Election Updates
• Voters will begin to receive their vote-by-mail ballots the week of October 5. You can track your
ballot every step of the way by signing up for “Where’s My Ballot?” on www.sdvote.com.
• Mail Ballot Drop Off Locations and Polling Places have been established by the Registrar of Voter’s
Office and is now available on the ROV’s and City’s website: https://poway.org/736/Voter-
Information.
• Mail Ballot Drop Off Locations will open on October 6, 2020 through November 3, 2020. The
Registrar will accept election day postmarked mail ballots up to 17 days after election day.
Records Management
• A total of 67 boxes were destroyed in accordance with the City’s Records Retention Schedule on
Tuesday, September 29. Of those boxes, 53 were permanently removed from offsite records
storage resulting in approximately $323 in annual cost savings. The Clerk’s Office continues to
work with departments and encourage review of their files. We anticipate the next destruction of
records to occur in the beginning of 2021.
• Records Destruction Training was provided to Public Works admins on Wednesday, September
30.
• At the request of the Fire Department, the Clerk’s Office assisted with coordinating efforts to
archive and preserve certain fire inspection reports in Laserfiche. This included the creation of a
new indexing system to easily locate and retrieve the documents.
• At the request of Public Works, the Clerk’s Office is assisting with the department’s efforts to
archive and preserve certain water reports in Laserfiche, thereby eliminating costs associated
with storing the paper records.

“Since the collapse of the Poway water system on 29 November
2019, there are still many questions the City of Poway hasn’t
answered but the biggest one for me is the rope. As we all know, a
now infamous rope was the culprit (but not the root cause) of the
failure of the overflow box. But what was a rope doing there? The
overflow box acts as a check valve (one way valve) that should only
allow water flow from the clearwater tank out and into the storm
drain. This check valve operates autonomously and automatically
when the clearwater tank goes above the swing gate threshold
level. This box isn’t publicly accessible, so the chances of someone
tampering with it are nil. That only leaves one conclusion, city staff
were using it for some purpose. But the city’s report
(https://poway.org/DocumentCenter/View/7000/Poway-Incident-
Report-2019-PBWA ) claims that “the overflow box inexplicably had
a rope inside the gate…”. The word 'inexplicably' suggests the city
doesn’t know why it’s there. Isn’t it odd that a box that only city
water employees have access to had a rope installed but no one
knows why? Isn’t it odd that the overflow box was not inspected
regularly and the rope was detected and removed? Therefore, it
seems logical that the rope was installed by City water employees
to perform some sort of maintenance. It also makes sense that this
maintenance was in violation of water treatment facility standards
and was not codified in standard operating procedures. Can you
please provide me with the name of the document for the standard
operating procedure for the water treatment facility? Can you
please provide drawing titles for the facility? Can you please shed
new light on the questions posed?”

• Kid’s Night Out on October 2 was “s’more” excitement than expected! Twenty-seven
participants hiked over to Twin Peaks for a night of wilderness crafts, camping adventures,
and tons of fun.
• As part of our capital equipment replacement efforts, Lake Poway staff took delivery of
four new fishing boats. The old boats will be sent for handling by Public Works and our
team will prep and launch the boats for public use.
• Staff responsible for lead positions during a disaster met with Susy Turnbull to receive an
overview of adjustments to providing care and shelter during COVID-19. Subsequently,
the Department staff will be reminded of their roles and responsibilities and the reporting
structure.
• The Old Poway Park team provided support to the Poway Arts and Crafts Guild and Poway
Historical Society for the reopening of the Boardwalk Craft Market (Each Saturday, 8:00a-
2:00p) and the Nelson House (Every other Saturday beginning October 10, 11:00a-1:00p).
• Clients with tentative reservations for November performances at the PCPA were notified
that due to ongoing State and local health orders the PCPA is unable to reopen at this
time and their reservations have been canceled. Canceled performances ranged from
orchestra and symphony to ballet and drama.
• It’s time for the first Reserve Park Ranger meeting since the start of the pandemic.
Volunteers will “meet” over an internet platform on October 12 and service will resume the
day after. Volunteers will conduct patrols at several key locations throughout the city
including Iron Mountain, Lake Poway, and Blue Sky.
• Contract classes are off to a slow start this fall due to the continuing effects of COVID.

