Additionally, since re-opening on May 3, we’ve sold 4,268 fishing permits and we’ve rented 745 all-day boats since June 3. • Parking passes for July 4 at Lake Poway are sold out! The vast majority of passes were purchased by residents. Maps for alternate viewing locations and COVID-19 reminders have been posted to the website. Department staff will provide public service at Lake Poway, Poway High, the PCPA, and the Sportsplex. • Families stopped by the Farmers Market on June 27 to pick up approximately 200 free, take-home patriotic craft kits. Other park activities scheduled for the July 4 weekend at Old Poway Park include volunteer-hosted garden and rummage sales and plenty of red-white-and blue decorations. • After just three weeks, 417 participants have enjoyed a diverse line-up of contract camps. Residents make up sixty percent (60%) of the total attendees. • The public is enjoying both recreation and lap swim at the Swim Center. Swim lessons began on June 29 and registration continues with 86 of the 152 available spots taken at 79.5% rate of residency. Based on community feedback/ability water aerobics signups will now be handled over the phone. • Work on the fall Community Services Guide is in full-swing. Tasks include design/graphic artist contract extension and online-only vendor agreements, coordination with 22 contract class instructors, and a double round of reviews for 28 full pages of fall event, program, and activity information. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: July 1, 2020 SUBJECT: Director’s Notes HOUSING Affordable Housing Property Sale There is a home for sale in Poway Meadows, an affordable for-sale housing development. The current homeowner submitted all required documents on May 10th notifying the Housing Authority of their intent to sell their home. The restricted resale price of the 3 bedroom, 2 bath home has been set at $505,565. The Authority has elected not to exercise its option to purchase the property and the homeowner was notified on June 24th. Since that time, staff has worked to develop an outreach plan, find participating program lenders, and determine pre-qualification requirements. Marketing of the home begins July 1st and the application submission period is July 13-31. Based on program requirements, all City staff and first responders, PUSD employees and residents of affordable housing rental units, along with a separate list of 48 individuals who elected to be placed on an interest list will be notified of the sale. The number of qualified applicants will determine if a lottery will be necessary. PLANNING Aldi Grocery Store Tenant Improvement and Monument Sign at Poway Town & Country Shopping Center On June 23rd, a building permit was issued for a 21,669 square-foot commercial tenant improvement (TI) located at 13440 Poway Road in the Town and Country shopping center. This is a portion of the former Von’s grocery store. The space will be occupied by an Aldi supermarket. A sign permit for a new monument sign for the shopping center was applied for and is being reviewed by City staff. The monument sign will complement the architecture of the façade remodel of the shopping center that is currently under construction. New Detached ADU at 13837 Terrilee Drive On June 23rd, a building permit was issued for a 1,190 square-foot detached ADU. New Single-Family Home at 13355 Del Poniente Road On June 16th, a building permit was issued for a new 4,506 square-foot single-family home, a 1,102 square-foot garage, and a 374 square-foot patio cover. New Single-Family Home at 15121 Sycamore Canyon Road On June 15th, a building permit was issued for a new 2,790 square-foot single-family home, an 800 square-foot garage, and a 481 square-foot patio cover. New Tenant Improvements for an Amazon Distribution Center at Vantage Point On June 16th, building permits were issued for a 16,684 square-foot tenant improvement (Building A) and a 236,584 square-foot tenant improvement (Building B) located at 14400 and 14500 Kirkham Way. An Amazon distribution center for local deliveries is leasing the entire site and will utilize both buildings for its operations. Its business license has been conditionally approved. Director’s Notes July 1, 2020 Page 2 New Tenant Improvements for General Atomics at 12365 Crosthwaite Circle On June 16th, a building permit was issued for a 142,000 square-foot tenant improvement for General Atomics. CAPITAL IMPROVEMENTS Rattlesnake Creek Integrity Study Staff comments on the draft report have been addressed and the final report was issued and accepted. The creek assessment revealed erosive potential was high during peak rain events and would be decreased, but not eliminated, through the recommended rehabilitation projects. The recommendations will be used for development of future CIP drainage projects in that section of the creek. Mickey Cafagna Community Center The classroom block foundation and slab were placed and are now being touched up and protected while waiting for framing to begin. Framing continues on the exterior walls of the multi-purpose block along with the placement of structural steel and the large span glue-lam beams across the Auditorium. Onsite water improvements have been completed on the west side of the project. 