Linking Project No. 19-003
Laserfiche document relationships link associated documents together so that each related document
can be quickly accessed from one to the other. Our process involves multiple documents that, while
related, must be processed and stored in different folders in the repository. While separate filing
locations makes sense organizationally, it can be cumbersome for staff and the public to find related
documents if they do not know they exist. That is why this linking project is extremely beneficial.

participants. Friday’s “Under the Sea” theme allowed parents take the night off

Spring registration got off to a great start, with first-day registrations up 19% and a first-day
revenue increase of 24%.
Know anyone looking for an exciting and rewarding summer job? We’re
looking for camp counselors and lifeguards to help us create memorable
experiences. Tell your friends and family!
March Madness kicked off this week at Lake Poway. Donated prizes are given
away each week for the biggest fish (any species) caught and weighed-in at the
boat dock.
Tis the season to become a Blue Sky Volunteer Docent. We are ramping
up our efforts to find folks who enjoy being outdoors in nature and sharing
their knowledge of plants and animals. Training is self-paced and free.

PLANNING
Big Stone Lodge Public Workshop Summary
The Big Stone Lodge Public Workshop was held February 27 in the City Council Chambers. The
workshop was held to consider opportunities for memorializing the heritage of Big Stone Lodge, a
locally designated historic structure, located at 12237 Old Pomerado Road. There were 30 attendees
including 28 residents (seven of whom live off of Old Pomerado Road). Comments included, but
were not limited to, preserving the stones, stone fireplace, oak trees and trail staging area, preserving
the buildings in-tact including staging the area of what it once looked like, developing the site into a
passive park, campground, wedding venue, or a winery/brew-pub, and memorializing the site
through photographs and plaques. It was noted by several attendees that preservation activities
should remain on the site and that they should not be moved to other locations. Comments were
also received via email and US mail. The comments are in the process of being consolidated into a
spreadsheet for review by the Development Services Director and City Manager. Workshop
attendees will be notified as to the next steps in the process.
GVCA Neighborhood Meeting Summary for Stoneridge “The Farm in Poway” Specific Plan
(SPP18-001)
The Farm in Poway is a 118-acre specific plan and development project proposed at the former
Stoneridge golf course. The project proposes 138 single-family homes and 22 twinhomes (160 total
units), as well as, agricultural, recreational and retail uses. The Green Valley Civic Association
(GVCA) provided a panel-style neighborhood meeting on March 1. The meeting was held at Painted
Rock Elementary School. Panelists included the development team and David De Vries, City
Planner. A variety of questions and responses were provided. Issued raised were related to traffic,
noise, lighting, future amendments to the plan, and the development approval process and what
happens if the plan is not approved. It was also asked if the buildings on-site could be required to
be torn down. There were other concerns as well.
Granite Construction Company at 10975 Beeler Canyon Road (BC-019213)
A business certificate was issued to Granite Construction Company to resume mining operations
that had been previously idle and operated by Vulcan Materials Company. An administrative
modification to the Conditional Use Permit (CUP19-009) for the site was also recently approved to
change the mining operator from Vulcan Materials to Granite Construction.
Antique & Consignment at 12657 Poway Road (BC-019463)
A business certificate was issued for a 4,500 sf Antique & Consignment store. Pursuant to the Poway
Road Specific Plan, the development standards for the property do not allow for thrift store operations
or similar second-hand sales.

New Single-family Residence (B19-0714)
On March 5 a building permit was issued for a new 3,800 square-foot single family dwelling with a
721 square-foot attached garage, 462 square-foot patio and 112 square-foot porch located at 14095
Murel Trail.
New Accessory Dwelling Unit (B19-2230)
On February 3 a building permit was issued for a 1,394 sf detached ADU with a 578 square-foot
patio cover located at 14282 Palisades Drive.
CAPITAL IMPROVEMENTS
Mickey Cafagna Community Center
Demolition of the buildings is complete. Breakdown and removal of the concrete foundations is on-
going and is expected to be completed this week, pending predicted rain. The contractor continues
to sort the debris for recycling purposes. Staff continues coordination of the new electrical service
for the parking lot and tennis court lights. The parking lot will continue to be lit by temporary lighting
until the new SDG&E meter can be placed. Coordination efforts for the new building electrical service
have begun and the plumbing subcontractor has completed three of four sewer and stormwater
connections.

