RECORDS MANAGEMENT:
Records Management Committee (RMC)
The Records Management Committee met for its second meeting on February 20, 2020 and as a group
went through each department’s Records Action Plan. The City Clerk’s Office has scheduled 1:1 meetings
with the departments to finalize their plans and submit for their respective Director’s approval.
Linking Project No. 19-003
Laserfiche document relationships link associated documents together so that each related document
can be quickly accessed from one to the other. Our process involves multiple documents that, while
related, must be processed and stored in different folders in the repository. While separate filing
locations makes sense organizationally, it can be cumbersome for staff and the public to find related
documents if they do not know they exist. That is why this linking project is extremely beneficial.
Currently, the only document relationships that exist are for the following documents: Contracts,
Agreements, Resolutions, Ordinances, Minutes and Recorded Documents. As more types of documents
get scanned in, more will become available.
Phase I – 100% Complete
We have divided the linking project out by decades from most recent working our way back. Phase I
consists of linking documents in Agenda Packets from 2010-present. There were approximately 305 City
Council meetings worth of staff reports to review for related documents and link together.
Phase II – 58% Complete
Phase II consists of 409 Agenda Packets from years 2000-2009. We are currently 58% complete.

PLANNING
Draft EIR for “The Farm in Poway” Specific Plan (SPP18-001) at the former Stoneridge Golf
Course
On February 19, staff released the draft Environmental Impact Report (EIR) for The Farm in Poway
specific plan prepared by DUDEK, the Environmental consultant hired to prepare the EIR, for a 45-
day public review period. The Green Valley Civic Association (GVCA) has scheduled a panel-style
neighborhood meeting for Sunday, March 1 from 4 p.m. to 6 p.m. The meeting is for north Poway
residents within the GVCA boundaries only. Panelists will include the development team and David
De Vries, City Planner. Staff anticipates the City Council will review the draft proposal in June before
the August 7 deadline to submit for the 2020 ballot. The Farm in Poway is a 118-acre specific plan
and development project proposed at the former Stoneridge golf course. The project proposes 138
single-family homes and 22 twinhomes (160 total units), as well as agricultural, recreational and retail
uses.
Big Stone Lodge Public Workshop February 27 from 6:00 to 8:00 p.m.
The Big Stone Lodge Public Workshop was held February 27 from 6:00 to 8:00 p.m. at City Council
Chambers. Big Stone Lodge, located at 12237 Old Pomerado Road, is proposed to be demolished.
The workshop will be held to consider opportunities for memorializing the heritage of the locally
designated historic structure/site. Approximately 30 attended and provided input. Staff will assess
the comments to determine what could be incorporated into the future development of the site.
Poway Town and Country Remodel at the Northeast Corner of Poway Road and Community
Road (MDRA20-005)
An application was submitted to remodel the façade of the Poway Town and Country shopping center
located at 13414 – 13510 Poway Road. The remodel consists of the existing board and batten siding
being painted a gray/beige color, new brick veneer at the base of the buildings and columns, new
entry features for major tenants with cement siding that appear as cedar, trim to be painted dark
brown and new parapet features that will be painted taupe. The Minor Development Review
Application is an administrative review that can be approved by the Director of Development Services
if the proposed projects meets the design standards and requirements of the Poway Road Specific
Plan.
New Single-Family Residence on Misty Meadow Road (MDRA 20-007)
A Minor Development Review Application (MDRA 20-002) was submitted for a 2,480 square-foot
home, a three-car garage, and a 934 square-foot Accessory Dwelling Unit (ADU) . The property is
a vacant lot is off Misty Meadow Road which is off Mina De Oro near Highway 67.
New Single-Family Residence on Espola Road (MDRA20-006)
An Minor Development Review Application (MDRA 20-006) was submitted to construct a new single-
story single-family residence on the west side of Espola Road that will take access from Huntington
Court. The proposed residence is 2,981 square feet with an 817 square-foot attached garage.

