The line-up of 23 extended summer camps will be offered the weeks of August 17-21 and August 24-28. To date, over 100 participants have already registered for these offerings which include science, cooking, archery, dance, art, skateboarding, and more. • A program maximum of 255 families or 1,100 participants spent a night under the stars at the Lake Poway Summer Campouts. Night Fishing will continue through Labor Day weekend and there are a high number of anglers vying to land the “Big One” or tell the story of how it got away. • Reduced class size and parents in the water with their child are just two of the many requirements to offer the Learn to Swim program. Despite the regulations, we were able to host 39 swim lessons for 110 participants during the summer quarter. • Fall registration opened with a slow-start on August 4 with a 63% dip in revenue compared to last year, however the pace is picking up. The Community Services Guide is available online at https://poway.org/209/Classes-Camps-Scholarships • Although the Poway Midland Railroad is non-operational, volunteers were recently onsite to conduct required preventative maintenance on the 1907 Baldwin Steam Engine. • The Poway Center for the Performing Arts remains “closed until further notice” and clients wishing to utilize the facility in September have been notified. The six clients included dance, cultural presentations, and the first Poway OnStage show. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: August 12, 2020 SUBJECT: Director’s Notes PLANNING New 220-Apartment Unit, Mixed-Use Development by Fairfield at 12845-12941 Poway Road (Carriage Center and Poway Fun Bowl sites) On July 31st, a second incomplete letter was sent for a Tentative Map and Development Review application for a mixed-use development by Fairfield. Some changes were made to the proposed project after the first submittal. Currently, the Fairfield proposal includes 220 apartment units (previously 221 units), approximately 9,200 square feet of commercial space, including two restaurant spaces (previously 8,500 square feet), 7,700 square feet of quasi-public open space, and Poway Road improvements, including a new traffic signal (previously not included). The development will include buildings with a maximum of four stories and 45 feet tall, except for decorative building tower projections on the corners of two of the buildings which will project up to 55 feet tall and are permissible on corner lots such as this. The tentative map will allow for the potential sale of future individual apartment units as condominium units, however, representatives of Fairfield have stated they intend to rent the units as apartments. The applicant has requested a Pre-Development Conference with the City Council that is scheduled for the September 15th City Council meeting. Walgreens Tree Removal Permit On August 4th, a Tree Removal Permit was approved to replace three street trees along Poway Road and Community Road in front of Walgreens. The trees will be replaced with the planting of two Australian Willow trees (a minimum of 36-inch box-sized trees) located on Community Road and one Australian Willow (a minimum of 24-inch box-sized tree) located on Poway Road. Filtrous Business Certificate at 12150 Flint Place On July 28th, a business certificate was issued for a 13,450 square-foot warehouse and distribution center of scientific consumables for labs. The Filtrous product line includes Covid-19 supplies such as face masks, face shields, sampling swabs, hand sanitizers, and gloves. Additional Fuel Storage Tank for General Atomics at 14115 Stowe Drive On August 8th, a building permit was issued to General Atomics for an additional storage tank for jet fuel. Tenant Improvement and Addition at 12195 Dearborn Place On July 27th, a building permit was issued for a 9,179 square-foot tenant improvement and a new 1,702 square-foot second story addition. Apartment Remodel at 13240 Community Road On July 28th, building permits were issued for a major remodel of the La Privada apartments. Director’s Notes August 12, 2020 Page 2 HOUSING Affordable Housing Property Sale The resale of a Poway Meadows home is progressing as scheduled. The two-week application submission period (July 13-31) yielded six applicants. After consideration, three households withdrew their submissions and one household did not meet minimum eligibility criteria. The two remaining households will move forward in the next phase of eligibility to include SHOP program underwriting and attending an open house to view the home and ask questions. It is anticipated that the sale of the home will be complete by the end of September 2020. CAPITAL IMPROVEMENTS Espola Road Safety Improvements On August 10th, Public Works staff removed the deteriorated erosion control measures on the west side of Espola Road in front of 15040 and 15060 Espola Road that were installed in May 2019. Public Works also performed a scrape of the surface to remove weed roots that had grown through the coconut blankets. An erosion control contractor laid down new coconut blankets, fiber rolls, and gravel bags on the following day. 2020-2021 Street Maintenance Project The contractor will be completing placement of approximately 4.2-million square feet of slurry seal this week. The utility lid raise to grade sub-contractor will then move onsite to raise approximately 160 valve lids, sewer manhole lids, and monument lids flush to grade. This project is being coordinated with the striping contract so that striping can be replaced as early as possible. Welcome to Poway Sign Replacement Project  The City received six bids to construct the seven entry monument signs at the gateway entries to the City. Two of the six bids were within the project budget, with the lowest bidder price being below the Engineer’s Estimate. The City Council will be asked to consider the award of the