October 1 school tours will be in-person. It was a colorful evening at the first Kid’s Night Out of the FY21-22 Series. Fifty-five participants enjoyed the “paint-ival” themed night held at the Mickey Cafagna Community Center on Friday, September 3. Thirty-three Interpretive Services Docents and Reserve Park Rangers attended a Mountain Lion presentation at the Cafagna Center. The presentation covered mountain lion biology, laws and protections, myths, safety do’s and don’t’s, and normal vs attack indicators. The presenter was a representative for the Mountain Lion Foundation in Sacramento and had contacted staff after the June 2020 mountain lion incident in Blue Sky. In anticipation of the first PCPA show on September 17, thirty-one staff attended reorientation training. Usher volunteers (approximately 75) are also scheduled for recertification within the next two weeks. For the month of September, the desert personified, the wanderer’s story, and the majesty of the skies are featured in a digital photography exhibit by our very own City staff member, Lawrence Brillon. Stop by the PCPA Tuesday through Friday, 10:00am to 2:00pm or Saturday, noon to 5:00pm to view select pieces from his collection and The Barren Desert, A Lone Paradise, and Ciel. Community Park staff facilitated the quarterly Poway Sports Association (PSA) meeting on September 2. Comprised of youth and adult leagues using City and Poway Unified School District sports fields, PSA meets quarterly to allocate usage based on season and community need. September’s meeting included allocating sports fields for the months of October through December. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: September 8, 2021 SUBJECT: Director’s Notes PLANNING Temporary Signage for Local Businesses During the pandemic the City did not enforce most sign regulations pertaining to temporary signs as an effort to help businesses during that time. Now that most restrictions have been lifted, the City will be seeking compliance. Over the next few weeks, Code Compliance staff will be providing courtesy notices to the business community on temporary commercial signage regulations. The courtesy notices will include education on prohibited signs and temporary sign permit regulations. Assistance will be provided to the local businesses with any signage questions or concerns. Business Certificate Issued for Peloton Interactive, Inc. at 13795 Blaisdell Place On August 24th, a business certificate was issued for Peloton Interactive, Inc. This location will be occupied by the hardware engineering team responsible for designing, testing, and developing Peloton's next generation of products. Peloton Interactive, Inc. is an American exercise equipment and media company based in New York City. Peloton's main products are internet- connected stationary bicycles and treadmills that enable monthly subscribers to remotely participate in classes via streaming media. Pre-Application for Misty Meadow Road Subdivision On May 10th, a Pre-Application was submitted to subdivide a 40-acre vacant property into two lots. The property is located on Misty Meadow Road. The project consists of two lots, approximately 20-acres each. The applicant is seeking preliminary comments from staff on the feasibility of their proposal. New Single-Family Residence at 14102 Murel Trail On August 26th, a Minor Development Review Application was submitted to construct a 4,351 square-foot single-family residence with an attached 730 square-foot garage on a vacant 4.1-acre property located at 14102 Murel Trail in the Rural Residential A zone. CAPITAL IMPROVEMENTS Poway Center for the Performing Arts Rehabilitation Project Proposals were received from six interested consultant teams for the design of the PCPA Rehabilitation project. A review committee consisting of individuals from Community Services, Public Works and Development Services departments met on September 8th to review the submittals. Interviews will be conducted with the top three firms to select the best qualified firm to design this project. 