• Kid’s Night Out on September 4 was super special for 27 attendees. Enchanting
activities and a little hocus-pocus ensured a magical evening for all.
• Staff met with members of the Poway Sports Association to initiate the process for
field allocations for October – December. All attendees were also reminded of the
COVID-19 regulations for youth sports, including the requirement to limit their
activities to practice only and no games.
• Although no one broke the 28-pound Channel Catfish record this year, plenty of
anglers tried their luck all season long. Night Fishing, extended by one-week this
year due to the school reopening delay, successfully came to a close on
September 5.
• Staff met to discuss several volunteer management policies and procedures.
Additional agenda items included the new volunteer onboarding process,
utilization of volunteers for critical support services only, and procedures to protect
the health and safety of staff and volunteers during COVID-19.
• With support from Development Services, staff finalized draft bid documents for
two Capital Improvement Projects: Swim Center Deck Coating and Swim Center
Valve and Strainer Replacement. If favorable bids are received, the projects are
tentatively scheduled to be completed during the standard three-week
maintenance closure in December/January.
• 26 new tile orders were received for the Wall of Honor at Veterans Park. Staff will
work collaboratively with Public Works to ensure they are received and installed
prior to November 11.

PLANNING
New Carport with Solar Panels at 17750 Old Coach Road (Maderas Golf Club)
On August 31st, a Minor Development Review Application (MDRA) was approved to construct a
3,947 square foot carport structure with a roof comprised of photovoltaic solar panels in the existing
parking lot for the Maderas Country Club.
New Accessory Dwelling Unit (ADU) at 14209 Palisades Drive
On August 26th, a building permit was issued for a new 1,057 square foot detached ADU with a 225
square foot patio cover.
New Single-Family Home at 16620 Sagewood Lane
On August 25th, a building permit was issued for a new 5,101 square foot single-family home with a
979 square foot garage, and a 366 square foot patio cover.
CAPITAL IMPROVEMENTS
Fire Station 1 Shower Room Remodel Project
Development Services and the Fire Department are working together to facilitate the remodel of the
communal showers at Fire Station 1 into private stall showers. The design has been completed and
submitted to the Building Department for review and permitting. Construction is anticipated to start
the beginning of October.
Annual Trash Capture Program
The bid opening took place on August 27th and three bids were received. The City Council will be
asked to consider the award of the project to Bio Clean Environmental Services at the September
15th City Council Meeting for a total amount of $59,640. It is anticipated that construction will begin
in October and the contract time for the project is 90 working days.
Espola Road Safety Improvements
SDG&E continues to provide staff with weekly updates on the Espola Road
Undergrounding. SDG&E has indicated they have hired a contractor to complete the service
cutovers in the 20A segment, the south end of the project. A schedule for the work will be provided
as soon as it is available. As previously noted, SDG&E continues to work on obtaining one last
easement for the 20B segment, the north end of the project. SDG&E staff is in regular contact with
the property owners.

Mickey Cafagna Community Center Project
The exterior walls and roof sheathing are complete for the north and south classroom block buildings.
The Public Works office exterior walls are complete with the exception of the joists and roof
sheathing. The contractor started on the exterior wall framing for the Office block building on
Tuesday. The HVAC, plumbing and electrical contractors completed their rough-in for the Multi-
Purpose building inspection last week. The site storm drain system is complete. The site plumbing
contractor will be working on the site water and gas lines this week. The kick-off meeting for the
office furniture was last week. Twelve audio-visual proposals were submitted last week and the IT
department has picked three companies to interview. The security camera proposals are due this
Thursday. IT has started procuring the networking and security camera gear.

