Although scholarship qualification is typically based on annual income, staff identified a new process to also accept proof of monthly income. This adjustment will enable residents temporarily impacted by COVID-19 to take advantage of the program and participate in classes and camps at a reduced price. • The Poway Skate Park opened to the public on June 1 with posted recommendations for COVID-19 social distancing. Use has been observant of the protocols and limited. • Community Park staff took swift action to implement new operating procedures for Kid’s Night Out on June 5. This included relocation to a larger facility, program supply adjustments, and efforts to minimize large interactive group activities and maximize small group fun! • Lake Poway reopened to boating on Wednesday, June 3. Staff collaborated with Public Works to identify acceptable cleaning methods and adjusted operations accordingly. To maximize use and ensure proper sanitation, only all-day rentals are available at this time. • With the exception of swim lessons/classes, summer program registration opened on May 26. First-day contract class registrations for 2020 were up by 19.6% over 2019, however the aquatics revenue will be missed. Summer camp registration remains ongoing and the Lake Poway Day Camp is now full. Community Services Department Bi-weekly Report June 3, 2020 Page 2 of 2 • Due to COVID-19, the Old-fashioned Fourth of July event has been canceled. Staff is reaching out to vendors, entertainers, and sponsors to ensure notification. The weekly Farmers Market will operate per standard Saturday operation. • Staff from several departments met to discuss the July 4 Fireworks Show. Agenda items included safety, traffic control, public messaging, viewing from the Lake Poway Recreation Area and resource capacity and availability. • Staff worked methodically to adjust programming to incorporate County summer camp guidelines into programming. Actions included new rotation schedules for activities, increased purchasing of supplies, development of revised communication for participant families, reorganization of groups to ensure social distancing, and increased sanitation procedures. • The first session of the summer swim lesson program, which was to begin on June 15, has been canceled. Guidance from regulatory agencies and the American Red Cross has been received and County authorization and other factors related to lifeguard use and restricted training will determine how and when the Poway Swim Center will resume operations. Staff is reviewing any existing information, sharing information with other agencies, and developing operational scenarios for consideration. • Staff for the Poway Center for the Performing Arts met to briefly discuss the Event Safety Alliance Reopening Guide. The document is intended for event management professionals and includes information on public education, venue sanitation, patron and performer entry/exit and safety, and front of house, ticketing and technical services. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: June 3, 2020 SUBJECT: Director’s Notes PLANNING “The Farm in Poway” Specific Plan (SPP18-001) On June 2nd, the Final Environmental Impact Report (FEIR) and Final Draft Specific Plan were released to the public. The FEIR includes responses to public comments. A link to the documents can be found on the Development Services webpage: https://poway.org/329/Recent-Projects- Environmental-Documents. The City Council public hearing to review the draft proposal is scheduled for June 16th and the public notifications were sent on June 3rd. The Farm in Poway is a 117 acre specific plan and development project proposed at the former StoneRidge golf course. The project proposes 138 single-family homes and 22 twin homes (160 total units), as well as open space, agricultural, recreational and retail uses. Poway Lodge 140 Room Hotel at Maderas Country Club (Old Coach Golf Estates Specific Plan Amendment) On May 14th, a resubmittal was received for the Old Coach Golf Estates Specific Plan amendment proposal to allow for a hotel with up to 140 rooms within the envelope of the existing golf course. To be consistent with the previous EIR addendum for the 240 room hotel proposal in 2016, the hotel is required to be two-stories or less, and less than 100,000 square feet in floor area. Only proposed textual amendments to the Specific Plan were received to allow the hotel (no development plans provided). The addition of a hotel as an allowable land use within the specific plan area would require approval by the City Council and then require adoption by the voters of the City at a special or general election. They may request City Council review in July 2020 to be considered for the November ballot if the City Council approves the proposal. Kiwanis 20/20 Food Drive – 13325 Civic Center Drive (TUP20-009) On June 2nd, a Temporary Use Permit was issued for the Kiwanis 20/20 Food Drive to be held at the City Hall parking lot on Saturday, June 6th from 9:00 a.m. to 1:00 p.m. Participants are