Election Updates
• A Candidate Orientation was held on Monday, September 21, 2020 from 5-6:30 pm via zoom.
• 1st Pre-Election Campaign Statements are due to the City Clerk’s Office by September 24,
2020.
• Candidates are aware of the process for requesting information. All requests for information
are directed to the City Clerk’s Office and, in collaboration with the City Manager’s Office, a
determination is made on the most appropriate way to respond. Any information requested
by and provided to a single candidate is distributed to all the candidates.
• Due to the COVID-19 pandemic, every active registered voter will receive a ballot in the mail.
The Registrar encourages everyone to vote by mail. Ballots will be mailed to all registered

• The Teen Night Out No-Pool Party was a splash of summer fun for 17 participants.
They had a (beach) ball blast playing pool-themed games, eating tasty munchies,
and winning prizes.
• 83 families set up camp and explored the park at their own pace during the first
Fall Camping opportunity. Participants dropped a line to catch the big-one, cruised
the lake, and took in all the natural beauty that Lake Poway has to offer.
• The new reservation system for the Swim Center makes signing up easy. Each
week, we make 472 lap swim times available each Tuesday at 7:30am. The
availability will increase to 597 when fall hours begin on October 17. This is
partially feasible due to the use of the Turnmaster Pro Swim Walls, which allow us
to create additional lanes near the diving well. The swim center is in high use for
exercise and spots typically fill by 11:00am.
• This year’s Hoot, Howl and Prowl is going virtual and the creative process has
begun! Fret not and keep an ear out for an upcoming announcement about this
wildly popular environmental education event.
• Staff attended the Poway OnStage Finance Committee meeting on September 15.
Agenda items included the reallocation of funds from canceled performances to
virtual programming, auditor requirements for the Paycheck Protection Program
loan, and the cash reserve status.
• Staff attended the Poway Senior Center Board meeting on September 17. Agenda
items included the twice monthly rummage sales, the start of sign-ups for seniors
to receive meals from Jewish Family Services, the partnership with Oasis to offer
programming, and public information efforts.
• The Share Outdoor Spaces (S.O.S) program has been extended through October
and staff is in the process of contacting all users.

HOUSING
Affordable Housing Property Sale
The resale of a Poway Meadows home is progressing. The Supporting Home Ownership in Poway
(SHOP) underwriting is complete, and two households remained eligible to move forward, which
triggered a lottery. The lottery was conducted on September 17th. The Purchase and Sale
Agreement was executed on September 22nd and the homebuyer will begin working with a SHOP
approved lender to obtain the primary mortgage, attend a SHOP program course and a HUD
approved First-Time Homebuyer course, as required by the program. The sale of the home is
anticipated to be complete by the end of October 2020.
PLANNING
Single-Family Demolition and Rebuild at 13929 Sagewood Drive
On September 16th, a Minor Development Review application was approved to demolish an
approximate 1,500 square foot single-family residence and rebuild a 2,450 square foot single-family
residence and an attached garage.
New Single-Family Residence at 18773 Heritage Drive
On September 21st, a Minor Development Review Application was submitted to construct a 9,433
square foot single-family residence with an attached 1,080 square foot garage within the Old Coach
Golf Estates Specific Plan Area. A 1,000 square foot Accessory Dwelling Unit is also proposed on
the property that will be reviewed through a separate building permit application.
New Exterior Enclosures at 12365 Crosthwaite Circle (General Atomics)
On September 11th, a Development Review application was approved for an addition of two exterior
enclosures for storage.

On September 8th, a Development Review application was submitted to construct a 1,200 square
foot storage building.
Rectory Demolition and Rebuild at 15108 Pomerado Road (St. Michael's Church)
On September 8th, a building permit was issued to demolish and rebuild a rectory that is 4,715 square
foot with a 1,350 square foot patio cover. A 450 sf bathroom expansion on another building on-site
is a part of the project.

CAPITAL IMPROVEMENTS
Mickey Cafagna Community Center Project
Work is being done on all the building blocks this week. The framers are working diligently on the
Office Block interior walls in order to place the roof joists. Stucco prepping, windows, roofing and
water-proofing are all being completed on the Multi-Purpose block. Plumbing, electrical and fire
protection are working towards the rough-in inspection on the Classroom Block. The site averages
nine and up to twelve different trades on site at the same time. The office furniture vendor has
delivered a detailed rendering of the furniture for staff’s review. Interviews of the three top audio-
visual companies was held and IT is in the process of selecting the most qualified team. IT is also
going through the nine security camera proposals submitted to select the most qualified team.

