Training included rescue scenarios, COVID rescue modifications, and teamwork, communication, and response times during emergency situations. • Kid’s Night Out was a win-win for everyone. Parents took the night off while 34 kids enjoyed a themed night of “monster” games, arts and crafts, and snacks. • Several program adjustments were implemented in response to the move from the red to purple COVID tier for San Diego County. Transitions included cancelation and/or relocation to outdoors for four fitness classes and one sports program. • Christmas in the Park re-imagined is underway! Staff collaborated to launch registration for both in-person and zoom encounters with Santa and Old Poway Park will feature festive opportunities for the first three weekends in December. • PCPA and Public Works staff collaborated to offer a Cal OSHA required training at the theatre on November 17. Strict COVID protocols were implemented. • Staff continues to work diligently on the stocking schedule for trout at Lake Poway. The greatly anticipated Trout Season 2020 is expected to kick off on December 4. • Fall program participation continues to trend lower than last year. Winter 2020 Winter 2019 Number of Registrations 104 218 Revenue $5,921 $13,199 CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: November 18, 2020 SUBJECT: Director’s Notes PLANNING Neighborhood Meeting for Mixed-Use Development by Fairfield On November 5th, the City hosted a neighborhood Zoom meeting for the mixed-use development proposal at 12845-12941 Poway Road (Carriage Center and Poway Fun Bowl sites) by Fairfield with 75 participants. Fairfield presented a modified project that reduced the number of multi-family residential units to 212 (from 220). This resulted in a reduction of the parking requirement to 373 spaces and now the project has an excess of three parking spaces. The proposal also increased the amount of commercial space by 1,100 square feet, eliminated the over height decorative towers along Poway Road, decreased the overall height of the buildings including the screen walls for the roof-mounted equipment, and added building stepbacks at the south end of the four-story building reducing the south end to three stories. The proposal also increased the area of the easterly outdoor plaza (quasi-public space) by 2,250 square feet through the extension of a deck over adjacent parking spaces, with these parking spaces now tucked-under the plaza deck. Trees, seating, play areas and water features were added as a part of the expanded plaza area. The proposal also altered the building elevations to add architectural interest to the mixed-use commercial/restaurant spaces along Poway Road. At the meeting, stakeholders expressed concerns regarding the building height, parking, traffic, property values, and using the internal corridor as a Poway Road by-pass. The applicant incorrectly stated the internal street would connect Civic Center Drive to Carriage Road. The modified project is scheduled as a public hearing item for consideration at the December 1st, 2020 City Council meeting. Building Permits Issued (Phase 1) for Housing Development by Poway Commons On November 10th, building permits were issued for: 1. A 12,313 square foot, seven-plex with 3,770 square feet of garage space and 84 square feet of covered patio area along with 718 square feet of deck at 13099 Olympus Circle (new address). 2. A 6,209 square foot four-plex with 1,776 square feet of garage space and 88 square feet of covered patio area at 13084 Olympus Circle (new address). 3. A 6,260 square foot three-plex with 1,347 square feet of garage space and 169 square feet of covered patio area along with 506 square feet of deck at 13085 Olympus Circle (new address). The entire housing development includes 97 market-rate multi-family residential units and 44 affordable senior housing units on the north and south sides of Poway Road west of Civic Center Drive and Tarascan Drive. Director’s Notes November 18, 2020 Page 2 Business Certificate Issued for El Pollo Loco at 12427 Poway Road On November 11th, a business certificate was issued for a 3,000 square foot El Pollo Loco restaurant. Tenant improvements for the restaurant are in progress. This location was previously occupied by Burger King. General Atomics Tenant Improvements at 14107 Stowe Drive On November 9th, a building permit for plan check was issued for a 7,650 square foot tenant improvement. General Atomics Tenant Improvements at 14145 Danielson Street On November 10th, a building permit for plan check was issued for a 64,557 square foot tenant improvement. New Single-family Residence at 13839 Millards Ranch Lane On November 9th, a building permit was issued for a new 5,420 square foot single-family residence with a 1,000 square foot unhabitable basement, a 815 square foot patio cover, and a 1,715 square foot garage. New Accessory Dwelling Unit at 14552 Garden Road On November 11th, a building permit was issued for a 1,142 square foot detached ADU with a 462 square foot garage and a 398 square foot patio cover. New Accessory Dwelling Unit at 14427 Sespe Place On November 6th, a building permit was issued for a 1,128 square foot detached ADU. CAPITAL IMPROVEMENTS Local Road Safety Plan Grant Last week staff submitted a grant application for a Local Road Safety Plan (LRSP). In October, the City Council approved Resolution 20-081 authorizing staff to submit the LRSP grant application and accept the grant funds should the grant be approved. An LRSP is a plan for how to address unique safety needs within the community. A plan will be required for future grant funding such as Highway Safety Improvement Program (HSIP) grants. Staff recently submitted for the last cycle of