Records Management
The City’s Records Management Committee (RMC) is active again. The RMC, which is made up of
representatives from each department, is currently working on reviewing their respective portion of the
Records Retention Schedule. The City Clerk’s Office anticipates taking the amended Records Retention
Schedule for City Council’s approval later this year.

• It was an undercover top-secret Kid’s Night Out for 43 participants on March 5. The evening
included super spy training, intriguing games, crafting the perfect disguise, and capturing the
elusive caper: fun!
• All 48 family spots for the March 20 reopening of the Kumeyaay Ipai Interpretive Center are
filled. The site will reopen for pre-registered self-guided tours only and a limited number of
volunteers. Upon arrival, visitors will pick up a new tour brochure and head-out onto to the
trail to learn all about traditional Kumeyaay culture.
• The Poway Swim Center started a new Lifeguard Training Course on March 9 with a maximum
enrollment of six. Participants earn certifications for Lifeguarding, First Aid/CPR/AED, Title
22 and Oxygen and are qualified to apply for employment upon completion. Fun fact: the
water skills test on the first day of class includes retrieving a brick from the bottom of the pool.
• The Poway Center for the Performing Arts remains closed until further notice and all uses for
April have been canceled. Clients included Poway High Orchestra and Jazz, Velocity Dance,
Country Montessori, San Diego Chinese and Cultural Society, and two Poway OnStage
shows.
• Staff is reaching out to existing Shared Outdoor Spaces permit holders to extend use for an
additional quarter (April – June). Current users include yoga at Aubrey Park, martial arts at
Old Poway Park, and jazzercise at City Hall.
• Staff will facilitate the next Poway Sports Association meeting on March 18. Agenda items
include general use reminders, field allocations for April, May and June, and a training on the
self-entry procedures for permits.

PLANNING
Tenant Improvements at the Former Atlas Market at Twin Peaks Plaza
On February 2nd, a building permit was issued for shell condition tenant improvements within the
interior of the 44,686 square-foot former Atlas Market in preparation for a new grocery store at
14837 Pomerado Road. This also included a façade remodel for the future store. On February
17th, a building permit application was received for the tenant improvements which include the
merchandise shelves, refrigeration and kitchen facilities, and check-out areas. The application
and plans do not identify the incoming tenant.
Neighborhood Meeting for New 5-Story Hotel in the South Poway Business Park
On July 17, 2020 the City received applications for a
Specific Plan Amendment (SPA) 20-002, a
Conditional Use Permit (CUP) 20-004, and a
Development Review (DR) 20-005 from Serendipity
Hospitality to amend the South Poway Specific Plan
and develop a vacant 1.23-acre property at the
northeast corner of Scripps Poway Parkway and
Stowe Drive with a 5-story hotel up to 60 feet
tall. The proposed hotel will include 58 hotel rooms
along with a lounge and rooftop terrace on the 5th
floor. This is the same applicant for PDC 19-002,
which was discussed at the January 7, 2020 City
Council meeting. The City will host an online
neighborhood meeting March 24th at 6:00 p.m. to
allow the applicant to gather neighborhood input for
their proposal. The delay for the neighborhood
meeting was largely related to corrections required of
the visual analysis and the applicant preparing a
story pole to provide a visual marker of the proposed
height as discussed at the PDC. Since the South
Poway Specific Plan is proposed to be amended, the properties within 500 feet of the Specific
Plan boundaries will be notified. On March 5th, the story pole and a mesh flag were installed at
the site at the height of the proposed hotel building that will allow the verification of the visual
analysis. Staff has requested the mesh flag be replaced with a solid and brighter flag of
appropriate size, which the applicant has ordered and will install as soon as it is received.