New Detached ADU at 14282 Palisades Dr (B19-2230)
On February 3 a permit was issued for a detached ADU located at 14282 Palisades Dr. The total
square footage of the ADU is 1,390 with a 578 square foot patio cover.
Tenant Improvements for Lenslock at 13125 Danielson St (B20-0246)
On February 18 a tenant improvement (TI) was submitted for Lenslock located at 13125 Danielson
Street with a total remodeled area of 2,400 square feet of office space.
Tenant Improvement for Poway Federation of Teachers at 13475 Danielson St (B20-0241)
On February 14 a tenant improvement was submitted for the Poway Federation of Teachers at 13475
Danielson Street. This TI consists of a 4,840 square-foot renovation of office space.
Granite Gold at 12780 Danielson Court (BC-019366)
A business certificate has been issued for a 7,661 sf storage and distribution center of stone care
products. The Granite Gold brand stone-care products are available in grocery, hardware, mass
merchant and specialty store channels throughout the U.S. and internationally.
CAPITAL IMPROVEMENTS
City Hall HVAC Assessment
Testing of 20 zones throughout City Hall will begin on March 3. Staff has requested a schedule from
the consultant so they can coordinate with the impacted areas. Staff can expect to hear noises in
the ceiling as well as testing personnel walking around and taking measurements among other
miscellaneous activities.
Valle Verde Playground Renovation
Demolition of the existing playground equipment was completed last week. The contractor is working
on grading of the project area.

Mickey Cafagna Community Center
Demolition of the buildings has begun and is expected to be completed in the next two weeks. Staff
continues coordination of the new electrical service for the parking lot and tennis court lights. The
parking lot will continue to be lit by temporary lighting until the new SDG&E meter can be placed.
Coordination efforts for the new building electrical service have begun and the plumbing
subcontractor has begun offsite work for the sewer and stormwater connections.

LED Street and Safety Lighting Conversion
Installations in the Garden Road area began last week. The contractor is on track to install between
70 and 100 fixtures each day. On the first day of installations they were able to complete 99
conversions. After each fixture is converted, the installation map is updated, and the icon turns gray.
Staff has been answering questions received via email and social media from residents regarding
the streetlights. Staff has updated the project webpage to provide a list of frequently asked
questions.
Poway Dam Inundation Map/Emergency Action Plan
The City received additional comments on the Emergency Action Plan (EAP) on January 27 from
the California Governor’s Office of Emergency Services (Cal OES). Staff coordinated with Public
Works and the Fire Department to provide additional information to the City’s Consultant. The City’s
Consultant will address the comments and deliver a new EAP for the City to submit to Cal OES for
approval this week.
LAND DEVELOPMENT
Vantage Point
The City has received the sewer study analyzing the impact of the proposed development to the
sewer main in Kirkham Way within the South Poway Business Park. Per the existing covenant on
the property, the owner must maintain the sewer line until it has been proven that the flow in the line
exceeds a velocity of two feet per second. This study demonstrates that conceptually the flow will
exceed the requirement. Once the project site is occupied, the line will be metered to verify the flow
rate before removing the property owner’s obligation to maintain the sewer line.

PakBaz and Ghorish Residence
A grading plan package has been submitted for first review to legalize grading that occurred at a
residence off Eastvale Road.
Poway Commons
City staff issued comments on the first review of the final map for the proposed five-lot residential
and commercial subdivision located at Poway Road with Civic Center Drive and Tarascan Drive.
The City has also received the second submittal of the floodplain development permit package for
the proposed residential development on selected parcels to the south of Poway Road near Quate
Court and Civic Center Drive. The project design impacts the mapped Federal Emergency
Management Agency (FEMA) regulated floodway which requires a special engineering study to be
reviewed and approved by City staff and FEMA and will ultimately revise the mapped floodway.
Meese Residence
City staff has returned comments on the first submittal of the floodplain development permit for the
proposed conversion of an existing garage into an Accessory Dwelling Unit in the floodplain on
Sycamore Avenue.
Old Pomerado Road Access and Utility Easement
City staff issued comments on the second review of the proposed access and utility easement on
City property located at 12237 Old Pomerado Road.
Nguyen Residence
A grading plan package has been submitted for first review of rough grading on a vacant parcel along
Oak Canyon Road. Improvements required for the development will result in a 16-foot wide
driveway, retaining walls and drainage facilities to accommodate the driveway. The access driveway
is necessary for the owner to conduct further geotechnical investigation required by the County of
San Diego Department of Environmental Health in order to obtain a permit for a septic system. The
owner has a pending Minor Development Review Application (MDRA) for a proposal to construct a
single-family residence, however approval for the septic system must be provided before the MDRA
can be approved.
Athwal Residence
A boundary adjustment application has been submitted for first review. The application proposes to
revise the internal boundaries between three adjacent parcels located on Icarus Lane near
Pomerado Road.
Winter Parcel
The applicant has submitted an application for a floodplain development permit proposing a detached
carport in the floodplain on Adah Lane.
Wimbrough Residence
City staff has received the second submittal of the grading plan package for the proposed residence
on Sycamore Canyon Road. City staff has also received the second submittal of
the water improvement plan proposing a fire hydrant on Sycamore Canyon Road in association
with the proposed single-family residence.

