Election Updates
The City’s General Municipal Election was held on Tuesday, November 3. Unofficial Election results are
available on the San Diego County Registrar of Voters website: www.sdvote.com. The final certified
results will be posted by December 3, 2020. The certification of election results is required for the City
Clerk to officiate the installation of newly elected officials. Certification of election results and installation
of the newly elected officials is tentatively scheduled for the December 15, 2020 Regular City Council
meeting.
Records Management
The City Clerk’s Office started the Building Permits Scanning project, which main purpose is to preserve
the City’s vital records. Since the City incorporated in 1980 through the implementation of TraKit Software in
2009, building permits exist only in paper. Building permits are frequently sought-after record requested by
the public and staff. They are to be retained permanently and the condition of these older permits is
deteriorating. Our goal is to convert the paper to electronic images and apply metadata so that these records
can be accessed and retrieved remotely.

• The Halloween fall camping event at Lake Poway was all fun and no tricks. 85 camping
families howled at the Hunter’s Blue Moon, fished until the witching hour, and had a ghostly
good time gathering goody bags.
• Technical staff provided sound and lighting support for a Poway High School drive-in
concert on October 30. The PCPA parking lot served as the stage for 52 cars and
attendees enjoyed band favorites via FM transmitter.
• Administrative staff are working diligently with ActiveNet (registration – reservation
software) to implement a new required facility reservation module. Attending a future
training and making several system adjustments will be part of the effort.
• A few staff were able to “attend” the virtual Municipal Management Association of
Southern California conference. Sessions focused on various topics including diversity,
civic and employee engagement, organization performance, sustainability, risk, and more.
• The most recent Mickey Cafagna Community Center tour included an opportunity to view
and envision how future spaces will be utilized. Current efforts include market research
for rental fees, research on new contract class and camp opportunities and space
allocation for existing programming, collection of quotes for tables and chairs, and the
logistics for moving into the new facility.
• Interpretive Services staff worked directly with the State Department of Fish and Wildlife
to remove a few trees within the Blue Sky Ecological Reserve for safety reasons.
Additionally, they are working with volunteer support to rethatch the traditional replica
structures at the Kumeyaay site.
• Staff attended the Poway OnStage Finance Committee meeting on October 22. Agenda
items included cancelation of professional performances through February, an overview
of the costs associated with recent arts in education efforts, and add-on virtual
programming.

Affordable Housing Property Sale
The resale of a Poway Meadows affordable home is complete.
Escrow closed on October 23rd. The Balcombe family (Daniel,
Athena and Clare) are extremely appreciative of having the
opportunity to be part of the SHOP Program and finally becoming
Poway residents; a life-long goal for the pastor and his family.
PLANNING
Housing and Public Safety Element Update Online Survey and a Public Workshop on
November 19th
The City is preparing to update the Housing and Public Safety Elements sections of its General Plan.
Every City is required to have a General Plan. It provides a vision for a City's future and identifies
the community's land use, transportation, environmental, economic, and social goals and policies as
they relate to land use and development. The California Supreme Court called the General Plan the
“constitution for future development." The chapters of a General Plan are called "elements." The
Housing and Public Safety Elements are two of seven mandatory elements required by the state.

Housing Elements are required to be updated every five to ten years as determined by SANDAG in
coordination with the State Department of Housing and Community Development (HCD). HCD
requires this Housing Element update to be completed by April 2021, however, there may be
extensions to these deadlines due to COVID-19. The Housing Element update is required to address
housing constraints and needs, including HCD requirements to meet the Regional Housing Needs
Assessment (RHNA). The Public Safety Element update is required to meet the requirements of
SB1035 prior to the adoption of the update to the Housing Element. As such, the City is updating
the Public Safety Element in conjunction with the update to the Housing Element.
On Wednesday, November 4th, the Planning Division released an online public survey regarding
housing and public safety in Poway (available on the dedicated webpage at
www.poway.org/hpse). This survey will be available through November 30, 2020.