Street Maintenance Project
The contractor is now working to raise to grade 207 valve lids, sewer manholes and survey
monuments. They have completed 41 and have 58 in process.
FY 2019-2020 CMP Annual Repair/Replace
The preconstruction meeting took place on 9/15/20. The Contractor is expected to begin to mobilize
by the end of the month. The Project is estimated to be 60 Working Days.
Espola Road Safety Improvements
The Phase 2 design package was resubmitted by MBI. City staff is currently reviewing the plans,
specifications, and cost estimate. SDG&E is preparing to start cutovers on the 20A portion as soon
as next week. SDG&E is coordinating with property owners on the final easement for the 20B portion.
They are now anticipating to complete their work by November.
LAND DEVELOPMENT
Lara Residence Public Utilities
City staff has received a revision to the previously conditionally approved improvement plans for the
utilities associated with the proposed single-family residence at the southern end of Golden Way.
The submitted revision has removed the proposed sewer from the improvement plan.
Pedestrian Traffic Signal
City staff has returned minor comments on the third review of the improvement plan package for
General Atomics’ proposed pedestrian traffic signal to be placed along Kirkham Way. Installation of
this signal was approved by City Council in April by Resolution No. 20-017.
Poway Commons
Affordable Site Precise Grading
City staff has returned minor comments on the third submittal of the precise grading package for the
proposed affordable senior housing project located at the northwest corner of Poway Road and
Tarascan Drive. The minor comments remaining will be resolved digitally.
Floodplain Development Permit
FEMA has issued approval for a Conditional Letter of Map Removal (CLOMR) for the proposed
development within the floodway and floodplain at the southeast corner of the Poway Commons site.
Rostrata Hill Sewer Main Extension
City staff received the first submittal of an improvement plan for a sewer main extension on Rostrata
Hill Road.
Griswold/Coleman Residence
City staff returned the first review comments for the grading plan package associated with a proposed
single-family residence with an accessory dwelling unit on Dos Amigos Trail.
Northcrest Residence Illegal Grading
City staff issued comments on the third review of the grading plans to legalize the grading that took
place at an existing residence on Northcrest Lane.

Ekiko Residence
City staff issued comments on the first submittal for the grading associated with a proposed single-
family residence on Glen Circle Road.
PakBaz Ghorishi Residence
City staff issued comments on the third submittal for the grading plan legalizing the grading of
retaining walls on Eastvale Road.
Nguyen Residence
City staff has received the mylar grading plans and grading securities associated with the rough
grading of an access driveway in order to gain access to the property for future geotechnical and
infiltration analysis. The property is located off of Oak Canyon Road.
STORMWATER
Trash Amendment
The San Diego Regional Water Quality Control Board issued Final Order No. R9-2017-0077 for
Control of Trash in Discharges (Order) on June 2, 2017. The order requires all Municipal Separate
Storm Sewer System (MS4) permittees within its jurisdiction to require the installation and
maintenance of full-capture devices in all storm drains within designated priority land use areas.
These areas include commercial, industrial and high-density residential sites as well as bus route
locations. The full-capture devices will eliminate trash greater than 5mm in size (essentially capturing
anything larger than a cigarette butt) and prevent it from entering the storm drain system. The Order
requires full implementation within 10 years and perpetual maintenance. City staff started
implementation on private properties by requiring sites that are subject to the Order to install full-
capture devices as a part of any City permit. Letters are being mailed out this week to all property
owners that have already installed devices on their property. The letter provides a copy of the annual
certification for maintenance of the devices. The owners must certify and provide dates for
maintenance completion. The completed certification forms are due by the start of the rainy season,
October 1st.
Annual Report Review
City staff received a letter from the Regional Water Quality Control Board regarding the review of the
2018/2019 Annual Report for the San Dieguito River Watershed Management Area. The letter is
addressed to all Copermittees within the watershed since the Annual Report is collaboratively
prepared for the entire watershed. The Regional Board previously sent a letter after the review of
the 2017/2018 Annual Report and requested additional information and data. Some requests were
for the watershed as a whole and some were specific to individual jurisdictions. The letter for this
year’s review acknowledges receipt of the various data requests. Staff will be working with the other
Copermittees in the watershed to assess whether the Board is asking for any additional information
and preparing a response letter to the Board if needed.