INSPECTION
Cox Communications Expansion
Midland Road (CUP16-012) - Work on the second building has begun. The contractor completed
demo, removed and recompacted subgrade and has begun placing the concrete footings for the
proposed building.
Outpost
Poway Road (G18-0002) - Installation of rakers is complete and the contractor is working on
installation of the re-bar within the raker footings. The contractor has begun placing rebar for the
third concrete slab section and is tentatively scheduled for Saturday the 29th. The concrete
placement for the second section was completed last week. The installation of the permanent
threadbar tiedowns for the fourth section has begun. This week the contractor is working on fine
grade and will be hauling material generated from the fourth section.
Tobar Residence
Cumberland Drive (G19-0004) The neighbor to the north of the project has expressed concern
regarding the location of the new fence wall. The neighbor hired a licensed surveyor to re-stake the
property line.
The wall location was staked and then the wall installed. During installation the stakes were removed
making it impossible for the inspector to confirm the location of the wall at this time. The owner Dan
Tobar was asked to re-stake the Property line to confirm the exact location. Mr. Tobar is both a
licensed land surveyor and civil engineer and stated that his staking was more accurate than the
neighbor’s surveyor because Mr. Tobar used three location to triangulate the excavate point of the
property line. Poway staff has set up a meeting to discuss.
Villa De Vida
Oak Knoll Road (G19-0002) (WI19-001) - The contractor has completed approximately 90% of the
pad placement and has begun construction of the building. Rough plumbing under the proposed
kitchen is ongoing. The asphalt slot patching along Oak Knoll Road has begun and will be completed
this week.
Vantage Point
Kirkham Way (G18-0008) (STI18-003) - The contractor has begun fine grade, compaction of
subgrade and base course and concrete placement of flat work and curb and gutter throughout the
site. Drainage work is in different stages including backfill and compaction and bio-basin work.
Landscape work has begun throughout the site with irrigation work and planting being performed.
Aria Estates
Danes Road (G19-0009) (WI19-003) - The proposed sewer main, manholes and laterals were all
staked, and the sewer system is about 75% complete. The contractor placed three sewer manholes
and the sewer main. Excavation and installation of all seven sewer laterals is complete. Last week
the contractor completed the excavation and installation of the proposed 8” water main and seven
water services. Testing of both the sewer main and water main will be conducted simultaneously.

AT&T Small Cell Pole Replacement
Various Locations (STI-19-002) - AT&T has begun construction of 16 small cellular 5-G antennas.
New 5-G antennas will be installed on 12 existing poles in the business park and four replacement
poles closer to the center of Poway. Four of the 12 locations within the business park have begun
construction. AT&T has a separate subcontractor working at each location. The inspector held the
preconstruction meeting for the four replacement pole locations along Poway Road and Community
Road. Light fixtures will be replaced with LED units that match the product being used for the City’s
LED Street & Safety Lighting Conversion project where streetlight poles are being replaced. Last
week the contractor worked on the first of four locations. At Poway Road and Garden Road, crews
potholed to identify existing underground utilities. Work will continue this week.
Mehdi Residence
Spyglass Terrace (G14-0018) - The owner has completed all required punch list items.
Filhart Residence
Water Improvements Deer Valley (WI18-001) - The asphalt slot patch is scheduled to begin this
week. Work was on hold for several months while the contractor and owner clarified responsibility
for restoration.
SCHEDULED ROAD/LANE CLOSURES
Lane closure with flaggers in the #1 lane on Poway Road eastbound between Community
Road and Civic Center Drive for incoming and outgoing haul trucks and a sidewalk closure
south side of Poway Road between 13301 and 13245. Work is related to the Outpost Project.
Possible lane closure on General Atomics Way in both directions for work related to the
Parkway Summit / Vantage Point Project.
Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both
directions for the undergrounding of utilities associated with the Espola Road Safety
Improvements Project.
Lane closure on Pomerado Road between Bernardo Heights Parkway and 500 feet north of
Stone Canyon Road in both directions for work related to the Pomerado Road Sewer Line
Repair Project.
Lane closure on Saint Andrews Drive between Saint Andrews Court and Tining Drive in both
directions for work related to an SDG&E gas line project.
Lane closure on Scripps Poway Parkway at Community Road all directions, and multiple lane
closures on a variety of collector streets (Stowe Drive, Danielson Street, McIver’s Court,
Gregg Street, Crosthwaite Circle) all within the business park for the AT&T 5G upgrade
project.

