As we all know, a now infamous rope was the culprit (but not the root cause) of the failure of the overflow box. But what was a rope doing there? The overflow box acts as a check valve (one way valve) that should only allow water flow from the clearwater tank out and into the storm drain. This check valve operates autonomously and automatically when the clearwater tank goes above the swing gate threshold level. This box isn’t publicly accessible, so the chances of someone tampering with it are nil. That only leaves one conclusion, city staff were using it for some purpose. But the city’s report (https://poway.org/DocumentCenter/View/7000/Poway-Incident- Report-2019-PBWA ) claims that “the overflow box inexplicably had a rope inside the gate…”. The word 'inexplicably' suggests the city doesn’t know why it’s there. Isn’t it odd that a box that only city water employees have access to had a rope installed but no one knows why? Isn’t it odd that the overflow box was not inspected regularly and the rope was detected and removed? Therefore, it seems logical that the rope was installed by City water employees to perform some sort of maintenance. It also makes sense that this maintenance was in violation of water treatment facility standards and was not codified in standard operating procedures. Can you please provide me with the name of the document for the standard operating procedure for the water treatment facility? Can you please provide drawing titles for the facility? Can you please shed new light on the questions posed?” 10/5/2020 PRR 2020-163 Black, Shay Biological easement on 15141 Orchard View Road 9/25/2020 City Clerk’s Office Page 3 of 3 Name Subject of Request Date Closed PRR 2020-164 Charles, Ryan full listing of companies operating in the following categories; SIC Code – Description: 3339 Primary Nonferrous Metals; 3341 Secondary Nonferrous Metals; 3463 Nonferrous Forgings; 3469 Metal Stampings; 3721 Aircraft; 3724 Aircraft Engines and Parts 3728; Aircraft Parts and Equipment; 5051 Metal Service Centers and Offices; and 5093 Scrap and Waste Materials 10/1/2020 PRR 2020-165 Friedman, Assi 1) all inspection logs for the City of Poway water treatment facility at Lake Poway Road starting 1 Jan 2019 and ending 31 December 2019; and 2) roster of all City of Poway employees including name, and title that work at the treatment facility Extension notice sent 10/5 PRR 2020-166 Cruse, Chris All 460 1st Pre-Elect Campaign Statements due September 24 9/25/2020 PRR 2020-167 Herron, Mason All 460 1st Pre-Elect Campaign Statements due September 24, and any 496s 9/25/2020 PRR 2020-168 Vickers, Christine Yes on P, The Farm in Poway 460 1st Pre-Elect Campaign Statement 9/25/2020 PRR 2020-169 Friedman, Assi City proposal, report and cost estimates to mitigate the clearwater well noncompliance that was identified by CA EPA following November 2019 collapse of City water system PRR 2020-170 Wield, Michele 1) the monthly bills from General Electric International Inc showing the kWh generated per month, the rate charged per kWh, and the total paid; detailing these charges and any other charges – for the time period of December 2017 through the current month; 2) the proposals and quotes for the solar system to be installed at the PCPA site; sent from General Electric International Inc to the City of Poway; and 3) actual Budget for the PCPA to include actual expenditures and expenses for the following years: 2016-17, 2017-18, 18-19, and 19-20 PRR 2020-171 Hafen, Silvia Eviction Moratorium staff report, minutes and ordinance 10/5/2020 PRR 2020-173 Issued Residential and Commercial solar (photovoltaic – PV) permits from 07/01/2020 to 09/30/2020 10/5/2020 CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Wendy Kaserman, Assistant City Manager DATE: October 7, 2020 SUBJECT: Community Services Department Bi-Weekly Report Upcoming Date Time Location Fall Camping October 9 October 23 Overnight Lake Poway Teen Night Out October 17 5:00-9:00pm Meadowbrook Gym • Kid’s Night Out on October 2 was “s’more” excitement than expected!
