•Lake Poway reopened to fishing in advance of other lakes and the decision has
been popular with local anglers. In a year-over-year comparison for a week of
revenue, we collected $3,711 in 2020 vs. just $1,246 in 2019. In anticipation of
offering summer night-fishing, staff has obtained the required quotes for the catfish
stock.
•Eleven tiles for the Veterans Park Wall of Honor were received by May 11. Tiles
will be installed the week of June 1 and locations uploaded onto the website in time
for July 4.
•The Poway Swim Center, minus COVID-19, is typically the place to be as school
ends and summer launches. To-date, six group reservations for 1,141 school
"year-end-parties" have been canceled. Additionally, twelve summer camps
canceled 72 uses of the pool for approximately 2,000-10,000 water-loving
swimmers. Reopening plans and priorities are under discussion.
•In cooperation with the Community Outreach Coordinator, staff have been
diligently working on an “ALL Things Summer” marketing efforts. This includes
website updates, social media posts, an ActiveNet email blast, constant contact e-
newsletter, and materials for posting at park sites.
•Public Works and Community Services staff continue to collaborate on
adjustments related to regulatory requirements and park maintenance items. This
includes increased park graffiti, sanitation and cleaning protocols for janitorial,
volunteer-supported landscape and trail maintenance, etc.

• Staff attended the Poway Senior Center Board meeting on May 21. Although the
Center remains closed and all staff have been laid-off, the Board will continue to
work collaboratively with the City to identify and provide necessary resources and
support to the senior community.
• Staff attended the Finance Committee meeting for Poway OnStage on May 19.
Agenda items included a year-end balanced budget projection for FY 19-20,
announcement of an unrestricted $1m gift that was offered and accepted in
October 2019, and the draft FY 20-21 budget. The proposed budget projects a full
performance season and reflects minimal expense reductions and utilization of
gifts, grants, and reserves.
• Poway Center for the Performing Arts revenue collection and refund efforts
continue. Five nonprofit community organization will receive deposit refunds this
week and we await payment for seven invoices to Poway OnStage and PUSD,
and two final payments for art reception staff services.
• Although it was slated for May 21, staff is now scheduled to “attend” a County of
San Diego teleconference next week. The purpose is to discuss guidelines and
regulations for park and recreation agency summer camps. The information is
critical to our ability to begin summer camps and contract classes on June 15.

PLANNING
Property Acquisition
On May 8, the City closed escrow on two parcels on Twin Peaks. The City Council authorized the
purchase at their April 7, 2020 meeting. The two parcels total 80 acres and will be preserved as
open space. The property was purchased using habitat mitigation in-lieu fee funds, which are funds
collected from developers to mitigate impacts to habitat associated with past developments. With
the purchase of these two parcels, the City now owns a majority of the open space on Twin Peaks.
Poway Town & Country Remodel – 13414 - 13510 Poway Road (MDRA20-005)
On May 11, a Minor Development Review Application (MDRA) was approved to allow for an exterior
remodel of the Poway Town and Country shopping center located at the northeast corner of Poway
Road and Community Road (previously where Vons was located). The remodel consists of the
existing board and batten siding being painted gray/beige color, new brick veneer at the base of the
buildings and columns, new entry features for major tenants with cement siding that appear as cedar,
and trim to be painted dark brown and new parapet features that will be painted taupe. Additionally,
a building permit was approved to allow for the demolition of the interior space that was previously
occupied by Vons. This space will be divided into two tenant spaces with an ALDI grocery store
occupying part of the space. The building permit for the tenant improvements for the interior build
out of the ALDI store is still under review.
Tenant Improvements for General Atomics at 14303 General Atomics Way
On May 4, a building permit was issued for a 14,238 square foot tenant improvement for General
Atomics located at 14303 General Atomics Way.
New Home at 17015 St. Andrews Drive
On May 8, an MDRA was received for a 3,412 square-foot single-family residence with a 650 square
foot garage and a 960 square foot Accessory Dwelling Unit (ADU) at 17015 St. Andrews Drive. This
project would replace a home that was destroyed by fire in 2019.
New Home for Lot 3 at Williams Ranch
On May 11, an MDRA application was received for a 4,555 square foot single-family residence with
a 960 square foot garage and a 960 square foot Accessory Dwelling Unit on Lot 3 in Williams Ranch
Subdivision off Del Poniente Road.
New Home for Lot 1 at Williams Ranch
On May 12, an MDRA was approved for a 4,500 square foot single-family residence with a 1,100
square foot garage on Lot 1 in the Williams Ranch subdivision at the end of Del Poniente Road.

