Election Updates
At the December 15 City Council Meeting, Council certified the results of the November 3, 2020 General
Municipal Election. Proceeding adoption of the resolution, Councilmember Barry Leonard was sworn into
office for a 4-year term representing District No. 2 and Councilmember Caylin Frank was sworn into office
for a 4-year term representing District No. 4.
Measure P, also known as The Farm in Poway, passed by a majority of votes in favor of the measure.
Accomplishments:
Jasmine Pernicano has earned the designation of Certified Municipal Clerk (CMC), which is awarded by
the International Institute of Municipal Clerks (IIMC), Inc. The City Clerk’s office is very proud of her
accomplishments and congratulates Jasmine Pernicano, CMC!

This is an update regarding our Building Permits Scanning Project. We have completed scanning of all
the “A” Streets and started scanning “B” Streets into Laserfiche. The permits are currently in the quality
control phase and will be made available to staff via Laserfiche once completed.

• The summer and fall Lake Poway Camping Series numbers are in! In 2019, we hosted 7
overnight opportunities for 2,200 campers. In 2020, the numbers escalated to 9 campouts
for 3,410 super happy campers!
• In tandem with the Mickey Cafagna Community Center project, staff are supporting the effort
by working directly with the Senior Center Board on cost-sharing for purchase of new
kitchen equipment and obtaining quotes for public use tables and chairs throughout the
facility.
• The Old Poway Park reimagined Christmas in the Park kicked off successfully with Santa in-
person and Zoom meetings, a virtual tree lighting ceremony, and a holiday craft pickup. The
last weekend of celebration will occur this weekend.
• The Poway Swim Center closed for annual maintenance and completion of two capital
projects on December 14. From now through January 10, staff and contractors will
complete filter work, refresh water, apply a protective deck coating, and replace mechanical
valve and strainer equipment.
• Wind and power emergencies only temporarily halted the opening of Trout Season on the
weekend of December 5. Heroic staff efforts include stocking 2,500 pounds of trout in pitch
black darkness and wild winds, repair of anchors that were ripped from the concrete dock,
saving and restoring submerged boats, and completion of several other critical safety tasks.
• With oversight and coordination from staff, representatives of the Poway Sports Association
met via Zoom on December 16. The quarterly meeting purpose was to facilitate
communication and allocate fields for January – March 2021.
• Interpretive Services staff continue to make headway on repairs to wind-damaged ramadas
at the Kumeyaay Ipai Interpretive Center.
• Several Park Rangers and the Technical Theatre Coordinators participated in an OSHA
required training with Public Works. The training was hosted onsite at the PCPA and
supported by the attending technical staff.

PLANNING
Results from the Housing and Public Safety Element Update Online Survey and Public
Workshop:
Feedback provided via an online public survey and a workshop held on November 19th were posted
on the Housing and Public Safety Element Update webpage and will be considered as a part of the
drafting of the Housing and Public Safety Element Updates. A second workshop will be conducted
after the draft Housing and Public Safety Element Updates are released to the public for review. The
Housing and Public Safety Element Updates will be reviewed by the State Department of Housing
and Community Development, CalFire, and the City Council.
Building Permits Issued (Phase 2) for Housing Development by Poway Commons
On December 9th, the following building permits were issued:
1. A 6,209 square foot four-plex with 1,814 square feet of garage space and an 88 square foot
patio cover at 13073 Olympus Circle (new address).
2. A 6,260 square foot tri-plex with 1,385 square feet of garage space and a 169 square foot
patio cover at 13074 Olympus Circle (new address). There are also 506 square feet of
balconies, decks, and stairs.
The housing development includes 97 market-rate, multi-family residential units and 44 affordable
senior housing units on the north and south sides of Poway Road west of Civic Center Drive and
Tarascan Drive.
New Stand-Alone Commercial Building at Creekside Plaza Shopping Center
On December 9th, a building permit was issued for a 5,250 square foot commercial building and a
230 square foot storage area. Building permits were previously submitted for tenant improvements
for the Board and Brew and Habit Burger restaurants within this building.
General Atomics Tenant Improvements at 14177 Kirkham Way
On November 24th, a building permit plan check was submitted for a 46,000 square foot tenant
improvement.
New Single-Family Residence at the northwest corner of Poway Road and SR-67
On December 14th, a Minor Development Review Application was submitted to construct a 2,800
square foot single-family residence with an attached 500 square foot garage on the 20.06 acre
site. The subject property is the site of a Pre-Development Conference for a proposed orchid
greenhouse complex that was reviewed by the City Council in February 2020.