On Thursday, November 19th, from 7:00 p.m. to 8:30 p.m. the City will host a Virtual Housing and
Public Safety Element Workshop regarding housing and public safety in Poway (details available on
the dedicated webpage at www.poway.org/hpse). The workshop is the first in a series of two
workshops and will be held virtually via Zoom and will include moderation by the City’s Planners,
Fire Marshal, and Crime Prevention Specialist. To participate, individuals should register at least 24
hours in advance, then go to www.poway.org/workshop and join using "Computer
Audio." Participants who do not pre-register can still participate, but their breakout room may be
more crowded.
Feedback provided via the survey and workshop will be considered as a part of the drafting of the
Housing and Public Safety Element Updates which are anticipated to be prepared in Spring 2021. A
second workshop will be conducted after the draft Housing and Public Safety Element Updates are
released to the public for review. The Housing and Public Safety Element Updates will be reviewed
by the State Department of Housing and Community Development, CalFire and the City Council.
Board and Brew Tenant Improvements at Creekside Plaza Shopping Center
On October 27th, a building permit was submitted for tenant improvements for a new 2,653 square
foot restaurant with a 600 square foot outdoor dining area at the Creekside Plaza shopping center
located at 13475 Poway Road, north of the Chipotle and Subway restaurants. Board and Brew will
be located adjacent to the incoming Habit Burger in a new stand-alone commercial building that was
approved by the City Council on January 21, 2020 and is currently under review for a building permit.
Signage Variance for an Amazon Distribution Center at Vantage Point
On October 26th, a variance application was submitted to allow three additional monument signs
and four additional wall signs in addition to the maximum allowable signs pursuant to the South
Poway Specific Plan at Vantage Point located at 14400 & 14500 Kirkham Way. An Amazon
distribution center for local deliveries is leasing the entire Vantage Point site. The business license
has been conditionally approved. The variance request requires approval by the City Council.
Pre-Application to Remodel Body Beautiful Car Wash at 13236 Poway Road
On November 2nd, a Pre-Application was submitted to add parking islands for traffic control, add
vacuums to existing parking stalls, and cleanup and painting of the existing car wash building. The
applicant is seeking preliminary comments from staff on the feasibility of their proposal.
Final Building Permits issued for Outpost at 13247 Poway Road
On October 27th, the final building permit phase for the Outpost mixed-use project was issued for a
total of 103,127 square feet of mixed-use construction. This includes a 20,593 square foot fitness
center, 20,198 square feet of restaurant space, 8,351 square feet of office space, and 53,985 square
feet of apartments with 9,638 square feet of deck area.
Commercial Demolition at the Former Atlas Market at Twin Peaks Plaza
On October 22nd, a building permit was issued to demolish the interior of the 44,686 square foot
building formerly occupied by Atlas Market in preparation for a new retail grocery store at 14837
Pomerado Road. A façade remodel for the shopping center was approved by the City Council on
October 6th.
General Atomics Tenant Improvements at 14253 Kirkham Way
On October 14th, a building permit was issued for a 3,364 square foot tenant improvement including
a 46 linear foot interior partition wall, a 496 square foot fence, and relocation of equipment.

Junior Accessory Dwelling Unit (JADU) and Single-Family Residence Addition at 13409
Neddick Avenue
On November 2nd, a Minor Development Review Application was submitted for a 312 square foot
JADU and a 798 square foot addition to the single-family residence.
Accessory Dwelling Unit (ADU) at 14511 Indian Springs Road
On October 29th, a building permit was issued for a 1,198 square foot detached ADU with a 1,198
square foot non-habitable basement area, a 211 square foot deck/patio cover, and a 154 square foot
mud room.
ADU at 14341 Twisted Branch Road
On October 26th, a building permit was issued for a 1,010 square foot attached ADU with a 725
square foot garage and 792 square-foot patio cover.
New Single-family Residence at 14444 Pebble Canyon Drive
On October 20th, a building permit was issued for a new 3,060 square foot single-family residence,
906 square foot garage, 433 square foot patio cover, and a 600 square foot retaining wall.
CAPITAL IMPROVEMENTS
Sebago Ave Channel Repair Project
The contractor has completed the punch list items. The project will be ready for acceptance at an
upcoming City Council meeting.
Welcome to Poway Sign Replacement Project
The contractor submitted shop drawings for the signs which are currently being reviewed by the City.
The submittal is for a one-piece sign that has a spread footing and will be craned into place.
Fire Station 1 Shower Room Remodel Project
The new concrete slab was placed on schedule. The plumbing contractor has completed the
shutdown cutover of the showers. This shutdown was coordinated with Customer Services as the
only shut-off valve for the building is at the service meter.
Espola Road Safety Improvements
SDG&E topped off the poles on the 20A portion of the undergrounding
last week and began working on the 20B portion. SDG&E’s contractor
is in the process of installing new underground conduit and re-routing
structures based on easement negotiations. Once completed, SDG&E
will begin installing cabling, which is anticipated for the week of
November 16th. Cutovers are anticipated to occur before the end of
the year. SDG&E also adjusted the loose handhole lids on Espola
Road south of Del Poniente Road, which significantly reduced the
rattling noise and the frequency of the rattling. On November 6th Public
Works is scheduled to install a rolled asphalt berm across the driveway
at the Tilburg property to address drainage concerns. SDG&E has
been made aware of potential damage to the roof on the Haessig
property that may have been caused by SDG&E’s contractor and is