Addition to Single Family Residence at 16440 Martincoit Road
On May 19, an MDRA was approved for a 2,700 square foot addition to an existing 2,200 square
foot single-family residence at 16440 Martincoit Road.
New ADU at 14515 Kennebunk
On May 12, a building permit was issued for a 724 square foot attached ADU at 14515 Kennebunk.
New ADU at 15604 Riparian
On May 12, a building permit was issued for a 1,257 square foot attached ADU with a 77 square foot
deck and a 144 square foot patio cover at 15604 Riparian.
Vacant Fire Damaged Home Secured at 13109 Standish Drive
Code Compliance staff received a complaint regarding a lot with a fire damaged home located at
13109 Standish Drive. Staff completed an inspection and found the damaged residence to be
unsecured and unprotected from unlawful access. According to Poway Fire Department records, the
home suffered a fire event that rendered it uninhabitable on October 24, 2019. Staff was able to
contact and work with the property owner. The resident has recently reduced the tall weeds in the
front yard, removed debris, and installed a security fence. The resident has been working with
Building Services staff on applying for a partial demolition and rebuild permit to restore the home.
LensLock, Inc. at 13125 Danielson Street (BC-019598)
On May 12, a business certificate was issued for LensLock, Inc., a mobile technology company,
providing body-worn cameras, software, and secure cloud services focused on ensuring that digital
video and data captured is safely maintained. The company specializes in body-worn cameras for
law enforcement. On May 5, a building permit was also issued for a 2,400 square foot commercial
tenant improvement for LensLock, Inc.
CAPITAL IMPROVEMENTS
Martincoit Road Sewer Upsize
The contractor is currently constructing the sewer line in the equestrian trail, west of Calle Colina.
The equestrian trail remains closed between Camino Del Valle and Calle Colina. The contractor has
resealed and restriped the existing parking lot at Painted Rock Elementary School and has vacated
the staging area at the lot.
LED Street & Safety Lighting Conversion
The contractor has completed conversion of all streetlights from LPS to LED. They have also
installed shields and lowered the light levels in various locations based upon complaints received
from residents. Each complaint was assessed individually to determine the best remedy for the
specific concern. The contractor has a few minor punch list items to complete and will provide the
City with spare parts per the contract. The conversion project was successfully completed early and
underbudget. Based upon the great experience with Tanko Lighting, the design firm, and Sierra
Pacific, the contractor, staff is working with them to develop costs for potentially adding the
decorative streetlights to this contract. The decorative lighting was proposed to be a separate project
due to the difficulties in finding comparable lighting for the decorative lights in the Old Poway Park
area. Staff is suggesting a pilot test for several types of decorative lighting that will fit with the Old
Poway Park style, conform to the Poway Municipal Code for LED lighting, and provide similar lighting
to the existing lights. The pilot study is not intended to be a public forum for selecting new lights but
rather to measure the light levels produced by various products. Tanko Lighting is putting together
a proposal for the decorative lighting work.

