• Staff worked with the Poway Arts and Crafts Guild to assist them in preparing and
submitting a Safe Reopening Plan to the County of San Diego. The market is
expected to resume Saturday operations in the carriage turn at Old Poway Park
on September 5.
• With adequate space reserved for swim lessons, recreation use, and water
aerobics in place, Poway-based Pacific Swim has also been utilizing the pool for
athletic training.
• Parents and children alike were overjoyed by the opportunity to experience the
Lake Poway Summer Day Camp 2020. Although camp was cut short by 2.5
weeks due to COVID, a total of 373 participants created memories and new
friendships in a safe environment.
• At some point during the summer, contract camp revenue was behind by over
$152k. Throughout the summer, increased marketing and community confidence
boosted registrations significantly, resulting in just a 15.75% decrease in
registration and less than $50k revenue loss.

PLANNING
Twin Peaks Plaza Shopping Center Remodel at 14721-14823 Pomerado Road
On August 14th, Regency Centers submitted an application for a Development Review (DR) 20-
008 to update the exterior storefront of the former Atlas Market in preparation for a new grocery
store tenant. The application includes an update to the exterior storefronts of the main shopping
center buildings. The update includes a new color palette, the replacement of red mission tile
roof shingles with a parapet box style roof and standing seam metal roof, and the replacement
of roman columns with square pillars. The scope of the project will not include the recently
remodeled Target or the perimeter buildings along Pomerado Road. This application is
tentatively scheduled for the October 6, 2020 City Council meeting.
Harbor Freight Tools Business Certificate at Poway Town & Country Shopping Center
On August 10th, a business certificate was issued to allow a tool supply store to occupy a 17,889
square foot retail space in a portion of the former Vons adjacent to the new Aldi.
New Habit Burger at Creekside Plaza Shopping Center
On August 14th, a building permit was submitted to construct a 2,294 square foot restaurant tenant
improvement in the new commercial building at Creekside Plaza located north of Chipotle and
Subway. The restaurant will also include an outdoor dining area. The City Council approved the DR
for the commercial building on January 21, 2020.
Residential Care Facility at 14227 Midland Road
On August 19th, an application was submitted for a Conditional Use Permit (CUP) 20-005 and
Development Review (DR) 20-007 for an addition to a single-family home and to convert the home
into a large residential care facility. A residential care facility is classified as large when it has 7 to 15
beds. The application will require City Council review.
New Single-Family Home at 14140 Del Poniente Drive
On August 14th, a building permit was issued for a new 2,880 square foot single-family home, a 729
square foot garage, and a 695 square foot patio cover.

CAPITAL IMPROVEMENTS
Mickey Cafagna Community Center Project
The exterior walls are up for the north and south buildings and the Public Works office of the
Classroom Block. Rafter installation is complete for the south classroom building and the contractor
started on the north classroom building last week. The posts and beams for the archways and
clearstory of the Office Block have been completed. The contractor completed work on the storm
drain system last week. The operable wall contractor is hanging track for the partition in the large
meeting room of the Multi-Purpose building. The HVAC, plumbing and electrical contractors are
working to complete rough-in for the Multi-Purpose building inspection this week.

