The collaborative effort has focused on audio visual and sound equipment, furniture and fixtures, and lighting. • The Poway Swim Center will serve as the host site for a Pacific Swim vs. Ramona Swim competition on February 27 and February 28. The coaches were thorough in the development of COVID protocols and worked in advance to obtain supervisor approval. • Development Services and Department staff are working diligently to identify Lake Poway dock repair requirements. Bellingham Marine (original fabrication and installation contractor) expects to provide the final costs and scope of work for various department reviews shortly. • The Community Outreach Coordinator, staff and volunteers teamed up to launch the Old Poway Park Historical Tour via virtual presentation on March 3. Typically hosted onsite, the online program will feature Poway history and segments on classroom conditions in the 1900’s and train safety. • Staff attended the Poway Valley Senior Citizen’s Corporation Board meeting on February 18. Agenda items included closure logistics for the current church-site by April 30, relocation of the existing Jewish Family Services meal distribution program, and bingo equipment. • In preparation for issuing a Request for Proposals, staff participated in a ticketing software demonstration. The effort is in response to the previous provider (Seat Advisor), going out of business. Additional specification details were collected from box office staff, user groups, and through industry research. • Over the past two weeks, staff met with several stakeholders to discuss support of the arts through sustainable operation of the Poway Center for the Performing Arts. This item is scheduled to return to City Council via workshop on April 6. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: February 24, 2021 SUBJECT: Director’s Notes PLANNING New Single-Family Residence and Accessory Dwelling Unit on a Vacant Lot on Iron Mountain Road On February 18th, a Minor Development Review Application was submitted to construct a 3,800 square-foot single-family residence with an attached 1,000 square-foot garage and storage area on a 2.66-acre site. A 1,085 square-foot accessory dwelling unit with an attached 400 square-foot garage is also proposed. New Single-Family Residence at 13754-56 Dos Amigos Trail On February 16th, a building permit was issued for a new 7,934 square-foot single-family residence with a 1,374 square-foot garage and a 692 square-foot patio cover and sunroom. Tenant Improvements at 14145 Danielson (General Atomics) On February 17th, a building permit was issued for 64,557 square feet of tenant improvements at General Atomics. CAPITAL IMPROVEMENTS Boulder Mountain No. 1 & 2 Reservoir Rehabilitation The Contractor mobilized for construction on February 16th. Inspection blasting occurred last week on the tank interior to confirm the locations of structural repairs. The contractor is scheduled to proceed with structural repairs and modifications for the next four weeks. Sandblasting and recoating of the tank will occur after the structural work is complete. The project is scheduled to be completed by the end of June 2021. LED Street and Safety Lighting Conversion The Contractor has received the adaptors for the StressCrete light fixtures and is scheduled to install the two StressCrete and two Holophane test pilot lights on February 24th. The Contractor will also verify the mounting configuration for all 79 decorative lights in the Old Poway area. Once the City selects the light fixture to move forward with, the Contractor will order the remaining lights and appropriate adaptors. It is anticipated to take 8-12 weeks for the Contractor to receive the lights. Local Roadway Safety Plan Caltrans has approved an allocation of state funds for the preparation of the Local Roadway Safety Plan (LRSP). The allocation is for $46,000 with a City match of $6,000 for a total project cost of $52,000. An LRSP is a plan that systematically identifies and analyzes safety problems and recommends safety improvements for our local roadways. Staff is preparing a Request for Proposals for consultants to develop the LRSP. Annual Valve Replacement Project The final three valves will be replaced within the next few weeks. The transmission main along Espola Road will be shut down and emptied in order to perform this work safely and efficiently. Due Director’s Notes February 24, 2021 Page 2 to extensive coordination with the water treatment plant, water distribution work crews, and engineering staff, no service outages will be required. Mickey Cafagna Community Center The interior finishes in the Office Building are nearing completion. Multiple subcontractors are in the building finishing up the remaining details of the respective trades. Next week the cleaning crew is scheduled to clean the entire interior of the facility in preparation for the design team to complete the punch list. The last section of concrete was placed on February 22nd in the smaller courtyard as well as between the Classroom Building and the Office Building. The site concrete was completed last week around the ADA parking lot on the northwest side of the building. The remaining kitchen equipment was moved in on February 22nd. The irrigation system around the entire site is nearly complete. This week the landscape contractor will be preparing for the planting effort. The WIFI system and networking are complete, and the Security Camera System is nearly complete. The AV system is getting ready for installation and the office furniture is on schedule for installation the first week of April. Getting ready to place the last section of the Courtyard concrete . Irrigation is nearly complete New pedestrian ramp at the ADA Parking Lot LAND DEVELOPMENT Palomar Pomerado Health City staff approved the construction change for the proposed grading associated with a retaining wall and new building for the Palomar Medical Center on Pomerado Road. Director’s Notes February 