Valle Verde Park Improvement Project
The park equipment and new play surface have been installed, inspected, and safety tested. The
contractor removed the fencing May 19 and Public Works secured the site for COVID-19 restriction
compliance.
Water Valve Replacement Project
The contractor has signed the contract and it is in the process of being reviewed and signed by the
City Attorney. Once that has been completed, the Notice to Proceed will be issued and the
preconstruction meeting will be scheduled. The project includes replacement of twelve valves in
various locations throughout the City. Construction is currently expected to conclude by August.
LAND DEVELOPMENT
Meese Residence
City staff has approved the floodplain development permit for the proposed conversion of an existing
garage into an Accessory Dwelling Unit in the floodplain on Sycamore Avenue.
Gary Sinise Foundation Residence
The City has requested mylars, fees, and securities for the grading permit associated with the
proposed single-family residence on Sagewood Lane.
Vantage Point Construction Change
The City has returned comments on the third construction change for the grading and improvement
plans at the eastern end of Kirkham Way within the South Poway Business Park. The construction
change includes the changes to parking islands, loading ramps, and fire hydrant locations.
Poway Commons
The City has issued the rough grading permit for the proposed residential and mixed-use
development on parcels on the north and south sides of Poway Road near Quate Court and Civic
Center Drive/Tarascan Drive. The applicant has obtained demolition permits through the Building
Division and will complete this work prior to beginning grading activities.
The City has also approved the floodplain development permit package for the proposed residential
development on certain parcels south of Poway Road near Quate Court and Civic Center Drive
(contingent upon Federal Emergency Management Agency’s (FEMA) approval). The project design
impacts the mapped FEMA regulated floodway which required a special engineering study to be
reviewed and approved by City staff and FEMA and will ultimately revise the mapped floodway.
Poway Commons Street Improvements
The City has received the second submittal of the street improvement plans for the improvements
required as a part of the Poway Commons project. The plans include various improvements to the
project frontage along Poway Road, Tarascan Drive, and Civic Center Drive.
Remick Residence
The City has received the first submittal of the grading plan package for the proposed single-family
residence on Vali Hai.
Caliguri Residence
The City received the first submittal of the grading plans associated with the proposed single-family
residence on Sunset Ridge Court. The applicant is submitting early and has signed the at-risk
agreement, as the Minor Development Review Application is not approved yet and conditions of
approval have not been issued.

INSPECTION
Outpost
Poway Road (G18-0002) - Work continues. The contractor has placed the eighth concrete floor
section out of nine total sections. Traffic control was placed without any major disruption. This week
the contractor is working on excavating, hauling spoils, and drilling and anchoring of remaining tie-
downs in preparation for the final floor placement. The contractor began removing the remaining dirt
access ramp. A Stop Work Notice was issued for leaving a large excavator blocking the bike lane
without approved traffic control. The following day the contractor resumed work while still under a
Stop Work Notice. The Stop Work Notice was lifted after the contractor provided appropriate traffic
control. Forming and tying rebar for the first-floor podium deck and support columns progresses.
The first two concrete pours for the podium deck are scheduled for the beginning of June, around
the same time as the final slab placement.
Wimbrough Residence
15121 Sycamore Canyon Road (G19-0010) The preconstruction meeting was held, clearing and
grubbing of existing vegetation was completed and excavation and inspection of the site keyway was
conducted. The contractor continues to work on the grading portion of the project.

AT&T Small Cell Pole Replacement
Various Locations (STI-19-002) - This project includes the addition of 5-G antennas on streetlights
at sixteen locations. Eleven locations are installations on existing streetlight poles within the
business park and five locations include replacement of the existing streetlight pole, one in the
business park and four closer to the center of Poway. Of the sixteen locations, five have now been
completed. AT&T has several subcontractors continuing work at all locations.
Aria Estates
Danes Road (G19-0009) (WI19-003) - Recently City staff installed a new valve outside of the project
limits. This valve enabled the contractor to complete the tie-in to the city watermain without
interruption to nearby residential water service. Underground utility installation has begun. SDG&E
is scheduled to inspect underground dry utilities. Once inspected and approved the contractor will
begin backfilling followed by road construction.
Vantage Point
Kirkham Way (G18-0008) (STI18-003) - The contractor continues to work on fine grade. Compaction
of subgrade, base course and asphalt placement in drive aisles and parking areas is ongoing. This
week the parking area around building B is the focus. Drainage work is in different stages of
construction. Landscape work continues throughout the site with irrigation work and planting being
performed in nearly all areas. Last week the contractor completed subgrade preparation and testing,
base placement and testing, and placed asphalt at the cul-de-sac on Kirkham Way. Both were tested
and inspected for conformance. Asphalt placement continues this week.
Simeon SFR
Old Winemaster Way (MDRA17-033) - Work on the home is complete. A right of way permit to core
the curb face and to install outlet drains was approved and hand delivered to the contractor. The
contractor completed the curb coring and installed two 3” drains. Work is near complete. A punch
list was generated and delivered to the homeowner to aid in the close out portion of the project.
Cox Communications Expansion
Midland Road (CUP16-012) - The contractor has completed the building core. Work on the façade
has begun.

