•Visitors to Lake Poway have increased significantly and we have the numbers to prove it! In
2020, from New Year’s Day to the Martin Luther King Jr. holiday, parking revenue totaled
$18,560. During the same time-period for 2021, we collected $34,150.
•Within COVID regulations, the Poway Arts and Crafts Guild will expand the Boardwalk Craft
Market from one to two Saturdays per month. Look for them at Old Poway Park on the 1st
and 3rd weekends.
•Staff attended the Poway Valley Senior Center Corporation Board meeting on January 21. At
the meeting, the Board voted to approve a $78,528 contribution toward the $91,514 total
expense for new Mickey Cafagna Community Center kitchen equipment. The contribution is
funded by a $500k grant that was previously awarded to the nonprofit by the California
Assembly, District 77.
•The Youth Fishing Derby is bound to be a great day for the youngest anglers around. The
annual derby, set for February 6, currently has 320 participants, just 30 shy of the 350
maximum to meet COVID guidelines. The adjusted event will still have food trucks, three
spots for weigh-in, age category competition, raffles galore, and the ever-popular blind bogey.
•Interpretive Services staff launched a new feature on the City website. The “Blue Sky – 1
great destination, 5 great hikes” encourages new enthusiasts to start the year off right with a
map of suggested routes for hikers of all abilities. Find it here: Blue Sky Ecological Reserve

•Lifeguard Training is a go for February 1 at the Poway Swim Center. Maximum enrollment is
six participants and the training is taught by Aquatics staff. After successful completion of the
course, participants earn certifications for Lifeguarding, First Aid/CPR/AED, Title 22, and
Oxygen.
•The next issue of the Community Services Guide will be launched online on February 11. The
spring issue announces the summer camp lineup and is enthusiastically welcomed by parents
who will be looking for fun opportunities for their kids.

HOUSING
Monte Vista Housing Site - Request for Qualifications
On January 4th, a Request for Qualifications was published seeking proposals for an affordable
housing development on a Housing Authority-owned site on Monte Vista Road. Pursuant to City
Council direction on September 1, 2020, the project is to provide affordable housing for
developmentally disabled adults and veterans. The submission deadline was January 27th, which is
the first round of the two-round solicitation process. A total of four proposals were received. Staff
will begin evaluating submissions for responsiveness and invite the most qualified respondents to
submit a more comprehensive proposal including conceptual design and financing details. Issuance
of the Request for Proposals (RFP) for the second submittal is scheduled to be issued in April with
a 30-day turnaround for submissions.
PLANNING
Neighborhood Meeting/Open House for Proposed 20-Lot Subdivision of a 4.77 acre parcel at
13667 Twin Peaks Road
On January 23rd, Cornerstone Communities, a residential development company, held an open house
to introduce a proposal for a 20-lot single-family residential subdivision. The applicant mailed a notice
regarding the open house meeting to property owners within 500 feet of the site, including all property
owners within the Holly Oak Way Subdivision. About twenty people attended the open house that was
held outdoors adjacent to the site on Holly Oaks Way. City staff was not in attendance. The property is
zoned Residential Single Family-4 which has a maximum allowable density of four dwelling units per
acre. In accordance with State Density Bonus Law, Cornerstone is requesting a residential density bonus
by providing one home as an affordable housing unit and is also requesting reduced setback
waivers. Although the site has frontage on Twin Peaks Road, the project is proposed to be accessed off
of Midland Road by extending Holly Oak Way into the site. The property owners along Holly Oak Way
were notified of a potential future street extension of Holly Oak Way onto the subject property prior to
purchasing their property (recorded covenant). Staff has not received an application for a development
at this time, but representatives at Cornerstone Communities stated that they plan on submitting their
application for the Pre-Development Conference soon. As a part of a future subdivision request, a future
neighborhood meeting, City Council review, and full environmental review will be required with
appropriate public noticing.
Project Modifications of “The Farm in Poway” at the former StoneRidge golf course
On January 20th, staff approved modifications to the proposed floor plans that substantially conform
to the approved project. Several accessory dwelling units, termed “Next Gen” units, will be a part of
the project proposal. The project will be required to retain the same architectural variety and
compatibility with the surrounding residences. Also, due to conflicts with a San Diego County Water
Authority easement, the project is proposed to be modified to eliminate the easterly private loop road
in exchange for a cul-de-sac. The approved number of parking spaces and lots will be retained. A
minor modification to the approved specific plan and development plans will be a part of a future
application that can be approved administratively.

