• Staff met with Development Services and Public Works to review the design for the
ADA Barrier Removal Lake Poway Pathways project. Construction is projected for
October and includes improvements near the ballfield, horseshoe pits, and Area 8.
• The Kumeyaay-Ipai Interpretive Center landscape maintenance is primarily completed
by Interpretive Services staff (1.5 FTE) and volunteers (2) with contract support from
Public Works. An effort to clear brush and rain-induced overgrowth is in progress.
• Staff attended the Poway Senior Center Board meeting on July 16. Agenda items
included the City Council approval to utilize Cares Act CDGB funding to support
weekly food distribution by Jewish Family Service, ongoing costs for building lease
and utilities, community outreach and resources, and fundraising.
• As required, volunteer hours for 2019 were collected and provided to Risk
Management. 268 volunteers gave up to 100 hours, 53 volunteers gave up to 500
hours, and 8 volunteers gave more than 500 hours.
• July is Parks Make Life Better Month and we took the opportunity to give a well-

PLANNING
Aldi Grocery Store Business Certificate at Poway Town & Country Shopping Center
On July 21st, a business certificate was approved for an Aldi grocery store in a 21,669 square-foot
portion of the space previously occupied by Vons in the Poway Town & Country Shopping Center at
13440 Poway Road. The interior space is currently undergoing tenant improvements in addition to
exterior façade improvements.
Proposed Five-Story Hotel in the South Poway Business Park
On July 17th, the City received applications for a Specific Plan Amendment, Conditional Use Permit,
and Development Review to amend the South Specific Plan and develop a vacant property at the
northeast corner of Scripps Poway Parkway and Stowe Drive with a five-story hotel up to 60-feet
tall. The proposed hotel includes 58 rooms along with a lounge and rooftop terrace. This is the same
applicant for Pre-Development Conference (PDC) 19-002, which was discussed at the January 7,
2020, City Council meeting.
New Restaurant - The Hop Stop, at 14055 Midland Road
On July 9th, staff approved a business certificate for The Hop Stop to establish a new restaurant at
the southeast corner of Midland Road and Temple Street in the Old Poway Village Mall. On July
23th, provisional occupancy was approved. The restaurant includes a 1,252 square-foot new
building that will contain the kitchen, a remodel of the existing building that will contain a bar and
indoor seating, and an outdoor dining area covered by a new 2,300 square-foot trellis. Tentative
opening date is scheduled for end of August or early September.
New Tenant Improvements for General Atomics at 14303 General Atomics Way
On July 22nd, a building permit was issued for a 14,238 square-foot tenant improvement for General
Atomics.
New Single Family Residence at 12893 Glen Circle Road
On July 29th, a Minor Development Review Application was approved to construct a 5,400 square-
foot two-story single-family residence with an attached garage.
New Single-Family Residence on Dos Amigos Trail
On July 28th, a Minor Development Review Application was approved to construct a 6,036 square-
foot single-family residence and an attached 1,270 square-foot accessory dwelling unit (ADU) with
1,286 square feet of non-habitable space on a vacant lot.
New Addition, Accessory Dwelling Unit (ADU) and Major Remodel to an Existing Single-
Family Residence at 17011 Valle Verde Road
On July 22nd, a building permit was issued for a 2,107 square-foot addition including a new dining
room, living room, kitchen, laundry room and an attached ADU with a new 452 square-foot patio, a
546 square-foot garage, and a 1,323 square-foot remodel of the existing single-family residence.