2021-22 Street Maintenance Project The slurry seal was completed on Monday, August 30th. The subcontractor is now completing the raising to grade the water valves, monuments and manhole lids. This year, there are over 200 lids that will be raised flush to the new street grade. Director’s Notes September 8, 2021 Page 2 Lake Poway CDBG ADA Pathways Project This project is now complete. The contractor completed work for the additional ADA parking stalls and a ramp to the volleyball court gazebo on schedule and on budget. Public Works Fleet Maintenance Equipment Lift Project This project replaces the two in-ground hydraulic equipment lifts in the Public Works Fleet Maintenance Facility with one new above-ground lift. Final installation of the lift was completed on Wednesday and Thursday of last week. Training for the Public Works staff for the operation of the lift occurred on September 7th. Bowron Road Sewer Upsize The contractor continues to work along Bowron Road, progressing north towards Poway Road. Once Change Order #2 is executed, the contractor will be working in the Poway Road/Bowron Road intersection. Some work in the westbound lanes on Poway Road will be completed at night to avoid disrupting sewer service to the shopping center on the north side of Poway Road. Exposed Sewer East of Martincoit The change of condition claim from the contractor regarding the rock encountered has been received and approved as credible by staff. Staff is negotiating with the contractor on the change order while the construction activities continue. LAND DEVELOPMENT The Farm Final Maps, Units 1 and 2 (FTM21-001 and FTM21-002) City staff received the 3rd submittal of the final maps for Units 1 and 2 of the 226-lot subdivision taking place at the existing Stoneridge Golf Course site. Street Improvements (STI21-001) City staff received the 3rd submittal of the public improvement plan for The Farm. Public improvements in the set include Espola Road widening, traffic signal improvements, public sewer and water, and a storm drain bypass system.  Aria Estates Certificate of Correction (CC21-002) City staff received the 1st submittal of a Certificate of Correction to correct the location of some of the corner markers used for various lots on the Aria Estates Final Map. Fairfield Final Tract Map (FTM21-003) City staff received the 2nd submittal of the final map for the Fairfield mixed-use redevelopment project at the existing Fun Bowl and Carriage Center West Shopping Center. Northcrest Lane (G17-0006) City staff reviewed and approved the final mylar grading plan submittal for the plans correcting the grading violation that occurred on a property along Northcrest Lane. The violation included grading onto a neighboring property as well. Staff is waiting for the grading fees and securities to be paid and a letter of permission from the neighboring property prior to issuing the grading permit. Agredano Residence (ERA21-0015) City staff received and rejected the request to allow an unpermitted shed to remain within a City utility easement for a residence along Lake Poway Road. Staff had previously met with the owner and discussed the shed in the easement. The owner submitted the encroachment application with the hope that if the shed was no longer anchored into the ground it would be allowed to remain. Director’s Notes September 8, 2021 Page 3 Beeler Creek Restoration (ESMT20-011 thru 016) City staff provided final drafts of six easements (Biological Conservation, Flowage and Trail), one of each for both properties associated with the project, to the applicant as a part of the Beeler Creek Restoration project that Granite Construction is pursuing. The applicant is in the process of obtaining signatures from the property owners. STORMWATER Los Peñasquitos Water Quality Improvement Plan (WQIP) Update The San Diego Regional Water Quality Control Board reviewed the 2018-2019 WQIP Annual Report and issued a comment letter in September 2020. The comment letter stated that the Los Peñasquitos Watershed Copermittees (City of San Diego, County of San Diego and the City of Del Mar) are required to update the WQIP in order to demonstrate compliance with the first interim Sediment TMDL utilizing an acceptable method. Updating the WQIP is a yearlong process which requires a consultation panel to provide feedback regarding the proposed updates of the WQIP and for the Copermittees to consider their recommendations. City staff is in the middle of the preparation and coordination process with the other Copermittees and Regional Board staff to prepare the update. The consultation panel meeting was held on August 24th and the first draft of the updated WQIP is scheduled for release for the 30-day public review and comment period on October 12th. Permanent Treatment Control BMP Facilities Letters have been mailed out to all property owners with permanent stormwater facilities on their property. The letter provides a copy of the annual certification for maintenance of stormwater treatment control BMPs. The owners must certify and provide dates for maintenance completion between October 1, 2020 and September 30, 2021. The completed certification forms are due by October 1st. Staff is preparing the inventory list for the high-priority facilities