44 participants. It was glow-in-the-dark galore, including face masks and snacks.
• Blue Sky’s favorite annual event went virtual on October 14. The Hoot, Howl and Prowl
features all of your favorite “wildlife” at https://poway.org/347/Programs-Activities
• The “Wall of Honor” at Veterans Park gives families and organizations an opportunity to
recognize past, present, and current members of the Armed Forces. In advance of
Veteran’s Day, 22 tiles were installed.
• Staff attended the Senior Center Board meeting on October 15. Agenda items included
Jewish Family Service weekly food distribution, the partnership with OASIS to provide
online program vouchers and laptops, fundraising/resource committee efforts, and the
return of a feature section on senior programming in the Community Services Guide.
• PCPA staff provided technical support to Poway OnStage for the solo, no-audience Steve
Poltz performance. “Quarantine Blues” was launched on October 14 and will be available
online at powayonstage.org through October 28.
• The Community Services Guide winter issue will launch online next week. The guide
announces the start of program registration on November 10 and events and activities
that will occur through early March 2021.
• During the past several months, staff has been in discussion with the County of San Diego
about the renewal of the original 1991 Goodan Ranch Joint Exercise Powers Agreement.
The final draft has been received by all participating agencies and is expected to go
forward for City Council consideration on November 17.
• Two contracts that support operations at the Lake Poway Recreation Area are in-progress
or completed. The City and the Lake Poway Concession operator have agreed to a two-
year extension and the recently signed trout stock contract will ensure plenty of
opportunities for fishing, starting in December.

PLANNING
Pre-Application for a Surf Pool at 15205 Highway 67
On October 19th, a Pre-Application was submitted to construct a 40,840 square foot surf pool, a
1,120 square foot single-family residence, and a 1,624 square foot detached mechanical building.
The applicant is seeking preliminary comments from staff on the feasibility of their proposal.
Habit Burger Tenant Improvements at Creekside Plaza Shopping Center
On September 21st, a building permit was submitted for a new 2,400 square foot restaurant with a
500 square foot outdoor dining area in the Creekside Plaza shopping center. Habit Burger will be
located in a new stand-alone commercial building that was approved by City Council on January 21,
2020 and is concurrently under review for a building permit.
New Accessory Dwelling Unit (ADU) at 15684 Oakstand Road
On October 10th, a building permit was issued for a 1,465 square foot detached ADU with a 535
square foot patio cover.
Housing and Public Safety Element Update Online Survey and a Public Workshop on
November 19th
On Thursday, October 22nd, the Planning Division released an online public survey regarding housing
and public safety in Poway (available on the dedicated webpage at www.poway.org/hpse). This
Survey will be available through November 30, 2020.
On Thursday, November 19th, from 7:00 p.m. to 8:30 p.m. the City will host a Virtual Housing and
Public Safety Element Workshop regarding housing and public safety in Poway (details available on
the dedicated webpage at www.poway.org/hpse). The workshop is the first in a series of two
workshops and will be held virtually via Zoom and will include moderation by the City’s Planners, Fire
Marshal, and Crime Prevention Specialist. To participate, individuals should register at least 24 hours
in advance, then go to www.poway.org/workshop and join using "Computer Audio." Participants who
do not pre-register can still participate, but their breakout room may be more crowded.
Feedback provided via the survey and workshop will be considered as a part of the drafting of the
Housing and Public Safety Element Updates which are anticipated to be prepared in Spring 2021. A
second workshop will be conducted after the draft Housing and Public Safety Element Updates are
released to the public for review. The Housing and Public Safety Element Updates will be reviewed by
the State Department of Housing and Community Development and CalFire before being considered for
approval by the City Council.
Comments related to the Housing and Public Safety Element Update may be received via email or
postdated mail up to the date and time of the City Council meeting anticipated in Spring 2021 and may

CAPITAL IMPROVEMENTS
Mickey Cafagna Community Center Project
Work progresses on all three buildings this week. The framers are very close to being complete with
rough framing on the Office Building and all the trades are actively working inside. Water proofing
and installation of lath and plaster steel are nearing completion on the Classroom buildings to get
ready for the scratch coat of stucco. Taping and mudding of the drywall and the exterior color coat
of stucco are complete for the Multi-Purpose Building, while pre-texture work is ongoing in all the
interior spaces.

