• A whopping 1,383 camp registrations came in on the first day! Overall, registrations and
revenue were up from last year and pre-COVID 2019. The new Summer Camp Lunch Hour
gained great interest with 18 parents signing up on the first day. This experimental idea
cleverly allows parents to enroll their kids in morning and afternoon sessions and prevents a
required mid-day pickup. Oversight at a fee is provided by our staff.

• It was a spring fling to remember for 44 Kid’s Night Out participants. The April 2 “egg-citing”
time included tie-dye t-shirts, getting sticky with Peep soil, hunting for eggs and more.
• Staff expedited cleaning and installation of required hand-sanitizer dispensers and the
portable toilets around Lake Poway and in Blue Sky were reopened to the public on April 6.
• Staff teamed up with Public Works to coordinate support for the County of San Diego Dia de
los Ninos/Dia de los Libros installation at Community Park. Park visitors can visit the park to
read stories in Spanish/English and then head to the library for free activity kits.
• Even the data doesn’t quite describe the significant number of people who flocked to Lake
Poway for Easter Sunday but here it is anyhow. Generally, at 445 permits with 4 people per
car, non-residents alone were estimated at 1,780 park users.

PLANNING
New Accessory Dwelling Unit (ADU) at 13145 Carriage Road
On March 29th, a building permit was issued for a 572 square-foot one-bedroom ADU.
CODE COMPLIANCE
Castle property at 13990 Humo Drive
The property at 13990 Humo Drive has been on an-going Code compliance case for several years
regarding the accumulation of junk. With approval from City Council, the City Attorney successfully
petitioned the Superior Court to place Mr. Castle’s property into receivership action, in order to
address the nuisance conditions on the property. The court appointed California Receivership Group
to assess the property and propose a nuisance abatement plan. California Receivership’s proposal
was ultimately approved by the court, and clean-up of the property commenced on March 29, 2021.
As of April 2nd, the removal of nuisance vehicles and junk had been completed. California
Receivership will bear the cost of this abatement action and, with guidance of the court, may seek
reimbursement from the property owner.

CAPITAL IMPROVEMENTS
Mickey Cafagna Community Center
Punch list work continues with patch and paint throughout the facility. The contractor is lining up the
subcontractors for the remaining change order work. The concrete polishing contractor has finished
the re-work in the classrooms and has started to re-work the concrete finish in the Auditorium. The
office furniture install has been scheduled for April 7th and 8th. Landscape planting is complete and
the hydroseeded areas are sprouting after being placed only two weeks ago. The parking lot asphalt
patching and crack sealing will begin April 19th and the slurry seal and striping will be completed
after the patching on April 26th and 27th.
Welcome to Poway Sign Replacement Project
All the new entry welcome signs have been installed. Staff will be completing the final review of all
the sites this week.
City Hall HVAC Controls Replacement Project
The contractor and consultant are finalizing the systems architecture prior to the start of the
installation of the system components the week of April 19th. The team will be having a pre-
construction meeting the week prior to get the details as to how the contractor will be moving through
the building. Staff will then send out email to the impacted departments letting them know what will
be happening.
Boulder Mountain No. 1 & 2 Reservoir Rehabilitation
The contractor has completed structural repairs and structural modifications for Tank No. 2. The
contractor has moved on to performing structural repairs and structural modifications to Tank No. 1
and began installation of the underground Inlet/Outlet piping for Tank No. 2.
Local Road Safety Plan
The RFP for the preparation of the Local Road Safety Plan closed on April 5th and the City received
five proposals from engineering consulting firms. Staff is in the process of evaluating the proposals
and will present an agenda item at a future City Council meeting to award a contract to the most
qualified firm.
HSIP Grant
In November 2020, staff submitted a grant application for Cycle 10 HSIP funds for safety
improvements along Poway Road between Oak Knoll Road and Garden Road. Last week staff was
notified that the Cycle 10 grant results were issued and the application was approved. The project
scope includes signal upgrades to provide adaptive signals, creation of directional median openings,
and modifications to existing intersection signage. These items will increase safety and help reduce
vehicular crashes along Poway Road in addition to helping traffic flow. The total project cost is
estimated to be $604,100. The grant amount is $589,980 with a $14,120 City match. Staff will bring
this to City Council to accept the grant in the near future.

