With the project continuing into April and COVID regulations partially lifting, the available space will first be allocated to City Contract Classes such as Taekwondo and youth and adult volleyball and then thereafter to organized sports such as Poway Youth Basketball League. • Spring season at the Poway Swim Center starts on April 5 with an increase from 623 to 797 reservable opportunities for lap swim, recreation swim, and splash pad use. After watching trends and making adjustments, the staff feels confident that the additional 174 time slots will maximize use within the COVID restrictions. • It’s a good time for “workin” on the Poway Midland Railroad. On April 19, RailWorks Corporation will complete much needed track repairs, including raising and tamping at low spots and installing wood ties. Although the volunteers financially cover operations through ticket sales, the cost of $8,900 for track repairs is the responsibility of the City. • On various dates, 10 community volunteers pitched in 20 hours to help remove brush and fallen limbs along the trails in the Blue Sky Ecological Reserve. With a small (1.5 FTE) but mighty Interpretive Services team completing all maintenance at Blue Sky and at the Kumeyaay site, the extra hands were certainly helpful. • Questions from our staff were flying fast and furious and the final score at the Teen Trivia Night was all fun! The ultimate trivia night put the buzzer in the hands of 44 teens and resulted in a night of prizes and Jeopardy-style throwdowns. • A new Story Trail in the Blue Sky Ecological Reserve launched on March 17. It’s a walk, the Icky Bug Alphabet Book, and endlessly fascinating facts about the intriguing world of bugs. • Staff attended the Poway Valley Senior Citizen Corporation Board meeting March 18. Agenda items included a new property lease, financial reports, and approval to purchase a new bingo console for $16k and monitors on carts for $22k. The monitors/carts will be utilized for bingo and all-ages programming. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: March 24, 2021 SUBJECT: Director’s Notes PLANNING Business Certificate Issued for Fly Rides at 12528 Kirkham Court On March 12th, a business certificate was issued for an electric bike company. Fly Rides is committed to the electric bike lifestyle and getting people back on bikes. This location will be used for warehousing, distribution, and online sales of electric bikes. Neighborhood Meeting for Tennis Court Lighting at 18773 Heritage Drive On March 23rd, a virtual neighborhood meeting was held for Minor Conditional Use Permit (MCUP) 21-001, a proposal to add lighting to a tennis court for a single-family residence that will soon be under construction. There was nobody in attendance during the meeting other than City staff, the architect, and the property owner. New A-1 Self Storage Building at 12183 Kirkham Court On March 18th, a building permit was issued for shoring for a new 99,895 square-foot, five-story self- storage building, with three stories above-ground. An application was approved by the City Council to amend the South Poway Specific Plan to allow three stories above-ground within the 35-foot height limit over two levels of basements on a vacant lot. The Specific Plan Amendment was approved in conjunction with a Development Review that consists of a proposal to construct the self-storage facility. Tenant Improvements at 14177 Kirkham Way (General Atomics) On March 18th, a building permit was issued for 46,600 square feet of tenant improvements and exterior equipment (chiller, generator, condenser, nitrogen). New Accessory Dwelling Unit at 13639 Poway Springs Road On March 8th, a building permit was issued for a 506 square-foot attached ADU. Neighborhood Mtg. for South Poway Specific Plan Amendment & 5-Story Hotel at 14082 Stowe Dr. On March 24th, a virtual neighborhood meeting was held for Specific Plan Amendment (SPA) 20- 002 to amend the specific plan to allow a 60-foot height limit for hotels, and for Conditional Use Permit (CUP) 20-004 and Development Review (DR) 20-005, a proposal to establish a 58-room hotel at 14082 Stowe Drive in the South Poway Commercial (SPC) zone. There were approximately 20 people in attendance during the meeting in addition to City staff, the architect, and the property owner. Attendees expressed concerns regarding changing the specific plan to allow taller buildings while others recommended that the visual analysis evaluate residential areas farther north (e.g., along Sky Mountain Trail and Twin Peaks Road) and recreational areas such as the South Poway Trail, Twin Peaks, and Sycamore Canyon. One attendee questioned the economic feasibility of the hotel (e.g., will visitors stay there). Another attendee raised concerns related to compatibility with the specific plan and agreements with the Hampton Inn. None of the speakers at the neighborhood meeting said that they could see the story pole with flag that was placed at the property to show the proposed height of the hotel. Director’s Notes March 24, 2021 Page 2 CAPITAL IMPROVEMENTS Mickey Cafagna Community Center The sub-contractor mobilized this week to complete the installation of the chair rail in the multipurpose and classroom buildings. This is the only remaining non-change order work inside the buildings. The concrete polishing contractor continues to re-work the concrete finish in the classrooms. Staff reviewed the work and has accepted the sample as approved. The office furniture install has been scheduled for April 19th. Landscape planting is 100% complete. The design team and the contractor will do the punch list walk on March 