Battery Energy Storage Facility in Beeler Canyon
On December 3rd, a Pre-Application was submitted to construct a battery energy storage facility on
two parcels (totaling 32 acres) designated as Open Space and Open Space 1 Dwelling Unit in the
South Poway Specific Plan area. The project site is located north of Beeler Canyon Road and south
of Kirkham Way between General Atomics Way and Stowe Drive south of the new General Atomics
facilities. The proposed facility consists of lithium-ion batteries inside of containers along with power
inverters and transformers, a collector substation, telecommunication facilities, and an above-ground
transmission line that would connect to an SDG&E Sycamore Canyon substation to the south.
Roughly half of the site is proposed to be developed along Beeler Canyon. The proposed project
would require an amendment to the South Poway Specific Plan to change the land use designation
on both properties from Open Space to Light Industrial. The project would also require permits from
the California Department of Fish and Wildlife and United States Department of Fish and Wildlife.
Environmental review and community compatibility analysis will also be required.
New Single-family Residence at 15121 Sycamore Canyon Road
On December 10th, provisional occupancy was granted for a new 2,790 square foot single-family
residence with an 800 square foot garage.
New Accessory Dwelling Unit (ADU) at 13211 Olive Meadows Drive
On December 10th, a building permit was issued for a garage conversion to a 395 square foot ADU.
New Cox Communications Equipment Facility at 14016 Midland Road
On December 1st, provisional occupancy was granted for two new 5,120 square foot, two-story
telecommunication equipment buildings and replacement of emergency generators.
CAPITAL IMPROVEMENTS
Bowron Sewer Upsize Project
The design for the project kicked off on December 3rd and the consultant is proceeding with
the preliminary investigation work. The design consultant is scheduled to do a field survey of the
project area this week. Geotechnical borings on Bowron Road are tentatively scheduled to take
place at the end of the month, when school is not in session.
2019-20 Corrugated Metal Pipe Replace/Repair
The contractor has completed most of the storm drain replacement work in preparation for the pipe
lining. The contactor has begun CCTV inspections and pipe cleaning, and is scheduled to begin pipe
lining this week. After pipe lining is complete the contractor will complete storm drain replacement
work, which includes completion of new storm drain structures.
Steel Water Main Assessment
The contractor is performing physical inspection and testing of the 36” steel main in the Public Works
parking lot. An initial assessment performed earlier this year identified a coating anomaly at this
location. The contractor will excavate around the pipe to perform non-destructive testing and take
samples as needed. The work is anticipated to be completed in three to four days.

Mickey Cafagna Community Center
In the Multi-purpose Building, installation of the lay-in ceiling is ongoing and the kitchen hood has
been installed. The rebar for the courtyard is complete at the Classroom Building and is ready for
concrete. The entry doors and storefront glazing is being installed for the Office Building this week.
The bio-retention basin work is ongoing and the irrigation main line is being trenched and laid out.