Mickey Cafagna Community Center Project
All three buildings have trades working on the interior and exterior this week. The framers and MEP
contractors have completed their work on the Office Building and the drywall is about 50% complete.
The application of the Classroom Building’s color coat started November 2nd. The classrooms are
getting textured and ready for interior paint. The Multi-purpose Building exterior paint is complete,
and the interior paint is about 50% complete. Excavation has started on the bio-retention basin on
the eastern side of the building.

LED Street and Safety Lighting
The contractor replaced all the decorative lights in the Civic Center Drive area last week. The pilot
pendant lights on Midland Road arrived but were missing parts. The contractor is working to resolve
this issue with the vendor and is tentatively scheduling the install for the pendant lights the week of
November 16th.
Poway Dam Inundation Map and Emergency Action Plan
The City received additional comments from the State for the Emergency Action Plan on August
6th. Additional correspondence was obtained from the City of San Diego and County of San Diego
to address the comments. The revised Emergency Action Plan was resubmitted to the State for its
seventh review on October 26th.
FY 2019-20 ADA Barrier Removal – Lake Poway Pathways
The contractor began demolition of the concrete sidewalk near the baseball fields last week. The
concrete pour for this area is scheduled for this week. The contractor will also continue demolition of
the sidewalk near the horseshoe pits and picnic area this week, and schedule the concrete pour in
these areas next week.
Highway Safety Improvement Program Grant
This week staff submitted a grant application for the Highway Safety Improvement Program (HSIP)
for a project on Poway Road. In October, the City Council approved Resolution 20-080 authorizing
staff to submit the HSIP grant application. The application includes a project scope broken down
into two parts. One part of the project scope includes non-signalized intersections at four locations
along Poway Road. Directional medians along with appropriate signage are being proposed,
eliminating left turn movements onto Poway Road from cross-streets or driveways. The second part
of the project scope includes five signalized intersections along Poway Road, including Pomerado
Road, Silver Lake Drive, Civic Center Drive, Community Road, and Midland Road. The upgrades
would include providing advanced dilemma-zone detection and implementing leading pedestrian
intervals, which is essentially adding adaptive signal controls. The grant was based upon a benefit-
cost analysis and not all of the proposed improvements are fully reimbursable as part of the
grant. The total proposed project cost is estimated at $604,100 with a grant request of $589,980. If
the application is approved, staff will return to City Council to accept the grant funds and appropriate
any matching funds required.
LAND DEVELOPMENT
Mobile Mini
City staff returned comments on the third review of the grading plan package proposing the
replacement of asphalt pavement to concrete for the facility located along Crosthwaite Circle. Staff
has determined the grading securities and notified the applicant of the required amount.
Poway Commons
City staff received the third submittal of the precise grading package for the proposed residential and
mixed-use development on the parcels on both the north and south sides of Poway Road near Quate
Court and Civic Center Drive/Tarascan Drive.