project to New Century Construction, Inc. at the September 15th City Council meeting for a total amount of $98,500.00. Sebago Channel Repair Project Bids were opened on August 6th. There were five bidders and the lowest responsible bidder was within the project budget. The award of this project will be scheduled for a future City Council meeting. Director’s Notes August 12, 2020 Page 3 Mickey Cafagna Community Center Project The framing of the Classroom Building is ongoing. As of August 10th, the south building’s walls are up and the joisting of the roof is nearing completion. The north building walls are about 80% erected and the contractor is standing the restroom building walls this week. The foundation and slab for the Office Building was placed on schedule and the framing sub-contractor has started to do his layout. The HVAC, plumbing and electrical sub-contractors continue with the construction of the wet and dry utilities throughout the Multi-Purpose Building. Griswold Residence (G20-0016) Staff received the first submittal for the grading associated with a proposed single-family residence on Dos Amigos Way. Poway Commons (STI20-002) The City has been coordinating closely with the project engineer to resolve final issues related to the street improvement plans. These improvements are required as a part of the Poway Commons project and include various improvements to the project frontage along Poway Road, Tarascan Drive, and Civic Center Drive. (FTM20-001) City staff has issued minor comments on the third review of the final map for the proposed five-lot residential and commercial subdivision as part of the Poway Commons project located at Poway Road with Civic Center Drive and Tarascan Drive. Remick Residence (G20-0010) The City has received the second submittal of the grading plan package for a proposed single-family residence on Vali Hai Road. Navidi Workshop (G20-0003 and FLD20-0005) City staff has returned comments for the first review of the grading plans and floodplain development plans associated with the workshop proposed in the rear yard for a residence on Twin Peaks Road. The driveway leading to the workshop will cross through the Federal Emergency Management Agency (FEMA) regulated floodway, therefore, a “no rise” certification is required to verify that improvements will not result in an increase to flood level elevations. STORMWATER FEMA Community Rating System The National Flood Insurance Program (NFIP) provides federally-backed flood insurance within communities that enact and enforce floodplain regulations. To be covered by a flood insurance policy, a property must be in a community that participates in the NFIP. To qualify for the NFIP, a community adopts and enforces a floodplain management ordinance to regulate development in flood hazard areas. Additionally, there is the Community Rating System (CRS) which is a national program developed by FEMA. Under the CRS program, communities can be rewarded for doing more than simply regulating construction of new buildings to the minimum national standards. The City participates in the CRS program for several reasons, one of which is the discounted flood insurance premiums it provides for the City’s residents and businesses. In order to participate in the CRS program, City staff must implement activities to reduce flood damage to existing buildings, manage development in areas not mapped by the NFIP, protect new buildings beyond the minimum NFIP protection level, preserve and/or restore natural functions of floodplains, help insurance agents obtain flood data, and help people obtain flood insurance. Each year, the City must recertify that it is continuing to implement the activities for which it has earned credit and meets the requirements for its level of participation. City staff just completed and submitted the recertification package to FEMA for review. Director’s Notes August 12, 2020 Page 5 Yeager Residence The owner notified staff that a dumpster had been placed on the property for proper disposal of horse manure. This was in response to illegal dumping of horse manure on an adjacent City owned property. Staff received pictures from the owner which confirmed the horse manure was not visible along the trail. However, it appears that possible grading and vegetation clearing occurred. Staff will visit the site this week to assess the situation. Education and Outreach Reusable produce bags and flatware were produced as part of the public outreach and education program comprised of all co-permittees. Each city is allocated a number of items to be publicly distributed. Staff will plan for future distribution of the items at the kiosk in City Hall and the first floor counter of Development Services. Dry Weather Outfall Discharge Monitoring The Municipal Permit requires the City to perform Dry Weather Outfall Discharge Monitoring each year. The City is required to visit at least 80-percent of its major outfall locations within each Watershed Management Area (WMA) twice per monitoring year. The City’s current inventory has 52 major outfalls, 16 in the San Dieguito WMA and 36 in the Los Peñasquitos WMA. The work includes a total of 84 routine field visits recording visual observations, identifying and sampling dry weather flows, upstream source investigations and trash assessments. The City’s consultant D-Max Engineering, Inc. (D-Max) is currently conducting the field visits and sampling of dry weather flows and notifying staff of illicit discharges. As the notifications come in from D-Max, City staff issues a series of letters weekly to residents that were identified as contributors of dry weather flows (i.e. over irrigation, illegal pool discharges, car washing, etc.). The letters are intended to educate and correct issues involving illicit discharges which are a violation of the Municipal Permit and Poway Municipal Code. Follow-up and upstream