invited to drive by and drop 20 pounds (or more!) of non-perishable packaged food items and bring a $20 cash or check donation. All proceeds go to Poway’s Community Food Connection (CFC). Public Works will provide traffic cones for the event. Habitat Conservation Plan Annual Report Submittal Extension A condition for the Implementation Agreement for Habitat Conservation Plan requires that an annual report shall be prepared and submitted to the United States Fish and Wildlife Service and the California Department of Fish and Wildlife by June 1st of each year. Both agencies have agreed to extend the submittal deadline to June 19th due to the unusual circumstances of the COVID-19 pandemic. Staff will submit before the extended deadline. Director’s Notes June 3, 2020 Page 2 Verizon Wireless Communications Facility at Poway High School (CUP20-001) On June 1st, a Conditional Use Permit (CUP) modification was approved for Verizon Wireless. The project consists of the relocation and replacement of six antennas and six remote radio units (RRU) mounted onto a new 90-foot tall light pole located 50 feet west of the existing light pole at Poway High School’s athletic field. CAPITAL IMPROVEMENTS Water Treatment Plant Chemical Building and Tank Farm Upgrades The contractor has completed 16 out of the 28 valves in the filter gallery. Six more valves will be installed and fully integrated this week. The level indicators on the chemical tanks are also scheduled to be installed this week pending fabrication of parts. The remaining valves are 24-inch diameter and will require additional resources and coordination with City staff. Due to the combined factors of pandemic response scheduling and existing Public Works operations staff shortages, replacement of these final valves is tentatively scheduled for the end of June. 2019-2020 Street Overlay The contractor is processing the final permits to start construction of the first phase of construction. The scope of this year’s project includes: Espola Road, from Sand Hill Road to Titan Way, Espola Road from Twin Peaks Road to Range Park Road, Twin Peaks Road from Espola Road to Midland Road, Tierra Bonita Road from Twin Peaks Road to Fiddletown Road, Belvedere Road from 13864 to the south end, Del Poniente Road from Huntington Gate Road to Espola Road and Pomerado Road from Bernardo Heights Parkway to the northern City limit. This work has been coordinated with the Zone 2 Street Maintenance Project. Phase 1 is the replacement of pedestrian ramps at intersections that are within the boundaries of the asphalt overlay which starts on June 15th. Mickey Cafagna Community Center The construction of all the under-slab utilities, such as water, electrical, and sewer are progressing towards the first concrete placement on June 11th for the slab of the multi-purpose block. Foundation reinforcing steel is being placed in the excavated footings of the classroom block and footings are being dug for the office block. Staff received two proposals to provide the office cubical furniture. Proposals will be reviewed by multiple staff for completeness. At first review, both proposals appear to be within the allotted budget. Multipurpose Block foundations being prepared for concrete placement on June 11th. Espola Road Safety Improvements During the month of May SDG&E was unable to complete any construction activities. SDG&E’s cabling crews had previously completed all work in the 20A portion (southern end) that could be done without non-critical planned outages. SDG&E is considered an essential business and their work, including construction operations, is continuing during Covid-19. However, there is an exception for service cutover work. They have postponed all non-critical planned outages, while continuing with those related to public safety, emergencies and wildfire mitigation.  Once outage restrictions are lifted (estimated June/July timeframe) the cabling crews plan to capitalize on outages that will allow for conversion of the 20B portion along with the 20A portion to avoid multiple interruptions to customers.  SDG&E’s contractor, VetSource, has several punchlist items related to the underground infrastructure that still need to be completed.  SDG&E office staff that are working remotely continue to work on resolving outstanding easement and encroachment issues prior to cabling of the 20B portion (northern end). This includes potential relocation of two transformers. Once these are resolved VetSource will finalize the as-built drawings and any outstanding punchlist items. SDG&E has provided as-built drawings for the 20A portion. This project has a new liaison from SDG&E, Alicia Beskid. She has been very responsive and is providing staff with weekly project updates. The City’s consultant has been working on the design plans for the remaining improvements and will be submitting plans for review next week. Public Works staff continues to monitor and refresh the erosion control devices and trim weeds in the pathway area along Espola Road, south of Del Poniente Road. LAND