INSPECTION
Vantage Point
Kirkham Way (G18-0008) (STI18-003) - Last week the contractor was issued provisional occupancy
for both buildings. The contractor has 30 days to resolve remaining punch list items.
Outpost
Poway Road (G18-0002) (STI18-001) - Recently placed concrete includes the slab above the cistern
which holds water drained from the wetland bio-filtration system and the first section of ground level
deck after the underground contractor installed and tied in the new 10” three-valve cluster on Poway
Road. Last week backfill was placed and observed by the soils tech for the three-valve cluster and
the associated waterline which will eventually supply both domestic and fire water, and the new 1”
irrigation line.
Poway Commons
Poway Road (G19-0011) - The street improvement work on both Tarascan Drive and Poway Road
continues. Last week the contractor placed one drainage structure on Tarascan Road and the
connection from the Tarascan development to the City’s storm drain system. This will then connect
to the new development on the south side of Poway Road draining both to Poway Creek. During the
excavation of the drainage structure and piping on Poway Road the contractor damaged the City’s
fiber optic line that provides communications between the City of Poway and the traffic signals from
Carriage Road to Community Road. The City was immediately notified and began work to restore
the fiber optic line. Also damaged was an old abandoned unmarked AT&T line, an unmarked water
service, and one unidentified conduit. This week the contractor has begun to excavate the crossing
of Poway Road to connect the entire storm drain system. Other work includes retaining wall
construction, private water and sewer, and the on-site storm drain system.
Marlow Residence
Deer Valley Estates (G17-0007) - The homeowner requested provisional occupancy. A thorough
punch list was developed of items required to be completed including the completion of the driveway
and driveway drain, and the construction of the bio-retention basin and associated drainage
structures. The Building Division and the Fire Department both need to give approval prior to
provisional occupancy. Inspection staff met with the owner and discussed the punch list and
requirements.
Filhart Residence
Deer Valley (G15-0014) - The owner continues to work on the single-family home. The owner has
requested the release of the new electric meter to facilitate fire suppression system testing. The
owner constructed a retaining wall adjacent to the home to create the required flat area around the
electric meter location. The wall was built without inspection and the building department will not sign
the release of the electric meter until the wall has been verified by the project engineer.
Carter Residence
Millards Road (G12-0007) - After several years of slow construction and at times inactivity, work has
resumed. A preconstruction meeting was held and this week the owner has scheduled the
placement of six 30” diameter piles to support the bio-basin retaining wall. Special inspection for both
pile placement, and construction are required and were discussed during the preconstruction
meeting. Piles are required to be placed at a depth of 21’ into bedrock.

Lane closure with flaggers in the #1 lane on Poway Road eastbound between Community
Road and Civic Center Drive for incoming and outgoing haul trucks and a sidewalk closure
south side of Poway Road between 13301 and 13245. Work is related to the Outpost Project.
Possible lane closure on General Atomics Way in both directions, for work related to the
Parkway Summit / Vantage Point Project.
Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both
directions for the undergrounding of utilities associated with the Espola Road Safety
Improvements Project.
Lane closure on a variety of collector streets (Stowe Drive, Danielson Street, McIver’s Court,
Gregg Street, Crosthwaite Circle) all within the business park, for the AT&T 5G upgrade
project.
Possible lane closure and signal light on flash at Oak Knoll Road at Pomerado Road for work
related to the Villa De Vida housing project.
Lane closure on Cloudcroft Drive, Cloudcroft Court, and Tam O Shanter Drive both directions
for work related to an SDG&E gas line conversion project.
Lane closure on Pequot Drive, Catawba Drive, and a variety of other collector streets in both
directions for work related to an SDG&E gas line conversion project.
Lane closure on Glenville Street, Grimsley Avenue, Margate Avenue, and a variety of other
collector streets in both directions for work related to an SDG&E gas line conversion project.
Lane closure and detour on Tarascan Drive and Poway Road at Tarascan Drive both

OPERATIONS
Street Maintenance
Debris Removal 2 Removed a fallen tree limb from Pomerado
Road near Heath Drive. Picked up discarded
furniture from Morningstar Drive.
Concrete Repairs (sq. ft.) 739 Completed 47 sidewalk grinds in Zone #4
(approx. 188 sq. ft.) Completed inspecting Zone
#4 concrete. Completed eight remove/replace
sidewalk areas in Zone #4 (550 sq. ft.) Patched
one sidewalk void in Zone #4 (1 sq. ft.)
Signs 22 Replaced a “STOP” sign on Rostrata Road (sign
was damaged by graffiti). Straightened a street
name sign on Mark Stevens Road. Repaired a
“KEEP RIGHT” sign on Pomerado Road near
south city limit (sign damaged by auto).
Repaired a “Welcome to Poway” informational
sign on Pomerado Road. (sign damaged by
auto). Installed 17 signs in Zone #4 (that failed
reflectivity inspection). Installed a new
“Veterans Park” sign on Community Road (sign
was faded).
Vegetation 221 Cleared debris from the sidewalk on Spruce
Lane (150 sq. ft.). Completed sidewalk
vegetation clearances on Oak Knoll Road,
Pomerado Road, and Ketron Avenue (a total of
70 feet of clearances). Cut up and hauled away
a limb that fell onto a trail and in the bike lane
on Twin Peaks Road near Tierra Bonita Road.
Graffiti 1 Removed graffiti from a sign on Sagewood
Drive (1 sq. ft.).
Miscellaneous 1 One team member attended a Supervisor
Training via internet.