throughout the City that require inspections and will ensure these inspections occur prior to the required deadline of October 1st. INSPECTION Poway Commons Poway Road (G19-0011) (STI20-002) - Work on the retaining walls on the northern parcel, north of the Poway Commons affordable housing, is complete. Last week the contractor replaced the detection loops on Tarascan Drive. The contractor has requested occupancy for phase 2 building 23. Last week phase 2 was inspected, and several items were noted. The contractor will work on noted items and has requested the follow-up occupancy inspection for this week. Lamie Residence Heritage Drive (G20-0023) - The Contractor continues framing of the home and ADU. No further work on masonry walls occurred last week. Director’s Notes September 8, 2021 Page 4 SDG&E Gas Line Conversion Project Roberto Way (RW21-0078) - Sub-contractor ARB will be working for SDG&E on this project. The contractor will be installing a new 2-inch gas main and services to adjacent homes on Amso Street, Hesta Street, Roberto Way, Jenell Street, Luiseno Street, Larry Street, Larchmont Street, and Kaitz Street. The project will take place south of the hospital and includes placement of over 9,800 linear feet of main and services. Work is scheduled to begin this week. General Atomics Addition A 42 Thunder Kirkham Way (DR20-006) - The Contractor placed grey and color coats for structure. Sandler Residence Murel Trails (MDRA20-013) - The preconstruction meeting for this single-family residence has been held. Work began immediately, and the contractor completed the over-excavation of the pad area. The contractor removed and replaced the entire pad area compacting the dirt as they replaced it. Pedestrian Traffic Signal Kirkham Way (STI20-003) - The contractor continues to work on the General Atomics smart crosswalk on Kirkham Way. The contractor was required to replace a portion of the ADA ramp on the south side of Kirkham Way. Last week the contractor completed wire and fuse installation, installation of radio and antennas, striping of crosswalk and legends. Director’s Notes September 8, 2021 Page 5 Uke/Dickson Accessory Dwelling Unit Hacienda Lane (SW21-0001) - A preconstruction meeting was held on site last week. This ADU has already begun with the excavation of the footings. Saint Michael’s Parish Rectory and Sanctuary Restrooms Pomerado Road (CUP18-015) - A second and final job walk was performed. All punch list items have been checked and the project is now complete. The occupancy request form has been signed. SDG&E 16” Gas Line Installation Project North Pomerado Road (RW20-0366) - This northern portion of the L1600 project continues to have two crews. Crew #1: The area just south of Twin Peaks Road has been paved. Work is now expected to skip the intersection of Twin Peaks Road and Pomerado Road. Work will resume just beyond the intersection and will start with grinding of the roadway and placing trench plates. Excavation and trench shoring is then expected to begin and will allow the pipeline to be installed once the Twin Peaks Road intersection is excavated. Night work is still scheduled for the intersection beginning the night of September 12th and will continue for 10 nights. Over the past weekend, a City watermain was damaged and City crews were dispatched to repair. It is believed the damage was a direct result of construction in the immediate area. Crew #2: Work continues across from the hospital. Note: A waterline was damaged just north of the intersection. The line was repaired by City crews. The contractor will need to go under the waterline. Due to the broken line, water/mud had gotten into their 16” line and they are now in the process of cleaning out their line. SDG&E 16” Gas Line Installation Project South Pomerado Road (RW21-0126) - The Contractor for SDG&E is working in several areas along Pomerado Road between Ted Williams Parkway and Scripps Poway Parkway, potholing existing utilities, laying out new line, saw cutting pavement, grinding to recess trench plates, trenching, and installing the new 16” gas main, slurry backfill. Traffic control continues in the project area. Arcangeli Addition and Remodel Midland Road (SW-21-0034) - The preconstruction meeting for the addition to this residential care facility has been held. The owner signed all applicable paperwork. Mobile Mini Pavement Replacement Crosthwaite Circle (G19-0012) - A preconstruction meeting was held last week. Saw cut and demolition to construct the underground stormwater storage vault is scheduled to start this week. The entire limits of demolition will not be removed until the construction schedule requires it.