2020-2021 Street Maintenance Project
The contractor has completed all slurry seal work and has begun raising utility lids to grade. The
contract includes raising 187 lids to grade and is anticipated to be complete in two weeks.
2020-2021 Citywide Striping Project
The contractor has completed striping in Zones 1, 5 and 7, including the City Hall parking lot. Zone
2 is 100% complete with the first coat, and the contractor will start laying the second coat, which will
complete the project.
FY 2019-20 ADA Barrier Removal – Lake Poway
The bid opening took place on August 25th and five bids were received. The City Council will be
asked to consider the award of the project to Blue Pacific Engineering & Construction at the
September 15th City Council Meeting for a total amount of $98,100. It is anticipated that construction
will begin in October and the contract time for the project is 20 working days.
Martincoit Road Sewer Upsize
The contractor completed installation of the main sewer line on August 14th, and completed
installation of all manholes on August 21st. The contractor is currently completing punch list items
including fence reinstallations and restoration of the equestrian trail. The contractor has begun to
demobilize and is scheduled to be out of the equestrian trail in early September.
Espola Road Safety Improvements
For the 20B Undergrounding portion of the project, SDG&E is working on finalizing the easements
with the residents. Of the three outstanding easements, two have been signed and the last one is
being coordinated with the resident. SDG&E is continuing to provide weekly updates on their
progress.
LAND DEVELOPMENT
Poway Commons
Public Improvements (STI20-002)
The preconstruction meeting was held to initiate the start of construction for the public improvements
required as part of the Poway Commons project.
The contractor has been given approval to keep traffic control in place on Poway Road during the
standard lunch time hours from 11:00 a.m. to 1:00 p.m. Traffic control is typically removed during
these hours due to increased traffic on Poway Road. Traffic volumes are much lower due to the
pandemic and the adjacent Outpost project has approval to keep traffic control in place during the
lunch period. Therefore, staff has given permission to Poway Commons to do the same. Staff will
continue to monitor traffic volumes and the impacts of this approval.
Rough Grading (G19-0011)
The first construction change associated with the rough grading permit has been approved for the
storm drain revisions along the west side of the parcel north of Community Park.
Precise Grading (G20-0007)
City staff received the second submittal of the precise grading package for the proposed residential
and mixed-use development on the parcels on the south side of Poway Road near Quate Court and
Civic Center Drive/Tarascan Drive.

Affordable Site Precise Grading (G20-0008)
City staff returned comments on the second submittal of the precise grading package for the
proposed affordable housing project located at the northwest corner of Poway Road and Tarascan
Drive.
General Atomics Pedestrian Traffic Signal (STI20-003)
City staff received the second submittal of the improvement plan for the proposed pedestrian
crossing on Kirkham Way. Installation of this signal was approved by the City Council in April by
Resolution No. 20-017.
Babbling Moose (G20-0010)
City staff returned comments on the second review of the grading plan package for the proposed
single-family residence on Vali Hai Road.
PakBaz Ghorishi Residence (G20-0002)
City staff received the third submittal for the grading associated with the proposed retaining walls on
Eastvale Road.
Villwock Residence (G20-0012)
City staff returned the first review comments for the grading plan package associated with a proposed
Accessory Dwelling Unit for an existing residence along Blue Crystal Trail.
A1 Self Storage (G20-0006)
City staff received the second submittal for the grading associated with a new three-story self-storage
facility on Kirkham Road.
Beeler Creek Restoration (G20-0014)
City staff returned the first review comments of the grading plan package for the Beeler Creek
restoration which is a condition of CUP89-05.
Sycamore Canyon Hydrant (WI19-005)
The fire hydrant and associated appurtenances have been installed and inspected. Record drawings
have been received and approved. City staff is in the process of closing out the project.
Nguyen Residence (G20-0001)
City staff has returned comments on the second review of a grading plan associated with the rough
grading of an access driveway in order to gain access to the property for future geotechnical and
infiltration analysis. The property is located off of Oak Canyon Road.
Isberner Residence (ERA20-0010)
City staff has approved a newly placed vinyl fence, artificial turf and a section of a concrete pad
within the right-of-way at an existing residence along Cloudcroft Drive. The improvements were
recently placed in the right-of-way and staff has agreed to allow them to remain.
Grading Violation on Iris Lane
The owner of the possible illegal grading violation at an existing residence on Iris Lane has submitted
an exhibit to staff to clarify the magnitude of the work that has taken place prior to the stop work
notice. Staff is in the process of evaluating the exhibit and determining proper course of action.

