The registration maxed out at 350 participants and the biggest trout weighed in at 2.9 pounds and the smallest at 1 pound. Participants in three age categories won prizes and there were plenty of raffles to keep the day exciting for everyone. • More than 40 contract instructor agreements were renewed or signed as new during the month of January. The annual process is critical to hosting diverse recreational opportunities for all ages and interests. New to the lineup will be 8-weeks of summer camps at the PCPA, including School of Rock, Improv Comedy, and the Best of Broadway & Disney. • We’d like to give a “Shout-Out” to Human Resources as we gear up for summer recruitment. Job openings for Lifeguard, Day Camp Counselors, Recreation Leaders, and Dock Attendants are soon to be announced. • Staff met onsite with Cactus Bingo Supply to discuss layout and audio/sound projection for Poway Valley Senior Center bingo operations at the Mickey Cafagna Community Center. Required equipment solely for this purpose will be fully funded by the nonprofit. • Per COVID regulations, swim team competitions are permitted within certain guidelines. Swim Center staff are working directly with Poway’s Pacific Swim to host a two-team competition on February 27 and February 28. • Efforts for several projects are in-progress and include the Mickey Cafagna Community Center fees, PCPA ticketing software and operations, older adult/senior programming and services, and development of virtual programming for onsite tours typically conducted at Old Poway Park and the Kumeyaay Ipai Interpretive Center. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: February 10, 2021 SUBJECT: Director’s Notes PLANNING Housing Element and Public Safety Element Updates The City is preparing the draft update to the Housing Element and the Public Safety Element sections of its General Plan which are anticipated to be completed in the spring. One community workshop was already held to solicit input. The Housing Element will be prepared first. Staff had a meeting last week with the State Department of Housing and Community Development (HCD), who ultimately has to certify that the Housing Element meets State requirements. After the draft Housing Element is prepared, it will be released to the public for a minimum 20 day review which will include a virtual community workshop. It will then be reviewed by the City Council at a regularly scheduled meeting. After any corrections are made, the draft will then be submitted to HCD for a formal review (up to 60 days) after which, the City Council can adopt the Housing Element and resubmit to HCD for certification. HCD required the Housing Element update to be completed by April 15, 2021, however, they have indicated there will be a grace period to these deadlines due to COVID-19. Pre-Development Conference for a Proposed 20-Lot Subdivision at 13667 Twin Peaks Road On January 29th, Cornerstone Communities, a residential development company, submitted an application for a Pre-Development Conference for a 20-lot single-family residential subdivision on a 4.77 acre parcel. The property is zoned Residential Single Family-4 (RS-4) which has a maximum allowable density of four dwelling units per acre. In accordance with State Density Bonus Law, Cornerstone is requesting a residential density bonus by providing one home as an affordable housing unit and is also requesting reduced setback waivers. To reduce potential traffic impacts by adding an additional street entrance from Twin Peaks Road, the project is proposed to be accessed off of Midland Road by extending Holly Oak Way into the site. The property owners along Holly Oak Way were notified of a potential future street extension of Holly Oak Way onto the subject property prior to purchasing their property (recorded covenant). A neighborhood meeting was held on January 23rd. As a part of a future subdivision request, a future neighborhood meeting, City Council review, and full environmental review will be required with appropriate public noticing. Tenant Improvements at the Former Atlas Market at Twin Peaks Plaza On February 2nd, a building permit was issued for tenant improvements within the interior of the 44,686 square-foot former Atlas Market in preparation for a new grocery market at 14837 Pomerado Road. A façade remodel for the shopping center was approved by the City Council on October 6th, 2020. Storage Building and Tenant Improvements at 12175 Flint Place (Filtrous) On January 28th, two building permits were issued for a detached 1,600 square-foot metal storage building and a 2,340 square-foot tenant improvement. Business Certificate Issued for Carco Sales and Finance at 12538 Poway Road On January 29th, a business certificate was issued for a used car dealership. This location was previously occupied by Norm’s RV. Conditional Use Permit for a Single-family Residence and Indoor Basketball Court at 14100 Biscayne Place On February 8th, a Conditional Use Permit and Minor Development Review Application were submitted to construct a 17,904 square-foot single-family residence, which includes a 7,152 square- foot private indoor recreational basketball court, Accessory Dwelling Unit and a garage, at 14100 Biscayne Place in the Old Coach Golf Estates Specific Plan area. Private recreational facilities are classified as a