HOUSING
Affordable Housing Property Sale
The resale of a Poway Meadows home is near completion. The potential homebuyers are in
underwriting with the primary lender and escrow was opened on September 24th. The homebuyers
also attended the SHOP program course and a HUD First-Time Homebuyer course, as required by
the program, earlier this week. The sale of the home is anticipated to be complete by October 23rd.
PLANNING
Neighborhood Meeting for Crest Road Subdivision at 12102 and 12118 Poway Road
On September 22nd, approximately six neighbors attended a virtual neighborhood meeting
regarding a proposed six-lot subdivision of a 1.4-acre project site consisting of two properties. Two
existing single-family homes will be demolished and access removed from Poway Road. The
proposed lots are between 9,000 to 12,000 square-feet and are accessed from Crest Road and a
new cul-de-sac off of Crest Road. This was a follow-up meeting to the first neighborhood meeting
held on May 29, 2019. This redesign was in response to neighborhood requests to reduce the
number of driveway entrances on Crest Road. This item is anticipated to be brought to the City
Council for consideration later this year.
Pre-Application for Rimbach Road Subdivision
On September 24th, a Pre-Application was submitted to subdivide a 7.1 acre vacant property into
seven lots. The property is located at the west end of Rimbach Road and borders Valewood Court
to the south and Leona Lane to the north. Six 1-acre lots are proposed within the Rural Residential
(RR-C) zoned portion of the project site and one 16,500 square foot lot is proposed within the
Residential Single-Family (RS-4) zoned portion. The applicant is seeking preliminary comments
from staff on the feasibility of their proposal.
Verizon Wireless Communication Facility at Creekside Plaza Shopping Center
On October 5th, an application for a Conditional Use Permit, Variance, and Minor Development
Review was received to construct a wireless communication facility (WCF) in the Creekside Plaza
shopping center at 13573 Midland Road. The WCF consists of constructing a 46 foot high tower
extension that will contain 12 antennas behind a new tower on top of an existing one-story building
at the east end of the shopping center south of Stater Bros grocery store. The architectural roof,
siding materials, style and color of the tower extension are compatible with the existing buildings of
the center. Additional related equipment is proposed inside an 8 foot tall block wall enclosure

adjacent to the existing building. The Variance was applied for to allow the 46 foot high tower, which
exceeds the maximum building height of 35 feet allowed in the Commercial General land use district
of the Poway Road Specific Plan.
Business Certificate for Amazon Distribution Center at Parkway Summit (Vantage Point)
On September 25th, business certificates were issued for Amazon’s “last mile” distribution center at
14400 & 14500 Kirkham Way. An Amazon distribution center for local deliveries is leasing the entire
site and will utilize both buildings for their operations in the recently constructed Vantage Point (also
known as Parkway Summit) project at the east end of the South Poway business park. Provisional
occupancy of the buildings has been granted to allow for operations to commence.
New A-1 Self Storage Building at 12183 Kirkham Court
On September 3rd, a building permit was submitted for a new 99,895 square foot, five story self-
storage building, with three stories above-ground. An application was approved by the City Council
to amend the South Poway Specific Plan to allow three stories above-ground within the 35 foot height
limit over two levels of basements on a vacant lot. The Specific Plan Amendment was approved in
conjunction with a Development Review that consists of a proposal to construct the self-storage
facility.
Oscar’s Mexican Food Restaurant Tenant Improvements at 12711 Poway Road
On October 5th, a Minor Development Review Application was approved for an exterior remodel and
a new patio cover for outdoor dining.
Harbor Freight Tools Tenant Improvements at 13438 Poway Road
On September 23rd, a building permit was issued for a 17,691 square foot tenant improvement for
a new business, Harbor Freight Tools.
El Pollo Loco Tenant Improvements at 12427 Poway Road
On September 22nd, a building permit was issued for a 3,000 square foot tenant improvement for a
new business, El Pollo Loco (at the former Burger King location).
New Bridge School Tenant Improvements at 12285 Oak Knoll Road
On September 24th, a building permit was issued for a 2,590 square foot tenant improvement for a
K-8 private school, New Bridge School.
Barons Market Home Office Tenant Improvements at 12420 Kirkham Court
On September 16th, a building permit was issued for new catwalk storage racks and a mezzanine
for Barons Market Home Office.
New Accessory Dwelling Unit at 17827 Highlands Ranch Circle
On October 1st, a building permit was issued for a 912 square foot Accessory Dwelling Unit without
cooking facilities, and with a 125 square foot patio cover.
CAPITAL IMPROVEMENTS
Sebago Ave Channel Repair Project
The contractor started work right on time on September 29th. They have completed the clearing and
grubbing phase of work and are now installing the reinforcing wire and getting ready to shoot the
concrete overlay this Thursday.