LAND DEVELOPMENT
Poway Commons
Affordable Site Precise Grading (G20-0008)
City staff has received the third submittal of the precise grading package for the proposed affordable
senior housing project located at the northwest corner of Poway Road and Tarascan Drive.
Precise Grading (G20-0007)
City staff returned the second review of the precise grading package for the proposed residential and
mixed-use development on the parcels on the south side of Poway Road near Quate Court and Civic
Center Drive/Tarascan Drive.
Pedestrian Traffic Signal (STI20-003)
City staff has returned comments on the second review and received the third submittal of the
improvement plan package for General Atomics’ proposed pedestrian traffic signal to be placed
along Kirkham Way. Installation of this signal was approved by City Council in April by Resolution
No. 20-017.
Nguyen Residence (G20-0001)
City staff has received and approved the third submittal of a grading plan associated with the rough
grading of an access driveway in order to gain access to the property for future geotechnical and
infiltration analysis. The property is located off of Oak Canyon Road.
Caliguri Residence (G20-0009)
City staff received the second submittal of the grading plans associated with the new single-family
residence on Sunset Ridge Court.
Grading Violation on Iris Lane
City staff reviewed an exhibit provided by the owner of the possible illegal grading violation at an
existing residence on Iris Lane. The construction activities were brought to staff’s attention by
adjacent property owners that were concerned about the amount of work being done. The purpose
of the exhibit was to clarify the magnitude of the work that had taken place prior to a stop work
notice issued by City staff, explain the overall intent of the owner’s work and to determine the next
proper course of action. The exhibit was found to be inadequate and staff provided comments and
questions back to the owner. In addition, staff met with the owner at the residence to explain the
comments and guide the owner and their engineer on the information needed on the exhibit for their
next submittal.
STORMWATER
San Dieguito Water Quality Improvement Plan (WQIP) Update
The San Diego Regional Water Quality Control Board reviewed the 2017-2018 WQIP Annual Report
and issued a comment letter in October 2019. The comment letter stated that the San Dieguito
Watershed Co-permittees (City of San Diego, County of San Diego, City of Escondido, City of Del
Mar and City of Solana Beach) are required to update the WQIP to address obligations identified by
the Board Executive Officer in the WQIP Acceptance Letter dated February 17, 2016. Updating the
WQIP is a yearlong process which requires a consultation panel to review the proposed updates of
the WQIP and for the co-permittees to consider their recommendations. City staff is in the middle of
the coordination process between the other co-permittees and Regional Board staff to prepare the
update. The first draft of the updated WQIP has been sent out for the 30-day public review and
comment period.

INSPECTION
Vantage Point
Kirkham Way (G18-0008) (STI18-003) - Work on punch list items is ongoing. Contractors of all trades
are working on a variety of construction related items. Landscape contractors are busy cleaning and
planting all around the site in preparation for occupancy. The waterline and street light punch list was
generated and delivered. The underground contractor is cleaning valve cans, painting lids, placing
blue fire hydrant markers, and correcting any other waterline and sewer issues. The inspector
marked out all curb and gutter damaged during construction and last week work on replacement of
damaged curb and gutter began. This week a meeting was held to go over both waterline and street
light punch list items. The developer has requested provisional occupancy for one of the
buildings. Staff is working with the developer on completing specific life and safety items prior to
issuance of the provisional occupancy. The provisional occupancy will require that the developer
complete the remainder of the project punch list items within a specified time frame.
Outpost
Poway Road (G18-0002) (STI18-001) - The contractor continues to work on the underground
structure and is nearly at ground level. Last week, shotcrete placement continued for both the
perimeter wall and structural supports for the ground level deck. The underground contractor
excavated and identified the existing City water main in Poway Road. This week Public Works staff
has set up the waterline shut down for Thursday night. This work includes the install of three valves
that will isolate and send water to the new development.
SDG&E Gas Line Projects
SDG&E has several different contracted companies replacing aged steel and plastic gas mains and
services throughout the City of Poway. Aged gas mains are replaced with new polyethylene piping
and service to homes including ones where more than one home share a connection to the gas
main. These are separated and individually attached to the new SDG&E gas main. The gas main
conversion project totals more than 35,000 linear feet, or nearly seven miles of new gas
line. Conversions are currently being completed near Glenville Street and Acton Avenue, Cloudcroft
Drive and Tam O’Shanter Drive, Silverlake Drive and Papago Drive, and Pequot Drive and Catawaba
Drive. There are two more SDG&E gas main conversion projects in the Garden Road area that are
in the preconstruction phase and are anticipated to begin this month. SDG&E has also contracted
with two companies to pothole existing utilities at approximately 350 locations to confirm the
alignment of a proposed 36” gas main on Pomerado from the northern City limit to the southern City
limit. Right of Way permits have been issued for each of the separate projects to ensure that traffic
control is being implemented properly.