STORMWATER
FEMA Community Rating System
The National Flood Insurance Program (NFIP) provides federally backed flood insurance within
communities that enact and enforce floodplain regulations. To be covered by a flood insurance
policy, a property must be in a community that participates in the NFIP. To qualify for the NFIP, a
community adopts and enforces a floodplain management ordinance to regulate development in
flood hazard areas. Additionally, there is the Community Rating System (CRS) which is a national
program developed by FEMA. Under the CRS program, communities can be rewarded for doing
more than simply regulating construction of new buildings to the minimum national standards. The
City participates in the CRS program for several reasons, one of which is the discounted flood
insurance premiums it provides for the City’s residents and businesses. In order to participate in the
CRS program, City staff must implement activities to reduce flood damage to existing buildings,
manage development in areas not mapped by the NFIP, protect new buildings beyond the minimum
NFIP protection level, preserve and/or restore natural functions of floodplains, help insurance agents
obtain flood data, and help people obtain flood insurance. Each year, the City must recertify that it
is continuing to implement the activities for which it has earned credit and meets the requirements
for its level of participation. City staff completed and submitted the recertification package to FEMA
by August 1st. FEMA has responded with their approval of our implementation of the CRS program.
Permanent Treatment Control BMP Facilities
Letters are being mailed out this week to all property owners with permanent storm water facilities
on their property. The letter provides a copy of the annual certification for maintenance of stormwater
treatment control BMPs. The owners must certify and provide dates for maintenance completion
between October 1, 2019 and September 30, 2020. The completed certification forms are due by
October 31st. Staff is currently inspecting the high-priority facilities throughout the City, as required
by the NPDES stormwater permit.
San Dieguito Water Quality Improvement Plan Update
The San Diego Regional Water Quality Control Board reviewed the 2017-2018 WQIP Annual Report
and issued a comment letter in October 2019. The comment letter stated that the San Dieguito
Watershed Co-permittees (City of San Diego, County of San Diego, City of Escondido, City of Del
Mar and City of Solana Beach) are required to update the WQIP to address obligations identified by
the Board Executive Officer in the WQIP Acceptance Letter dated February 17, 2016. Updating the
WQIP is a yearlong process which requires a consultation panel to review the proposed updates of
the WQIP and for the co-permittees to consider their recommendations. City staff is in the middle of
the coordination process between the other co-permittees and Regional Board staff to prepare the
update. The co-permittees have sent out letters and other notifications requesting any information
people would have on the watershed as a whole and in particular, any data they may have regarding
measurements of water quality in Lake Hodges and its tributaries. The co-permittees selected
members of the public to invite as members to the consultation panel. The consultation panel
meeting was held, and input was provided from the panel members. The WQIP has been updated,
incorporating the comments made from the consultation meeting. Staff is currently reviewing the
first draft of the WQIP before it is sent out for the 30-day public comment period set for
September 4, 2020.

INSPECTION
Poway Commons
Poway Road (G19-0011) - Construction of storm drain infrastructure continues. Last week two
concrete storm drain boxes were formed and poured and this week three structures are being
constructed and are scheduled to be placed this week. Retaining wall construction is ongoing. Last
week the large section of wall between the construction site and Community Park was grouted. This
week the remaining section of footing excavation will be ready for inspection.
Vantage Point
Kirkham Way (G18-0008) (STI18-003) - Work on
punch list items is ongoing. Contractors of all trades
are onsite and working on painting of the building,
landscape, patching walls and other finish work. The
perimeter construction fence has been removed.
Because a portion of the Landscape Maintenance
District (LMD) was fenced it was not maintained by
the City’s landscape contractor leaving weeds and
dead vegetation. The inspector is working with the
contractor to correct the issue.
Outpost
Poway Road (G18-0002) (STI18-001) - The contractor continues to work on ground level floor
structural supports in preparation for the next placement. This week water line preparatory work is
scheduled to begin. Traffic control will be placed and potholing and marking of existing utilities,
excavation of existing main and measurements will all take place.
Villa De Vida
Oak Knoll Road (G19-0002) (WI19-001) - Work on the building continues. The contractor has begun
work on the waterline. The contractor has installed approximately 150 linear feet of 8” water main
and one fire hydrant. The newly installed commercial fire hydrant is temporary while the contractor
waits for an industrial style fire hydrant. This week it is anticipated that testing of the new main will
begin.

Lane closure with flaggers in the #1 lane on Poway Road eastbound between Community
Road and Civic Center Drive for incoming and outgoing haul trucks and a sidewalk closure
south side of Poway Road between 13301 and 13245. Work is related to the Outpost Project.
Possible lane closure on General Atomics Way in both directions, for work related to the
Parkway Summit / Vantage Point Project.
Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both
directions for the undergrounding of utilities associated with the Espola Road Safety
Improvements Project.

Department. Provided traffic control for private
contractor to install erosion control along Espola

event at City Hall on August 15th.