Diaz Residence Subdivision
City staff provided the owner with the Covenant for Deferred Improvements and Underground Waiver
Deed Covenant. The Covenant for Deferred Improvements allows the owner to defer certain private
road improvements until future development of the second parcel instead of prior to subdivision. The
Underground Waiver Deed Covenant requires the owner to agree not to oppose future utility
undergrounding and to pay a pro rata fair share of future undergrounding. These agreements must
be signed and recorded prior to the recordation of the final map for the two-lot subdivision located
on Olive Tree Lane.
Carter Residence
City staff has approved the pad certification and soil compaction report provided by the applicant.
With these items complete, engineering staff has approved the building plans for building permit
issuance.
Grading Violation on Iris Lane
City staff has reviewed an exhibit provided by the owner of the possible illegal grading violation at
an existing residence on Iris Lane. The construction activities were brought to staff’s attention by
adjacent property owners that were concerned about the amount of work being done. The purpose
of the exhibit was to clarify the magnitude of the work that had taken place prior to a stop work notice
issued by City staff, explain the overall intent of the owner’s work and to determine the next proper
course of action. In addition, staff met with the owner at the residence to explain the issues and
guide the owner and their engineer on the information needed on the exhibit. Staff has determined
that the proposed work does not require City permits. Staff will monitor the work to ensure
construction does not exceed the limits shown on the exhibit and that proper stabilization of slopes
with vegetation occurs. The owner will also record a covenant on the property which will not allow a
structure to be placed anywhere where uncertified fill was placed since certification on the material
placement or compaction was not provided.
Griswold/Coleman Residence
City staff returned comments on the second submittal of the grading plan package associated with
a proposed single-family residence and an accessory dwelling unit on Dos Amigos Trail.
Rostrata Hill Sewer Main Extension
City staff returned comments on the first submittal of an improvement plan for a sewer main extension
on Rostrata Hill Road.
A1 Self Storage
City staff received the third submittal for the grading associated with a new five-story self-storage
facility on Kirkham Road.
Creekside Plaza
City staff received payment of fees and securities for the grading associated with the proposed
development within Creekside Plaza at the southeast corner of Poway Road and Community Road.
Development includes a new 5,000 square foot building and improvements to the common area near
the pavilion within the plaza. Mylars have been signed by the City Engineer. Applicant has been
notified to make bond copies and arrange a preconstruction meeting with City inspectors.
Nathanson Residence
City staff approved the grading plan for the proposed single-family residence on Del Poniente Road.

STORMWATER
San Dieguito Water Quality Improvement Plan (WQIP) Update
City staff has reviewed and provided comments on the first draft of the updated WQIP. This update
is required in response to the comment letter received in October 2019 from The San Diego Regional
Water Quality Control Board after they reviewed the 2017-2018 WQIP Annual Report. The comment
letter stated that the San Dieguito Watershed Copermittees (City of San Diego, County of San Diego,
City of Escondido, City of Del Mar and City of Solana Beach) are required to update the WQIP to
address obligations identified by the Board Executive Officer in the WQIP Acceptance Letter dated
February 17, 2016.
INSPECTION
Aria Estates
Danes Road (G19-0009) - Bio-basin construction is complete with all material layers having been
placed and inspected. Planting of the basin is the remaining item. Curb and gutter installation have
been completed and all utility boxes and vaults have been placed at grade. Last week the contractor
installed the pipe that will drain the pervious entrance to the subdivision. This week the contractor is
scheduled to complete fine grade for the road.
Nguyen Driveway Access Road
Oak Canyon Road (G20-0001) - Relocation of fencing on the adjacent property was completed last
week. Clearing and grubbing of vegetation is scheduled to start this week. The City’s trailhead will
be closed for the duration of the grading. Closures have been approved by the City’s Parks
supervisor. Applicable signs will be located as per the supervisor’s direction. Appropriate signage for
trail closure to be placed beginning this week.
Poway Commons
Poway Road (G19-0011) (STI20-002) – Last week the street improvement work on Tarascan Drive
was put on hold while the contractor focused on excavating and exposing the existing water main on
Poway Road in two locations. City crews shut down the water main on Poway Road last Thursday
night in order for the contractor to connect the two 3-valve clusters that will soon supply water to the
site. The valves were installed and the branch valves to the site left closed until testing of the new
main is complete.
Installation of the waterline dedicated for fire suppression is
nearly complete. Last week the contractor installed
approximately 300 linear feet of 8” waterline and 13 concrete
thrust blocks. Other work includes construction of retaining
walls, retaining wall drains, private water, and private sewer.
Storm drain work within Community Park is scheduled to begin
soon. A meeting to discuss the storm drain work that will cut
through the park is scheduled for this week.
Villa De Vida
Oak Knoll Road (G19-0002) (WI19-001) - The storm drain has been installed. Headwalls and D-40
have been installed. Two of the three bio-retention basins have been excavated and remaining work
includes installing liner, placing rock layer, pea gravel, and the bio-engineered soil. The grading
contractor is back on-site doing finish grade and preparing for parking lot curb and gutter.