24, 2021 Page 3 Colburn Hydrant City staff approved the mylar improvement plans for a proposed hydrant associated with the development of a new single-family residence on Cedar Ridge Court. Lamie Residence City staff has received the second submittal for the grading plan associated with a new single-family residence along Heritage Drive. Adah Lane City staff returned comments on the first review of a public sewer main extension along Adah Lane. These improvements are a portion of the required improvements for the 4-lot subdivision that took place in the 1980’s (PM12771). Highlands Ranch Road City staff received and approved the mylar record drawings completing the grading and development of a single-family residence on Highlands Ranch Road. Nguyen Residence City staff reviewed and provided comments for the legal and plat associated with the proposed easement for a future public water main extension along Oak Canyon Road. STORMWATER Los Peñasquitos Lagoon Restoration Cost Share Agreement Staff reviewed and provided comments on the draft cost share agreement that the City of San Diego distributed to the Copermittees within the Los Peñasquitos watershed. The agreement will define the cost breakdown for Phase I of the project between the watershed Copermittees (City of San Diego, City of Poway, County of San Diego and City of Del Mar). The language added includes the ability to review and amend the cost allocations in the agreement in the future should the WQIP model be updated and show a change to the percent of sediment loading. Staff also added language so that the City of San Diego must receive approval from the Copermittees before any construction changes may be approved which will alter/increase the cost of the project. The City of San Diego has indicated that they agree to the need for the additional language but that additional clarification is needed related to the timing for approvals and what happens if a Copermittee does not agree to a construction change. INSPECTION St. Michaels new Rectory & Sanctuary Pomerado Road (CUP18-015) - There is a plan change regarding the bio-retention basin. The gravity wall surrounding the basin has been deleted and now will have natural earthen slopes. Bio-basin 1 and bio-basin 2 are both under construction. Last week the contractor damaged the fire sprinkler line while excavating the basins. The inspector and fire inspector were notified. The line was repaired, and service was restored. Dycus Residence Glen Oak Road (G18-0010) - The preconstruction meeting for the grading and retaining wall construction is scheduled for this week. Villa De Vida Director’s Notes February 24, 2021 Page 4 Oak Knoll Road (G19-0002) (WI19-001) - City Staff and the contractor met to discuss the entrance along Pomerado Road and the adjacent existing sidewalk that had lifted due to tree roots. It was decided that sidewalk panels on either side of the proposed entrance will be removed and replaced to obtain a smoother transition. Last week the contractor removed and replaced the existing sidewalk, curb and gutter and replaced it with a new driveway entrance to access the City of Poway storm drain easement. This week asphalt and concrete improvement restoration along Oak Knoll Road is scheduled to resume. Poway Commons Poway Road (G19-0011) (STI20-002) - The construction of both model homes and the first phase of new residential homes continues. Two weeks ago, two new building pads were placed and last week construction of the buildings began. Work on the new 8” sewer main installation within Community Park is ongoing. The contractor completed the tie-in to the City’s sewer at the downstream connection and placed one new sewer manhole base as seen in the picture. The sewer manhole was built and passed the required vacuum test. Work on the private road construction continues but was very slow last week due to wet weather. The contractor was able to place base course and compact several of the private streets. This week the contractor is scheduled to complete base course placement and compaction and by end of this week begin asphalt placement of private streets. Asphalt work is scheduled into next week. General Atomics- A42 Thunder Kirkham Way (DR20-006) - The preconstruction meeting for the building addition is scheduled for this week. Valencia Addition Sunrise Court (MDRA20-016) - The preconstruction meeting for the single-family residence has been held. The owner and contractor have signed all applicable paperwork. Construction has begun. Filhart Residence Deer Valley (G15-0014) - The owner has completed all construction items and the inspector has signed the occupancy request form. The form has been delivered to the project engineer. SCHEDULED ROAD/LANE CLOSURES  Sidewalk closure south side of Poway Road between 13301 and 13245. Work is related to the Outpost project.  Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both directions for the undergrounding of utilities associated with the Espola Road Safety Improvements Project. Wireless signal is available for staff at the pool and is being configured for public access. Camera installs and wiring started last week and will be completed this week. Audio testing for sound system was completed this week to make final decision on system. Changes to original design have been recommended for enhanced sound for the various rooms. o New PC were ordered and should arrive in March. Installations starting in April – June. o Other Projects: • EnerGov – Configuration sessions started last week beginning with the Fees setup and Custom Screen setup. FD Management Staff Notes Page 2 EMS / TECHNOLOGY OPERATIONS • Between Monday, February 8th and Sunday, February 21st, fire department personnel responded to 191 incidents. • The Fire Department’s paramedic continuing education provider number was recertified through 2025. Paramedics require 48 hours of continuing education every two years to meet one of the requirements of recertification. The EMS