Espola Road Safety Improvements
SDG&E’s contractor, VetSource, continues to work on punchlist items related to the underground
infrastructure that was installed. SDG&E’s cabling crews continue their work in the 20A portion of
the project (southern end). The crews are prepping intercept locations where properties are already
on underground feeds that will need to be tied into the new underground cabling. SDG&E continues
to work on resolving a few outstanding easement and encroachment issues prior to cabling of the
20B portion (northern end).
Public Works staff continues to monitor and refresh the erosion control devices along Espola Road,
south of Del Poniente Road. After each rain event, staff is evaluating the devices and making
adjustments as necessary. On Monday of this week, Public Works staff installed a temporary drain
system to divert storm water flows from the partially completed pathway onto the street. The new
drain will be monitored closely during this week’s predicted rain to determine if it has helped alleviate
some of concerns presented by nearby residents.

Valle Verde Playground Renovation
The Contractor continues to work on foundation preparation. Installation of playground equipment
has begun. Work is expected to continue into May.
Martincoit Road Sewer Upsize
The Contractor was able to complete the pipe bursting segment of the project and the creek crossing
last week. During these activities the wastewater was being bypassed 24-hours a day. The bypass
has been turned off and the flow is now in the newly-installed pipe. The Contractor will resume work
within the trail area this week.
LAND DEVELOPMENT
Navidi Residence
A grading plan package has been submitted for first review of the grading required to build a 3,000
square foot barn/workshop at an existing residence along Twin Peaks Road.
A floodplain development permit was also submitted as a part of the grading and improvements
associated with the workshop since development will take place within the FEMA regulated floodplain
and floodway.
Poway Commons
The City has received the second submittal of the grading plan package for the proposed residential
development on parcels located on the north and south sides of Poway Road near Quate Court and
Civic Center Drive/Tarascan Drive.
The City has returned comments on the second submittal and subsequently received the third
submittal of the floodplain development permit package for the proposed residential development on
parcels located to the south of Poway Road near Quate Court and Civic Center Drive. The project
design impacts the mapped Federal Emergency Management Agency (FEMA) regulated floodway
which requires a special engineering study to be reviewed and approved by City staff and FEMA and
will ultimately revise the mapped floodway.

Creekside Plaza
The grading plan package was submitted for second review of the grading associated with the
proposed new commercial building within Creekside Plaza at the southeast corner of the Poway
Road and Community Road intersection.
Outpost
Staff has reviewed and approved the partial certificate of line and grade and the soil compaction
report for zone 4 (the southwest corner) of the project site pad.
Dycus Residence
The owner has paid grading securities and remaining fees required prior to issuance of the grading
permit. Staff is in the process of final review of the grading plan mylars prior to grading permit
issuance. This work is to legalize grading that occurred at a residence on Glenoak Road.
Mobile Mini
City staff returned comments on the second review of the grading plan package proposing the
replacement of asphalt pavement to concrete for the facility located along Crosthwaite Circle. Staff
has determined the grading securities and notified the applicant of the required amount.
STORMWATER
Industrial/Commercial Inspections
The City’s consultant, D-Max Engineering, has begun its annual industrial-commercial stormwater
inspection program. These are routine inspections required per state and federal regulations. The
purpose of these stormwater inspections is to confirm that businesses are free of any negative
impacts to the storm drain system, which drains untreated runoff directly to our creeks and eventually
the ocean. Inspections will continue for the next couple months.
Los Penasquitos Lagoon Sediment Total Maximum Daily Load (TMDL)
City staff met with the Regional Water Quality Control Board this week to discuss the Los
Peñasquitos Lagoon Sediment TMDL requirements, the current cost share negotiations of the Los
Peñasquitos Lagoon Restoration Project with the City of San Diego, and possible alternative options
to participation with the Lagoon Restoration project. The board seemed open to alternative solutions
for meeting the requirements within the Sediment TMDL and agreed to meet again to discuss further
once the Board has had time to more thoroughly review the Sediment TMDL requirements and City
staff has progressed with further research on alternative projects within the City of Poway.
San Dieguito Water Quality Improvement Plan (WQIP) Update
The San Diego Regional Water Quality Control Board reviewed the 2017-2018 WQIP Annual Report
and issued a comment letter in October 2019. The comment letter stated that the San Dieguito
Watershed Co-permittees (City of San Diego, County of San Diego, City of Escondido, City of Del
Mar and City of Solana Beach) are required to update the WQIP to address obligations identified by
the Board Executive Officer in the WQIP Acceptance Letter dated February 17, 2016. Updating the
WQIP is a yearlong process which requires a consultation panel to review the proposed updates of
the WQIP and the co-permittees consider their recommendations. City staff has already begun the
coordination process between the other co-permittees and Regional Board staff to start the update.
The co-permittees have sent out letters and other notifications requesting any information people
would have on the watershed as a whole and in particular, any data they may have regarding
measurements of water quality in Lake Hodges and its tributaries. The co-permittees are also in the
process of selecting members of the public to invite as members of the consultation panel.

