Statement of Economic Interest, Form 700
Notice to file an Annual Statement of Economic Interests, also known as Form 700 has been sent to
all designated filers. Form 700 for the period of January 1, 2020 through December 31, 2020, must
be filed in the City Clerk’s office on or before 5:30 p.m., Thursday, April 1, 2021.
Assembly Bill 2151: Beginning January 1, 2021, this law requires local government agencies to post

• Winter Festival To-Go brought joy to 183 registered fans of all-things-frozen! The drive-thru
pickup process was smooth, and the winter bags full of fun included make your own “snow”,
a one-of-a-kind beaded snowflake, a tasty s’mores hot chocolate kit and more.
• The Poway Swim Center is back in business. The pool reopened to the public on January 11
after a brief closure to conduct required annual maintenance and complete two Capital
Improvement Projects. To preserve the deck, it is now coated in Tuff Coat and the rusty and
corroded valve and strainer components have been replaced.
• Although trout season is in full-swing, dock operations and boating remain suspended at Lake
Poway. Bellingham Marine conducted an inspection on January 8 and recommendations and
costs for repairing the gangway and cable system are forthcoming.
• The Poway Center for the Performing Arts remains closed until further notice and users for
February were notified of cancelation on January 1. Canceled performances included the
Twin Peaks Middle School, American Chinese Cultural Education Foundation, Poway High
Concerts, and two shows previously canceled by Poway OnStage.
• Although we’re in full-planning mode for the Youth Fishing Derby, the campout has been
canceled due to COVID-19 regulations that specifically state that overnight camping is not
permitted per the State of California Stay at Home Order.
• Staff attended the Executive Committee meeting for the Poway Valley Senior Center
Corporation. Discussion topics included the lease for the current location, options for
providing financial support for equipment necessary to provide a future nutrition program, and
discussion items for the Board meeting on January 21.

HOUSING
Affordable Housing Property Sale
A home is for sale in Poway Meadows, an affordable for-sale housing development. The current
homeowner submitted all required documents on November 11, 2020 notifying the Housing Authority
of their intent to sell their home. The restricted resale price of the 4-bedroom, 2-bath home is being
determined by a consultant. The homeowner will be notified once the restricted resale price of the
home is calculated. Since it is not in the Authority’s best interest, it was determined that the Authority
would not exercise its option to purchase the property. Marketing of the home is tentatively scheduled
to begin January 18th and the application submission period is scheduled for February 1-22. Based
on program requirements, all City staff and first responders, PUSD employees and residents of
affordable housing rental units, along with a separate list of 266 individuals who elected to be placed
on an interest list, will be notified of the upcoming sale.
Monte Vista Housing Site - Request for Qualifications
On September 1, 2020, Council directed staff to solicit proposals from affordable housing developers
to build an affordable rental development on the Monte Vista housing site. A targeted mix of tenants
would consist of developmentally disabled adults and military veterans. Staff prepared a Request for
Qualifications (RFQ) and on December 15 Council approved the RFQ which was subsequently
issued January 4, 2021 with a submission deadline of January 27th. A tour of the site for interested
respondents was held on January 14th and nine individuals representing seven organizations
attended. After review of the submittals from the RFQ process, staff will invite the most qualified
respondents to participate in a Request for Proposals where they will offer a more comprehensive
proposal regarding the potential project. At any time during the two-round process, the Authority may
select a preferred developer and move forward to negotiate an Exclusive Negotiating Rights
Agreement.
PLANNING
Coffee Shop with Drive Thru at Poway Town & Country Shopping Center
On December 29th, a Conditional Use Permit and Minor Development Review Application were
submitted to convert two existing suites at the Poway Town & Country Shopping Center at 13432
Poway Road, adjacent to the new ALDI grocery store, into a 1,825 square-foot coffee shop with a
drive thru. The vendor’s name is not known.
44 Senior Affordable Apartments at 13098 Poway Road (Poway Commons)
On December 18th, a building permit was issued for 44 residential senior affordable apartments. The
habitable space is 27,818 square feet with 8,817 square feet of offices. The project will have a
preference for veterans for 15 of the units.
Tenant Improvements at 14107 Stowe Drive (General Atomics)
On January 4th, a building permit was issued for a 7,930 square-foot tenant improvement for office
and storage.