Sebago Avenue Channel Repair Project
The contractor has completed the project and only has a few punch list items remaining.
Espola Road Safety Improvements
All but three properties were transferred from overhead power to underground power (cutovers) in
the 20A portion of the undergrounding. It was determined that cutovers for three of the properties
could not be completed due to a dependency on the 20B circuitry. SDG&E has indicated it will
remove the upper portion of the poles where the cutovers were completed (referred to as
topping). The remaining 20A poles will be topped when the final three 20A properties are cutover
with the 20B portion. All easements for the 20B portion of the undergrounding have been finalized.
SDG&E has scheduled a field meeting this week to review the schedule for the remaining 20B
construction.
Water Treatment Plant Chemical Building and Tank Farm Upgrades Project
The Treatment Plant Supervisor has given permission for the contractor to return to the plant after
November 15th and commence with replacement of the final six valves at the plant. Two plant
shutdowns are tentatively scheduled for early December in order to perform this work. Final
coordination efforts are underway to confirm dates for the shutdowns. Once the final six valves are
replaced, the project will be substantially complete.
Annual Trash Capture Program
The contract has been approved by the City Attorney and routed to the City Clerk. Once it has been
executed, the Notice to Proceed will be issued to the contractor, which is anticipated to be done this
week. A total of 50 inlets in central Poway will be retrofitted with trash capture devices in compliance
with the Regional Water Quality Control Board mandates.
Boulder Mountain Reservoir No. 1 & 2 Rehabilitation
Construction of this project includes rehabilitating two of three reservoirs on the site. The project is
being advertised this week. Bids are due on November 12th.
Bowron Sewer Upsize
In response to the City’s RFP for design services, six proposals were received on October 19th. Staff
is currently reviewing the proposals to select the most qualified consultant. The City Council will be
asked to consider approval of the consultant agreement at the November 17th City Council meeting.
LAND DEVELOPMENT
Pakbaz Ghorishi Residence (G20-0002)
City staff approved the fourth submittal of the grading plans legalizing the grading of retaining walls
on Eastvale Road. Staff has requested submittal of mylars and payment of securities and fees.
Caliguri Residence (G20-0009)
City staff received the third submittal of the grading plans associated with the new single-family
residence on Sunset Ridge Court.
Griswold/Coleman Residence (G20-0016)
City staff received the second submittal of the grading plan package associated with a proposed
single-family residence and an accessory dwelling unit on Dos Amigos Trail.

