At the June 16, 2020 City Council meeting, Council adopted Resolutions regarding the November 3, 2020
Election, in which one Councilmember from District 2 and one Councilmember from District 4 in
addition to a Prop FF Ballot Measure for The Farm in Poway will appear on the ballot. The City Clerk’s
Office will begin preparing for the November election and coordinating with the San Diego County
Registrar of Voters.
The Candidate filing period will open Monday, July 13 and close on Friday, August 7 at 5:00 p.m. The City
Clerk’s Office will be open on the final day of candidate filing, which is a dark Friday. Updates regarding

• The Poway Youth Sports Association was authorized to utilize fields throughout
the City on Friday, June 12. The organization met with staff on June 12 and
approval of permits for July – September is in progress.
• 162 participants are taking part in a robust lineup of contract camps for the week
of June 15-19. These diverse and special offerings include science, extreme
sports, cooking, movie making and more!
• Lake Poway Day Camp will kick off a summer of fun on June 22. At this time, 369
campers and 108 Counselors in Training are registered for the 8 weeks of camp.
• Due to COVID-19, the first two Summer Concerts slated for June 21 and July 5
have been canceled. The 4 remaining concerts in the schedule will only occur with
County authorization.
• Under County guidance and regulation, the Poway Swim Center will open to the
public on June 22. Operational modifications meet COVID-19 restrictions and allow
reservations for lap swim and recreational use. Open swim area time slots are
already online and have begun taking reservations, along with water aerobics,
which will begin on June 29. The limited swim lesson program will start on June
29, and registration for this opens on June 22, along with reservations for lap swim

• Eleven new tiles were installed on the Wall of Honor at Veterans Park. Per
standard procedure, the locations will be mapped out and identified on the City
website. This action assists families in locating their tiles and enables them to
obtain a commemorative certificate.
• Lake Poway parking passes for the July 4 fireworks are available online for
residents only. Slightly more than half of the passes have already been purchased
(259 out of 491). Any remaining passes become available to nonresidents on June
24. Staff is working on a map of alternate viewing locations for the public that will
be posted online.

PLANNING
El Pollo Loco Restaurant at 12427 Poway Road (MDRA19-033)
On June 9th, a Minor Development Review Application (MDRA) was approved to convert the
previous Burger King Restaurant into an El Pollo Loco Restaurant. The project consists of a façade
change, landscape improvements and a restripe of the parking lot.
New Attached ADU and garage at 14408 Garden Road
On June 9th, a building permit was issued for a 1,000 square foot attached ADU with a 311 square
foot garage.
New Single-family Residence at 15121 Sycamore Canyon Road
On June 15th, a building permit was issued for a 2,790 square foot single-family home with an 800
square foot garage.
CODE COMPLIANCE
Dead Animal Services Contract
Staff was recently notified that Poway’s contractor for dead animal removal services, D & D Services,
has ceased operations. Development Services will be entering into a temporary, 90-day agreement
with a new provider, D.A.R. Contractors. An agreement was sent to D.A.R. Contractors and dead
animal removal services will resume upon receipt of the executed agreement. Staff is maintaining
records of complaints to be forwarded to the new provider, once it is in service. The RFP for a new,
permanent contract has been initiated by Development Services staff.
CAPITAL IMPROVEMENTS
Sewer Line Repair and Replace 14/15 (Pomerado Rd/Stone Canyon Rd)
This project has continued to experience difficulties associated with unforeseen rock outcroppings
and poor soil conditions. The contractor remobilized and returned to the site last Thursday. The
contractor will complete all activities needed to restore the project site including reconnection of a
water main that was capped during construction to accommodate installation of the sewer
main. Coordination with Public Works is underway to complete the waterline reconnection, which
will require temporarily highlining service to the area. Once the site has been restored staff will
complete additional geotechnical investigation and potholing to determine the best course of action
for completion of the project.
Espola Road Bike Lanes
The fifty percent design has been reviewed and comments have been returned to the consultant.
Coordination with San Diego County Water Authority is proceeding on track to obtain a construction
easement where the existing aqueducts traverse the roadway. The engineer’s preliminary estimate
of probable cost at this stage of design is approximately $1.2M which exceeds the current budget.