24th. WIFI and security camera installations are complete. Work on the AV system installation will begin after the concrete work is complete. The parking lot asphalt patching and crack sealing will begin mid-April and the slurry seal and striping will be completed after the patching. Director’s Notes March 24, 2021 Page 3 Boulder Mountain No. 1 & 2 Reservoir Rehabilitation Inspection blasting for Tank No. 1 took place on March 18th to finalize the scope of work for structural repairs. The Engineer is recommending that all rafters for this tank are replaced. The Contractor is continuing structural repairs for Tank No. 2 and is expected to be complete this week. Structural repairs for Tank No. 1 will commence this week. Water Distribution Valve Replacement The final valves to be replaced under this project are scheduled to be completed this week. Public Works staff has coordinated a modified procedure to maintain pressure to customers during this work. Welcome to Poway Sign Replacement Project Installation of the new entry signs has begun. Placement of the signs began on Scripps Poway Parkway, then moved to Camino Del Norte and finished last week on Ted Williams Parkway. The contractor still has site clean-up for these areas, then will move to the other sites for the installation of the remaining signs. Water Treatment Plant Chemical Building and Tank Farm Upgrades Last week, Public Works staff and the Contractor replaced the three remaining valves in the filter gallery. These valves will complete the construction contract and staff will proceed with accepting the project. LAND DEVELOPMENT Heritage Hills Slope Repair City staff received the first submittal of a grading plan package to repair a slope failure that occurred during last year’s winter storms in the Heritage Hills Townhome neighborhood on Cree Drive. Lee Residence City staff received mylars for the grading project associated with the proposed residence on Del Poniente Road. Once all of the required easements have been recorded, the mylars will be released for bond copies. Golden Way Water Improvement City staff received the third submittal of the revision to the previously conditionally-approved improvement plans for the utilities associated with the proposed single-family residence at the southern end of Golden Way. The revision removed the proposed sewer main extension from the improvement plan. Filhart Residence City staff received the final record drawings for the grading associated with the development of a single-family residence on Deer Valley Estates. Director’s Notes March 24, 2021 Page 4 Nguyen Residence City staff completed the preparation of the easement document and provided it to the applicant to obtain signatures for a water easement associated with a proposed water main extension and fire hydrant for the development of a proposed single-family residence near Oak Canyon Road. Norris Residence City staff requested grading plan mylars for the proposed single-family residence on St. Andrews Drive. Fees and securities have been requested as well. Eastvale Road Fire Hydrant City staff received the second submittal for the improvement plans for a proposed fire hydrant on Eastvale Road. This is a requirement per the conditions of approval for the legalization of a single- family residence addition at the Pakbaz Ghorishi residence on Eastvale Road. Poway Commons Precise Grading City staff returned comments on the fourth submittal of the precise grading package for the proposed residential and mixed-use development. The plans encompass the parcels on both the north and the south sides of Poway Road near Quate Court and Civic Center Drive/Tarascan Drive. STORMWATER Assembly Bill 377 Existing law requires each regional board to formulate and adopt water quality control plans and to regulate water quality for all areas within the region. Proposed legislation Assembly Bill 377 would require all California surface waters to be fishable, swimmable, and drinkable by January 1, 2050. The bill prohibits the State and Regional Boards from adopting permits with compliance schedule terms. It requires the development of an Impaired Waterways Enforcement Program to enforce all water quality standards violations. It proposes to simply reduce the amount of time for implementation and to increase penalties and enforcement. AB 377 removes regulatory discretion from the State and Regional Water Boards and essentially establishes permit requirements through legislation. These new requirements would significantly interfere with existing regional board program schedules for existing permits and could invalidate existing programs. The California Stormwater Quality Association (CASQA) has taken the leadership role in the state for analysis. They oppose this legislation and are working with other organizations across California to provide education throughout the state and encourage people to send letters before the next committee hearing on April 21st. INSPECTION St. Michaels New Rectory & Sanctuary Pomerado Road (CUP18-015) - Last week the contractor continued to excavate the storm drain. A construction change had previously been approved to relocate the storm drain line out from under the proposed building columns. The bio-retention basin construction continues and engineered soil layers have begun to be placed. The building is in the framing stage along with electrical and plumbing. The pedestrian ramp adjacent to the sanctuary was expected to be placed last week but was delayed due to weather. Poway Commons Poway Road (G19-0011) (STI20-002) - Work on the new 8-inch sewer main installation within Community Park