LAND DEVELOPMENT
Stoneridge Grading Violation (G21-0003)
The applicant submitted, and staff reviewed, the first grading plan package for the grading violation
that occurred on the Stoneridge Golf Course. The excavation was due to soil remediation testing and
additional removal of contaminated material where a former underground storage tank was located.
Although soil remediation occurred a decade ago, further soil remediation was required since the
land use of the area has changed from commercial to residential.
The Farm
Final Maps, Units 1 and 2 (FTM21-001 and FTM21-002)
City staff received the first submittal of the final maps for units 1 and 2 of the 226-lot subdivision
taking place at the existing Stoneridge Golf Course site.
Rough Grading (G21-0001)
City staff received the first submittal of the rough grading plan for the 226-lot subdivision project
called The Farm.
Public Improvements (STI21-001)
City staff received the first submittal of the public improvement plan for The Farm. Public
improvements in the set include sewer and water improvements, and a storm drain bypass system.
Thill Carport (FLD21-0001)
City staff issued a floodplain development permit for a carport within the floodplain on Welton Lane.
Water Analyses Request for Proposals
The current As-Needed Water Systems Analysis contract is due to expire in the end of June. Staff will be
posting a request for proposals this week to invite consultants to submit proposals for a new 3-year contract.
STORMWATER
Permanent Treatment Control BMP Facilities
Letters were mailed out in August 2020 to all property owners with permanent stormwater facilities
on their property. The letter provides a copy of the annual certification for maintenance of stormwater
treatment control BMPs. The owners must certify and provide dates for maintenance completion
between October 1, 2019 and September 30, 2020. The completed certification forms were due by
October 31. Staff has continued to work with property owners since the due date to ensure receipt
of all certifications and ultimately compliance with the requirement. Staff just received the last
outstanding certification needed last week to complete this task.
INSPECTION
Colburn Fire Hydrant
Cedar Ridge Court (WI19-004) - The contractor hot tapped the existing water main for the new
6-inch fire hydrant service. The contractor disinfected all parts and pipe, installed pipe, bury ell,
check valve, and new fire hydrant. The thrust blocks were placed, and the concrete has cured.
The contractor installed protection posts due to fire hydrants proximity to the driveway. Public
Works staff has been notified and has scheduled the final flush of the new fire hydrant.

Stoneridge Grading Violation
Stoneridge Golf Course (G21-0003) - The preconstruction meeting has been held. The property
owner had crews begin excavating to remove contaminated soil from the old maintenance yard area.
Crews began work without permits and were stopped and required to obtain permits prior to returning
to work. Permits were obtained and during the preconstruction meeting the inspector required trench
plates to be placed over the very shallow sewer main where the loader would cross; this will spread
out the load and provide additional protection to the existing sewer main. The contractor will also be
required to obtain a valid haul route permit and show proper documentation for disposing of any
contaminated soil.
A1 Self-Storage Facility
Kirkham Road (G20-0006) - The contractor has begun
directional drilling with two drill rigs, installing
approximately 70 piles as part of the anchor tie-back
system. The contractor has only drilled full depth on three
of the soldier beams due to in-place soils. The reclaimed
water main lines on the existing slope have been
temporarily cut and capped to be relocated around piles
and the anchor tie back system.
Outpost
Poway Road (G18-0002) (STI18-001) - The project has been inactive for an extended period of
time. Capexco informed the City they intend to hire a new contractor to complete the project
construction. Last week the City project inspector and a Capexco representative met and discussed
a list of items that are required prior to resuming construction activities. A few of the more important
items that were discussed included possession of a valid right-of-way permit, a temporary use permit
for the lay down yard located within the parking lot of the Boys and Girls Club, a valid SWPPP and
proof of required inspections, and access to the City’s sidewalk, along with a few other clerical items.
Capexco indicated that they will begin working immediately on some of these items prior to hiring a
new contractor.
Poway Commons
Poway Road (G19-0011) (STI20-002) - Now that
installation of all new 8-inch sewer main and manholes
within Community Park are complete, work on park
restoration has begun. All excess material has been
removed and last week a meeting was held to go over
specifics like replacing park boulders, repairing and
installing irrigation, park lighting, and planting. Final testing
of the new sewer main is complete. The cleaning and video
inspection are complete. Work on the new homes
continues and rough plumbing and footings for five more
buildings has begun.
Norris Residence
St Andrews Drive (G20-0019) - The preconstruction meeting for this single-family residence is
scheduled for this week.