Signs 18 Replaced 18 signs that failed reflectivity as part of
Zones 1-2 Sign Program. Installed two bike signs
on Espola Road per Engineering. Removed 12
“block number” signs on Poway Road.
Vegetation 1 Trimmed trees that were obstructing a sidewalk
on Hidden Valley Road.
Graffiti 50 Abated 50 feet of graffiti on the Sycamore Canyon
Road overpass.
Miscellaneous Painted 135 feet of yellow curb at Fire Station #1.
Installed/painted-out four emergency generator
parking stalls at several pump stations for Water
Utilities. (approx. 150’ of striping). Assisted the
Water Distribution division with cleaning up after a
water main break on Sam O Reno that infiltrated
surrounding neighborhoods.

Parks, Trails & Landscape Maintenance
Arbolitos Mini Park Sprayed weeds along the hiking trail.
Arbolitos Sports Park Sprayed weeds along the fence line, walkways,
planters and slope.
Aubrey Park Sprayed weeds along walking paths, fence lines
and desilting basin. Repaired an irrigation
mainline leak.
Bette Bendixen Park Removed low hanging tree limbs above the
horseshoe pit/picnic area.
City Hall Sprayed weeds in planters, along walkways, and
trail behind facility. Trimmed trees, vines and
shrubs. Performed graffiti abatement.
City Owned Properties Completed property inspections.
Community Park Sprayed weeds throughout the facility along
fence lines, picnic areas, along walking
paths/trail to City Hall, and in planters. Provided
support to the contractor renovating the bocce
court. Filled in holes at Dog Park. Trimmed trees

Garden Road Park Permanently anchored two picnic tables to
cement pads. Documented damage to the park
caused by the PUSD contractor while they were

Hilleary Park Sprayed weeds along fence lines, walkways,
and planters. Trimmed trees, vines and shrubs.
Lake Poway Park Planted 43 euryops daisies in the parking lot
medians and one donated pine tree near the
upper restroom. Applied herbicide along the
parking lot medians and east side of the park.
Added landscape mulch to the lower parking lot
medians. Added cobblestone to the perimeter of
three parking lot medians. Fertilized and added
lime soil conditioner to the ballfield turf.
Replaced a damaged picnic table bench board.
Old Poway Park Sprayed weeds throughout the park, picnic
areas, along fence lines and in planters. Cleared
debris from along the western border. Trimmed
trees, vines and shrubs.
Silverset Park Removed weeds and frost-damaged plant
material from the planters along the perimeter of
the parking lot and playground. Spread 36 bags
of lime soil conditioner on both sports fields and
aerated them. Filled in and dragged low areas
of the infield.
Starridge Park Sprayed weeds throughout the facility, along
walking paths and fence lines, perimeter of the
park, and planters.
Valle Verde Park Performed gopher abatement, filled in collapsed
holes in the sports turf and applied herbicide.
Marked out the irrigation for the fencing
contractor along Espola Road and provided
irrigation line supplies to repair the one that was
damaged during the fence installation. Replaced
five turf irrigation heads on the sports field and
replaced a section of recently installed drip
irrigation tubing. Replaced wood fence posts in
front of the pocket park. Trimmed a tree to keep
it from blocking street visibility.
Miscellaneous Trails Applied herbicide along sections of Tierra
Bonita, Dearborn, Espola, Justin, Ellie Lane,
Tooth Rock and Old Coach Trails. Replaced six
old/damaged trail fence rails along the Justin’s
Trail.
Miscellaneous Parks Delivered two yards of dirt to the Future Farmers
of America site. Sprayed the large slope at Adobe
Ridge Park using units #52 and #541 tow-behind
sprayer.