is nearly complete. The contractor pulled the mandrel through the main and utilized the Wayne sewer ball to clean the inside. Last week video inspection began and was completed Director’s Notes March 24, 2021 Page 5 within the park. Video inspection is ongoing. Remaining work within Community Park includes lining the new manholes and relandscaping the damaged areas of the park. Work on the new homes continues but has been limited to within the buildings and has been slow due to recent rain. Villa De Vida Oak Knoll Road (G19-0002) - Due to the rains last week, most of the work took place within the building. The contractor was able to work on some landscaping. This week the contractor plans to take down the site fencing along Pomerado Road and spread mulch around plants and trees. The site inspector identified a discrepancy between the landscaping plans and the grading plans regarding the storm drain access driveway along Pomerado Road. The approved grading plan calls for decomposed granite as a drivable surface, the approved landscape plan calls for pea gravel. The contractor was asked to confirm with the design engineer. Storage Building and Façade Improvements Flint Place (DR20-003) - The contractor has completed demolition of existing concrete. Last week the contractor continued to trench for footings for the proposed storage building behind the existing building. General Atomics - A 42 Thunder Kirkham Way (DR20-006) - The contractor has demolished a portion of the existing loading dock in preparation for a new machine pad. The existing drain and sump pump have been relocated and the contractor is working on forming the new machine pad. Creekside Plaza Poway Road (G19-0013) - Construction of The Habit Burger Grill building continues. Last week the contractor performed the hot tap on the existing 10-inch water main for the new 6-inch fire service to the building. This week the contractor is scheduled to continue construction of the 6-inch fire service from the existing main to the new building. Also scheduled for this week is trenching and installing the 6-inch storm drain including roof drain connections which tie into the permanent storm water treatment facilities. Director’s Notes March 24, 2021 Page 6 Colburn Fire Hydrant Cedar Ridge Ct (WI19-004) - Last week the contractor hot tapped the existing water main for the new six-inch fire hydrant service. Installation of the hydrant is scheduled for this week. Berg Residence Running Deer Trail (MDRA16-013) - Last week the contractor compacted subgrade and began forming exterior curbing prior to installing brick pavers. Work on the proposed driveway is scheduled to continue this week. A1 Self-Storage Facility Kirkham Road (G20-0006) - The preconstruction meeting for the grading and construction of the self- storage building has been held. The owner and contractor have signed all applicable paperwork. SCHEDULED ROAD/LANE CLOSURES  Sidewalk closure south side of Poway Road between 13301 and 13245. Work is related to the Outpost project.  Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both directions for the undergrounding of utilities associated with the Espola Road Safety Improvements project.  Lane closure on Poway Road between Tarascan Drive and Carriage Road, and Tarascan Drive between Wanesta Drive and Poway Road both directions for work related to the Poway Commons. 1 of 2 CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Aaron Beanan, Director of Finance DATE: March 24, 2021 SUBJECT: Finance Department Director’s Notes Information Technology o Audio System for MCCM purchase order has been issued. o New PC’s arrived and we have already begun replacing them in the common areas (Conference Rooms, Council, etc.). We will begin to work with staff in the Department/Divisions to coordinate their PC replacements. This is expected to take 2-3 months. o Application/Server Upgrades • Our Mitel phone system was migrated to new servers on Monday night. This was a significant upgrade and will now allow us to get to the most recent software versions for the admin and desktop apps. o Security • We installed our long awaited Microsoft Defender for Endpoints software on all the City PCs. This is an advanced security tool that provides detailed information about each PC and provides remediation recommendations of known issues. Additionally, that log data is passed to our security vendor Arctic Wolf who provides alerts on vulnerabilities or breaches. • We have made additional security changes at the desktop level that were part of the recommendation from the DHS assessment. o Other Projects: • EnerGov – Implementation session with Tyler (three-day sessions every other week) will continue into April with the core team. Staff are currently configuring the production environment. Other next steps beginning soon are data conversion tasks. Other related items include:  Change Order will be routed to remove the Tyler 311 module and convert those funds to Tyler consulting hours. 311 is not needed because we already have SeeClickFix.  Awaiting agreement for Credit Card Processing with Automated Merchant Systems/Bridgepay. 2 of 2  Tyler Cashiering implementation will begin in June with a kickoff meeting on Tuesday. • SCADA Ignition – migration of SCADA software from Wonderware to Ignition. • Tokay – upgrade of the Tokay backflow software to a SQL database and implementation of website for submitting testing online is scheduled to begin in April. • Munis Upgrade – Will start in April. The newer version is required for EnerGov integration. • PCPA Ticketing – Draft RFP for new ticketing system created by Community Services.