DEVELOPMENT Gary Sinise Foundation – Stacy Residence The City has returned signed mylars to the applicant for copies. Once the copies and mylars have been returned to the City, the preconstruction meeting will be held, and the grading permit will be issued for the proposed single-family residence on Sagewood Lane. Poway Commons Precise Grading City staff has received the first submittal of the precise grading package for the proposed residential and mixed-use development on parcels on the south side of Poway Road near Quate Court and Civic Center Drive/Tarascan Drive. Director’s Notes June 3, 2020 Page 4 Diaz Subdivision City staff returned the second review of the final map for the two-lot subdivision located on Olive Tree Lane. PakBaz Ghorishi Residence City Staff received the second submittal for the grading associated with the proposed retaining walls on Eastvale Road. STORMWATER Illicit Discharge The Outpost project had an illicit discharge to Rattlesnake Creek beginning on Thursday, May 21st. Public Works staff notified Stormwater staff that water in Rattlesnake Creek in Community Park looked excessively dirty and provided pictures. Staff was able to trace the discharge upstream, through the storm drain system to the Outpost project located just blocks east on Poway Road. This project has a permit with the State Water Board for dewatering groundwater. They were in the process of cleaning out the filtering system for the groundwater when the bypass filter filled with sediment and became clogged. Muddy groundwater was discharged into the storm drain system and ultimately into the creek without any filtration. Engineering Inspection staff issued an immediate stop work notice to cease construction activity, cease the discharge into the storm drain system, and focus on remediation of the groundwater filtering system. Staff notified the Regional Water Quality Control Board of the illicit discharge, as required, within 24 hours. Construction did not cease and the discharge into the creek continued. On May 22nd, Engineering Inspection staff issued another immediate stop work notice because staff was aware that “chocolate milk” looking water was continuing to discharge into Rattlesnake Creek. City staff members met with the construction team to discuss the issues and provide recommendations for cleanup and alternate discharge locations until the groundwater was able to be completely filtered within compliance regulations again. Although construction did cease, groundwater pumping and the discharge continued through the holiday weekend. City staff issued citations to the owner and contractor for the continuous violations. The Regional Water Quality Control Board conducted a site visit with City staff as well to assess the situation and gather information for their own investigation. Last week the contractor made progress by getting the filtering system back in place and functioning properly, cleaning up the surface around the filtering system, and performing a field test to verify the discharge water was in compliance with discharge pollutant parameters. The stop work notice has been lifted pending the final lab results of the water sample to give verification that the groundwater discharge is within allowable pollutant parameters. City staff is continuing to work with the contractor to address the issue and determine further clean up requirements. INSPECTION Outpost Poway Road (G18-0002) - Work continues. The contractor has placed the eighth concrete floor section out of nine total sections. Traffic control was placed without any major disruption. This week the contractor is working on excavating, hauling spoils, and drilling and anchoring of remaining tie- downs in preparation for the final floor placement. A Stop Work Notice was issued on May 20th for groundwater discharging after sediment from the site was discharged to Poway Creek. The following day the contractor resumed work creating additional discharge while still under a Stop Work Notice. Director’s Notes June 3, 2020 Page 5 The contractor was issued a second Stop Work Notice and required to stop all construction activities until the stormwater issue has been resolved. The Stop Work Notice was lifted on May 27th after the contractor sampled and tested the discharge water. Forming and tying rebar for the first-floor podium deck and support columns progresses. This week an additional sediment discharge was found and another Stop Work Notice for groundwater discharging has been issued. The contractor will be allowed to continue other site activities as long as they are not discharging any groundwater until the Stop Work Notice has been lifted. Aria Estates Danes Road (G19-0009) (WI19-003) - Underground utility installation continues. SDG&E is scheduled to inspect underground dry utilities. Once inspected and approved the contractor will begin backfilling followed by road construction. Excavation of retaining walls for pads and for the required storm water basin have begun. Vantage Point Kirkham Way (G18-0008) (STI18-003) - The contractor