Variance for Mail Room at Aria Estates
On January 25th, a Variance application was submitted to allow a mail room to encroach into the
required 40-foot front yard setback in the Aria Estates subdivision currently under construction at
12406 to 12433 Aria Court. Staff is currently reviewing the application and will schedule the Variance
for City Council consideration in March or April.
Occupancy of Cox Communications Equipment Facility at 14016 Midland Road
On January 25th, final occupancy was granted for two new 5,120 square-foot, two-story
telecommunication equipment buildings and replacement of emergency generators.
Accessory Dwelling Unit at 14060 Iris Lane
On January 19th, a building permit was issued for a 440 square-foot garage conversion and a 417
square-foot addition to create a one-bedroom accessory dwelling unit.
LAND DEVELOPMENT
Mobile Mini (G19-0012)
City staff received the mylars and grading bond for the grading associated with the replacement of
asphalt pavement to concrete for the facility located along Crosthwaite Circle.
Sharma Residence (ERA21-002)
City staff received the signed Encroachment Removal Agreement allowing for driveway pavers in
the right-of-way along Palisades Drive.
Meese Residence Accessory Dwelling Unit (FLD20-0001)
City staff has returned comments on the submitted FEMA Elevation Certificate associated with the
floodplain development permit for the existing garage that has been converted to an accessory
dwelling unit.
Lamie Residence (G20-0023)
City staff has returned comments on the first submittal for the grading plan associated with a new
single-family residence at Heritage Drive.
Nathanson Residence (G20-0011)
City staff approved the first construction change for the residence on Del Poniente Road. The
construction change includes lowering the pad due to encountered field conditions.
Northcrest Property Grading (G17-0006)
City staff received the fourth submittal for the grading plan legalizing the grading work that took place
at an existing residence on Northcrest Lane.
CAPITAL IMPROVEMENTS
Buehler Reservoir Rehabilitation
The 11-Month Warranty Inspection took place on January 5th and the Warranty Report was delivered
on January 20th. The Warranty Report confirmed that interior and exterior repairs are required on
the reservoir. The Engineer recommends that the reservoir be drained to complete the interior
repairs, which would require the Temporary Tank be put back in service. Since the Temporary Tank
was vandalized last year, Engineering will communicate with Public Works on what repairs are
needed to place it back in service.

Water Treatment Plant, Chemical Building and Tank Farm Upgrades Project
The Water Treatment Plant valve replacements that were previously scheduled for January 20th and
26th have been postponed due to unavailability of water treatment plant maintenance staff. An
updated schedule is being coordinated between staff and the contractor.
Mickey Cafagna Community Center
The interior finishes continue to progress towards completion. The Multi-Purpose Building restroom
partitions are currently being installed along with the completion of the kitchen finishes. The polishing
of the classroom concrete floors is nearing completion. The concrete floor in the lobby has been
stained and polished along with the installation of the wall paneling behind the reception desks. The
contractor completed a functional test of the fireplace in the small courtyard. The fiber optic system
between city hall, the pool and the Cafagna Center has been reconfigured to its final routing and the
building is now controlling the swim center and the skate park once again.

INSPECTION
Villa De Vida
Oak Knoll Road (G19-0002) (WI19-001) - The parking lot
on the west side of the building has been paved. There
were some moisture issues with the subgrade soil. The
material was removed, and Class II base was placed along
with a geotextile fabric to make it firm and unyielding. A soils
technician was on site to observe and test. The contractor
began restoration of Oak Knoll Road but was only able to
pave the eastbound one-third of the roadway. Due to
inclement weather, remaining paving is expected to be
postponed until the following week. The abandoned power
poles along Oak Knoll Road are expected to be removed
after the roadway restoration work is completed and will be
followed by completion of the sidewalk.
SDGE Gas Line Conversion Project
Silver Lake Drive (RW20-0199) - Roadway restoration work along Silver Lake Drive and adjacent
streets has come to a stop due to a large number of A.M. Ortega paving crew members contracting
COVID19. Work is expected to resume the first week of February.
Ekiko Residence
Bowl Creek Road (G20-0015) - The preconstruction meeting has been held. The owner has signed
all applicable paperwork.
Pakbaz / Ghorishi Addition
Eastvale Road (G20-0002) - The preconstruction meeting has been held. The owner has signed all
applicable paperwork. Work is being performed on the upper and lower retaining walls and retaining
wall drain systems.
Poway Commons
Poway Road (G19-0011) (STI20-002) - Installation of the waterline dedicated for fire suppression is
complete. All 8-inch waterline has been installed and tested. The underground contractor has also
installed the remaining private 4-inch domestic waterline with testing nearly complete. The contractor
continued forming and placing curb and gutter. Grade was checked and subgrade was proof rolled on
private streets B, E and F. In areas where softer material was identified geotechnical fabric was placed
prior to placement and compaction of class II base. Work has begun on the new 8-inch sewer main
installation that will eventually connect the site to public sewer. The contractor has installed a six-foot
screen fence in Community Park located in the northwest corner near the bocce ball courts. Other
ongoing work includes construction of bio-basins and associated drainage, retaining walls, retaining
wall drains, and the construction of both model homes and the first phase of new residential homes.

Creekside Plaza
Poway Road (G19-0013) - The contractor continues site footing work including rebar placement,
building structural steel work and utilities inside the building envelope. Forming, steel installation,
and concrete placement is complete for the two A-4 clean outs and one A-6 clean out. Other work
performed includes trenching for electrical to building and the existing credit union ATM.
Coleman / Griswold Residence
Dos Amigos Trail (G20-0016) - The contractor continues to excavate, cut, and break oversize rock
on the cut side of pad. The cut material is being used as fill on fill side of the pad. The contractor is
nearing completion of grading. All BMPs are in place.