Accessory Dwelling Unit at 16619 Orchard Bend Road
On January 5th, a building permit was issued for a 748 square-foot detached ADU with a 191 square-
foot patio cover.
Accessory Dwelling Unit at 12340 Boulderview Drive
On December 31st, a building permit was issued for a 1,197 square-foot detached ADU with a 1,474
square-foot patio cover.
Tenant Improvements at 13821 Danielson Street (Aztec Washer Co.)
On December 30th, a building permit was issued for a 5,100 square-foot tenant improvement for
office and storage.
CAPITAL IMPROVEMENTS
Poway Swim Center Deck Coating Project
The contractor has completed the new deck coating. The deck coating is intended to provide much
needed protection to the new swim center concrete deck. The coating also adds slip protection and
temperature reduction for the bare feet of the swimmers.

Water Treatment Plant, Chemical Building and Tank Farm Upgrades Project
The Water Treatment Plant valve replacements are scheduled for January 20th and 26th. The plant
will be shutdown to dewater the system and replace a succession of six 24-inch valves and actuators
in the filter gallery. If dewatering is successful and on time, two valves will be replaced during each
shutdown. A third valve will be considered if time allows for work to proceed safely. An additional
shutdown is tentative for February 2nd if the valve replacements are not completed within the first
two scheduled.

Mickey Cafagna Community Center
In the Multi-purpose Building, installation of the acoustical tile lay-in ceiling in the corridor and
concrete floor polishing in the auditorium, kitchen and storage rooms is complete. The kitchen
equipment plumbing connections are ongoing. The large courtyard concrete has been placed and
the contractor is about 50% complete with the concrete in the small event courtyard. The contractor
is also about 50% complete with placing the outside gray concrete that surrounds the building.
Casework installation is nearing completion in the restrooms and classroom. The reception casework
in the Office Building is ongoing. The contractor is finishing all of the glazing in the entire facility and
applied muntins in the storefront of the Office Building. Staff had a pre-construction meeting with the
security camera contractor to install the 13 facility cameras. Installation design kick-off has started
for the facilities audio-visual system. The office and cubical furniture has been approved and is
anticipated to be delivered in early March.

Fire Station 1 Shower Room Remodel Project
The shower room remodel project is complete. The existing room was a six-stall communal shower
room. The project re-routed all the plumbing waste and water lines to construct four individual stalls
with new solid surfacing wall panels and partitions. The room lighting was modified to layout better
with the new stalls. A new epoxy coated concrete floor was installed.

LAND DEVELOPMENT
Lara Residence
City staff returned comments on the first review of the revised Stormwater Quality Management Plan
for the proposed single-family residence and widening of Golden Way.
Poway Commons
City staff returned requested mylars of the final map for the proposed five-lot residential and
commercial subdivision located at Poway Road with Civic Center Drive and Tarascan Drive. The
final map acceptance has been tentatively placed on the February 16th City Council Agenda.
Ahuja Residence
City staff has received the first submittal for the grading plan associated with a new single-family
residence at Beeler Canyon and Creek Road.
Lamie Residence
City staff has received the early first submittal for the grading plan associated with a new single-
family residence at Heritage Drive. The Minor Development Review Application has not been
approved yet.
Norris Residence
City staff returned comments on the first submittal of the grading plan package for the proposed
single-family residence on St. Andrews Drive.
Beeler Creek Restoration
City staff returned the second review comments of the grading plan package for the Beeler Creek
restoration which is required as a part of the approval of the Conditional Use Permit for mining
operations now owned by Granite Construction.
Ekiko Residence
City staff approved the plans for the grading associated with the proposed single-family residence
on Glen Circle Road. The mylars have been received and the construction bond is currently under
review.

Lee Residence
City staff has returned comments of the second review of the grading plan package for the proposed
residence on Del Poniente Road. Comments were also returned on the first reviews of the plats and
legals for the associated Biological Conservation, Open Space, and Fire Fuel Management
Easements.
Shahzad Residence
City staff has received the second submittal for the grading plan associated with a new single-family
residence on St Andrews Drive.
Adah Lane
City staff received the first submittal for public improvements along Adah Lane. These improvements
are required as a part of the four-lot subdivision that took place in the 1980’s (PM12771).
Golden Way Boundary Adjustment
City Staff received the first submittal for a boundary adjustment revising a parcel line between two
properties on Golden Way.
A1 Self Storage
City staff approved the grading associated with a new five-story self-storage facility on Kirkham
Road. City staff received the mylars for final review and approval however, the final fees and
securities from the owner still need to be provided.
Nathanson Residence
City staff has received a request for the first construction change to the grading plans for the new
single-family residence at the end of Del Poniente Road. The construction change proposes to lower
the building pad by 1.1 feet.
STORMWATER
Dry Weather Major MS4 Outfall Discharge Monitoring Program
The City’s stormwater consulting firm D-Max Engineering, Inc. has completed the draft 2019-2020
Dry Weather Municipal Separate Storm Sewer System (MS4) Outfall Monitoring Summary Report.
The report presents the results of the monitoring program conducted during the 2019-2020
monitoring year, and includes field observation results, flow source identification results, trash
assessment data, photographs of visited sites, and completed field datasheets. The report also
presents the results of flow source investigations conducted in response to routine field screening
program results and their recommendations for additional actions. City staff will be reviewing this
draft report and providing comments and questions back to D-Max Engineering. Staff will also
proceed with any necessary additional actions.
Regional Management Committee (RMC)
The San Diego Regional Stormwater Copermittees met in December to vote on the budget items. A
member from each of the 21 Copermittees was in attendance. The committee voted to approve a
request to credit unused funds from the Fiscal Year 2019-20 budget to the Copermittees on their bill
for this fiscal year. The credit amount will be based upon population and land area, which is the
method used to determine cost sharing. The committee also voted on the proposed Fiscal Year
2021-22 budget. The total budget is $835,380 of which Poway’s share is $21,002. Each vote passed
unanimously.