Marlow Residence
Deer Valley Estates (G17-0007) - The owner has placed a portion of his driveway. It is expected that
the remaining portion will be placed this week. It was found that the bio-retention basin has been
modified from the plans. Three-inch holes have been installed thru the containment wall rather than
the “windows” that are called out on the plans. City staff was notified and has been in contact with
the owner and design engineer to resolve this issue.
Power Conditioning Building UPS and ATS
Pomerado Hospital (G19-0009) - The contractor is working on installation of trash collection inserts
within specified inlets per the plans. The contractor has not begun work on the building but has begun
BMP placement.
SCHEDULED ROAD/LANE CLOSURES
Lane closure with flaggers in the #1 lane on Poway Road eastbound between Community
Road and Civic Center Drive for incoming and outgoing haul trucks and a sidewalk closure
south side of Poway Road between 13301 and 13245. Work is related to the Outpost Project.
Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both
directions for the undergrounding of utilities associated with the Espola Road Safety
Improvements Project.
Possible lane closure on Pomerado Road between Scripps Poway Parkway and Stone
Canyon Road for work related to SDG&E potholing.
Lane closure on a variety of collector streets (Stowe Drive, Danielson Street, McIver’s Court,
Gregg Street, Crosthwaite Circle) all within the business park, for the AT&T 5G upgrade
project.

• Over the past month, no new PEARL applications have been received or approved.
To date, there have been 79 applications received and 35 loans approved for $1.385
Million.
• At the November 17 City Council meeting, staff will bring forward an action related to
the Poway Commons Senior Affordable Housing project. The requested action is to
amend the Affordable Housing and Property Disposition Agreement (AHPDA) and
associated documents which govern the development, maintenance and operation of
the project. The changes do not materially change the project from what was approved
by the Council and Housing Authority.
The project developer (Chelsea) is using tax credit financing as their primary funding
source. The Tax Credit Program has a definition of affordable rent (Tax Credit Rents)
and income levels. The AHPDA contained affordable rent and income levels utilized
by California redevelopment law (RDA Rents). Tax Credit Rents are generally $125
to $300 higher than RDA Rents, depending on bedroom size and income levels.
Chelsea has utilized the higher Tax Credit Rents in their financial projections. The
requirement to utilize the RDA rents will delay the start of the project and could
possibly make the project financially infeasible.
In applying for tax credits, Chelsea targeted deeper affordability levels than what was
originally proposed to the City. With the changes in the affordability levels, 14 units
meet the RDA Rents and income levels and 30 units meet the Tax Credit Rents and
income levels. Chelsea is proposing that the AHPDA be amended to reflect rent and
income levels consistent with their tax credit application. If approved, the amendments
will not impact the City’s ability to count all the units towards our Regional Housing
Needs Assessment requirements.

• Chief Canavan participated in a quarterly meeting of the Poway Unified School District’s Career
Technical Education (CTE) Advisory Committee - Facilities Sub-Committee on October 28th.
• CalFIRE presented a program called Local Wildland Agreement (LWA). LWAs are annual service
contracts provided by CalFIRE to local jurisdictions for wildland fire protection in areas located next to
state-regulated lands. The presentation was informational only with no anticipated action.
• Staff provided general information about Fire Department operations and automatic aid services to
the Atlantis Group Land Use Consultants. They are preparing environmental review documents for
the development of the closed Carmel Mountain Ranch Golf Course in the City of San Diego.
• Kudos to all Halloween contest winners, including FD’s Kristin Holden’s custom carved firefighter
pumpkin and Susy Turnbull’s portrayal of Dr. Anthony Fauci with a bottle of bleach.
• The Crews News has been on hiatus since March and resumed meeting via conference call on
October 28th; the FD’s rep, Kristin Holden attended.
• Deputy Chief Post participated in 4 Mock Housing and Safety Element Zoom Conference Calls with
City staff.
• Deputy Chief Post participated in a pre-development teleconference with City staff and applicants to
discuss a Wal-Mart gas station, a traffic signal at the proposed Fairfield Development on Poway Road,
and a single-family residence on Misty Meadows Road.
• Deputy Chief Post performed a wildfire defensible space inspection at 16033 Stoney Acres Road.
• Deputy Chief Post met with Development Services staff to discuss requirements for a proposed hotel
at the Maderas golf course.
• Deputy Chief Post and Inspector Matt Powell assisted Law Enforcement, Code Compliance Officer
Daniel Welte, and Building Official Trish Johnson with inspecting the business and building located at

water line repair at Silverset Park. Installed a

Removed exposed rebar from along the Lake
Poway Trail. Delivered and spread 70 yards of