Lane closure with flaggers in the #1 lane on Poway Road eastbound between Community
Road and Civic Center Drive for incoming and outgoing haul trucks and a sidewalk closure
south side of Poway Road between 13301 and 13245. Work is related to the Outpost Project.
Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both
directions for the undergrounding of utilities associated with the Espola Road Safety
Improvements Project.
Possible lane closure on Pomerado Road between Scripps Poway Parkway and Stone
Canyon Road for work related to SDG&E potholing.
Lane closure on Pequot Drive, Catawba Drive, and a variety of other collector streets in both
directions for work related to an SDG&E gas line conversion project.
Lane closure on Poway Road between Tarascan Drive and Carriage Road both directions
for work related to the Poway Commons project.

o Installation of the wireless system, audio/video and security at the Mickey Cafagna
Community Center is in progress. Getting quote to extend/add wireless to Pool. Installed
network rack and fiber installation occurring this week. Signed agreements for Cox
cable/internet services for the site.
o The desktop computer replacement project was awarded at the Jan 19 Council meeting.
Procurement will occur over next couple of months with installs starting after that.
o The Department of Homeland Security (DHS) Risk & Vulnerability Assessment occurred the
first two weeks of January and has been completed. An overview report outlining high,
medium and low risk items was presented to staff and the final report will be completed in
two weeks. Staff are already addressing the high-risk items which will have impacts to staff
including stronger password requirements. DHS indicated we can get on the wait list again,
currently two-year wait, to have another review completed in the future.
o Other Projects:
•EnerGov – software is installed, configuration sessions with staff continue; staff had
meetings three weeks in a row for a total of nine days. Staff is also working with
SeeClickFix to determine integration for Code requests coming into this system.
•SCADA Ignition – migration of SCADA software from Wonderware to Ignition.
•Tokay – upgrade of the Tokay backflow software to a SQL database and
implementation of website for submitting testing online.
•Munis Upgrade – Will start in April. The newer version is required for EnerGov
integration.
•PCPA Ticketing – Assist Comm. Serv. with replacement of current ticketing software
who went out of business.
•H Drive Conversion – migration of users to use OneDrive vs. H drive.

• Chief Canavan chaired a meeting of the City’s Traffic Safety Committee on January 13th.
• Staff is working on FY2021-22 budget preparation including the submittal of one CIP request.
• Chief Canavan participated in meetings with the League of CA Cities-Fire Chiefs Department, League
of CA Cities Environmental Quality Policy Committee, San Diego County - Metro Zone Fire Chiefs
and San Diego County Unified Disaster Council.
• A Quarterly Captains Meeting [virtual] was held on Tuesday, January 26th.
• Senior Inspector Andy Loperena performed an inspection of the underground fuel tank installation at
the 7-11 Store at 14225 Poway Road.
• Senior Inspector Andy Loperena assisted Code Compliance with a follow-up inspection at Cal Spirits.
• On Jan. 13th, the water main at Twin Peaks Plaza (Target Center) was damaged resulting in a complete
shut-down of the fire hydrants and fire protection systems. Senior Inspector Andy Loperena confirmed
the system was repaired and placed back into service.

the west end of Lake Poway Road. (center

Debris/Illegal Dumping Removal 7 Picked up a discarded scooter from Poway
Road, a sheet of glass from the landscaping
along Camino Del Norte, discarded furniture
from Old Pomerado Road, 20 square feet of
drywall from Poway Road and picked up two
discarded trash bags from traffic lanes on
Avenida La Valencia. Swept up shattered
glass from the intersection of Martincoit and
Rostrata Roads. Picked up 10 square feet of
broken glass from the bike lane on Poway
Road on the Grade.
Concrete Repairs (sq. ft.) 54 Repaired 6 feet of concrete guardrail fence on
Midland Road. Completed nine concrete
sidewalk grinds at Hilleary Park. (approx. 48
sq. ft.)
Signs 12 Cleared vegetation from two signs that were
blocking motorists’ view on Martincoit Road.
Replaced 10 signs in Zones 3-4 that failed
reflectivity testing. Reattached permanent
delineators on Community Road and Metate
Lane (delineation knocked down by auto).
Installed three permanent delineators in center
median of Twin Peaks Road at Tierra Bonita

Starridge Park Repaired an irrigation mainline leak, cleared,
and removed fallen tree limbs along Starridge
Street, performed irrigation check stations
#13 through #27
Valle Verde Park Repainted the doors and rearranged the
storage room.
Trail - Iron Mountain Removed debris after a vehicle accident in
the parking lot.
Miscellaneous Trails Finished trail repairs along Saddleback Trail.
Restocked dog bags. Removed tree limbs
and debris along the Avocado, Twin Peaks
and BlueSky Trails. Provided support for an
Eagle Scout project at the Pond.
Miscellaneous Parks Completed mapping picnic table locations
and possible tree planting areas. Prepared

attended an annual half day pesticide training