Local Road Safety Plan Grant
In October, the City Council approved Resolution 20-081 authorizing staff to submit a Local Road
Safety Plan (LRSP) grant application and accept the grant funds should the grant be approved. An
LRSP is a plan for how to address unique safety needs within the community. An LRSP will be
required for future grant funding such as Highway Safety Improvement Program (HSIP) grants. Staff
recently submitted for the last cycle of HSIP grants that can be approved without an LRSP in place.
The California Traffic Commission allocated $10 million in 2019 and another $8 million in 2020 for
assisting local agencies in developing LRSPs. The funds are first come first served with applications
accepted until the funding is no longer available. In mid-November staff submitted the LRSP grant
application and this week staff learned that the grant has been approved. The grant will cover up to
90% of the cost to prepare the LRSP. The calculated project cost for the grant application is $52,000
with a City match of $6,000. Staff will now begin the process of requesting the allocation of state
funds and initiating the development of the LRSP.
LAND DEVELOPMENT
Ekiko Residence
City staff received the third submittal for the grading associated with the proposed single-family
residence on Glen Circle Road.
Lee Residence
City staff received the second submittal for the grading associated with the proposed single-family
residence on Del Poniente Road.
Poway Commons
City staff has received the fifth submittal of the final map for the proposed 5-lot residential and
commercial subdivision located at Poway Road with Civic Center Drive and Tarascan Drive.
Diaz Residence Subdivision
City staff has approved the final map for the 2-lot subdivision located on Olive Tree Lane. Final
mylars have been received, reviewed and signed by the City Surveyor and City Engineer. Staff has
scheduled the approval of the Final Map for the December 15th City Council meeting.
Caliguri Residence
City staff received the fourth submittal of the grading associated with the proposed single-family
residence on Sunset Ridge Court.
STORMWATER
San Dieguito Water Quality Improvement Plan (WQIP) Update
City staff has reviewed and provided comments on the second draft of the updated WQIP. This
update is required in response to the comment letter received in October 2019 from The San Diego
Regional Water Quality Control Board after they reviewed the 2017-2018 WQIP Annual Report. The
comment letter stated that the San Dieguito Watershed Copermittees (City of San Diego, County of
San Diego, City of Poway, City of Escondido, City of Del Mar and City of Solana Beach) are required
to update the WQIP to address obligations identified by the Board Executive Officer in the WQIP
Acceptance Letter dated February 17, 2016.
Water Quality Improvement Plan (WQIP) Annual Reports
City staff has reviewed and provided comments to the Copermittees’ consultant for the first draft
Annual Reports for both the San Dieguito and the Los Peñasquitos Watersheds. Annual Reports
for both watersheds are due to the Regional Water Quality Control Board by January 31st. These
annual reports cover two different reporting periods: July 1, 2019 through June 30, 2020 for the

Jurisdictional Runoff Management Plans and WQIP strategy implementation; and October 1, 2019
through September 30, 2020 for monitoring and assessment programs.
INSPECTION
Villa De Vida
Oak Knoll Road (G19-0002) (WI19-001) – Curb, gutter and concrete work continue inside the parking
lot and along Oak Knoll Road. The geotechnical firm has tested the soil to confirm the structural
sections of the pavement. The proposed entrance on Oak Knoll Road has been placed, and the old
entrance locations were closed off with new curb and gutter. The contractor is working on the front
entrance area, placing ¾” rock, rebar and concrete for brick paver underlayment.
Poway Commons
Poway Road (G19-0011) (STI20-002) - Installation of the waterline dedicated for fire suppression is
nearly complete. All 8-inch waterline has been installed. Testing has begun and last week the high-
pressure test for both sections of 8” line passed. This week high chlorination began and will be followed
by sampling. The underground contractor has also installed the remaining private 4-inch domestic
waterline. Work on Tarascan has resumed. The contractor is working on domestic and fire water
connections for the project’s affordable senior housing. Other ongoing work includes construction of
bio-basins and associated drainage, retaining walls, retaining wall drains, and private sewer.
Poway Commons - Affordable Senior Housing
Poway Road (G20-0008) - The preconstruction meeting has been held. Re-compaction of the pad is
complete and drainage work has begun. The project design engineer is preparing the line and grade
and compaction certification letters.

El Pollo Loco
Poway Road (MDRA19-033) - Last week the contractor placed a layer of asphalt over the existing
parking lot, and paved slot patches at both driveway approaches. The contractor has been required
to refresh existing striping on Poway Road that was damaged during driveway approach installation.
The contractor will refresh when striping the parking lot. Work on the site improvements continues.
BMPs are in place with extra material on standby.
Creekside Plaza
Poway Road (G19-0013) - The grading contractor
removed and replaced all soils within the building
envelope and achieved proper compaction. The engineer
of work has prepared certification letters for the line and
grade and compaction and submitted them for City review.
Trenching to relocate the conduit for parking lot lights and
private storm drain connection continues.
Coleman / Griswold SFR and ADU
Dos Amigos Trail (G20-0016) - The preconstruction meeting
was held. The owner and contractor signed all applicable
paperwork. The contractor has begun clearing and grubbing
of all existing vegetation in preparation for grading. BMP
installation and preparation is complete.
Brumand Residence
Murel Trail (MDRA18-035) - All construction is complete, and landscape has been installed. The
owner has completed all punch list items and occupancy has been signed by the inspector.
Pakbaz/Ghorishi Addition
Eastvale Road (G20-0002) - The preconstruction meeting has been held. The owner has signed all
applicable paperwork.
Nathanson Residence
Del Poniente Road (G20-0011) - The contractor is nearly complete with grading. Certification letters
are expected to be prepared and submitted this week. BMPs are in place and on standby in
preparation for rain.

testing, phishing, network configuration testing, and website scanning. The DHS will report
out findings and recommendations that may include simple configuration changes to
possible implementation of other hardware/software cybersecurity solutions.