The construction estimate will be further evaluated as design progresses. Staff will continue to
monitor the project budget.
Martincoit Road Sewer Upsize
The contractor continues to construct the sewer line in the equestrian trail, west of Calle Colina. The
contractor has encountered heavy groundwater during the sewer line installation and productivity
has slowed. The contractor is working on a new dewatering procedure to increase production.
2019-2020 Overlay Project
The contractor will start work on June 22nd. The first phase of work is to remove and replace 21
pedestrian ramps along Twin Peaks Road, Tierra Bonita Road, and Roberto Rio Road. The asphalt
portion of the project will commence after the July 4th weekend.
LAND DEVELOPMENT
Stampfl Residence
The City has accepted the plat and legal for the proposed trail easement along Crocker Road. The
easement for the trail is required as a part of the conditions of approval for the single-family residence
being built at the corner of Golden Sunset Lane and Crocker Road. The owner has been sent the
easement for signature.
Poway Commons
The City returned comments on the first submittal of the precise grading package for the proposed
affordable senior housing project located at the northwest corner of Poway Road and Tarascan
Drive.
The City returned comments on the second submittal of the street improvement plans for the
improvements required as a part of the Poway Commons project. The plans include various
improvements to the project frontage along Poway Road, Tarascan Drive, and Civic Center Drive.
Vantage Point
The City has received the mylars with the third construction change edits to the grading plan and
public improvement plans for the project at the eastern end of Kirkham Way within the South Poway
Business Park. The construction change included revisions to loading docks, parking lot islands, and
fire hydrant locations.
Caliguri Residence
The City returned comments on the first submittal of the grading plans associated with the new
single-family residence on Sunset Ridge Court.
STORMWATER
Lake Hodges Nutrient Load Assessment Cost Share Agreement
The San Diego Water Board Executive Office accepted the San Dieguito River Water Quality
Improvement Plan (WQIP) on February 17, 2016. The acceptance letter included additional
requirements regarding the assessment of monitoring data and a selection of a High Priority Water
Quality Condition (HPWQC) for the upper Watershed Management Area (WMA) above Lake
Hodges. The acceptance letter obligated the WQIP Copermittees to update the WQIP to address
the long-standing impairments to beneficial uses at Lake Hodges in accordance with provision D of
Order R9-2013-0001 (the MS4 Permit). This included evaluating data from monitoring in the
receiving waters and outfalls in upper portions of the watershed and determining sources of nutrient

discharges to Lake Hodges including MS4 contributions. The Copermittees assessed the data
available in 2016 and it was determined that the available data did not provide a clear link between
nutrient concentrations in the Hodges Reservoir and upstream sources. It was recommended that
the Copermittees design a conceptual model of nutrient sources, determine data gaps, and develop
a monitoring program to fill those gaps. These efforts have been underway and a plan is in
place. The cost share agreement for this plan has been reviewed and executed by staff.
San Dieguito Water Quality Improvement Plan Update
The San Diego Regional Water Quality Control Board reviewed the 2017-2018 WQIP Annual Report
and issued a comment letter in October 2019. The comment letter stated that the San Dieguito
Watershed Copermittees (City of San Diego, County of San Diego, City of Escondido, City of Del
Mar and City of Solana Beach) are required to update the WQIP to address obligations identified by
the Board Executive Officer in the WQIP Acceptance Letter dated February 17, 2016. Updating the
WQIP is a yearlong process which requires a consultation panel to review the proposed updates of
the WQIP and the Copermittees consider its recommendations. City staff has already begun the
coordination process between the other Copermittees and Regional Board staff to start the
update. The Copermittees have sent out letters and other notifications requesting any information
people would have on the watershed as a whole and in particular, any data they may have regarding
measurements of water quality in Lake Hodges and its tributaries. The Copermittees selected
members of the public to invite as members to the consultation panel. The consultation panel
meeting was held and input was provided from the panel members. Staff will now work with the
other Copermittees to review their comments and update the WQIP as appropriate.
INSPECTION
Outpost
Poway Road (G18-0002) (STI18-001) - The contractor has completed approximately one third of the
second-floor podium deck. Only one section of lowest floor has yet to be placed. Discussion is
underway regarding groundwater control during placement of the final floor section. After a third Stop
Work Notice was issued due to discharge of sediment laden groundwater, the contractor was
required to stop discharging ground water to the stormwater system. The contractor added an
additional settling tank to the existing filtration system and is changing filter bags regularly along with
testing of dissolved solids, oxygen content, and PH balance to ensure there are no further discharge
issues. They have been permitted to resume ground water discharge into the stormwater system as
long as field testing is within allowable limits.

Aria Estates
Danes Road (G19-0009) (WI19-003) - Underground utility installation is near completion. SDG&E
completed its inspection and the contractor backfilled the new utilities. Last week the contractor
hauled remaining dirt from the site.
Poway Commons
Poway Road (G19-0011) - Last week the contractor completed demo of the final remaining building.
Removal of asphalt and concrete is near completion.
Wimbrough Residence
Sycamore Canyon Road (WI19-006) (G19-0010) - Grading is complete. The contractor has
submitted line and grade and compaction certifications. Last week the contractor hot-tapped the
existing water main and installed a new fire hydrant. The contractor also excavated the sewer main.
The existing sewer main was 13’ deep. The sewer main was tapped and the new sewer lateral was
constructed.
Stampfl Residence
Golden Sunset (G19-0007) - The driveway approach was placed, and the new sewer lateral was
constructed last week. This week the contractor is scheduled to complete sewer line backfill along
with paving and landscape work.