INSPECTION
Outpost
Poway Road (G18-0002) - The contractor completed rebar placement for the fourth concrete slab
section. The placement of the fourth section was completed Monday of this week.
Villa De Vida
Oak Knoll Road (G19-0002) (WI19-001) - The contractor continues to work on the building phase of
the project. The waterline trench within the intersection of Oak Knoll Road and Pomerado Road has
been completed. The trench along Oak Knoll has been base paved and will be completed once dry
utilities have been installed.
Vantage Point
Kirkham Way (G18-0008) (STI18-003) - The contractor continues to work on fine grade. Compaction
of subgrade, base course and concrete placement in drive aisles and curb and gutter placement are
all ongoing. Drainage work is in different stages including bio-basin construction. Landscape work
has begun throughout the site with irrigation work and planting being performed in several areas.
Aria Estates
Danes Road (G19-0009) (WI19-003) - The proposed sewer system is about 95% complete. The
contractor placed the sewer main, manholes, and sewer laterals. The sewer main testing was
completed last week, and only manhole sealing and cctv remain. The contractor has completed the
excavation and installation of the proposed 8” water main and water services. The water main testing
has passed. The final test is the bacteriological test, which is with the laboratory.
AT&T Small Cell Pole Replacement
Various Locations (STI-19-002) - AT&T has begun construction of 16 small cellular 5-G antennas.
New 5-G antennas will be installed on 12 existing poles in the business park and four replacement
poles closer to the center of Poway. 12 locations within the business park and 2 of the locations
along Poway Road have begun construction. AT&T has several subcontractors working at various
locations.
Filhart Residence
Water Improvements Deer Valley (WI18-001) - The asphalt slot patch restoration work began last
week. Previously, work was on hold for several months while the contractor and owner clarified
responsibility for restoration. This week trench restoration is scheduled to be completed, weather
permitting.
Sharma Residence
Palisades Drive (MDRA19-023) - The preconstruction meeting for this accessory dwelling unit is
scheduled for this week.
Berg Residence
Running Deer Trail (MDRA16-013) - A preconstruction meeting was held, and the contractor began
work immediately after. Building footings have been excavated and placement is scheduled for this
week, weather permitting.

Lane closure with flaggers in the #1 lane on Poway Road eastbound between Community
Road and Civic Center Drive for incoming and outgoing haul trucks and a sidewalk closure
south side of Poway Road between 13301 and 13245. Work is related to the Outpost Project.
Possible lane closure on General Atomics Way in both directions, for work related to the
Parkway Summit / Vantage Point Project.
Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both
directions for the undergrounding of utilities associated with the Espola Road Safety
Improvements Project.
Lane closure on Pomerado Road between Bernardo Heights Parkway and 500 feet north of
Stone Canyon Road in both directions for work related to the Pomerado Road Sewer Line
Repair Project.
Lane closure on Scripps Poway Parkway at Community Road, all directions, and multiple
lane closures on a variety of collector streets (Stowe Drive, Danielson Street, McIver’s Court,
Gregg Street, Crosthwaite Circle) all within the business park, for the AT&T 5G upgrade

