of Poway. Four of the twelve locations within the business park have begun construction. AT&T has a separate subcontractor working at each location. The inspector held the preconstruction meeting for the four replacement pole locations along Poway Road and Community Road. All light fixtures will be replaced with LED units that match the product being used for the City’s LED Street & Safety Lighting Conversion project. Last week the contractor worked on the first of four locations. At Poway Road and Garden Road crews potholed to identify existing underground utilities. Work will continue this week. Mehdi Residence Spyglass Terrace (G14-0018) - The owner worked to complete all required items and has re-called for the final inspection.