Box culvert sediment removal. 1 Crews completed a majority of the sediment
removal (75% obstructed) at Range Park Road.
Fire Response. 1 Public Works responded to Fire Chief request at
WOW Auto on Sunday morning.

Cleaning including photo
documentation.
5 All sections completed throughout Poway.
Monthly duties Crosthwaite MHY 1 Screen, clean, DMAX inspection including

Parks, Trails & Landscape Maintenance
Aubrey Park - Performed multiple repairs to the irrigation
mainline-and isolation valves. Replaced and/or
adjusted multiple heads. Provided support for
groups using the facility. Checked and restored
caution tape on playgrounds daily. Removed
graffiti from the dugouts.
City Hall - Trimmed trees, shrubs, and vines. Checked
and adjusted irrigation. Repaired drip tubing.
City Owned Properties - Performed weed abatement and mowed four
properties off Community Road. Removed
trash at The Pond. Abated weeds and removed
trash from the ground around the Old Stone
Lodge property and two properties off York
Avenue. Completed property inspections.
Community Park - Trimmed trees and shrubs. Replaced and/or
adjusted multiple heads on the ball fields.
Continued adding mulch to planters. Removed
graffiti. Replaced caution tape on playgrounds
and secured drinking fountains daily, (most
damage at Skate Park). Provided support for
multiple groups and activities.
Garden Road Park - Pruned vines from the fence between the park
and trail. Removed graffiti from the men’s
restroom and submitted photos in Graffiti
Tracker. Replaced/adjusted several turf
irrigations heads.

Hilleary Park - Trimmed trees, shrubs and planters. Prepared
entry planters for mulch, checked irrigation
systems. Replaced caution tape to playground
daily and bagged drinking fountains.
Lake Poway Park - Prepared for and supported the Friday evening
– Saturday afternoon campout. Replaced one
two-inch turf irrigation valve, repaired one turf
valve, one drip valve and one drip tubing leak.
Caught up on mowing. Trimmed and cleaned
the planter shrubs along the Concession
building. Re-set five irrigation boxes and
backfilled around them. Performed weed
abatement around the storage yard.
Old Poway Park - Trimmed shrubs. Provided support for multiple
group events and activities. Checked and
repaired irrigation.
Silverset Park - Removed debris from along the stairs.
Trimmed the acacia along the north section of
the walking path. Filled in low areas of the
sports field.
Starridge Park - Replaced caution tape to playgrounds daily.
Resolved mainline system leaks and tried to
locate other problems. Provided support for
multiple activities. Addressed multiple mainline
irrigation issues.
Valle Verde Park - Assisted contractor with irrigation repairs at
Lake Poway. Raised five irrigation boxes and
added landscape mulch along Espola Road.
Removed old dead brush and fallen tree
branches along the back wall. Trimmed the
turf edge and leveled the infield. Removed low
hanging tree branches from above the
sidewalk. Trimmed shrubs along Espola Road
and the parking lot entrance.
Miscellaneous Trails - Installed a new post and dog bag dispenser at
the entrance to Kent Trail. Continued clearing
along the Pomerado Trail near Gateway.
Delivered 11 yards of soil to the Future
Farmers of America site for an Eagle Scout
project. Delivered 35 yards of soil to rebuild
sections of the Saddlebrook Trail. Removed
four large rolls of carpet from the Metate
Staging parking lot. Performed castor bean
abatement between Hilleary Park and Wanesta
Drive. Completed trimming the acacia on the
Pomerado Trail.
Miscellaneous Parks - Three staff attended a one-hour webinar on
both Wednesdays for pesticide applicator

on the playgrounds and replaced coverings on
the drinking fountains as needed.
Emergency Response
Emergency Response Callouts 17 Responded to three irrigation leaks, one
message board change, unlocked the park to
release a patron, one parks’ building alarm, one
request for stormwater response from the Fire
Department, one contractor trench plate re-
placement, one debris in the road, one accident
clean up, removed a branch from a sidewalk,
placed stop signs at Espola and Valle Verde for
signal outage, addressed two water meter leaks
and two residents with no water.