Division’s continuing education provider status with San Diego County allows the Fire Department to meet the needs of our paramedics by providing continual training and education that meets the needs of our agency locally with topics that matter to our city and department. • Attended and represented Poway Fire Department in the weekly Metro Zone Command and General Staff vaccination meeting. • Completed 2nd vaccination dose for employees who received their COVID vaccinations in mid- January. All Firefighters and Paramedics who opted to receive the COVID vaccine are now 2 weeks past completion with both shots. • Conducted mandated biennial controlled substance inventories of all three fire stations and frontline apparatus. The DEA requires this specific inventory to be completed and filed every two years in addition to the daily inventory the paramedics log each day. • 800 MHz radio deprogramming conducted by SDSO wireless • Post Fire Decontamination Buckets purchased and assembled • Attended Metro Zone Operations meeting FD Management Staff Notes Page 3 • Between Monday, February 8th and Sunday, February 21st, personnel completed 372 hours of training and activities. The City of Poway Fire Department personnel must certify to function as a tractor-trailer driver or tiller operator. • Conducted two site Safety inspections for the City of Poway at the Poway Library and Kumeyaay Interpretive Center. Site inspections are conducted to assure City facilities do not have any safety hazards, as well as to keep the public and staff safe. • Attended and represented Poway Fire Department in the San Diego County Training Officers meeting. Patched a water utility trench with new asphalt on Sam-O-Reno (280 sq. ft.) and a water utility trench with new asphalt on Francine Court (275 sq. ft.). Debris Removal/Illegal Dumps 7 Picked up metal framing debris in the bike lane of eastbound Poway Road on the grade. Cleaned up a shattered marble countertop from Kirkham Road. Cleaned up plastic debris scattered in center of road on Soule Street (8 sq. ft.). Cleared metal debris from center of Ted Williams Parkway (10 sq. ft.). Picked up trash along Scripps Poway Parkway from General Atomics Way to the east city limits. Picked up a discarded bookshelf on La Manda Drive. Called in a dead coyote on Espola Road on multiple days, non-responsiveness of contractor reported to Code. Concrete Repairs (sq. ft.) 38 Removed and replaced damaged cross gutter on Mazatlán Way (25 sq. ft.). Replaced a damaged concrete guardrail fence on Midland Road (10 ft). Removed and replaced damaged concrete curb and gutter on Eastern Road (3 sq. ft.). Signs 16 Re-installed two permanent delineators in the center median of Twin Peaks Road near Tierra Bonita School that had been knocked over by a vehicle. Straightened a “Horse Crossing” sign on Calle Colina. Replaced 13 signs in Zones 3-4 that failed nighttime inspection. Vegetation 575 Trimmed a pepper tree blocking motorist’s view of a sign on Pomerado Road near Bernardo Heights Road. Cleared silt and vegetation from the concrete gutter on Eastern Street (75 ft.). A special sweep was made of the area; none of the spill was a threat to drains or storm inlets in the area. Stormwater & Flood Control Tree trim and removals 4 Trees were trimmed or removed on Poway Valley Riders Association Trail, Midland Road, Frame Road and Poway Valley Road. Scheduled Vactor Work 41 Vactor work was performed throughout Poway and a blockage was removed at Creekside Plaza near Community Road. City Owned Properties - Continued removing fallen trees and debris along the open properties off Community Road. Community Park - Supported the painting contractor, trimmed trees and shrubs and continued to clean the perimeter slope near the Community Pool. Aerated and fertilized the ball fields and non-play areas. Removed multiple incidents of graffiti, repaired wooden picnic tables in the Dog Park. Garden Road Park - Applied herbicide along the hardscapes, fence lines and mulched areas. Cleaned up debris from winds. Lake Poway Park - Applied herbicide on the west side of the park. Marked out irrigation heads and valves for the future ADA improvements surrounding the volleyball gazebo. Removed a metal BBQ and replaced it with one made of cement. Old Poway Park - Cleaned up branches and debris. Provided support for multiple group activities. Poway Oaks Park - Applied herbicide. Silverset Park - Applied herbicide along the hardscapes and fence lines and mulched the walking path. Trimmed back the acacia growing along the sidewalk and Silverset Street. Starridge Park - Cleaned up fallen branches and debris from winds, located another mainline leak. Sycamore Creek Park - Applied herbicide at both locations. Performed gopher abatement at Sycamore Park (East). Valle Verde Park - Removed approximately 240 feet of old straw waddle and replaced it with a plastic boarder along the horse trail. Added one eight-foot section of trail fencing along Espola Road. Miscellaneous Parks - Staff attended COVID update meeting. Two staff members attended pesticide applicators continuing education webinar. “South” staff participated in CPR/AED/First Aid training. Miscellaneous Trails - Finished filling in ruts along the Avocado Trail. Extracted half of the encroaching sumac along the Lake Poway access road trail, work continues. Removed a limb next to the pond. Delivered two truckloads of sandbags for a trail volunteer project near Chaparral School. Removed a damaged water bar and wooden log device from the Pomerado Trail. Accepted delivery of temporary restrooms at Iron Mountain to be in use while permanent restrooms are being painted. Contract Inspections - Responded to LMD residents’ requests: tree concerns, fallen branch in backyard, etc. Inspected landscaping vendor work in LMDs. Inspected vendor maintenance of bus stops and groves. Attended CPR/First Aid AED training. Worked on LMD budget reviews, attended a LMDAG Zoom Meeting and processed invoices.