investigations may be required in response to the sampling results when data is returned from the laboratories. Jurisdictional Runoff Management Program Annual Report City staff is working with our consultant D-Max Engineering, Inc. to prepare the Jurisdictional Runoff Management Program (JRMP) Annual Report. The Annual Report will summarize components of the City’s stormwater program including illicit discharge detection and elimination, development planning, construction management, existing development compliance for municipal, commercial, industrial and residential sites, public education and fiscal analysis. The final JRMP Annual Report will be provided to the Water Quality Improvement Plan (WQIP) group by the requested deadline which is expected to be in early September 2020. The WQIP group is responsible for incorporating the JRMP Annual Report forms into the WQIP Annual Report for each watershed and submitting to the Regional Water Quality Control Board by January 31, 2021. INSPECTION Poway Commons Poway Road (G19-0011) - With most of the rough grading complete the contractor has been working on retaining walls, sewer line, and storm drain infrastructure. Last week the footing excavation and steel placement was inspected for the wall that divides the Commons subdivision and Community Park. The concrete footing was placed, and wall construction began. Storm drain line A installation continues and last week two concrete storm drain boxes were placed. The contractor has placed several storm drain clean outs and several hundred feet of pipe. Director’s Notes August 12, 2020 Page 6 Outpost Poway Road (G18-0002) (STI18-001) - The contractor has completed all testing of the off-site sewer line located in the apartment complex parking area to the south of the Outpost project. All tests passed. The contractor installed one sewer manhole and approximately 100 linear feet of 8” sewer main. The contractor completed the final concrete placement for the second level and is now working on the ground level floor structural supports in preparation for the next placement. Vantage Point Kirkham Way (G18-0008) (STI18-003) - Work on punch list items has begun and is ongoing. Contractors of all trades are onsite and working on painting of the building, landscape, patching walls and other finish work. The perimeter construction fence has been removed. Camacho Residence Waltham Avenue (MDRA17-029) - Last week the inspector completed the final inspection. All work is complete, and the project file has been delivered to the project manager to complete the close out process. Power Conditioning Building UPS / ATS Pomerado Hospital (G19-0009) - The preconstruction meeting for this project has been held. TRAFFIC Signal Coordination The Pandemic has resulted in a significant reduction in peak hour traffic. Staff has made modifications to several signals on Community Road and on Twin Peaks Road to reduce the wait time for vehicles and pedestrians on the cross streets. When traffic begins to increase, staff will re- evaluate these signals to ensure that traffic continues to run as smoothly as possible. SCHEDULED ROAD/LANE CLOSURES  Lane closure with flaggers in the #1 lane on Poway Road eastbound between Community Road and Civic Center Drive for incoming and outgoing haul trucks and a sidewalk closure south side of Poway Road between 13301 and 13245. Work is related to the Outpost Project.  Possible lane closure on General Atomics Way in both directions, for work related to the Parkway Summit / Vantage Point Project.  Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both directions for the undergrounding of utilities associated with the Espola Road Safety Improvements Project.  Lane closure on a variety of collector streets (Stowe Drive, Danielson Street, McIver’s Court, Gregg Street, Crosthwaite Circle) all within the business park, for the AT&T 5G upgrade project.  Possible lane closure and signal light on flash on Oak Knoll Road at Pomerado Road for work related to the Villa De Vida housing project.  Lane closure on Cloudcroft Drive, Cloudcroft Court, and Tam-O-Shanter Drive both directions for work related to an SDG&E gas line conversion project.  Lane closure on Pequot Drive, Catawba Drive and a variety of other collector streets in both directions for work related to an SDG&E gas line conversion project.  Lane closure on Glenville Street, Grimsley Avenue, Margate Avenue and a variety of other collector streets in both directions for work related to an SDG&E gas line conversion project. To date, staff has received 78 applications requesting $2.8 million. We have approved 35 loans totaling $1.385 million, denying 23 loans and requesting additional information from 7 businesses. In addition, 13 business have chosen to withdraw their applications and one loan has been repaid. A breakdown of the loans are as follows: • Staff has been working with businesses that were declined for the PEARL loan to find other sources of funding. Staff has assisted three businesses apply for the County of San Diego Small Business Stimulus Grant Program and referred an additional three businesses to the Small Business Development Center for funding opportunities. • In July, we held two Zoom meetings with Chelsea Development Corporation, the affordable housing developer for the Poway Commons project. Assisted/supported an Eagle Scout with the installation of 10 trashcan stations. Replaced a drip irrigation controller in the Rose Garden, replaced a defective irrigation decoder and re-wired, replaced defective valve solenoid. Old Poway Park Provided support for multiple camps and SOS activities. Performed multiple irrigation repairs. Silverset Park Knocked down weeds and grass growing in the ballfield warning track. Made water adjustments and repaired a drip irrigation break. Trimmed the acacia along the Silverset Street sidewalk up to the park entrance.
