The purpose is to survey use and compliance with social distancing requirements and confirm that all required public information remains posted. • The Poway Farmers Market continues to operate weekly from 8:00am-1:00pm and is following strict guidance from the County to maintain social distancing and has multiple handwashing stations throughout the market. Both market staff and vendors began wearing facial coverings last Saturday in compliance with the County Health Order. • Although Lake Poway is closed to the public, staff worked diligently with PUSD and Public Works to establish an access procedure for Future Farmers of America program participants. Under supervision, students have access to feed the animals in both the morning and evening. • Governmental agencies regulate required swim center maintenance. On a weekly basis, the chemistry and sanitation are inspected, the chlorine feed system is cleaned and flushed, strainer baskets are exchanged, and chemicals are monitored and reordered as needed. • All performances at the Poway Center for the Performing Arts have been suspended through May 31. Deposit refunds for cancellations and transfers of ticket sales revenue owed to rental clients is in progress. • Online-only early registration for summer camps opened on April 7. As expected, this year’s day-one registration was lighter than usual. Overall, registration was down by 45% and revenue by 44%. As the COVID-19 emergency unfolds, the public will continuously have an opportunity to sign up for the more than 190 camps that start in mid-June. The camp start date is subject to the stay at home order being lifted. Due to COVID-19 and reduced store inventories, there has been unlawful price mark-ups by retailers in the San Diego region, aka “price gouging.” Code Compliance staff is coordinating with the Consumer Protection Division of the SDCAO to investigate complaints and inspect several retailers, but did not observe any suspicious price mark-up activity. SDCAO staff did explain they would utilize this opportunity to educate retailers on appropriate pricing practices during regional and local emergency incidents. Damaged Home at 13109 Standish Drive Code Compliance staff received a complaint on a fire damaged home located at 13109 Standish Drive. The home suffered a fire event that rendered it uninhabitable on October 24, 2019. The owner agreed to move forward with hiring a professional to clean-up and secure the property by the end of April. Gary Sinise Foundation New Single-Family Residence Approved at Sagewood Lane A minor development review application from the Gary Sinise Foundation (Stacy Residence) for a new single family residence was approved on March 25, 2020 for a 5,100-square-foot smart home on Sagewood Lane to accommodate a wounded veteran and his family. New Residential Care Facility Finaled at 13608 Aubrey Street Building permits for the new residential care facility on Aubrey Street were finalized. The building is 6,336 square feet with a total of 15 bedrooms and an attached patio cover that is 128 square feet. New Single-family Residence and ADU at 15903 Running Deer Trail On March 13, building permits were issued for a new 2,864-square-foot single family residence, 648-square-foot garage, deck and patio cover and a 709-square-foot detached Accessory Dwelling Unit. CAPITAL IMPROVEMENTS Martincoit Road Sewer Upsize The contractor completed restoration of the sewer Creek Crossing on March 20, 2020. The project consultant is currently preparing a post-completion memo per the conditions of the Army Corps Emergency Permit issued for the creek crossing. The contractor will remobilize to complete work on Calle Colina and the Equestrian Trail next week after the predicted rain subsides. The contractor is also scheduled to clear, reseal, and restripe the existing parking lot at Painted Rock Elementary School by the end of Spring Break, April 17, after using portions of the lot as a construction staging yard. Director’s Notes April 8, 2020 Page 2 Treatment Plant Chemical Building and Tank Farm Upgrades Due to the growing concerns over the COVID-19, non-essential staff are not being allowed at the Water Treatment Plant. Construction activity resumed at the Water Treatment Plant on April 7 for items that do not require interaction with Water Treatment Plant staff. Plant operations will not be shutdown at any time during these activities. The valve and actuator replacements requiring shutdowns of the plant have been postponed to next winter when water production is in its lowest demand. Valle Verde Playground Renovation The new playground equipment at the park has been placed and concrete footings have been poured. The new play surface is currently being installed. This is tentatively expected to be completed by next week, weather permitting. The parking lot will remain closed due to COVID-19. Espola Road Safety Improvements SDG&E’s cabling crews have not been working over the past several weeks due to COVID- 19. It is anticipated that work will resume once COVID-19 restrictions are lifted. SDG&E’s contractor, VetSource has several punchlist items related to the underground infrastructure that need to be completed. SDG&E office staff that are working remotely continue to work on resolving outstanding easement and encroachment issues prior to cabling of the 20B portion (northern end). This includes potential relocation of two transformers. Once these are resolved VetSource will finalize the as-built drawings and any outstanding punchlist items. The City’s consultant completed additional survey work this week to identify the locations of new utility facilities associated with the undergrounding. The survey data will allow the consultant to proceed with the design of the pathway improvements. Public Works staff continues to monitor and refresh the erosion control devices along Espola Road, south of Del Poniente Road. After each rain event, staff is evaluating the devices and making adjustments as necessary. Mickey Cafagna Community Center Demolition of the buildings is complete. Breakdown and removal of the concrete foundations is also complete. Grading work will begin after this week’s rain event. The new SDG&E electrical meter