To be tter facilitate participant decision-making, the release of the Community Services Guide has been delayed from May 2 to May 16. Camp registrations are in -progress and summer registration will now take place on May 26. • Daily park patrols throughout the city continue. During patrols, staff collects routine information regarding use and reposts closure signs that have been removed. Generally, the public continues to adhere to the temporary regulations. • It’s National Volunteer Week! Although our volunteers have been asked to stay home safe with their families during the emergency, staff has been consistently reaching out to ensure they continue to feel connected to and appreciated by the city. We look forward to their return. • Recent rains have required staff to step-up repair and maintenance tasks. This included clearing debris from the swim deck, checking roof and patio drains, pump - out of boats, and removal of branches from across trails. • AT&T started an antenna upgrade project on April 20 at the Poway Center for the Performing Arts. The Department of State Architect is overseeing the project and staff is onsite to allow for safe access to interior locations and ensure the install does not interfere with the operation of theatre equipment. • Staff remotely attended a meeting of the Poway Senior Center and an executive discussion with Poway OnStage. The reopening of the Senior Center has been delayed from May 1 to “until further notice”. Final invoices for night-of-show staff services for the 19-20 season were sent to Poway OnStage and city provided support services for the 20-21 season are under discussion. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: April 22, 2020 SUBJECT: Director’s Notes PLANNING Poway Commons Staff from Development Services and the City Manager’s Office continue to work with Meridian Development on items needed to close escrow on the City and Housing Authority owned properties that will be part of the Poway Commons development. Close of escrow is targeted for early next week. Meridian is working with the Building Division on getting the demolition permit ready to be issued. The plan is to obtain the demolition permit the day after close of escrow. The bird survey required by the CEQA review will be commissioned for the same time so that they can start demolition by the end of next week. Planning and Engineering staff are working on the review of the grading and improvement plans and these are close to being complete. Meridian is hoping to have the grading permit approved by the second week of May. “The Farm in Poway” Specific Plan (SPP18-001) On April 6th, the 45-day public review of the draft Environmental Impact Report (EIR) for The Farm in Poway Specific Plan ended. We received 13 comment letters, each addressing varying issues. Responses to comments and the final EIR are currently being prepared. A link to the draft EIR and all of the technical appendices is provided on the City’s website. Staff anticipates the City Council will review the draft proposal in June before the August 7th deadline to submit for the 2020 ballot. The Farm in Poway is a 118 acre specific plan and development project proposed at the former Stoneridge golf course. The project proposes 138 single-family homes and 22 twin homes (160 total units), as well as, agricultural, recreational and retail uses. Tenant Improvements for Poway Federation of Teachers at 13475 Danielson Street On April 16th, a building permit was issued for tenant improvements for the Poway Federation of Teachers totaling 4,840 square feet of remodeled area. CAPITAL IMPROVEMENTS Espola Road Safety Improvements SDG&E’s cabling crews have completed all work in the 20A portion (southern end) that can be done without non-critical planned outages. SDG&E is considered an essential business and their work, including construction operations, is continuing during Covid-19. However, there is an exception for service cutover work. They are postponing all non-critical planned outages, while continuing with those related to public safety, emergencies and wildfire mitigation. Once outage restrictions are lifted (estimated June timeframe) the cabling crews plan to capitalize on outages that will allow for conversion of the 20B portion along with the 20A portion to avoid multiple interruptions to customers. SDG&E’s contractor, VetSource has several punchlist items related to the underground infrastructure that still need to be completed. SDG&E office staff that are working remotely continue to work on resolving outstanding easement and encroachment issues prior to cabling of the 20B portion (northern end). This includes potential relocation of two transformers. Once these are Director’s Notes April 22, 2020 Page 2 resolved VetSource will finalize the as-built drawings and any outstanding punchlist items. The City’s consultant recently completed additional survey work to identify the locations of new utility facilities associated with the undergrounding. The survey data will allow the consultant to proceed with the design of the pathway improvements. Public Works staff continues to monitor and refresh the erosion control devices along Espola Road, south of Del Poniente Road. After each rain event, staff is evaluating the devices and making adjustments as necessary. Treatment Plant Chemical Building and Tank Farm Upgrades  Construction activity has resumed at the Water Treatment Plant after a brief hold for pandemic considerations. The surface wash water isolation valve has been installed which will allow plant operations to continue whenever work on filters 5-8 is completed. The new caustic soda tank has been placed and anchored this week. The chemical mixing skids have completed testing and have been accepted by the plant supervisor. Valle Verde Playground Renovation  The new play surface has been installed. The curb ramp replacement is tentatively expected to be completed by next week, weather permitting.  