conditional use, which will require approval from the City Council. New Single-Family Residence in the 15100 block of Orchard View Drive On February 8th, a Minor Development Review Application was submitted to construct a 4,300 square-foot single-family residence with a 900 square-foot garage and storage area. New Single-Family Residence at 13306 Del Poniente Road On January 25th, a building permit was issued for a new 4,556 square-foot single-family residence with a 1,130 square-foot garage with a 520 square-foot patio cover. New Accessory Dwelling Unit at 14935 Eastvale Road On February 2nd, a building permit was issued for a two-bedroom 1,171 square-foot detached ADU with a 233 square-foot covered patio. New Accessory Dwelling Unit at 17914 St. Andrews Drive On February 2nd, a building permit was issued for a 210 square-foot guest house conversion into an ADU. New Accessory Dwelling Unit at 16290 Summer Sage Road On January 26th, a building permit was issued for a two-bedroom 1,200 square-foot detached ADU. New Accessory Dwelling Unit at 15244 Espola Road On January 26th, a building permit was issued for a 1,188 square-foot ADU. CAPITAL IMPROVEMENTS Annual Trash Capture Program The Annual Trash Capture Program devices have been installed at all locations identified in the first year of a 10-year program. These devices are placed in the storm drain system where high levels of trash and debris enter the drainage system which ultimately discharges to the ocean. Staff is currently inspecting the installations and monitoring the initial performance after recent rain events. Director’s Notes February 10, 2021 Page 3 Mickey Cafagna Community Center The interior finishes in the Office Building are nearing completion. The carpet in the office areas, the sheet vinyl in the work rooms, and the room signage are complete and the casework contractor is installing the solid surface countertops in the reception areas. The wrought iron gates are going up all around the facility. The site concrete is nearing completion with only a couple of sections in the front of the building yet to be placed. The landscape contractor is completing the irrigation system and prepping for the first plantings. Staff met with the AV contractor and has started the final system design getting ready for installation in the Auditorium, Multi-Purpose Room and the Dance Room. The kick-off meeting was held for the facility-wide WIFI system that will start installation this week. . Ahuja Residence City staff has returned comments on the first submittal of the grading associated with a new single- family residence on Beeler Canyon Road. Golden Way City staff returned comments on the first submittal for a boundary adjustment revising a parcel line between two properties on Golden Way. Lee Residence City staff returned minor comments on the third submittal of the grading associated with a new single- family residence on Del Poniente Road. The applicant quickly resubmitted with the fourth submittal of the grading plan. Shahzad Residence City staff has returned comments on the second submittal for the grading plan associated with a new single-family residence on St Andrews Drive. Palomar Pomerado Health City staff received redlines for a construction change for the proposed grading associated with a retaining wall and new building for the Palomar Medical Center on Pomerado Road. STORMWATER Water Quality Improvement Plan (WQIP) Annual Reports Annual Reports for both watersheds that the City is located within have been finalized and submitted to the Regional Water Quality Control Board. These annual reports cover two different reporting periods: July 1, 2019 through June 30, 2020 for the Jurisdictional Runoff Management Plans and WQIP strategy implementation; and October 1, 2019 through September 30, 2020 for monitoring and assessment programs. San Dieguito Water Quality Improvement Plan (WQIP) Update The updated WQIP for the San Dieguito Watershed has been finalized and submitted to the Regional Water Quality Control Board. This update was required in response to the comment letter received in October 2019 from The San Diego Regional Water Quality Control Board after they reviewed the 2017-2018 WQIP Annual Report. The comment letter stated that the San Dieguito Watershed Co- permittees (City of San Diego, County of San Diego, City of Poway, City of Escondido, City of Del Mar and City of Solana Beach) are required to update the WQIP to address obligations identified by the Board Executive Officer in the WQIP Acceptance Letter dated February 17, 2016. Los Peñasquitos Lagoon Restoration Cost Share Agreement As directed by the City Council, staff has provided recommended language to the City of San Diego for inclusion into the draft cost share agreement proposed for the Los Peñasquitos Lagoon Restoration Project. The agreement would define the cost breakdown for Phase I of the project between the watershed Copermittees (City of San Diego, City of Poway, County of San Diego and City of Del Mar). The language added includes the ability to review and amend the cost allocations in the agreement in the future should the WQIP model be updated and show a change to the percent of sediment loading. The City of San Diego incorporated the recommended language, along with other revisions, into the draft cost share agreement