INSPECTION
Villa De Vida
Oak Knoll Road (G19-0002) (WI19-001) - The contractor placed a portion of the curb, gutter, and
sidewalk along Oak Knoll Road. Additional sidewalk panels still need to be removed and replaced
due to damage caused by the installation of the temporary fencing during the grading phase of the
project and recently discovered conflicts with an existing utility pole. The City is considering the
possibility of a meandering sidewalk around the pole to ensure ADA compliance along the sidewalk.
The developer has sent the geotechnical report for the parking lot pavement structural section to the
City for review. Paving is scheduled to begin this week. Once the parking lot paving is complete, the
contractor plans to move onto Oak Knoll Road to restore the trench patches.
Evans-Pina Accessory Dwelling Unit
Summer Sage Road (SW20-0172) - The preconstruction meeting for this two-bedroom ADU has
been held.
Yukin Accessory Dwelling Unit
Boulder View Drive (SW20-0170) - The preconstruction meeting for this three-bedroom ADU with
patio has been held and the owner has signed all applicable paperwork.
Pakbaz / Ghorishi Addition
Eastvale Road (G20-0002) - The preconstruction meeting has been held and the owner has signed
all applicable paperwork.
Nathanson Residence
Del Poniente Road (G20-0011) - The contractor has completed rough grading and installation of the
earthen brow ditch and the rip rap energy dissipaters. Planting and irrigation of slopes has begun.
Grading certification letters have been prepared and submitted to the City. BMPs are onsite, in place,
and on standby in preparation for rain.
Cox Communications Expansion
Midland Road (CUP16-012) - Construction of the second building and improvements are complete.
The contractor has requested and was granted occupancy.
El Pollo Loco
Poway Road (MDRA19-033) - Work on the site improvements is complete. The contractor overlaid
the asphalt parking lot, striped the parking lot, installed wheel stops, paved the slot patches on Poway
Road, and re-striped the bike lane. The inspector has signed the occupancy request form.

Creekside Plaza
Poway Road (G19-0013) - The contractor continues to work on building footings. Drainage work
continues as the contractor forms and places steel for two concrete structures and excavates and
demolishes the existing curb inlet. Trenching for the proposed electrical is ongoing and required the
removal of existing cross-gutter at Poway Road.
Poway Commons
Poway Road (G19-0011) (STI20-002) - Installation of the water line dedicated for fire suppression is
nearly complete. All 8-inch water line has been installed and tested. The underground contractor has
also installed the remaining private 4-inch domestic water line with testing in progress. Work on
Tarascan Drive has resumed. The contractor completed domestic and fire water connections in
Tarascan Drive which will eventually connect the affordable senior housing portion of the project.
Other ongoing work includes construction of bio-basins and associated drainage, retaining walls,
including the final section on the shared property line with the City, retaining wall drains, and the
construction of model and first phase of homes.
Poway Commons - Affordable Senior Housing Precise Grading
Poway Road (G20-0008) - Re-compaction of the pad is complete. The project design engineer has
prepared the line and grade and compaction certification letters for City review. Water line installation
has begun, and the contractor has placed the entire 120 feet of private 6-inch and 8-inch water main.
The pressure test was conducted and passed. Building footings and rough plumbing have begun.
Busson Accessory Dwelling Unit
Highlands Ranch Circle (SW20-0071) - The concrete piers have been placed along with the columns
and the floor. The BMPs are set to protect the drainage channel. The work has not been affected by
the recent weather.