The parking lot and play area will remain closed due to COVID-19 until further notice. Director’s Notes April 22, 2020 Page 3 Martincoit Road Sewer Upsize The contractor completed restoration of the sewer crossing at the creek on March 20. On April 15 the project consultant submitted the post-completion memo, per the conditions of the Army Corps Emergency Permit issued for the creek crossing.  The contractor remobilized last week to complete work on Calle Colina and within the equestrian trail.  The contractor resealed and restriped the existing parking lot at Painted Rock Elementary School and will vacate the parking lot this week after using portions of the lot as a construction staging yard. Mickey Cafagna Community Center Even though the construction site received over six inches of rain a week and a half ago, preventing the start of pad grading, progress was made on items that could be done. The contractor completed four sewer and storm drainage tie-ins on the west side of the project. The concrete walkways that were impacted by these tie-ins have been restored. The contractor also restored irrigation service to the southern portion of Community Park that was fed from the demolished Community Center and confirmed that the irrigation control system is intact and operational. The civil plumbing subcontractor continued work on the main potable and fire services to the new building. Pad grading began on Monday. City Hall HVAC Investigation Project The consulting engineering team has completed the testing portion of the project and are putting the finishing touches on the preliminary findings report that will be delivered to staff this week. The consulting team tested and surveyed over 30 mechanical zones in City Hall and the Council Chambers. The work included water flow testing of both chilled and hot water piping and air flow testing in both buildings as well as at the boiler and chiller in the mechanical yard. The study will include a list of findings as well as recommended resolutions for any issues found. Clearwell Overflow Structure Modifications Analysis Staff received three proposals to an RFP for design services for the Clearwell Over flow Structure Modifications Analysis project. The design work includes developing a technical memorandum with recommendations for how to disconnect the clearwell overflow structure from the storm drain system and install an appropriate airgap. Staff will be reviewing the proposals and selecting a consultant in the next few weeks. LAND DEVELOPMENT AT&T Small Cell City staff has received a construction change submittal with revised plans to include an additional streetlight pole requiring replacement. The pole location is on Scripps Poway Parkway at the intersection with Community Road. Diaz Residence Subdivision City staff returned comments on the first review of a Final Parcel Map subdividing a parcel on Olive Tree Lane into two lots. Old Coach Road City staff received a boundary adjustment application to revise a property line between two parcels located along Old Coach Road. Poway Honda Inventory Lot City staff returned the first review of the street improvement plans for the improvements required as a part of the Poway Honda Inventory Lot redevelopment project. Improvements include eliminating a driveway to the lot from Poway Road and revising the existing sidewalks, driveways, and pedestrian push buttons so that they are ADA-compliant. Director’s Notes April 22, 2020 Page 4 Poway Commons The City has received the third submittal of the grading plan package for the proposed resident ial development on parcels on the north and south sides of Poway Road near Quate Court and Civic Center Drive/Tarascan Drive. Staff reviewed the plans and is working with the applicant on minor corrections that will be reviewed electronically. It is anticipated that the grading permit will be issued in the next few weeks. The applicant is in the process of obtaining demolition permits through the Building Division prior to beginning grading activities. City staff returned the first review of the street improvement plans for the improvements required as a part of the Poway Commons project. The plans include various improvements to the project frontage along Poway Road, Tarascan Drive, and Civic Center Drive. Lindquist Residence Open Space Easement The City has received the first submittal of the plat and legal for the proposed Open Space Easement as required as a condition of approval for the proposed residence at the northwest corner of Del Poniente Road and Espola Road. Wimbrough Residence Securities have been paid and mylars have been signed by the City Engineer for the grading project associated with a single-family residence on Sycamore Canyon Road. Securities have been paid and mylars have been signed by the City Engineer for the new fire hydrant on Sycamore Canyon Road proposed as a part of the Wimbrough Residence project. The standard agreement is still waiting to be executed by the owner. Outpost City staff has received the Certificate of Line and Grade and the Soil Compaction Study for Zones 6 and 7 of the pad to be reviewed. The concrete pour for Zone 6 is anticipated for this Wednesday and Zone 7 is anticipated this Friday. A1 Self Storage City staff received the first submittal for the grading associated with a new three-story self-storage facility on Kirkham Road. LaBarbera Residence City staff was previously in the process of preparing an encroachment agreement for fencing within a storm drain easement on Indian Trail Road. Last week, the applicant submitted a revision request for the proposed fence. Staff is in the process of reviewing