Mickey Cafagna Community Center Project
Work continues on all three buildings this week. The framers are working diligently on the Office
Building roof and have completed the large timber roof joists construction. The electrician is working
on all the final rough-in of the lights on the exterior of the building. The brown and scratch coats are
complete for the Multi-Purpose building. The color coat will start this week after a seven-day cure
period. The drywall contractor is about 75% complete inside the Multipurpose building. Scrim is being
hung to cover up the ceiling insulation. The rough-in inspection on the Classroom buildings is
complete and all trades passed. The water proofing sub-contractor and the stucco screen application
are being done simultaneously on the Classroom Building.

Martincoit Road Sewer Upsize Project
The contractor performed repairs on the sewer mainline, and CCTV inspection confirmed that the
mainline is complete. The contractor is demobilizing all heavy equipment this week and anticipates
to open the trail by the end of the week. Punch list items remain, including fence repairs on the trail
and asphalt restoration.
City Hall HVAC Controls Replacement Project
The RFP for the replacement of the controls system has been advertised and proposals are due
October 29th.
Bowron Sewer Upsize Project
The RFP for design services for the Bowron Sewer Upsize project was advertised on September 28th
and proposals are due October 19th.
Espola Road Safety Improvements
The 20A cutovers were postponed last week due to the high temperatures and were completed for
eight residences this week on October 6 and 7. Three residences remain to be completed due to
unforeseen conditions. SDG&E is working to resolve those issues and will perform those cutovers
at a later date. The final easement for the 20B portion of the work has been agreed upon and is in
the process of being notarized. Construction will begin shortly after the easement is finalized.
LAND DEVELOPMENT
Pakbaz Ghorishi Residence
City staff received the fourth submittal for the grading plan legalizing the grading of retaining walls
on Eastvale Road.
Eastvale Road Fire Hydrant
City staff received the first submittal for the improvement plans for a proposed fire hydrant on
Eastvale Road. This is a requirement per the conditions of approval for the legalization of a single-
family residence addition at the Pakbaz Ghorishi residence on Eastvale Road.
Mobile Mini
City staff received the third submittal for the grading plan package proposing the replacement of
asphalt pavement to concrete for the facility located along Crosthwaite Circle. The plans were
previously approved, but the applicant decided to change the stormwater treatment design.
Shahzad Residence
City staff returned comments on the first review of the grading plan package associated with the
proposed single-family residence on St. Andrews Drive.
Tobar Residence
City staff released mylars to the engineer to as-built the plans for the completed retaining wall in the
rear yard of the residence located on Cumberland Drive.
Nguyen Residence
The mylar grading plans have been approved and routed to the inspection team to schedule the pre-
construction meeting and issue the grading permit. The grading permit is to grade an access
driveway in order to gain access to the property for future geotechnical and infiltration analysis. The
property is located off of Oak Canyon Road.

Highlands Ranch Road Residence
City staff received and approved a construction change revising the Engineer of Record and
elevations and grades for the driveway of the proposed residence along Highlands Ranch Road.
Caliguri Residence
City staff returned comments for the second submittal of the grading plans associated with the new
single-family residence on Sunset Ridge Court.
Poway Commons
City staff has notified the applicant to submit mylars and securities for the precise grading plan of the
affordable senior housing project located at the northwest corner of Poway Road and Tarascan
Drive.
Lee Residence
City staff received the first submittal for the grading plan package associated with the proposed
single-family residence on Del Poniente Road.
STORMWATER
Annual Report Review
City staff received a letter from the Regional Water Quality Control Board regarding the review of the
2018/2019 Annual Report for the Los Peñasquitos Watershed Management Area. The letter is
addressed to all Copermittees within the watershed since the Annual Report is collaboratively
prepared for the entire watershed. The Regional Board previously sent a letter after the review of
the 2017/2018 Annual Report and requested additional information and data. Some requests were
for the watershed as a whole and some were specific to individual jurisdictions. The letter for this
year’s review acknowledges receipt of the various data requests. Staff will be working with the other
Copermittees in the watershed to assess whether the Board is asking for any additional information
and preparing a response letter to the Board if needed.

Villa De Vida
Oak Knoll Road (G19-0002) (WI19-001) -
Bacteriological tests for the domestic water have
been completed and passed. Tie-in to the existing
watermain is expected to be done this week. The
contractor has resumed underground work on the
proposed storm drain line.