• EnerGov – software is getting installed this week as well as continuation of
configuration sessions with staff; also working with SeeClickFix to determine
integration for Code requests coming into this system
• SCADA Ignition – migration of SCADA software from Wonderware to Ignition

Street Maintenance
Asphalt Repairs - Painted 11 “Staff Parking Only” stalls on the
asphalt lot in Lake Poway Park.
Debris Removal - Picked up discarded carpet from Scripps Poway
Parkway. Picked up a tire from the bike lane on
Espola Road.
Signs - Repaired a “KEEP RIGHT” sign at the corner of
Danielson Court and Community Road that had
been knocked over by an auto. Installed two new
updated “BIKE LANE” and “MERGE” signs on
Camino Del Norte. Replaced three damaged
yellow reflector signs at the intersection of
Pomerado and Twin Peaks Roads, (signs were
damaged by sticker graffiti). Replaced a faded
street name sign at Danielson Street and First
American Way. Replaced a “NO TURN ON RED”
sign damaged by winds at Community and Twin
Peaks Roads. Removed two sign assets along
Gate Drive (signs were delivery notices which
have been updated with new signage).
Vegetation - Cleared approximately 10 feet of vegetation
partially blocking the sidewalk on Bowron Road.
Replaced a “NO PARKING BIKE LANE” at Stowe
Drive and Community Road (damaged by an auto
accident). Cleared vegetation blocking the signal
light at Pomerado Road and Ted Williams
Parkway.
Miscellaneous - Holiday decorations were installed on light poles
along Poway Road and “Shop Poway” holiday
banners were installed at various locations
throughout the City (110 total). Responded to an
Emergency Wind Event by removing fallen trees,
limbs and debris from the streets, secured

intersections that lost power and were not in red
flash, delivered generators to lift and pump
stations, removed/replaced damaged signs,
cleaned up after an auto accident, and other
emergencies as they arose. On the days
following the wind event completed the cleanup of
debris and removed trees that were positioned
along the side of the roads. Assisted the contract
street sweeper by removing debris from the
sweeper and cleared sidewalks in areas including
Twin Peaks Road, Espola Road and Lake Poway
Road. Assisted Development Services by using
the tree truck to update the real time camera at
Community Park. Attended an Environmental
Safety Training Class.
Special Events Delivered traffic control to City Hall in support of
the Kiwanis Holiday Sharing Event. Placed a
message board at the entry to Candy Cane Lane;
inviting visitors to enjoy the neighborhood’s
holiday offering while practicing safety during
COVID19.
Stormwater & Flood Control
Annual Channel Mowing Program 5 Storm Water crews completed five locations and
performed repairs on the forestry head using both
the Brontosaurus and companion mower.
Wind Event 30 Storm Water crews responded to multiple calls
and field discoveries including multiple trees
blown down in rights-of-way, public properties,
easements, and private properties. Work
continued all night to maintain and restore
streetlights, generators, investigate and resolve
resident call-ins and perform and report visual
observations of conditions and status resulting
from high-intensity winds throughout Poway.
Clean up work resumed post wind event.

hanging tree limbs until they can be removed.
Hilleary Park Removed multiple fallen branches. Cut and
removed broken branches. Cleaned up debris
from high wind event.
Lake Poway Park Removed the metal shade cover that blew off of
the Archery Range during the high winds.
Allowed the soil boring contractor access to the
ballfield. Replaced two parking lot posts. Added
landscape mulch to an ADA construction project.
Old Poway Park Removed multiple fallen branches and debris.
Cut and removed broken branches. Cleaned up
and provided support for the tree lighting
ceremony.
Silverset Park Replaced broken fence posts along the sports
field. Trimmed plants/shrubs along both park
entrances. Performed irrigation system checks,
made head repairs and replacements.
Starridge Park Removed multiple fallen branches and debris.
Cleaned up the area daily to support
neighborhood holiday display visits.
Sycamore Creek Park Removed fallen leaves along the perimeter of
Sycamore Park East.
Valle Verde Park Added a half ton of cobblestone to both drain
outlets in the park to minimize rutting during the
rains. Removed two large fallen pine tree limbs.
Miscellaneous Parks Attended an environmental safety training on
Wednesday. Staff moved seven downed trees