New Detached ADU at 13044 Avenida La Valencia
On July 14th, a building permit was issued for a 1,199 square-foot detached ADU with a 202 square-
foot patio cover.
CODE COMPLIANCE
Annual Weed Abatement on City Lots
On July 6th, DBI Services, Poway’s weed removal contractor, commenced weed abatement on City
properties for wildfire defensible space purposes. Staff expects work on City lots to be completed in
early August.
Legal Action Pending at 13746 Frame Road
Code Compliance staff has resumed compliance measures involving the excessive junk
accumulation at the residential property located at 13746 Frame Road. On February 27th, the
Sheriff’s department requested an inspection during service of a search warrant. Code Compliance
and Building Services staff conducted an inspection and noted unsafe conditions. Furthermore, the
Poway Fire Marshal concurred that life and safety conditions exist on the property. On May 21st, a
Notice of Violation was issued to the property owner, which allowed a 30-day timeline to eliminate
the unsafe conditions and violations. The notice stated that failure to comply would result in the City
Attorney seeking a new court-ordered inspection and abatement warrant. The deadline has lapsed.
Two citations have been issued and staff is coordinating a court date with the City Attorney. This
property was also declared a public nuisance by the City Council in 2019.
CAPITAL IMPROVEMENTS
LED Street and Safety Lighting Conversion Project
Staff is processing a change order to conduct a pilot test for the decorative lighting in the Old Poway
area and conversion of the walkway lighting in the Civic Center area to the project. A pilot test will
be completed on Midland Road for two types of decorative lighting that will fit with the Old Poway
style, conform to the Poway Municipal Code for LED lighting, and provide similar lighting levels to
the existing lights. It will include four lights, two of each brand with varying wattages. The pilot test
is not intended to be a public forum for selecting new lights but rather to measure the light levels
produced by various products. Tanko Lighting will order the pilot lights as soon as the change order
has been executed. The manufacturer lead time for the lights is anticipated to be eight to twelve
weeks. The walkway lights in the Civic Center area will be converted over approximately three days
at the same time as the pilot installation. A second change order will be processed to add conversion
of the Old Poway area lights, once a light has been selected from the pilot test. Due to manufacturer
lead times, completion of these two change orders is anticipated in early April 2021.
Boulder Mountain No. 1 & 2 Reservoir Rehabilitation
The design for this project was completed in 2018, but did not move forward to construction. Staff
is now targeting construction to start in Winter 2020. The 100% Plans are currently being routed to
Public Works for review. The Design Consultant will address any new comments and update the
Plans to the latest Standards, before re-advertising the project for bid.
Street Maintenance Project
The contractor slurry sealed the City Hall and Fire Station 1 parking lots last Friday, July 24th. Staff
coordinated with Customer Services and Community Services to park City vehicles up at the
Crosthwaite Yard prior to the parking lot closure. Staff was also able to coordinate with the Citywide
Striping project contractor to mobilize and stripe the parking stalls on Sunday night.

Mickey Cafagna Community Center Project
The framing of the multi-purpose block building is nearing completion and the classroom block
buildings started framing last week. The contractor is also preparing for the installation of the
reinforcing steel in the slab of the office block to be ready for the upcoming slab placement. The
rough-in of the electrical has started in the multi-purpose building with the other trades to start shortly.

LAND DEVELOPMENT
Palomar Pomerado Health
City staff received and approved mylars for the proposed grading associated with a retaining wall
and new building for the Palomar Medical Center on Pomerado Road. Inspectors have been routed
the package to schedule the preconstruction meeting and issue the grading permit.
Creekside Plaza
City staff received the mylars for the grading associated with the proposed development within
Creekside Plaza at the southeast corner of the Poway Road and Community Road intersection.
Development includes a new 5,000-square-foot building and improvements to the common area near
the pavilion within the plaza. Staff is waiting for the fees and securities to be paid before processing
the mylars for approval and signatures.
Nathanson Residence
The City has returned the first review of the grading plan package for the single-family residence
proposed on Del Poniente Road.
Poway Commons
The City has returned the third review of the street improvement plans for the improvements required
as a part of the Poway Commons project. The plans include various improvements to the project
frontage along Poway Road, Tarascan Drive, and Civic Center Drive. The remaining items will be
handled expeditiously through digital submittals.
The City has received the third submittal of the final map for the proposed 5-lot residential and
commercial subdivision located at Poway Road with Civic Center Drive and Tarascan Drive.
The first construction change to the rough grading plans has been submitted to the City for review.
The proposed change adds storm drain to connect the field-found existing storm drain lines crossing
the western property line.
Vantage Point
Revisions to the water easement per the latest construction change on the improvement plans have
been submitted for review.
Stampfl Residence
Record drawings have been submitted for review for the completed single-family residence on
Golden Sunset Lane.
Sunview Gardens Residential Care Facility
Record drawings have been submitted for review for the completed residential care facility on Aubrey
Street.
Winter Property
City staff approved a floodplain development permit for freestanding, portable horse corral fencing
within the floodplain and floodway at a vacant property along Adah Lane. The fencing will not be
anchored into the ground.

INSPECTION
Simeon Single Family Residence
Old Winemaster Way (MDRA17-033) - Several weeks ago the owner was granted conditional
occupancy. The owner has completed all items on the conditional occupancy letter. The inspector
has confirmed completion and signed the request for occupancy form.
Poway Commons
Poway Road (G19-0011) - Retaining wall construction has begun. The contractor has excavated the
west property line wall that extends along the Community Park west boundary. Footing inspection is
schedule for this week. Storm drain line A
installation has begun. The contractor has placed
three storm drain clean outs and approximately
200 feet of pipe. Prior to starting, a meeting was
held with the contractor, engineering inspector,
and parks staff to go over work in the park near
the bocce ball court. The bocce ball court will
remain open while construction progresses. The
contractor fenced off the area of the park that will
be disturbed and began excavation and
construction of the storm drain box that connects
the new construction to the City’s active storm
drain system. The contractor has begun pad over-
excavation and storm drain construction on the
property on Tarascan Drive at Poway Road.