and distributed it to the watershed Copermittees Director’s Notes February 10, 2021 Page 5 for review, comment and/or approval. Staff is currently reviewing the draft cost share agreement in order to provide comments to other revisions made. INSPECTION Villa De Vida Oak Knoll Road (G19-0002) (WI19-001) - Asphalt and concrete improvement restoration along Oak Knoll Road has resumed. The damaged curb and gutter and broken sidewalk panels are scheduled to be replaced this week. A meeting was held on site with City Staff to discuss the entrance along Pomerado Road and the adjacent existing sidewalk that has lifted due to tree roots. It was decided that sidewalk panels on either side of the proposed entrance will be removed and replaced to obtain a smoother transition. SDG&E Gas Line Conversion Project Silver Lake Drive (RW20-0199) - A.M. Ortega has returned and completed most of the trench asphalt restoration. Asphalt restoration is expected to be completed by the end of this week. A second crew will come back to remove mark-out paint. When asphalt placement and mark-out paint removals are complete, slurry seal will be scheduled. Poway Commons Poway Road (G19-0011) (STI20-002) - All fire suppression and domestic waterline has been installed and passed all tests. The construction of both model homes and the first phase of new residential homes continues. Work on the new eight-inch sewer main installation within Community Park is ongoing. Last week the contractor completed the tie-in to the City’s sewer at the downstream connection. The contractor was issued a correct work notice for a discharge to Poway Creek last week. As described by the contractor, the plug between the completed bio-basin at the overflow came loose and dislodged allowing stormwater to spill into Poway creek. The plug was immediately reinstalled, and stormwater was pumped to a basin that is not directly connected to the drainage system. The Regional Water Quality Control Board was notified of the illicit discharge. Blanchard Accessory Dwelling Unit Iris Lane (SW20-0163) - The preconstruction meeting for this ADU has been held. The owner and contractor have signed all applicable paperwork. Marlow Residence Deer Valley Estates (G17-0007) - The owner has requested provisional occupancy. A preliminary punch list has been provided to the owner to aid in the closing out of the project. Director’s Notes February 10, 2021 Page 6 Coleman / Griswold Residence Dos Amigos Trail (G20-0016) - Pad grading is nearly complete. Minor fills bellow the toe of the fill slope and removal of oversized rock in the backyard area remain to be completed. The building permit has been issued for work inside the building envelope. All BMPs are in place and on standby. Storage Building and Improvements Flint Place (DR20-003) - The preconstruction meeting has been held. The owner and contractor have signed all applicable paperwork. Puertollano Residence York Avenue (MDRA15-017) - The contractor is working on minor grading and landscape around the property. The old private driveway has been removed. Driveway and utility trench paving remain. The contractor is nearing completion and has mentioned requesting occupancy. The inspector has begun generating a punch list to aid the owner in completing all remaining work. St. Michaels New Rectory & Sanctuary Pomerado Road (CUP18-015) - The restroom building is complete and only inside finish work is taking place. Landscape has yet to begin but BMPs are in place and on standby. The Rectory building is currently in the wood framing stage. There has been a plan change regarding the bio- retention basin. The gravity wall surrounding the basin has been deleted and now will have natural earthen slopes. Sharma Residence Palisades Drive (MDRA19-023) - The contractor has removed the existing driveway, placed and compacted sub-grade and is working on the installation of a brick paver system. A portion of the driveway is within the right-of-way. The owner has obtained a right-of-way permit that covers work within the City’s right-of-way. System will arrive in approx. 1 month with installations starting in April – June. o The City received the final report from the Department of Homeland Security and are currently reviewing the recommendations. Last week we implemented the improved password requirements and today all users who have not reset their passwords will be forced to do so Other high priority items related to account security are being addressed and will be implemented in the next couple of weeks... o Other Projects: • EnerGov – We had our final discovery sessions last week with Tyler. Next week we move into actual configuration in the system. Three-day sessions are scheduled for every other week with the core team. Other next steps beginning soon are data conversion tasks. Other related items include:  SeeClickFix integration – quote from vendor was very high. Working with them to adjust pricing based on our use.  Getting quotes for credit card processing vendors.  Tyler Cashiering implementation will begin in May. • SCADA Ignition – migration of SCADA software from Wonderware to Ignition • Tokay – upgrade of the Tokay backflow software to a SQL database and implementation of website for submitting testing online is scheduled to begin in April. • Munis Upgrade – Will start in April.