Poway Commons
(FTM20-001)
City staff has issued minor comments on the fourth review of the final map for the proposed five-
lot residential and commercial subdivision as part of the Poway Commons project located along
Poway Road west of Civic Center Drive and Tarascan Drive.
(G20-0008)
City staff has received mylars for the precise grading plan of the affordable senior housing project
located at the northwest corner of Poway Road and Tarascan Drive. Securities have not yet been
placed for the project.
Golden Way Water Improvement Plan (WI19-002)
City staff returned comments on the submitted revision to the previously conditionally approved
improvement plans for the utilities associated with the proposed single-family residence at the
southern end of Golden Way. The submitted revision has removed the proposed sewer from the
improvement plan.
Nathanson Residence (G20-0011 & ESMT20-008)
City staff has received the second submittal of the grading plan package for the single-family
residence proposed on Del Poniente Road. The plat and legal for the proposed Biological
Conservation Easement were also received.
Avgerinos Residence (ERA20-0013)
City staff has agreed to allow for a fence encroachment to remain in place for a single-family
residence along Metate Road. The owner and staff have executed the agreement and it is set for
recordation by the County of San Diego.
Williams Residence (ERA20-0014)
City staff has agreed to allow for a fence encroachment to remain in place for a single-family
residence along Acton Avenue. The owner and staff have executed the agreement and it is set
for recordation by the County of San Diego.
STORMWATER
San Dieguito Water Quality Improvement Plan (WQIP) Update
The San Diego Regional Water Quality Control Board reviewed the 2017-2018 WQIP Annual Report
and issued a comment letter in October 2019. The comment letter stated that the San Dieguito
Watershed Copermittees (City of San Diego, County of San Diego, City of Escondido, City of Del
Mar and City of Solana Beach) are required to update the WQIP to address obligations identified by
the Board Executive Officer in the WQIP Acceptance Letter dated February 17, 2016. Updating the
WQIP is a yearlong process which requires a consultation panel to review the proposed updates of
the WQIP and for the Copermittees to consider their recommendations. City staff is in the middle of
the coordination process between the other Copermittees and Regional Board staff to prepare the
update. The first draft of the updated WQIP has been sent out for the 30-day public review and
comment period. The comment period ended October 9th. Staff is now reviewing the comments
provided and will work with the other Copermittees in the watershed to incorporate and/or respond
to comments as necessary.

INSPECTION
Villa De Vida
Oak Knoll Road (G19-0002) (WI19-001) - The fire line tie-in to the existing watermain has been
completed. The same contractor is continuing to work on the proposed storm drain system. The
grading contractor is working on the three bio-retention basins.
El Pollo Loco
Poway Road (MDRA19-033) - The preconstruction meeting for the new El Pollo Loco restaurant has
been held. The contractor has signed all applicable paperwork. Demo of the old Burger King façade
has begun. New driveway approaches will be installed, and ADA access will be updated.
Vantage Point
Kirkham Way (STI18-003) (STI19-001) - The contractor has placed slurry seal on adjacent streets
and north of Scripps Poway Parkway on Danielson Street, where offsite signal modifications were
completed. The first coat of paint for striping is complete, the second is scheduled for next week.

Poway Commons
Poway Road (G19-0011) (STI20-002) - The street improvement work on both Tarascan Drive and
Poway Road continues. This week the contractor will continue to compact sub-grade, install class II
base, and base pave on Tarascan Drive. Storm drain work continues and last week the contractor
backfilled the storm drain box that makes the connection to the existing City storm drain system.
Other work includes construction of retaining walls, retaining wall drains, private water, and private
sewer. Installation of the waterline dedicated for fire suppression is nearly complete. The fire line and
the section after the backflow which connects to the existing water main will be tested together.
Tentative connection date has been scheduled for end of next week and will be done at night to
avoid residential interruption to water services.
Aria Estates
Danes Road (G19-0009) This week the contractor is scheduled to begin the final grading for the
road, curb and gutter, and the sidewalk. The bio-basin drain box and brow ditch drain box, which
drains the brow ditch into the basin have been installed. The contractor will begin fine grade of the
basin and begin media layer installation this week.
Busson ADU
Highlands Ranch Circle (SW20-0077) - The preconstruction meeting for this accessory dwelling unit
has been held. The owner/contractor has signed all applicable paperwork.
Nguyen Driveway Access Road
Oak Canyon Road (G20-0001) - The preconstruction meeting for the grading and construction of
access to a lot above Lake Poway has been held. The construction of the access road is required
prior to beginning infiltration testing for the geotechnical analysis and potential septic system for the
proposed single-family residence. The access road will eventually serve as the driveway access for
the property. Staking of the access road has begun and clearing and grubbing is scheduled to begin
next week.

Parkway Summit / Vantage Point Project.