the revisions to determine whether the changes will be acceptable. STORMWATER Essential Activities The San Diego Regional Water Quality Control Board has notified City staff that they are continuing their efforts to protect public health, safety and the environment consistent with all federal, state and local public health directives and guidelines related to COVID-19. The Board further notified staff that timely compliance by the regulated community with all Water Board orders and other requirements (including regulations, permits, and contractual obligations) are generally considered to be an essential function during the COVID-19 response. As a result, the Water Boards consider compliance with board-established orders and other requirements to be within the essential activities, essential governmental functions, or comparable exceptions to shelter -in-place directives Director’s Notes April 22, 2020 Page 5 provided by local public health officials. As such, City staff is continuing to implement all requirements and conduct all inspections required. Industrial/Commercial Inspections City staff, with the assistance of our stormwater consultant D-Max Engineering, Inc. (D-Max), has continued to conduct stormwater inspections of industrial and commercial sites. D-Max staff has been making appointments with businesses that remain open during the pandemic and have done external inspections on closed businesses that are readily accessible. These are routine inspections required per state and federal regulations. The purpose of these stormwater inspections is to confirm that businesses are free of any negative impacts to the storm drain system, which drains untreated runoff directly to our creeks and eventually the ocean. Staff is focusing on outdoor areas since many businesses are not operating. So far no issues have occurred in completing the inspections and maintaining healthy distancing. Staff has switched to mailing out the inspection reports with a summary of corrective actions to the owners requiring additional work instead of face to face as previously handled in past years. Staff is also providing a letter with the inspection reports to explain how these inspections are considered essential activities during the COVID-19 pandemic and that the City is willing to work with the business to succeed during these hard times. Staff hopes this will alleviate some worry and frustration for those sites with follow-up issues. Los Penasquitos Lagoon Restoration Cost Share Agreement The City of San Diego responded with a letter to address the questions in the letter Poway sent to them in the middle of January. The questions related to the Los Penasquitos Lagoon Restoration Project, the cost share agreement, and the cost breakdown as defined in the agreement. Staff is in the process of reviewing the letter. A workshop has been scheduled for the City Council meeting on May 19. INSPECTION Villa De Vida Oak Knoll Road (G19-0002) (WI19-001) - The contractor continues to work on the building phase of the project. Stormwater management has been the major focus due to wet weather. Parking has become an issue. The contractor was issued a correct work notice regarding crews parking on private property without permission. Outpost Poway Road (G18-0002) - Work continues. Last week the contractor worked on excavating and hauling spoils in preparation for the next placement. Two separate concrete placements are scheduled to be completed on Wednesday and Friday of this week. Director’s Notes April 22, 2020 Page 6 Aria Estates Danes Road (G19-0009) (WI19-003) - Water tests are complete. The bacteriological test passed. Last week City staff installed a new valve outside of the project limits. The new valve will now be used to isolate the new subdivision for water line tie-in purposes. The contractor is working on scheduling the tie in of the new water main. Vantage Point Kirkham Way (G18-0008) (STI18-003) - The contractor continues to work on fine grade. Last week rain was heavy at times, limiting the scope of work being performed. Compaction of subgrade, base course and concrete placement in drive aisles and curb and gutters is ongoing. Drainage work is in different stages of construction. Last week the contractor placed the footings for two new streetlights. New streetlights will be fitted with new LED lamps that match the active CIP LED Street and Safety Lighting Conversion project. Landscape work has begun throughout the site with irrigation work and planting being performed in several areas. At times the moist condition of t he soil was taken advantage of and planting continued in areas that were not as susceptible to erosion. AT&T Small Cell Pole Replacement Various Locations (STI-19-002) - AT&T continues to work on 16 small cellular 5-G antennas. 5-G antennas are being installed on 11 existing poles in the business park and five replacement poles; one in the business park and four closer to the center of Poway. Thirteen locations within the business park and all four of the locations near Poway Road have begun construction. AT&T has several subcontractors working at various locations. Filhart Residence Water Improvements Deer Valley (WI18-001) - The asphalt slot patch restoration work is complete. Work was on hold for several months while the contractor and owner clarified responsibility for restoration. Work on the home continues. Simeon SFR Old Winemaster Way (MDRA17-033) - Work on the home is complete. A right-of-way permit to core the curb face and to install outlet drains was approved and hand-delivered to the contractor. Cox Communications Expansion Midland Road (CUP16-012) - The contractor has completed the building core. Work on the façade will begin this week. The occupancy form has been signed and delivered to the land development engineer.