2019-2020 Street Overlay Project This week the replacement of the intersection pedestrian ramps continues and will require lane closures in the eastbound direction on Twin Peaks Road between Midland Road and Espola Road. Street patching will start on July 6th and will require lane closures on Espola Road from Sandhill Street to Titan Way, from Twin Peaks Road to Poway Road and on Twin Peaks Road from Midland Road to Espola Road. LAND DEVELOPMENT Stampfl Residence The City has received the owner-signed proposed trail easement along Crocker Road. The easement for the trail is required as a part of the conditions of approval for the single-family residence being built at the corner of Golden Sunset Lane and Crocker Road. The City will record the easement once all City staff signatures are complete. Poway Commons City staff has returned comments on the first submittal of the precise grading package for the proposed residential and mixed-use development on parcels on the south side of Poway Road near Quate Court and Civic Center Drive/Tarascan Drive. City staff has issued comments on the second review of the final map for the proposed five-lot residential and commercial subdivision located at Poway Road with Civic Center Drive and Tarascan Drive. Babbling Moose Residence City staff has returned comments on the first submittal of the grading plan package for the single- family residence proposed on Vali Hai Road. Director’s Notes July 1, 2020 Page 3 Temple Adat Shalom City staff received an application for a proposed eight-foot-tall iron fence encroaching within the storm drain easement on the Temple Adat Shalom property on Pomerado Road. Staff is working on preparing the Encroachment Removal Agreement document. Nathanson Residence The City has received the first submittal of the grading plan package for the single-family residence proposed on Del Poniente Road. STORMWATER Illicit Discharge Staff previously reported that the Outpost project had an illicit discharge to Rattlesnake Creek beginning on May 21st. This project has a permit with the State Water Board for dewatering groundwater. Muddy groundwater was discharged into the storm drain system and ultimately into the creek without any filtration. Engineering Inspection staff issued an immediate stop work notice to cease construction activity, cease the discharge into the storm drain system, and focus on remediation of the groundwater filtering system. Staff notified the Regional Water Quality Control Board of the illicit discharge, as required, within 24 hours. Construction did not cease and the discharge into the creek continued. Engineering Inspection staff issued another immediate stop work notice because staff was aware that “chocolate milk” looking water was continuing to discharge into Rattlesnake Creek. City staff members met with the construction team to discuss the issues and provide recommendations for cleanup and alternate discharge locations until the groundwater was able to be completely filtered within compliance regulations again. Although construction did then cease temporarily, groundwater pumping and the discharge continued through the holiday weekend. City staff issued citations to the owner and contractor for the continuous violations. The Regional Water Quality Control Board conducted a site visit with City staff as well to assess the situation and gather information for their own investigation. Since then, staff has worked closely with the contractor for Outpost and the Regional Board to resolve the issues and make sure construction can continue without pollution. The stop work notice has been lifted. The Regional Board just completed its investigation and issued the owner a Notice of Violation. This includes several requirements to clean up, monitor and ensure no more pollution into the creek. FEMA Community Rating System The National Flood Insurance Program (NFIP) provides federally backed flood insurance within communities that enact and enforce floodplain regulations. To qualify for the NFIP, a community must adopt and enforce a floodplain management ordinance to regulate development in flood hazard areas. Additionally, the Community Rating System (CRS) is a national program developed by the Federal Emergency Management Agency (FEMA) through which communities can be rewarded with discounted flood insurance premiums by doing more than simply meeting minimum national standards. To participate in the CRS program, city staff must implement activities to reduce flood damage to existing buildings, manage development in areas not mapped by the NFIP, protect new buildings beyond the minimum NFIP protection level, preserve and/or restore natural functions of floodplains, help insurance agents obtain flood data, and help residents obtain flood insurance. Through the City’s participation in the CRS program, residents currently receive a 10% discount on their flood insurance premiums. Each year, the City must recertify that it is continuing to implement the activities for which it has earned credit and meets the requirements for its level of participation. City staff is currently working on this recertification package to submit to FEMA in August. Director’s Notes July 1, 2020 Page 4 INSPECTION Outpost Poway Road (G18-0002) (STI18-001) – The last section of the bottom floor of the