• Attended a meeting with PW Assistant Director Will Wiley to discuss Fire Station 3’s heating,
ventilation and air conditioning assessment report conducted by PBS Engineers.
• Completed Phase 2 of radio programing - the Fire Department’s Nextgen RCS Radios have
been programmed by the Regional Communication Systems/Sheriffs Dept. The next phase
will be to install these radios in select fire apparatus.
• Attended a meeting for department scheduling software Kronos to fix issues in Telestaff.
• Attended a zoom meeting with Poway Cub Scouts Troop. (See picture below)
• Attended San Diego County Fire Chiefs Assoc EMS Section biweekly meeting on COVID-19.
• Completed mandatory monthly cardiac arrest national reporting.
• Completed mandatory controlled substance reporting to San Diego County.
• Continued to keep inventory totals on COVID-19 PPE supplies.
• Obtained new rope rescue equipment for apparatus and personnel PPE to replace equipment

Debris Removal 3 Picked up trash on Espola Road near Ezra Lane
(300 sq. ft.). Picked up a mattress from Poway
Road. Picked up sofa at Meadowbrook Lane.
Concrete Repairs (sq. ft.) 952 Completed 10 sidewalk grinds in Zone #4
Concrete Program (50 sq. ft.) and eight sidewalk
grinds in Out of Zone Concrete Program. (32 sq.
ft.) Installed concrete ramp on sidewalk on Tierra
Bonita Road near the rodeo grounds (12 sq. ft.).
Removed and replaced tree-root-damaged
sidewalks in the following areas: Hermosillo Way
(90 sq. ft.), Community Road two areas (200 sq.
ft.) three areas on Pomerado Road (450 sq. ft.).
and on Twin Peaks Road (100 sq. ft.). Removed
asphalt and installed a new concrete gutter to
allow water to flow properly on Derringer Road.

Signs 23 Responded to a request from the Engineering
Department to add three new pedestrian crossing
signs at Norwalk Street and Midland Road.
Replaced 14 signs that failed inspection in Zones
#3 and #4. Completed vegetation clearances
from five signs in Zone #3 and #4 for signs that
failed inspection due to vegetation blocking
motorist’s view of signs. Replaced a “No Parking”
sign on Midland Road that was damaged by a
motorist.

sidewalk on Deerwood Street (75 ft.). Completed
clearance of low hanging trees along Putney
Road near Ipava Lane (200 ft.).

Lake Poway Park - Supported Friday-Saturday campout event.
Made irrigation adjustments and repaired drip
line coupling. Assisted water crew with installing
an air release saddle to the 6” upper backflow,
park staff added the air gap unit. Repaired park
bench and trimmed shrubs. Secured a quote for
playground rubber surfacing. Applied herbicide.
Old Poway Park - Provided support for activities and projects,
assisted with group clean-up, delivered 1 ½ tons
of rock for the Garden Club’s project. Checked
and adjusted the irrigation systems.
Poway Oaks Park - Irrigation head and nozzle replacements.
Silverset Park - Repaired several broken irrigation heads.
Trimmed the acacia, repaired dugout benches,
and repainted park benches. Started to
excavate water line damaged by shrub roots.
Supported a new volunteer group with raking,
cleaning, removing dead plant material and
mulching planters.
Starridge Park - Sanitized playgrounds, repaired trail fence
section, repaired water line issues and provided
support for activities.
Sycamore Creek Park - Trimmed the shrubs.
Valle Verde Park - Removed low hanging branches in the pocket
park. Performed weed abatement, added
landscape mulch and repaired irrigation.
Trimmed the acacia along the St. Andrews
sidewalk.
Miscellaneous Trails - Installed seven “No ORV” signs along the
Avocado trail. Delivered soil to the Saddlebrook
Trail improvement project. Performed weed
abatement along Scrub Oak Trail. Removed low
hanging tree branches along the Espola Trail.
Added base to the Iron Mountain parking lot.
Replaced “No Dumping” signs at Metate and
Sumac Trail. Replaced faded volunteer sign at
Garden Road Trail.