New Single-Family Residence at 18711 Heritage Drive
On March 3rd, a Minor Development Review Application was submitted to construct a 6,000
square-foot single-family residence with an attached 660 square-foot garage and storage area on
a 5.6-acre vacant site. A 1,000 square-foot accessory dwelling unit with an attached 500 square-
foot garage is also proposed.
Demolition Permit for The Farm in Poway
On March 4th, a demolition permit application was received for the existing facilities at the former
StoneRidge Country Club. Corrections were reiterated to the applicant that same day and include
a detailed scope of work and noise and hazardous materials analyses.
Tenant Improvements at 14107 Stowe Drive (General Atomics)
On February 23rd, a building permit was issued for 7,650 square feet of tenant improvements at
this General Atomics facility.
Tenant Improvements at 14177 Kirkham Way (General Atomics)
On February 22nd, a building permit was issued for a 1,750 square-foot building expansion at this
General Atomics facility.
CAPITAL IMPROVEMENTS
City Hall HVAC Controls Replacement Project
The contractor and City staff held the project kick-off meeting and the site walk-through last week.
The contractor is coordinating with IT to get access to the existing control system to start
formulating plans as to how they will move through the system to switch out devices. In
approximately four weeks, the contractor will be on-site to go through the building and pull control
wire and replace devices. An email will be sent to staff letting them know that there will be some
disruptions in their work areas prior to the work starting. All switchover of the major HVAC
equipment will take place outside of regular work hours.
Water Treatment Plant Chemical Building and Tank Farm Upgrades
Public Works staff and the contractor have scheduled the plant shutdown and final valve
replacements on March 9th and 16th. If the replacements are not completed with these two
shutdowns, another shutdown will be scheduled at a later date.
LED Street and Safety Lighting Conversion
The Contractor installed two StressCrete lights in the Old Poway Park area on Midland Road
between Temple Street and Edgemoor Street. They were not able to install the Holophane lights
with the current mounting. They are scheduled on March 9th to take an inventory and measure
the remaining decorative lights in the Old Poway Park area to determine the extent of the different
mounting configurations and come up with a strategy for installing the remaining lights.
Boulder Mountain No. 1 & 2 Reservoir Rehabilitation
The Contractor began coal tar removal for the interior of both tanks last week, and is scheduled
to be completed this week. The Contractor is also continuing to work on structural repairs and
modifications on Tank No. 2 for the next week. When the structural work is completed on Tank
No. 2, inspection blasting will take place on Tank No. 1 to confirm the scope of structural repair
work. Sandblasting and recoating of the tank is estimated to begin by the end of the month after
all structural work is complete.

Mickey Cafagna Community Center
The interior spaces are 99% complete. The design team conducted a preliminary punch list walk
last week for the buildings. The punch list walk for the landscaping will be conducted at the
completion of the planting. The parking lot rehabilitation started last week with the replacement of
the pedestrian ramps and modification of the ADA path of travel. Public Works is ready to start
the asphalt repairs and crack sealing. The slurry seal work and the striping are ready as soon as
the asphalt repairs are complete. The WIFI system (including the pool), network system and the
security cameras are all operational. Landscape planting is approximately 50% complete.

LAND DEVELOPMENT
Lamie Residence
City staff received the second submittal for the grading plan associated with a new single-family
residence at Heritage Drive.
Villwock Residence
City staff received the second submittal for the grading plan associated with a proposed accessory
dwelling unit for an existing residence along Blue Crystal Trail.
Poway Commons
City staff received the fourth submittal of the precise grading package for the proposed residential
and mixed-use development on the parcels on both the north and the south sides of Poway Road
near Quate Court and Civic Center Drive/Tarascan Drive.
City staff has approved the final map for the Poway Commons (TTM19-005) project. The map
has been scheduled to be on the March 16th City Council Agenda for City Council approval.
Norris Residence
City staff received the second submittal of the grading plan package for the proposed single-family
residence on St. Andrews Drive.
Lee Residence
City staff approved the grading plans and requested mylar plans for the proposed single-family
residence on Del Poniente Road.
Tynan Boundary Adjustment
City staff requested new mailing labels from the applicant for a re-notice of the boundary
adjustment for three parcels on Fallen Leaf Road. A re-notice is required as the previous
conditional approval had expired.
STORMWATER
Industrial/Commercial Inspections
The City’s consultant, D-Max Engineering, is beginning its annual industrial-commercial
stormwater inspection program. These are routine inspections required per state and federal
regulations. The purpose of these stormwater inspections is to confirm that businesses are free
of any negative impacts to the storm drain system, which drains untreated runoff directly to our
creeks and eventually the ocean. Inspections will continue for the next couple months.
Los Peñasquitos Lagoon Restoration Cost Share Agreement
City staff continues to review and provide comments on the draft cost share agreement that the
City of San Diego distributed to the Copermittees within the Los Peñasquitos watershed (City of
San Diego, City of Poway, County of San Diego and City of Del Mar). The agreement will define
the cost breakdown for Phase I of the project between the watershed Copermittees. City staff
has requested language that requires the City of San Diego to receive approval from the
Copermittees before any construction changes are approved that will increase the overall cost of
the project. Clarification of language for Copermittee approvals, the timing for approvals, and
possible thresholds for change orders without Copermittee approval is still ongoing.