Vantage Point
Kirkham Way (G18-0008) (STI18-003) - Concrete drive aisles on the south side of building A and
aisles on the east side of building B along with the access driveway along General Atomics Way are
all actively being worked on this week. All stormwater basins are complete and have been planted.
Asphalt, sidewalk, and curb and gutter placement continue this week.
SCHEDULED ROAD/LANE CLOSURES
Lane closure with flaggers in the #1 lane on Poway Road eastbound between Community
Road and Civic Center Drive for incoming and outgoing haul trucks and a sidewalk closure
south side of Poway Road between 13301 and 13245. Work is related to the Outpost Project.
Possible lane closure on General Atomics Way in both directions, for work related to the
Parkway Summit / Vantage Point Project.
Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both
directions for the undergrounding of utilities associated with the Espola Road Safety
Improvements Project.
Lane closure on Pomerado Road between Bernardo Heights Parkway and 500 feet north of
Stone Canyon Road in both directions for work related to the Pomerado Road Sewer Line
Repair Project.
Lane closure on Scripps Poway Parkway at Community Road, all directions, and multiple
lane closures on a variety of collector streets (Stowe Drive, Danielson Street, McIver’s Court,
Gregg Street, Crosthwaite Circle) all within the business park, for the AT&T 5G upgrade

ADMINISTRATION
Staff continues to collect data for the Insurance Services Office, Inc. as part of ISO’s re-evaluation
of Poway’s public fire protection classification. This collection was delayed due to COVID-19.
ISO is reviewing data and working with staff to prepare a preliminary assessment before final
determination is made.
Chief Canavan participated in the monthly meeting of the Metro Zone Fire Chiefs and discussed
mutual aid deployments, dispatch & communication policies, civil unrest incident guidelines and
EMS issues. Metro Zone consists of Coronado, Chula Vista, Federal, Imperial Beach, Mira Mar,
National City, Poway, San Diego fire departments.
COVID-19
Fire Chief Canavan, Deputy Fire Chief Post, Battalion Chief Fried and Susy Turnbull are all
dedicated to the COVID-19 response. First responders continue to receive community support
and encouragement via donated meals.

Between Monday, June 1, and Sunday, June 14, Poway fire and paramedic crews responded to

TRAINING / SAFETY
Between Monday, June 1, and Sunday, June 14, personnel completed 470 hours of training and
activities. Topics included 283 hours of company training, 84 hours of driver/operator training and
54 hours of facility training.
The Battalion Chiefs and Fire Station #1 crew participated in a communications drill with San
Diego Fire-Rescue and CalFire-San Diego to assess the communications plan contained within
the Departments’ North Mutual Threat Zone policies. The drill helps communication centers
exercise the communications plan used when a wildfire occurs along jurisdictional boundaries.

Garden Road Park Removed low hanging tree branches along the
trail. Trimmed the vine from the fence line
between the park and trail.
Hilleary Park Trimmed acacia hedge along Community Road.
Continually replaced caution tape on playground
equipment.
Lake Poway Park Corrected irrigation issues on the ballfield.
Removed a fallen tree limb near the storage yard
entrance. Trimmed shrubs along the entry gate,
around the concession building and path to the
Archery Range. Applied herbicide along the
ballfield warning track and Archery Range.
Replaced two wooden parking lot fence posts.
Moved two pallets of delineators from the
warehouse to the lake storage yard. Trimmed
and cleaned the jasmine planter near the
pavilion. Finished assembling eight park
benches.
Old Poway Park Removed fallen tree branches from the railroad
tracks.
Silverset Park Removed tree stump suckers from along the
field view fence line. Trimmed back the acacia
shrubs from the fence. Aerated thin turf areas
on the sports turf and on the ballfield. Replaced
eight older irrigation heads on the sports field.
Removed debris spilled onto the sidewalk.
Starridge Park Sprayed weeds in mulched area, the ballfield,
and along walkways. Replaced caution tape
around the playground equipment.
Sycamore Creek Park Added landscape mulch to the small bank
between the playground and a residential wall at
Sycamore Park (west). Removed a dead shrub
on the north side of the playground planter at
Sycamore Park (east).
Valle Verde Park Trimmed the acacia shrubs along St. Andrews
sidewalk and stairs. Abated weeds along the
back of the park and picnic area. Performed
multiple irrigation repairs and added a quick
coupler. Abated weeds along the creek from the
playground to Espola Road. Added some
landscape mulch to the pocket park. Aerated hot
spots in the turf areas.
Miscellaneous Trails Delivered three yards of base material to Yellow
Throat Court - rebuilt berms and filled in ruts.
Applied herbicide on the poison oak along the
lake trail. Performed weed along the Old Coach

found. Eleven responders called in for possible
traffic control for BLM protests. Checked on a
partially downed tree limb in the park, cut up and
removed a downed tree from Old Pomerado
Road. Checked on fluid leaking from a box near
the sewer construction site. Discussed water shut
off with resident and another needed a gasket
replaced.