Parkway Summit Off-Site Improvement / Traffic Signal Upgrades
Community Road at Stowe Drive and Scripps Poway Parkway at Danielson Street / General Atomics
Way (STI 19-001, RW20-0067 & RW20-0068) - A preconstruction meeting was held last week for
traffic signal upgrades. The work includes installing conduit and video detection cameras on Stowe
Drive eastbound at Community Road and demolition, re-aligning and re-installing of median curb
and traffic loops on Danielson Street north of Scripps Poway Parkway, as part of off-site traffic
mitigation.
The Hop Stop
Midland Road (MDRA18-039) - Work on the building improvements continues. Last week the
contractor inquired about occupancy. A punch list was generated to aid the contractor in closing out
the project. Several items remain, including stormwater inserts and ADA path of travel and striping.
The punch list was delivered to the contractor.
SCHEDULED ROAD/LANE CLOSURES
Lane closure with flaggers in the #1 lane on Poway Road eastbound between Community
Road and Civic Center Drive for incoming and outgoing haul trucks and a sidewalk closure
south side of Poway Road between 13301 and 13245. Work is related to the Outpost Project.
Possible lane closure on General Atomics Way in both directions, for work related to the
Parkway Summit / Vantage Point Project.
Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both
directions for the undergrounding of utilities associated with the Espola Road Safety
Improvements Project.
Lane closure on Pomerado Road between Bernardo Heights Parkway and 500 feet north of
Stone Canyon Road in both directions for work related to the Pomerado Road Sewer Line
Repair Project.
Lane closure on Scripps Poway Parkway at Community Road, all directions, and multiple
lane closures on a variety of collector streets (Stowe Drive, Danielson Street, McIver’s Court,
Gregg Street, Crosthwaite Circle) all within the business park, for the AT&T 5G upgrade
project.
Possible lane closure on Community Road at Stowe Drive for work related to off-site traffic
mitigation for Parkway Summit / Vantage Point Project.

COVID-19
Fire Chief Canavan, Deputy Fire Chief Post, Battalion Chief Fried and Susy Turnbull are all
dedicated to the COVID-19 response. First responders continue to receive community support
and encouragement via donated meals from The Church at Rancho Bernardo and Little Caesars.

Electric to replace fuses. Two calls to Community
Park about lighting. Need to change ballast at
Council Chambers. Lighting issues at Hamburger
Factory, Templars Hall, Fleet, Fire Station #3 and
Old Poway Park. Re-key utility division buildings.
Plumbing/HVAC 19 Three calls to City Hall for HVAC, three calls to
PCPA for HVAC, Fleet for TAC Vista. Garbage
disposal at City Hall, men’s bathroom and a
clogged sink at Fire Station #1, water pressure
check at Fire Station #2. Two plumbing issues at
Lake Poway, one at the Hamburger Factory, one
at the museum, one at Templar’s Hall, one at the
crew lounge, Starridge Park restrooms, Lake
Poway restroom drains.
Miscellaneous 22 Alarms at City Hall, and the Library, blinds in
Human Resources, two issues at the pool, Fire
Station #2 bay doors, Lake Poway restroom wall
repair, train barn signs, Old Poway Park
boardwalk, change refrigerator filter at City Hall,
gas leak at Old Poway Park, Fire Station #3 key
pad, attend meetings, clean up the shop and
training. Fire Station #1 restroom ceiling needs
repair, City Hall ceiling leak. Roof leaks at City