Annual Concrete Channel Cleaning
Program
15 Storm Water crews spent a majority of their
maintenance efforts on 13 sections of Pomerado
Channel; cutting vegetation, and other site
preparations then removing vegetation,
sediments and debris. Two other locations were
completed including a section near Luiseno Street
and a section near Indian Trail.
Investigations 4 Two requests to investigate “water running” were
completed near Old Coach Drive at Sycamore
Tree Lane and two at Golden Eye Lane.
Tree Request 1 A large eucalyptus branch from a city tree fell and
damaged fence. Branches were removed, fence
was pushed back into place.

Parks, Trails & Landscape Maintenance
Aubrey Park Performed multiple irrigation repairs to the
mainline; replacing valves, replacing or adjusting
heads. Replaced caution tape around playground
daily and re-secured drinking fountains. Provided
support for multiple groups and activities.
Bette Bendixen Park Repainted picnic tables.
City Hall Trimmed entry planters, shrubs and trees, West
Coast Arborists trimmed palm trees.
City Owned Properties Performed weed abatement along three
properties on York Avenue. Performed property
inspections, ensured the completion of perimeter
clearance to the Kumeyaay site by Heaviland.
Community Park Performed multiple irrigation repairs replacing
valves, replacing and adjusting rotors, trimmed
trees and shrubs, spread mulch that was
generated from tree trimming grinds. Replaced
caution tape on playgrounds daily. Provided
support for multiple groups and activities.
Garden Road Park Performed weed abatement along the
hardscapes, mulched areas and adjacent trails.
Applied herbicide along the park hardscape and
adjacent trail. Chained picnic tables to the
ground to keep them from being moved from
their intended locations.
Hilleary Park Repaired irrigation mainline leak in the practice
field, repaired turf on the main field and over
seeded bare areas. Replaced and adjusted
multiple irrigation heads on the soccer field.
Replaced caution tape on playgrounds daily and
secured the drinking fountains.
Lake Poway Park Replaced and rewired three defective turf
irrigation valves. Completed wiring repairs to
several turf irrigation valves located at the back
of the ballfield. Repaired drip irrigation along the
entry median. Added one additional decoder to
one turf irrigation valve on the ballfield.
Replaced broken fence post along the parking
lot. Removed low hanging/cracked tree limb on
the east side of the parking lot. Turned off the
drinking fountains. Removed fallen tree limb in
the bowl area.
Old Poway Park Performed multiple irrigation repairs, secured
drinking fountains. Provided support for multiple
groups and activities. Traced/located the leak to
fountain feature in the carriage turn.

Trimmed the shrubs along the perimeter of the
park.
Silverset Park Aerated hard packed turf areas. Fertilized the
sports fields and picnic areas and watered.
Applied herbicide along the ballfield dirt areas
and parking lot planters. Replaced over 24
broken/worn out irrigation heads/nozzles along
the basketball court and picnic area. Met with
West Coast Arborists crew lead regarding tree
trimming at Mini Arbolitos Park.
Starridge Park Replaced caution tape to playground and
secured drinking fountains daily. Provided
support to multiple groups and activities.
Performed irrigation repairs. Spread mulch
around the entry planters.
Sycamore Creek Parks (east/west) Raked and cleaned around the planters at
Sycamore Park (east).
Valle Verde Park Replaced several standard popup spray nozzles
with MPR nozzles to improve water penetration.
Replaced several single spray nozzles with dual
spray nozzles to apply more water to hot spots in
the sports field. Hand fertilized thin turf areas on
the sports field. Performed gopher abatement
along the perimeter of the ballfield. Applied
aquatic herbicide along the creek.
Miscellaneous Trails Spread 20 tons of silt along the easement trail
west of Saddlebrook. Installed two signs at both
entrances of the Kent Trail “No Off-Road
Vehicles” and “Clean Up After Pet”. Removed
damaged fence posts and rails from the fallen
tree limb along Twin Peaks Road. Removed
graffiti on the Iron Mountain restroom door.
Delivered an additional 28 yards of silt and
spread along the Saddleback Trail easement.
Miscellaneous Parks Lake staff removed and stored the 20x20 canopy
used for Summer Camp.