for the parking lot and tennis court lights has been set and the lights are functional. Coordination efforts for the new building electrical service have begun and the plumbing subcontractor continues to work on wet utility connections. The project remains within schedule and budget. Director’s Notes April 8, 2020 Page 3 LAND DEVELOPMENT Gary Sinise Foundation Residence (G20-0004) The City has received the first submittal of the grading plan package for the proposed single-family residence on Sagewood Lane. Creekside Plaza (G19-0013) The City returned comments on the second submittal of the grading plan package for the grading associated with the proposed development of a new retail building within Creekside Plaza at the southeast corner of the Poway Road and Community Road intersection. Nguyen Property (G20-0001) City staff has returned comments for the first review of the grading plans associated with the rough grading of an access driveway in order to gain access to the property for future geotechnical and infiltration analysis. The property is located off of Oak Canyon Road. Bazaz Residence (G16-0010) City staff returned comments on the sixth review of the grading plans associated with a single-family residence proposed on Coyotero Drive. Poway Commons (G19-0011 and STI20-002) City staff returned comments on the second review of the grading plan package for the proposed residential development on the north and south sides of Poway Road near Quate Court and Civic Center Drive/Tarascan Drive. City staff also returned comments on the first review of the street improvement plans as part of the Poway Commons Project. The plans include various improvements to the project frontage along Poway Road, Tarascan Drive, and Civic Center Drive. INSPECTION Outpost Poway Road (G18-0002) - The contractor completed rebar and concrete placement for the fifth segment of the foundation. The next placement is roughly two weeks away. The next concrete placement will be in one of four remaining areas. Two areas have saturation issues from ground water creating scheduling issues. The final two concrete placement areas are at the base and under the site entrance ramp. Temporary stairs to access the work area have been constructed. The contractor has begun work on the podium deck, or first floor forming. Villa De Vida Oak Knoll Road (G19-0002) (WI19-001) - The contractor continues to work on the building phase of the project. Stormwater management has been the major focus due to wet weather. Vantage Point Kirkham Way (G18-0008) (STI18-003) - The contractor continues to work on fine grading. Compaction of subgrade, base course, and concrete placement in drive aisles and curb and gutters is slow due to weather. Drainage work is in various stages of construction but has also slowed due to weather. Landscape work continues throughout the site with irrigation work and planting being performed in several areas. Director’s Notes April 8, 2020 Page 4 AT&T Small Cell Pole Replacement Various Locations (STI-19-002) - Construction of 16 small cellular 5-G antennas continues. New antennas are being installed on 11 existing poles in the business park and five replacement poles. One replacement pole is in the business park and four are closer to the center of Poway, along Poway Road. AT&T has several subcontractors working at various locations. Filhart Residence Water Improvements Deer Valley (WI18-001) - The asphalt slot patch restoration work has been completed and only punch list items remain. Construction of the home is ongoing and all onsite BMPs have been maintained or replaced as per the correct work notice previously issued. Work on the driveway has begun but was halted due to wet weather. SCHEDULED ROAD/LANE CLOSURES  Lane closure with flaggers in the #1 lane on Poway Road eastbound between Community Road and Civic Center Drive for incoming and outgoing haul trucks and a sidewalk closure south side of Poway Road between 13301 and 13245. Work is related to the Outpost Project.  Possible lane closure on General Atomics Way in both directions, for work related to the Parkway Summit / Vantage Point Project.  Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both directions for the undergrounding of utilities associated with the Espola Road Safety Improvements Project.  Lane closure on Pomerado Road between Bernardo Heights Parkway and 500 feet north of Stone Canyon Road in both directions for work related to the Pomerado Road Sewer Line Repair Project.  Lane closure on Scripps Poway Parkway at Community Road, all directions, and multiple lane closures on a variety of collector streets (Stowe Drive, Danielson Street, McIver’s Court, Gregg Street, Crosthwaite Circle) all within the business park, for the AT&T 5G upgrade project. There are numerous links to information on the City’s main webpage, the Tools for Business page and the #Explore92064 Facebook page. o City staff has been working to continually update the City website to provide information on local, state and federal assistance programs. A list of links to government loan programs, and assistance to employers and employees can be found on the City’s Covid-19 link on the Poway.com webpage and on the Tools for Business page (https://poway.org/864/Tools-For-Business). o The Tools for Business webpage is also a source of information for federal loan programs, including the U.S. Small Business Administration’s (SBA) Economic Injury Disaster Loan (EIDL). This program has two components, the loan itself and a loan advance of $10,000. Loans are made directly from the SBA. This page also contains information on the Paycheck Protection Program (PPP) which is a loan from private and non-profit lenders that are in the business of making SBA 7(a) loans. o The City has partnered for several years with the Small Business Development Center (SBDC). The SBDC provides free consulting services to small businesses. Businesses can register with the SBDC for free assistance to apply for the EIDL and PPP loans. A link to the SBDC is also on the Tools for Business Page. o Staff has created a list of restaurants and grocery stores that remain open for business. The list is continually updated as we learn of openings and closings.