HSIP grants that can be approved without an LRSP in place. The California Traffic Commission allocated $10 million in 2019 and another $8 million in 2020 for assisting local agencies in developing LRSPs. The funds are first come first served with applications accepted until the funding is no longer available. The grant will cover up to 90% of the cost to prepare the LRSP. The calculated project cost for the grant application is $52,000 with a City match of $6,000. Treatment Plant Chemical Building and Tank Farm Upgrades Last week staff coordinated with a valve actuator vendor in troubleshooting an issue on Filter 1 at the treatment plant. A fault was analyzed as being triggered in error, and the fix directed by the manufacturer was implemented. No new issues have been observed to date. Boulder Mountain No. 1 & 2 Reservoir Rehabilitation The bid opening took place on November 12th and four bids were received. The City Council will be asked to consider the award of the project to Advanced Industrial Services, Inc. at the December 1st City Council Meeting for a total amount of $898,100. It is anticipated that construction will begin in December and the contract time for the project is 90 working days. Director’s Notes November 18, 2020 Page 3 Mickey Cafagna Community Center The contractor continues making great progress from week to week. Last week all the classrooms received complete interior wall texturing and painting. The color stucco coat is complete, and the scaffolding was removed revealing the nearly completed interior classroom courtyard space. The lay-in ceiling contractor is working in the Multi-Purpose Room and has nearly completed the grid that will receive the lay-in panels. The restroom wall tile was completed last week, and the tile sub- contractor is now working on the restrooms in the Classroom Building. The wall texture sub- contractor is now working in the Office Building, then the painting contractor will begin working as soon as the texture work is complete. The lay-in ceiling contractor is mobilizing a second crew to start work on the traditional acoustical lay-in ceiling in the classrooms and the Multi-Purpose Building hallway. The color stucco coat will also be completed by November 18th. Remaining items of work include handrail installation, irrigation, and landscape restoration. Construction is expected to be complete this week. FY 2019-20 Corrugated Metal Pipe Annual Repair/Replace Construction started on November 9th. The contractor will be completing the pipe replacement on Indian Trail Road this week, and will move on to the pipe replacements at Donart Drive and Belvedere Drive for the next 2-3 weeks. Once the pipe replacements are complete the contractor will begin lining at the remaining locations, including Poway Road. Construction is expected to be complete in January. Espola Road Safety Improvements SDG&E completed civil work on 20B last week and is anticipating to start cabling work this week. On November 6th, Public Works constructed an asphalt berm across the driveway at the Tilburg property to address drainage concerns. LAND DEVELOPMENT Caliguri Residence City staff returned comments for the third review of the grading plans associated with the proposed single-family residence on Sunset Ridge Court. Griswold/Coleman Residence City staff approved the second submittal of the grading plan package associated with a proposed single-family residence and an Accessory Dwelling Unit on Dos Amigos Trail. The grading plan mylars have been received and the fees and securities have been paid. Signatures for the Stormwater Facilities Maintenance Agreement, Biological Conservation Easement, and Open Space Easement are the remaining items needed before the City Engineer review and approval of the mylar drawings can occur. Mobile Mini City staff approved the third submittal for the grading plan package proposing the replacement of asphalt pavement to concrete for the facility located along Crosthwaite Circle. Director’s Notes November 18, 2020 Page 5 13115 Birch Lane Pool City Staff approved a floodplain development permit for the installation of an in-ground pool and spa located within the regulatory floodplain. General Atomics Building A42 Addition City staff received the first submittal for the proposed grading associated with a building addition on Kirkham Way. A1 Self Storage City staff received the third submittal for the grading associated with a new five-story self-storage facility on Kirkham Road. Lee Residence City staff returned comments on the first submittal of the grading plan package for the proposed single-family residence on Del Poniente Road. Norris Residence City staff received the first submittal of the grading plan package for the proposed single-family residence on St. Andrews Drive. Colburn Hydrant City staff approved the improvement plans for a proposed hydrant associated with the development of a new single-family residence on Cedar Ridge Court. City staff also approved the legal and plat for the water easement encompassing the fire hydrant. The improvement plan mylars, required fees and securities have been requested. Nathanson Residence City staff has received the securities and the grading plan print package for the proposed single- family residence on Del Poniente Road. The plans will be routed to the engineering inspector to schedule the preconstruction meeting. Poway Commons City staff returned the third review of the precise grading plan package for the proposed residential and mixed-use development for the parcels on the south side of Poway Road near Quate Court and Civic Center Drive/Tarascan Drive. City staff routed the grading plan package for the preconstruction meeting to the engineering