Coleman / Griswold Residence
Dos Amigos Trail (G20-0016) - The contractor has completed clearing and grubbing of all existing
vegetation and has begun grading. The single keyway that will support the entire front half of the pad
has been cut, inspected and fill placed. The pad is comprised of both cuts and fills. The contractor is
currently working on cutting and breaking of oversize rock on the cut side of pad.
SCHEDULED ROAD/LANE CLOSURES
Lane closure with flaggers in the #1 lane on Poway Road eastbound between Community
Road and Civic Center Drive for incoming and outgoing haul trucks and a sidewalk closure
south side of Poway Road between 13301 and 13245. Work is related to the Outpost Project.
Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both
directions for the undergrounding of utilities associated with the Espola Road Safety
Improvements Project.
Possible lane closure on Pomerado Road between Scripps Poway Parkway and Stone
Canyon Road for work related to SDG&E potholing.
Lane closure on Cloudcroft Drive, Cloudcroft Court, and Tam O Shanter Drive both directions
for work related to an SDG&E gas line conversion project.
Lane closure on Pequot Drive, Catawba Drive, and a variety of other collector streets in both
directions for work related to an SDG&E gas line conversion project.
Lane closure on Poway Road between Tarascan Drive and Carriage Road both directions
for work related to the Poway Commons project.
Lane closure on Whitewater Drive, Cinchring Drive, White Butte Drive, Bridlespur Drive and
Fairburn Street in both directions for work related to an SDG&E gas line conversion project.

• During December, staff promoted 14 Poway businesses on the City’s “Explore 92064”
Facebook page.
• Staff notified over 1,800 Poway small business about the State’s creation of a $500
million COVID Relief Grant administered by the California Office of the Small Business
Advocate (CalOSBA) at the Governor’s Office of Business and Economic
Development. The grants are for small businesses that have been impacted by COVID
and the health and safety restrictions. Grants of up to $25,000 to underserved micro
and small businesses and non-profits will be available by early 2021.
• Staff has begun working with the Small Business Development Center and the Poway
Chamber of Commerce to develop an on-line social media training course for Poway
businesses. The focus of the trainings will cover how to get your business on social
media and how social media can make or break your business. The class will also
provide an overview of topic specific on-demand courses currently offered by the
Small Business Development Center for more advanced training.

o The Department of Homeland Security (DHS) is performing a remote Risk & Vulnerability
Assessment, free to state/local agencies, to review and test our environment, SCADA
system and utility billing system. The comprehensive review includes penetration testing,
phishing, network configuration testing, and website scanning. The DHS will report out
findings and recommendations that may include simple configuration changes to possible
implementation of other hardware/software cybersecurity solutions.

• EnerGov – software is installed configuration sessions with staff continue; also
working with SeeClickFix to determine integration for Code requests coming into this
system
• SCADA Ignition – migration of SCADA software from Wonderware to Ignition

• Chief Canavan has been appointed to represent California fire chiefs on the 2021 Environmental
Quality Policy Committee for the League of California Cities.

• The City Council approved continuance of a proclamation for local emergency due to the coronavirus
pandemic.
• Effective January 1st, the Battalion Chiefs’ areas of responsibility were rotated and modified. BC
Rodney Ortiz is responsible for Training & Safety, BC Brian Mitchell is responsible for Operations,
and BC Ray Fried is responsible for EMS & Technology.
• Chief Canavan assisted the City of Long Beach as an evaluator on a Fire Battalion Chief promotional
examination. He joined two Los Angeles-area chief officers on the panel.
• As outlined in California’s Department of Public Health allocation guidelines, Phase 1 - Tier 1A, Staff
began receiving COVID-19 vaccinations with second doses scheduled in January/February.
• Staff participated in yearend briefings highlighting accomplishments, activities and workplan.
• Remodel of the Station #1 men’s communal shower was completed.
• DC Post and Senior Inspector Loperena assisted City staff working with a consultant to develop the
new EnerGov software.
• DC Post and Senior Inspector Loperena assisted City staff in preparing a courtesy violation notice to
Cal Spirits business.
• The Permit Inspection module in Streamline was launched on Jan. 1st. Streamline is the mobile
application inspection software that improves the efficiency of our fire and life safety inspectors to
upload inspection data and provide a report to our customers in real time.
• The Stoneridge CC reported two separate incidents of vandalism that resulted in fire sprinkler heads
being damaged and flowing on the second floor of the main clubhouse. Fire personnel from Station 2
responded to shut down the water flow each time. DC Post coordinated with the property manager to
make the necessary repairs and restore the fire sprinkler system.

• Repairs completed on OES 421 by BitPros shop.
• Reviewed SAVE Card procedures with company officers using MS Teams. Supplying Aid to
Victims of Emergency (SAVE) is a program funded by the California Fire Foundation that
provides immediate short-term relief in the form of a gift card to Poway residents who are
victims of fire or other natural disaster.