Stacey Residence
Sagewood Lane (G20-0004) - Nearly all grading is complete and only driveway construction remains.
All slopes have been irrigated and planted; flat areas are going to be completed when the home is
finished. The concrete slab has been placed and framing of the structure has begun.
Poway Commons
Poway Road (G19-0011) (STI20-002) - The street improvement work on both Tarascan Drive and
Poway Road continues. Last week the contractor placed three sections of 24” RCP crossing Poway
Road. The contractor also began work on the tie-in location within Community Park. Other work
includes construction of retaining walls, retaining wall drains, private water and sewer, and the on-
site storm drain system.
Pugh Residence ADU
Pebble Canyon (MDRA19-042) - The preconstruction meeting for the single-family residence on
Pebble Canyon Road has been held.

• As directed by the City Council, staff facilitated a meeting between the Poway Dodge
Ram dealership and Public Works staff to inform the dealership on the process to
respond to bids for City vehicle purchases. Staff is seeking a date to hold a similar
meeting with representatives of the Poway Ford dealership.
• Staff continues to participate in weekly conference calls with Chelsea Development
Corporation, the affordable housing developer for the Poway Commons project. The
purpose of the weekly calls is to coordinate all the documents and requirements of the
various entities funding the project. The loan closing is scheduled for the week of
October 19. Construction on the project will begin within 30 days of the loan closing.
• Staff is finalizing negotiations on five new lease agreements with cell phone service
providers for communications equipment on city reservoirs. The leases were initially
entered into in the early 2000’s and are set to expire in the coming year. The leases
will allow for the cell communication facilities to continue operations for the next 25
years.

• The Poway Fire Department and Poway Sheriff’s are working with VFW Post 7907 to select a
Firefighter of the Year and Deputy of the Year for 2020. The award will be announced next month; due
to COVID-19, there will not be an awards dinner as in years past.
• Notable Activity
1. Enforced Chevron Fuel obtain an operational permit for Liquid Propane Gas.
2. Enforced Plastic Graphics obtained an operational permit for Hot Works.

OPERATIONS / EMS
• Between Monday, September 21st and Sunday, October 4th, fire department personnel
responded to 166 incidents. (Breakdown of incidents below.)
• Staff is coordinating with PW-Fleet to repair several items on Station 2’s Brush 3762. The
apparatus has been out of service while awaiting important repairs.
• Mobile Data Computers were reprogrammed by San Diego Fire-Rescue following a software
update that created connectivity issues. All updates were successfully completed.
• BC Ortiz met with PW-Facilities staff to review a list of misc. repair needs at Station #2. Repairs
to missing drywall and peeling wallpaper were discussed. Wallpaper repairs are underway.
• Firefighters responded to two structure fires on Sunday, October 4th. The first was in a residential
home on Metate Road. A fire that started on the front porch extended into the attic. The second
was an apartment fire in the SOFI Apartments on Midland Road. A kitchen fire in an upstairs unit
destroyed the unit and caused damage to adjacent units.
• DC Post, BC Fried and four firefighters were assigned to the Dolan Fire in Monterey County on
Friday, September 18th. They relieved the Strike Leaders and crew members that were already
assigned. They supported firing operations and performed mop-up of hot areas. They returned
to Poway on Friday, October 2nd.

• Between Monday, September 21st and Sunday, October 4th, personnel completed 490 hours of
training and activities. Topics included 379 hours of Company Training, 57 hours of Facility
Training, and 32 hours of Officer Training.

Asphalt Repairs (sq. ft.) 20 Paved the asphalt next to a new curb installation
on Stoney Acres Road (15 sq. ft.). Patched five
potholes on City streets (5 sq. ft)
Debris Removal 4 Picked up discarded sofas from Boulder View
Drive. Cleaned up broken light fixture debris at
the intersection of Twin Peaks and Espola Roads.
Picked up a mattress on Somerset Road.
Cleared glass from the bike lane on Twin Peaks
Road near Budwin Lane (60 sq. ft.).
Concrete Repairs (sq. ft.) 1065 Removed and replaced 20 feet of damaged curb
and gutter on Stoney Acres Road. Patched three
sidewalk voids in Zone #4 Concrete Program (3
sq. ft.). Removed and replaced three areas of
damaged sidewalk on Camino Del Norte (Zone #4
Program) (250 sq. ft.). Removed asphalt on a
small sinkhole over a drainage pipe on La Manda;
compacted the area and filled void with one yard
of slurry mix concrete. Vibrated concrete to fill
voids and poured level to four inches below top of
asphalt level after the slurry cured, repaved area
with asphalt. Completed four concrete sidewalk
grinds on Poway Road (25 sq. ft.) Completed two
sidewalk grinds on Neddick Avenue (11 sq. ft).
Removed and replaced 120 sq. ft. of damaged
sidewalk on Poway Road near Welton Lane.
Completed nine concrete sidewalk grinds in Zone
#4 (36 sq. ft.). Removed and replaced five
damaged sidewalks in Zone #4 (600 sq. ft.)
Signs 16 Installed “No Outlet” sign on Wanesta Drive.