inspector for the proposed affordable senior housing project located at the northwest corner of Poway Road and Tarascan Drive. City staff processed a minor construction change to the rough grading plans. The construction change included pad elevation revisions to building #5 located at the corner of Poway Road and Civic Center Drive. INSPECTION Creekside Plaza Poway Road (G19-0013) - The preconstruction meeting has been held. The owner and contractor have signed all applicable paperwork. Demolition of surface improvements and placement of BMPs have begun. The contractor will be removing and replacing all soils for the building envelope to achieve proper compaction prior to constructing the building. Trenching to relocate the conduit for parking lot lights has begun. Director’s Notes November 18, 2020 Page 6 Burke Accessory Dwelling Unit Sespe Place (SW20-0167) - The preconstruction meeting has been held. The contractor and owner have signed all applicable paperwork. Stacy Residence Sagewood Lane (G20-0004) - The project is in the building phase. The slopes have all been planted and all erosion control is in place. Construction continues to take place at a strong and steady pace. Poway Commons Poway Road (G19-0011) (STI20-002) - Installation of the waterline dedicated for fire suppression continues. Last week the contractor installed approximately 100 linear feet of 8-inch waterline. The underground contractor has also installed nearly 400 linear feet of private 4-inch domestic waterline. Other work includes construction of bio- basins and associated drainage, retaining walls, retaining wall drains, and private sewer. Storm drain work within Community Park has begun. The contractor placed the headwall and sill for a D-40 energy dissipater, as shown in the picture, at the storm drain outlet location in Community Park. Aria Estates Danes Road (G19-0009) - The contractor completed fine grade, base placement, and all required testing for the new private road. Asphalt was placed and tested to confirm proper compaction. All water services were lowered and placed at grade. Director’s Notes November 18, 2020 Page 7 Nguyen Driveway Access Road Oak Canyon Road (G20-0001) - Clearing and grubbing of vegetation and applicable tree removal continues within the easement area. The City’s trailhead will be closed for the duration of the grading. Closures have been approved by the Parks Division of Public Works with appropriate signage placed as of last week. Grading has begun and keyway construction for the access drive continues. Villa De Vida Oak Knoll Road (G19-0002) (WI19-001) - The focus has been and continues to be working on the parking lot. Additional curb has been installed with approximately 70% completed. The geotechnical firm has tested the soil to confirm the structural sections of the pavement. The developer anticipates being complete with the project in January. Wimbrough Residence Sycamore Canyon Road (G19-0010) - The contractor placed rock layers and last week completed the pervious asphalt placement for the driveway widening. All landscape is installed. The project is nearly complete, and occupancy is expected to be requested this week. FD Management Staff Notes Page 2 LOGISTICS / SUPPORT OPERATIONS / EMS • Between Monday, November 2nd and Sunday, November 15th, fire department personnel responded to 164 incidents. (Breakdown of incidents below.) • Paramedic Ambulance 3791’s front hood was repaired from a piece of wood that fell out of a worker’s truck. • BitPros shop has completed the work on Brush Engine 3762. They repaired the transfer valve and other needed repairs. • Street WATER RMS used for documenting medical aids and emergency calls was having issues not creating incidents. The system was worked on by Street WATER and is now fully functioning. • Provided mandatory response and transport data to County of San Diego for FY19/20 • Annual N-95 mask fit testing for FD crews conducted • Received COVID PPE replenishment • Started controlled substance vault software and hardware updates to safeguard against unexpected equipment failure • In the early hours of Nov 15, crews from Poway station 2 and 3, as well as crews from San Diego station 33 and 42, responded to a garage fire on Indian Trail Rd. Crews were able to stop the fire in the garage before it extended into the main residence. Topics included 193 hours of Company Training, 105 hours of Facility Training, and 56 hours of Officer Training. Paved 18 sq. ft. of asphalt following installation of a new concrete curb and gutter on Stone Canyon Road. Installed 20-feet of asphalt berm at a driveway along Espola Road. Paved a 120 sq. ft. utility trench on Poway Road for the Water Distribution Division. Debris Removal - Removed 40 sq. ft. of shattered glass on Espola Road. Cleared areas of silt and rock around Poway following the rains. (Midland Road, Espola Road, Twin Peaks). Removed wood that was scattered on Community Road near Metate Lane. Picked up trash along Scripps Poway Parkway between General Atomics Way and east of the city limits. Concrete Repairs (sq. ft.) 302 Installed a temporary patch on an ADA ramp on Poway Road near Community Road (two sq. ft.) Completed six concrete grinds in Zone #4 (24 sq. ft.). Replaced 80 square feet of damaged sidewalk and 20 feet of damaged curb and gutter on Stone Canyon Road. Removed/replaced 200 square feet of damaged concrete sidewalk on Tobiasson Road. Signs 15 Repaired a “45 MPH” speed limit sign damaged by auto on Espola Road. Replaced a “Keep Right” sign damaged by auto at Community and Poway Roads. Replaced a missing pedestrian crossing sign on Espola Road. Replaced 12 signs in Zones #3 and #4 that failed nighttime light reflectivity inspection.