continues to work on fine grade. Compaction of subgrade, base course and asphalt placement in drive aisles and parking areas is on-going. Drainage work is in different stages of construction. Landscape work continues throughout the site with irrigation work and planting being performed in nearly all areas. Asphalt placement continues this week. Wimbrough Residence 15121 Sycamore Canyon Road (G19-0010) - The contractor has completed all grading and has submitted line and grade and compaction certifications. AT&T Small Cell Pole Replacement Various Locations (STI-19-002) - This project includes the addition of 5-G antennas on streetlights at sixteen locations. Eleven locations are installations on existing streetlight poles within the business park and five locations include replacement of the existing streetlight pole, one in the business park and four closer to the center of Poway. Of the sixteen locations, five have been completed. AT&T has several subcontractors continuing work at all locations. Simeon SFR Old Winemaster Way (MDRA17-033) - Work is near complete. A punch list was generated and delivered to the homeowner to aid in the close out portion of the project. Cox Communications Expansion Midland Road (CUP16-012) - The contractor has completed the building core. Work on the façade continues. The Hop Stop Midland Road (MDRA18-039) - Work on the building improvements continues. The contractor has inquired about occupancy. A punch list was generated to aid the contractor in closing out the project. Several items remain, including stormwater inserts and ADA path of travel and striping. The punch list was delivered to the contractor. Vantage Point Off-Site Improvement / Traffic Signal Upgrades Community Road at Stowe Drive and Scripps Poway Parkway at Danielson Street / General Atomics Way (STI 19-001, RW20-0067 & RW20-0068) – Work on this project includes installing conduit and Director’s Notes June 3, 2020 Page 6 video detection cameras on Stowe Drive eastbound at Community Road and demolition, re-aligning and re-installing of median curb and traffic loops on Danielson Street north of Scripps Poway Parkway, as part of off-site traffic mitigation. Work on Danielson Street is on-going with the re- aligned median curb and paving installations complete. Vanhatten Addition Sagewood Lane (MDRA18-021) - Last week the owner inquired about occupancy. A punch list was generated to aid the owner in closing out the project. Several items remain, including removal of construction debris and mulching completed dirt areas. The punch list was delivered to the owner. Advani Residence Riparian Road (MDRA19-012) - Last week the preconstruction meeting was held. Herman Residence 17011 Valle Verde Road (SW20-0004) - The preconstruction meeting for the addition to this single- family residence has been held. Work is scheduled to begin soon. Stampfl Residence Golden Sunset (G19-0007) - Rough grading has been completed. The contractor set the manufactured single-family home. The contractor has begun fine grading, utility work, and landscape. Wimbrough Water Improvements Sycamore canyon Road (WI19-006) - The preconstruction meeting has been held. Williams Ranch Lot 9 Del Poniente Road (MDRA16-031) - The preconstruction meeting for this single-family residence has been held. Saleh Residence ADU Garden Road (SW20-0113) - The preconstruction meeting for this single-family residence ADU has been held. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Craig Ruiz, Economic Development Administrator DATE: June 1, 2020 SUBJECT: May 2020 Economic Development Report • The month of May was primarily focused on the development and implementation of the Poway Emergency Assistance Relief Loan (PEARL) program. To date, staff has received 74 applications requesting $2.6 million. We have approved 29 loans totaling just under $1.2 million, denying eight loans and requesting additional information from 30 businesses. In addition, six business that were approved for PEARL loans declined the funds after having received a PPP loan from the U.S. Small Business Administration and one withdrew their applications because they felt our application process was too complicated. The action was preventative providing surveillance and preparedness. The Fire Department added extra staffing as part of the unified command with no emergency response required. COVID-19 Fire Chief Canavan, Deputy Fire Chief Post, Battalion Chief Fried and Susy Turnbull are all dedicated to the COVID-19 response. First responders continue to receive community support and encouragement via donated meals from The Church at Rancho Bernardo and Little Caesars. INCIDENTS Between Monday, May 18, and Sunday, May 31, Poway fire and paramedic crews responded to 157 incidents. (Breakdown of incidents below.) FD Management Staff Notes Page 2 TRAINING / SAFETY Between Monday, May 18, and Sunday, May 31, personnel completed 567 hours of training and activities. Topics included 303 hours of company training, 100 hours of facility training and 98 hours of EMS training.