garage is being placed this week. Last week the contractor removed the additional settling tank that was placed to aid the existing groundwater pumping system. The contractor has been testing regularly for dissolved solids, oxygen content, and PH balance to ensure there are no issues. They have been permitted to discontinue hourly groundwater testing when one full day of field testing is within allowable limits. The contractor has confirmed that tests have been good for the past two days. Aria Estates Danes Road (G19-0009) (WI19-003) - Last week the contractor completed the first two retaining wall footings. Footing steel and excavation were inspected and concrete placed. Sanchez Guest House Rostrata Hill (MDRA14-036) - A correct work notice was issued due to cement material being washed out in several locations and the wash out basin overflowing. The contractor made corrections and was re-inspected. Vantage Point Kirkham Way (G18-0008) (STI18-003) - Last week the contractor shut down the water main and extended it and relocated two fire hydrants closer to building A based on an approved construction change. The driveway approach on General Atomics Way was placed. Subgrade preparation, Class II base and asphalt was placed and compacted on the private driveway access. The contractor completed installation of bollards around all pertinent fire hydrants, Fire Department Connections (FDC) and other water appurtenances. Vantage Point Off-Site Improvement / Traffic Signal Upgrades Various Intersections (STI 19-001, RW20-0067 & RW20-0068) – Last week the contractor completed overnight signal shutdowns to complete signal modifications at two intersections: Danielson Street at Scripps Poway Parkway and Stowe Drive at Community Road Stacy Residence (G20-0004) – The site was surveyed and staked. A haul route permit was applied for and obtained, and grading began. Last week the inspector and geotechnical engineer inspected and approved the first of several keyways for fill placement. This week the contractor will work on the sewer tie-in and lateral construction. Director’s Notes July 1, 2020 Page 5 Villa De Vida Oak Knoll Road (G19-0002) (WI19-001) - Last week the contractor damaged the newly installed water service and will now need to replace the service from the main to the meter. Dry utility installations have begun along Oak Knoll Road. Last week the contractor was given a correct work notice for dangerous traffic control setup. The inspector called a meeting to discuss violations and corrections needed. The foreman of the crew will now need to set up the traffic control as other crew members were not qualified or properly trained to do so. SCHEDULED ROAD/LANE CLOSURES  Lane closure with flaggers in the #1 lane on Poway Road eastbound between Community Road and Civic Center Drive for incoming and outgoing haul trucks and a sidewalk closure south side of Poway Road between 13301 and 13245. Work is related to the Outpost Project.  Possible lane closure on General Atomics Way in both directions, for work related to the Parkway Summit / Vantage Point Project.  Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both directions for the undergrounding of utilities associated with the Espola Road Safety Improvements Project.  Lane closure on Pomerado Road between Bernardo Heights Parkway and 500 feet north of Stone Canyon Road in both directions for work related to the Pomerado Road Sewer Line Repair Project.  Lane closure on Scripps Poway Parkway at Community Road, all directions, and multiple lane closures on a variety of collector streets (Stowe Drive, Danielson Street, McIver’s Ct, Gregg Street, Crosthwaite Circle) all within the business park, for the AT&T 5G upgrade project.  Possible lane closure on Community Road at Stowe Drive all directions for work related to Vantage Point off-site traffic improvements. To date, staff has received 77 applications requesting $2.72 million. We have approved 35 loans totaling $1.385 million, denying 23 loans and requesting additional information from 7 businesses. In addition, 12 businesses have chosen to withdraw their applications. The reasons cited for withdrawing an application has varied from businesses received funding from other sources, businesses are doing better after re-opening, and others that felt the application process was too burdensome or complicated. One loan of $50,000 for a medical provider has been repaid. Preliminary review indicates the Department will maintain its Class I classification.  The Fire Department participated in several interdepartmental meetings in preparation of July 4th fireworks. The Department is preparing an Incident Action Plan that will ensure fire protection standby.  The annual Salary Survey has been submitted to CalOES as part of the California Fire Assistance Agreement (CFAA). The CFAA is the primary mutual aid agreement that provides reimbursement to local fire departments. COVID-19 Fire Chief Canavan, Deputy Fire Chief Post, Battalion Chief Fried and Susy Turnbull are all dedicated to the COVID-19 response. First responders continue to receive community support and encouragement via donated meals. INCIDENTS Between Monday, June 15, and Sunday, June 28, Poway fire and paramedic crews responded to 178 incidents. (Breakdown of incidents below.)