Arbolitos Mini Park - Investigated a report of a fallen tree.
Aubrey Park - Sprayed weeds throughout the park along
walkways, fence lines, and planters.
City Hall - Sprayed weeds throughout the facility; along
walkways, curbs, in planters, and in the open
areas. Pulled weeds and checked irrigations
systems.
City Owned Properties - Completed property inspections and scheduled
for weed abatement.
Community Park - Sprayed weeds throughout the facility along
walkways and walking paths, in planters, along
fence lines, on ballfield warning tracks and
infields, bocce ball court area, and along trail to
City Hall. Began to secure ball field dugout
covers blown off during rainstorms. Addressed
multiple incidents of graffiti.
Garden Road Park - Caught up on weed abatement and mowing.
Replaced defective turf irrigation valve.
Hilleary Park - Removed silt from the basketball and tennis
courts. Sprayed weeds along the fence lines,
walkways and curbs and removed weeds from
planters.
Lake Poway Park - Replaced damaged playground platform. Caught
up on weed abatement and mowing. Repaired a
leaking turf irrigation valve. Repaired wooden
fence post in front of the Rose Garden. Re-
established contact between the Calsense
irrigation controller and the flow meter. Trimmed
the acacia and lantana along the right side of the
entrance median. Removed graffiti from the
restroom roll up door and sent photos into graffiti
tracker. Applied herbicide in the bowl area of the
park. Removed built up sand along both sides of
the boat ramp and spread sand to surrounding
areas. Removed tree suckers growing into the
entry median rose hedge.
Old Poway Park - Sprayed weeds throughout the facility. Provided
weekly support to the Farmer’s Market.
Addressed multiple incidents of vandalism. Re-
secured drinking fountains.
Poway Oaks Park - Applied herbicide and performed irrigation
checks.
Silverset Park - Caught up on weed abatement and mowing.

Starridge Park - Reapplied caution tape to secure the playground
equipment.
Sycamore Creek Park - Performed weed abatement at both locations
(east/west).
Valle Verde Park - Replaced a defective turf irrigation valve.
Inspected irrigation water lines and irrigation
wires near newly constructed playground.
Replaced broken wooden fence post in front of
the pocket park. Dragged the ballfield infield,
leveled and removed grass and weeds. Repaired
the drip irrigation. Removed two truckloads of
tree suckers and weeds along the creek.
Trimmed shrubs.
Miscellaneous Trails - Filled in washouts along the Sumac Trail.
Delivered supplies (silt soil and base) needed to
make trail and creek crossing repairs. 50% of the
needed repairs have been completed along the
Avocado Trail link. Mowed weeds along the
Cemetery Trail. Mowed along the Pomerado
Trail up to Leona Lane. Continued to replace
caution tape and delineators in the Ellie Lane
parking lot. Performed weed abatement and
mowed along the Avocado, Scrub Oak, Tooth
Rock and Pomerado Trails.
Miscellaneous Parks - Performed maintenance duties at the
Crosthwaite Materials Handling Yard. Delineated
areas to limit use of 50% of the park and trail
parking lots. Cautioned off all park playground
equipment. Bagged all drinking fountains. (For
some locations a daily process). Turned
irrigation controllers on, checked irrigation
systems and made needed adjustments.
Chained the portable restrooms closed at Lake
Poway and Blue Sky. Removed a discarded
mattress from the Blue Sky Preserve parking lot.
Emergency Response
Emergency Response Callouts 16 Silenced an alarm at City Hall. Responded to five
debris in the road, possible sewer blockage at
Lake Poway, illegal dump of appliances, sewer
lateral blockage, three smart cover alarms,
broken tree over sidewalk, assisted resident with
water shut off and two water leaks.