Stacy Residence
(G20-0004) - Importing, placing fill and compacting of material for the pad is complete. This week
the contractor will work on the driveway and begin bio-retention basin work. Dirt from the bio-
retention basin will be used to complete grading of the driveway. Line and grade and compaction
certification letters are expected this week.
Villa De Vida
Oak Knoll Road (G19-0002) (WI19-001) - Last week during dry utility installation the contractor hit
the water service to the new building. This week the contractor is working on repairing the damaged
water service line. This work requires the signal light at Pomerado Road and Oak Knoll Road to be
placed on flash.
Outpost
Poway Road (G18-0002) (STI18-001) - Last
week the contractor completed the off-site sewer
line located in the apartment complex parking
area. The contractor installed one sewer
manhole and approximately 100 linear feet of 8”
sewer main.

Wimbrough Residence
Sycamore Canyon Road (WI19-006) - All water line work is complete. Last week the contractor
completed the final asphalt cap. Once record drawings have been received the permit will be closed.
SCHEDULED ROAD/LANE CLOSURES
Lane closure with flaggers in the #1 lane on Poway Road eastbound between Community
Road and Civic Center Drive for incoming and outgoing haul trucks and a sidewalk closure
south side of Poway Road between 13301 and 13245. Work is related to the Outpost Project.
Possible lane closure on General Atomics Way in both directions, for work related to the
Parkway Summit / Vantage Point Project.
Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both
directions for the undergrounding of utilities associated with the Espola Road Safety
Improvements Project.
Lane closure on Scripps Poway Parkway at Community Road, all directions, and multiple
lane closures on a variety of collector streets (Stowe Drive, Danielson Street, McIver’s Court,
Gregg Street, Crosthwaite Circle) all within the business park, for the AT&T 5G upgrade
project.

Asphalt Repairs Patched a small sunken area (16 sq. ft.) in the
roadway on Sagewood Drive. Removed and
replaced (1577 sq. ft.) root-damaged asphalt on
Avenida De Valencia. Repaired (700 sq. ft.)
damaged asphalt at City Hall prior to slurry
coating. Over-laid asphalt at a depth of 1½
inches on a 6000 sq. ft. public road leading to the
pump station off of Espola Road (part of Zone 2
paving). Completed asphalt skin patching and
berm repairs on 12 assets in Zone 2 Paving
Program.
Debris Removal Cleaned 100’ of rock debris from the bike lane on
Scripps Poway Parkway. Removed a discarded
mattress from York Avenue. Cleared 60’ of wood
debris from the bike lane at corner of Poway and
Espola Roads.
Signs Installed four “Horse Crossing” trail signs on Valle
Verde Road. Installed two “Horse Crossing” trail
signs on Summer Sage. Repaired a “Keep Right”
sign that was damaged by an auto accident at
Community Road and Danielson Street. Cleared
vegetation from in front of a “Stop Ahead” sign on
Avenida de Florencia.

valves. Replaced the broken paper towel
dispenser in the upper women’s restroom.
Relocated built up silt along the boat dock and
filled in low areas with the silt along the boat
dock ramp. Trimmed the Pavilion entrance
planters. Applied herbicide along the top of the
Concession parking lot.
Poway Oaks Park Applied herbicide.
Silverset Park Performed weed abatement adjusted irrigation
heads and repaired most of the pop-up heads
along the south picnic area. Repaired the drip
irrigation servicing the Field View entrance.
Trimmed back the acacia along the stairs.
Sycamore Creek Park Aerated the turf (east).
Applied herbicide (east).
Valle Verde Park Replaced cracked picnic table boards and
repainted four picnic tables. Trimmed and
spruced along St. Andrews and the creek.
Applied aquatic herbicide along the creek.
Knocked in nails that were popping up on both of
the pedestrian bridges. Performed gopher
abatement. Added landscape mulch to the
planters along Espola Road. Fertilized the
sports fields, added mulch along the pedestrian
bridge off of St. Andrews.
Miscellaneous Trails Repaired ruts along the Lake Poway Trail from
the campground up the east side of the trail and
dam using six tons of base and 12 tons of soil.
Removed graffiti from eight trail signs and two
trashcans around Lake Poway. Filled in the ruts
with soil along the west Lake Poway Trail.