INSPECTION
St. Michaels New Rectory and Sanctuary
Pomerado Road (CUP18-015) - The contractor installed the revised 8-inch storm drain line which
drains into the relocated catch basin (pictured on left). Last week the contractor placed a modified
head wall and a G-1 Catch Basin (pictured on right).
Dycus Residence
Glen Oak Road (G18-0010) - The preconstruction meeting for the grading and retaining wall
construction has been held. Owner and contractor have signed all applicable paperwork.
General Atomics - A 42 Thunder
Kirkham Way (DR20-006) - The preconstruction meeting for the building addition has been held.
Sharma Residence
Palisades Drive (MDRA19-023) - The project inspector performed the punch list inspection prior
to occupancy. All landscape and drainage work around the new structure is complete. All brick
paver work including the section in the right-of-way is complete.
Colburn Fire Hydrant
Cedar Ridge Court (WI19-004) - The preconstruction meeting to hot tap the water main and install
a new fire hydrant has been held. The owner and contractor have signed the required paperwork.
Marlow Residence
Deer Valley Estates (G17-0007) - The owner has turned in a Request for Occupancy dated for
the middle of this month. The owner is in the process of installing irrigation while work on the
interior continues. The driveway is not complete and during a pre-rain inspection numerous issues
regarding erosion control were noted. The owner was sent a correct work notice along with
photos. The owner did respond and stated he will address the issues.
Saleh Accessory Dwelling Unit
Garden Road (SW20-0113) - All work is complete, and the inspector has completed the final
punch list inspection confirming completion. The occupancy request form has been signed and
delivered to the project engineer for final close out.
Pankretz Addition
Morene Street (MDRA17-009) - All work is complete. The final inspection has been performed
and the occupancy request has been signed by the project inspector.

Poway Commons
Poway Road (G19-0011) (STI20-002) - Work on the new 8-inch sewer main installation within
Community Park is nearly complete. The contractor completed placement and testing of the third
and final sewer manhole. The sewer manhole was built and passed the required vacuum test.
Main line pressure test was conducted and passed. This week the contractor is scheduled to pull
the mandrel through the main and perform hydro-jetting to clean the inside. Work on the private
road construction continues. The contractor placed base course and compacted, and compaction
was confirmed. The asphalt base course placement was completed throughout the development
leaving only the top 1.5-inch to 2-inch final cap remaining.
Creekside Plaza
Poway Road (G19-0013) - The contractor has completed the J-Tank water storage structure
including liner, 3/4-inch rock, water storage units, Mirafi fabric, and the clean outs and connection
points to the storm drain system. The contractor placed Tensar stabilizing grid prior to beginning
backfill.

• The San Diego Local Agency Formation Commission (LAFCO) has been preparing a
Municipal Service Review (MSR) for the City of Poway. California legislation requires
LAFCOs to prepare MSRs in order to obtain and furnish information to contribute to
the overall orderly development of local communities. City staff is working with LAFCO
staff on technical corrections to the draft document. When completed, the MSR will
undergo a 45-day public review period before the LAFCO board for review and
approval.
• Staff assisted five small businesses in applying for the State’s COVID Small Business
Relief Grant. The grants are for small businesses that have been impacted by COVID
and the health and safety restrictions. Announcement of the initial grant recipients is
expected in April. There are three remaining funding rounds through April for
businesses that have not yet applied for the grant.
• Staff held its first meeting with the Small Business Development Center to develop an
on-line social media training course for Poway businesses. The focus of the trainings
will cover how to get your business on social media and how social media can make
or break your business. The class will also provide an overview of topic specific on-
demand courses currently offered by the Small Business Development Center for
more advanced training. The class is expected to be held in April.
• The Poway Commons project is proceeding on schedule. The model buildings for two
of the three building prototypes are under construction and expected to be open in the
2nd quarter of 2021. The Janus building on the corner of Poway Road and Civic
Center Drive will begin sales later this month and move in’s will be in June 2021.