Parks, Trails & Landscape Maintenance
Aubrey Park - Repaired irrigation leaks and adjusted heads.
Removed multiple incidents of graffiti. Cleaned
the playground equipment and sanitized it for
reopening; instituted daily sanitizing protocols.
City Hall - Trimmed trees along the west side of the building,
trimmed shrubs along the western border.
City Owned Properties - Removed two couches that were illegally dumped
next to the Old Stone Lodge.

Community Park - Restored multiple irrigation stations/systems by
replacing heads for improved coverage.
Trimmed shrubs and added mulch to planters.
Repaired, cleaned and sanitized playground
equipment for reopening; instituted daily
sanitizing protocols. Provided daily support for
multiple activities and events.
Garden Road Park - Trimmed and cleaned the planters surrounding
the playground. Removed low hanging tree
branches over and around the picnic areas.
Removed one rusted BBQ, replacement has
been ordered.
Hilleary Park - Repaired irrigation mainline to the practice field
and rebuilt the manifold. Weeded the slope
between the playgrounds. Cleaned and sanitized
playgrounds for reopening; instituted daily
sanitizing protocols.
Lake Poway Park - Supported Friday evening through Saturday
afternoon campout. Met with multiple irrigation
vendors to research and resolve the water flow
meter reading issues with the upper
backflow/project. Newly promoted staff
attended riding lawnmower operation safety
training. Trimmed the jasmine along the
sidewalk. Adjusted irrigation heads removed
one turf head no longer needed and repaired
one drip irrigation line. Trimmed the shrubs along
the north edge of the parking lot.
Old Poway Park - Trimmed and weeded planters. Trimmed trees
and shrubs along Sycamore. Provided support
for daily events and activities including “Sharing
Outdoor Spaces” (SOS).
Poway Oaks Park - Repaired the basketball net.
Silverset Park - Removed a large tree limb that fell onto a
resident’s fence behind the park. Trimmed the
acacia along the south entrance. Assisted with
irrigation repairs at Valle Verde Park; drip
irrigation emitter and irrigation head
replacements. Performed weed abatement
along the walking path and ballfield warning
track and applied herbicide.
Starridge Park - Addressed multiple irrigation mainline issues
including the restroom mainline. Cleaned and
sanitized playground equipment for reopening;
instituted daily sanitizing protocols.
Sycamore Creek Park - Trimmed trees and shrubs along the slope at
Sycamore Park (west).

Valle Verde Park - Repaired irrigation valves and re-set five
irrigation boxes and backfilled. Trimmed back the
acacia shrubs along the back wall of the park.
Arranged access for West Coast Arborists to trim
trees on top of the back slope. Fertilized the
sports field. Repaired two irrigation valve breaks
and tighten one valve fitting. Replaced 60 feet of
straw waddle between the horse trail and park
planters along Espola Road.
Miscellaneous Trails - Supported the Amazon employees’ volunteer
project; cleaned/trimmed along the Fisherman’s
Trail at Lake Poway Park. Spread 70 yards of
soil along the trail adjacent to Saddlebrook Trail.
Filled in the low areas of the Iron Mountain
parking lot with base material. Mowed weeds,
grass and filled, in washed-out areas along the
Scrub Oak Trail. Spread three piles of illegally
dumped soil at the South Poway staging area.
Installed two new signs at the Blue-Sky parking
lot, one “No Smoking” and one “Handicap
Parking” sign. Applied herbicide along the Scrub
Oak and Old Coach Trails. Delivered and
spread an additional 25 yards of soil along the
Saddlebrook Trail.
Miscellaneous Parks - Replaced caution tape surrounding playgrounds.
Checked playground equipment making it fit to
use, removed caution tape and barricades
surrounding playgrounds and re-opened.
Sanitized playground equipment and instituted
daily sanitizing protocols. One staff member
attended a webinar training for continuing
education pesticide points. Adjusted irrigation in
all parks to accommodate the severe heat.
Contract Inspections 4 Completed wellness screen punch list, oversaw
the installation of new gate openers at Fleet
Maintenance and Operations. Performed
janitorial inspections at City Hall, Fire Station #1
and Community Park and fire sprinkler quarterly
inspections at the Library, Sheriff’s Station and
Old Poway Park.