o City staff continues to reach out to businesses to participate in the City’s @Explore92064
Facebook page. In February, staff visited CSS Global Technologies, a software and
information technology solutions firm. In addition to learning about the business and touring
their facility, @Explore92064 also promoted the CSS Avocado Day, the first annual event to
raise funds for local charities. The event attracted an estimated 800 people to Old Poway
Park.
o The @Explore92064 page also featured Mello Yoga. Lisa Mello’s studio has been in business
int the Pomerado Plaza on Poway Road for 1½ years. The Poway resident provides classes
for the whole family, starting with classes for ages 3 and up.
o The transaction to sell two Housing Authority-owned properties and five City-owned properties
to the Meridian Development/Poway Commons project is tentatively scheduled to close
escrow on April 7.
o On February 5, staff attended the 36th Annual San Diego County Economic Roundtable. Dr.
Christopher Thornberg, Director of the UC Riverside School of Business Center for Economic
Forecasting and Development was the featured speaker. At the time of the presentation, Dr.
Thornberg stated that economic fundamentals (GDP, Interest Rates, Unemployment) were
strong, and the likelihood of a near-term recession were low. However, Dr. Thornberg did
caution that an international event that was outside of our control (such as the current Corona
Virus situation), could cause his outlook to change.
o Staff attended the San Diego North EDC presentation by Gary London, looked at recent
changes to the overall retail landscape at its implications for new development. Several mixed-
use best practices cited by Mr. London are included in the Poway Road Specific Plan and are
being incorporated in the Outpost and Poway Commons developments.

Parks, Trails & Landscape Maintenance
Arbolitos Mini Park Applied herbicide along the perimeter of the park.
Aubrey Park Performed irrigation mainline repair.
City Hall Trimmed planters and cleaned the patio area for
the ERC event and Council meeting.
City Owned Properties Boarded up a door at the Old Stone Lodge that
was vandalized to gain access and applied
herbicide around the perimeter of the building.
Performed weed abatement and mowed 15 open
properties between Sycamore and Community
Roads. Applied herbicide at 11 properties
between Sycamore and Community Roads.
Community Park Trimmed shrubs in the parking lot medians,
provided support during MCCC project. Inspected
and made repairs as needed to the ballfield
irrigation. Dog Park and pool turf have been
unavailable due to construction. No electricity to
maintenance yard and tennis courts projected for
one month.
Garden Road Park Inspected the progress of the Poway Unified
School District’s chain link fence replacement
between the school and park. Contractor
performing the project has caused damage to
the park. Located an irrigation leak and
completed the needed repair. Relocated two
picnic tables. Replaced a turf irrigation valve
near the school fence.
Hilleary Park Trimmed shrubs and vines around the restroom
building. Trimmed the acacia.
Lake Poway Park Assisted with the irrigation repair at Garden Road
Park. Trimmed the plant material in the lower
parking lot medians and added a few rocks to
accentuate the landscape. Moved excess sand
from the boat dock entrance to fill in ruts in the
surrounding area. Added landscape mulch to the
lower parking lot medians and along the upper
playground. Located and re-connected a broken
wire to an irrigation valve on the lake slope.

Replaced faded trail signs around the lake. Re-
distributed the sand on the volleyball courts.
Repainted the bases of six metal BBQ’s.
Poway Oaks Park Herbicide application.
Silverset Park Trimmed the acacia and plant material along the
front of the park. Dragged the ballfield infield
after the rains. Assisted contract tree trimmer
with gaining access to the area between the park
and homes. Applied herbicide along the ballfield
and walking path. Applied soil penetrant to the
sports fields.
Sycamore Creek Park Herbicide application Sycamore Park (east).
Valle Verde Park Assisted the playground equipment contractor.
Trimmed and raked the west side of the park.
Trimmed the acacia along the sidewalk on St.
Andrews. Replaced several turf-irrigation heads
along the ballfield and Espola Road. Replaced
one broken dog bag dispenser post. Repaired
drip irrigation lines and connections to the valve.
Checked the irrigation system. Applied herbicide
to the hardscape and planters. Applied soil
penetrant to the sports fields.
Miscellaneous Trails Removed low hanging tree branches from the
Espola Trail. Performed weed abatement on the
Old Coach, Espola Road, South Poway,
Dearborn, Tierra Bonita, Iron Mountain, Lower
South Poway and a section of the Avocado
Trails. Removed tree limbs and filled in ruts
along the Pomerado Trail heading the lift station
off Avenida Florencia. Delivered a load of base
to the head of the Sumac Trail.
Miscellaneous Parks Staff attended half day Hazwoper Training

Emergency Response Callouts 14 Assisted employee with gate PIN. Responded
to two irrigation issues, one request for diesel
fuel for generators in Community Park
construction area. Granted access to a building
for an employee. Performed one wastewater
easement clean up. Removed a tree that was
partially blocking the roadway. Picked up a
disabled dump truck. Responded to resident with