o Audio System final specifications have been completed for the Community Center. Change
order is being worked on so the equipment can be ordered. Cameras and Wifi have been
installed and configured.
o New PC’s were ordered and should arrive in March. Installation will start in April – June.
o Application/Server Upgrades
• Cartegraph was successfully upgraded and moved to a new server on Friday, March
5th.
• The phone system servers and applications will be upgraded on Friday, March 19th
followed by another update on Friday, March 26th.
o Other Projects:
• EnerGov –Implementation session with Tyler (three-day sessions every other week)
will continue into March with the core team. Staff are currently configuring the
production environment. Other next steps beginning soon are data conversion tasks.
Other related items include:
SeeClickFix Integration – we received a much improved quote for this
integration. We will determine if it provides the functionality needed for our
Code staff.
Reviewing quotes for credit card processing vendors.
Tyler Cashiering implementation will begin in June with a kickoff meeting this
month.
• SCADA Ignition – migration of SCADA software from Wonderware to Ignition
• Tokay – upgrade of the Tokay backflow software to a SQL database and
implementation of website for submitting testing online is scheduled to begin in April.
• Munis Upgrade – Will start in April. The newer version is required for EnerGov
integration.
• PCPA Ticketing – Draft RFP for new ticketing system created by Community
Services. IT is currently reviewing.

2021 Rates for Water and Wastewater Rates
In accordance with the two-year rates approved on March 3, 2020, staff have completed

OPERATIONS
• Between Monday, February 22nd and Sunday, March 7th, Fire
Department personnel responded to 180 incidents.
• Drafted update to EMS Report Quality Assurance policy. QA checks to EMS reports confirm
that the report meets department standards of care as well as all skills and treatments are
itemized before the report is sent to billing.

• Between Monday, February 22nd and Sunday, March 7th, personnel completed 433 hours of
training and activities. Topics included 244 hours of Company Training, 81 hours of
Driver/Operator Training, and 41 hours of Facility Training.
• Conducted new hire Firefighter/Paramedic selection interviews. Interviewed nine candidates for
five current vacancies in the Firefighter/Paramedic rank. All Chief Officers were present and
conducted the selection interviews.
• Issued driver operator certifications to three firefighter/paramedics. This is a requirement to
operate a fire engine, brush engine and the fire truck. Personnel also need the certification to
apply for the Fire Engineer position. The personnel are required to meet training hours and be
tested on multiple requirements.
• All crews participated in emergency structure fire simulation. Crews remotely accessed a
software program called Simushare from each of their stations. This allows all personnel to
participate in a simulated building fire. The training provides an opportunity for all personnel to
practice radio communications, strategy, and tactics.

tools for Saturday morning clean up. Delivered
and spread 10 yards of sand mix along the
ballfield warning track. Replanted, updated the
irrigation around and delivered mulch to the Tony
Gwynn statue. Removed two hanging tree
limbs. Replaced parking lot fence post and area
eight reservation post. Moved two range targets
from the warehouse to the lake storage yard for
future install.
Old Poway Park Cleared storm debris around the park and
removed excess water from the ornamental
fountain.
Silverset Park Delivered landscape mulch to the ballfield; for
park volunteers to spread. Gathered supplies
and coordinated the Saturday volunteer group.
Guided the EDCO driver to the 40-yard dumpster
off Community Road. Removed all juniper
shrubs from the planter between the restroom
building and playground. Upgraded the drip
irrigation and planted four 2.5-gallon plants.
Filled in ruts along the trail head. Trimmed back
the acacia along the north section of walking
path. Performed weed abatement in the planters
between the parking lot and playground.
Starridge Park Located and repaired 3” mainline leak.
Delivered five plastic picnic tables from
Crosthwaite Yard, relocated five wood tables in
the park.
Sycamore Creek Park Upgraded the drip irrigation on the east facing
bank and planted six 2.5-gallon plants to cover
the open areas. Added mulch to the new plants
and along the bank at Sycamore Park West.
Valle Verde Park Relocated two magnolia trees to the open area
on the south side of the parking lot. Added two
loads of landscape mulch for placement.
Applied herbicide along the hardscapes,
planters, and fence lines. Repaired picnic table
seats. Added two trashcan holders next to the
newly installed plastic picnic tables. Applied
herbicide around perimeter of the park. With
assistance from facilities staff installed a new
park bench by the back stairs and re-
landscaped.