Poway Commons
Poway Road (G19-0011) - The street improvement work on Tarascan Drive continues. Tarascan
Drive is limited to one-way traffic as the contractor excavates the location of the new storm drain and
constructs the new sewer manholes and piping. Last week the contractor placed two sewer manhole
bases and began placement of the manhole rings, which will allow the manhole lids to be set to
grade. Crews also sawcut for the proposed storm drain tie-in on Tarascan Drive. Along Poway Road
the contractor sawcut the proposed storm drain tie-in location and trench line. Other work includes
retaining wall construction, private water and sewer, and the on-site storm drain system.
Aria Estates
Danes Road (G19-0009) (WI19-003) - Construction of four of the seven homes has begun.
Underground plumbing is complete, all connections to the sewer and water have been verified for
lots 1 through 7.
SCHEDULED ROAD/LANE CLOSURES
Lane closure with flaggers in the #1 lane on Poway Road eastbound between Community
Road and Civic Center Drive for incoming and outgoing haul trucks and a sidewalk closure
south side of Poway Road between 13301 and 13245. Work is related to the Outpost Project.
Possible lane closure on General Atomics Way in both directions, for work related to the
Parkway Summit / Vantage Point Project.
Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both
directions for the undergrounding of utilities associated with the Espola Road Safety
Improvements Project.
Lane closure on a variety of collector streets (Stowe Drive, Danielson Street, McIver’s Court,
Gregg Street, Crosthwaite Circle) all within the business park, for the AT&T 5G upgrade
project.
Possible lane closure and signal light on flash at Oak Knoll Road at Pomerado Road for work
related to the Villa De Vida housing project.
Lane closure on Cloudcroft Drive, Cloudcroft Court, and Tam O Shanter Drive both directions
for work related to an SDG&E gas line conversion project.
Lane closure on Pequot Drive, Catawba Drive, and a variety of other collector streets in both
directions for work related to an SDG&E gas line conversion project.
Lane closure on Glenville Street, Grimsley Avenue, Margate Avenue, and a variety of other

and the upper west parking lot medians.
Old Poway Park Repaired and adjusted irrigation. Provided
support for multiple groups, activities (SOS), and
events. Delivered picnic tables to the
Hamburger Factory.
Silverset Park Trimmed the encroaching acacia back along the
north and south sections of the walking path. All
the old/clogged spray heads have been replaced
along the basketball court.
Starridge Park Spread multiple loads of mulch in planters and
around the entry. Continued replacing caution
tape to playground equipment and drinking
fountains.
Sycamore Creek Park Sycamore Park (east) removed the low hanging
tree branches along the front of the park.
Sycamore Park (west) Performed irrigation
checks and adjustments and removed the low
hanging tree branches along the back wall.
Valle Verde Park Performed weed abatement along the creek.
Trimmed the inside edge of the ballfield turf to
better define the turf/dirt transition. Trimmed the
plant material along Espola Road, park entry and
the pocket park. Performed gopher abatement
along the back of the park. Fertilized the sports
field. Added landscape mulch along the back
slope. Repaired three irrigation heads along the
horse trail.

Miscellaneous Trails Delivered supplies needed for an Eagle Scout
project near Chaparral School. Delivered and

spread 66 yards of soil to fill in ruts along the
Saddlebrook Trail. Delivered 1.5 yards of gravel
and 4 yards of base material for an Eagle Scout
project at the Future Farmers of America site.
Trimmed back the acacia encroaching into the

Emergency Response Callouts 13 Responded to three branch-in-the-road calls.
Changed the sign on the message boards.
Checked two water meters that may need
replacement; Customer service to check next
day. Resident noted water around groves –
determined to be ground water. Irrigation running
continually; irrigation was off on arrival referred
for next day check. Metal trench plate not
secured properly by contractor; tacked plate to
asphalt. Stop signs set up at Valle Verde due to
power outage. Customer side water line break;
meter shut off to prevent water waste. Resident
complained of no water; exercised valve, meter
was working; break on customer side they will call
plumber. One call out to turned out to be in San
Diego for an irrigation leak.