Creekside Plaza
Poway Road (G19-0013) - The contractor continues
construction of the building. The contractor also continues
installation of the 6-inch fire line on private property. Work
on the 2-inch water service to the proposed water meter
location is complete. This week the contractor will
continue to work on backfill of the 6-inch storm drain, roof
drains, filterra devices, and the J-Tank Water Storage
System. Last week the contractor demolished the existing
storm drain inlet and started working on forming and steel
placement for the proposed storm drain inlet.
Marlow Residence
Deer Valley Estates (G17-0007) – The owner has
requested occupancy on the home. Planning and
Engineering recently conducted an inspection and
found minor items that still need to be addressed. It is
expected that provisional occupancy will be granted this
week. Remaining items will need to be completed prior
to final occupancy.
SCHEDULED ROAD/LANE CLOSURES
Sidewalk closure south side of Poway Road between 13301 and 13245. Work is related to
the Outpost project.
Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both
directions for the undergrounding of utilities associated with the Espola Road Safety
Improvements project.
Lane closure on Poway Road between Tarascan Drive and Carriage Road, and Tarascan
Drive between Wanesta Drive and Poway Road both directions for work related to the Poway
Commons project.

• Crews participated in Low Angle Rescue night drill. These skill cover rope rescue systems,
picket systems and patient rescue. Pickets are utilized in dirt as an anchor system when a fire
engine cannot be used as an anchor. The drill was conducted at night to allow crews to learn
how to operate in different environments, giving them the ability to work through conducting a
rescue in the dark.

Arbolitos Mini Park - Applied herbicide along the perimeter of the park.
Aubrey Park - Applied herbicide, along paths and around the
desilting area, along fence lines, planters, and the
parking lot.
City Hall - Abated a large area of graffiti from the wall in the
parking area and sprayed weeds.
City Owned Properties - Performed weed abatement and mowed two
properties off of Community Road. Performed
weed abatement along two York Avenue
properties. Applied herbicide to the Library
parking lot.
Community Park - Sprayed weeds along walkways and fence lines,
and along the trail to City Hall. Performed
multiple irrigation repairs due to impact of
construction projects. Supported the playground
surfacing contractor repairing the playground in
the tot-lot area.
Garden Road Park - Removed graffiti from the sidewalk behind the
restroom and documented in Graffiti Tracker.
Replaced both belt swings. Performed weed
abatement along the perimeter of the park and in
the mulched areas.
Hilleary Park - Performed multiple irrigation repairs. Completed
weeded the planters near the basketball court.
Added plant material and mulch to the
playground slope.
Lake Poway Park - Per Community Service’s request, redistributed
sand into low spots in front of the boat dock,
along the perimeter of the retaining wall and the
edge of the cement driveway. Added mulch to
the entry parking lot medians. Trimmed trees
raked out debris and added mulch to the loop
between the Future Farmers of America and the
storage yard. Fertilized turf areas and started
removing old plant material surrounding the Tony
Gwynn Memorial, checked the irrigation system,

and added new plant material. Mowed turf for
the Easter weekend. Discovered a possible
water leak under the playground material; water
fountains have been shut off until the leak can be
located, and repairs made. Removed hanging
tree limbs.
Old Poway Park - Provided support for large volunteer projects,
providing tools, supplies, and mulch. Sprayed
weeds throughout the facility.
Silverset Park - Added decorative rocks to the planters between
the restroom building and the playground.
Applied herbicide along the hardscapes and
planters. Spread mulch along the outside of the
ballfield fence. Thatched the turf areas of the
ballfield in preparation for aeration and fertilizing.
Performed weed abatement along the outside of
the ballfield mulch areas. Repaired several
irrigation heads. Removed logs from a tree that
ERT cut up and placed at the side of the road.
Starridge Park - Applied herbicide throughout the facility - along
fence lines, planters, and the perimeter of the
facility.
Sycamore Creek Park - Performed gopher abatement (West).
Valle Verde Park - Performed weed abatement along the trail on
Espola Road and in the planters. Aerated the
ballfield turf and cleaned up the turf line.
Delivered two loads of cobble stone to be placed
along the sidewalk between the playground and
bridge. Repaired trashcan enclosures and
installed an additional three.
Miscellaneous Parks - Completed the Crosthwaite yard duties for this
month.
Miscellaneous Trails - Removed two truckloads of brush generated by
volunteers along the Lake Poway Trail access
road. Delivered soil to the Poway Valley Riders
Association Trail to fill in ruts and build up
diversion berms. Completed fence rail
replacement behind Chinmaya. Started trail
repairs along the Lake Poway access road.
Contract Inspections - Removed a branch from Twin Peaks Road,
Pomerado Road, and Ted Williams Parkway.
Applied pesticide in LMD 19-1. Completed USDA
survey for the citrus groves. Removed an Illegal
dump from Community Road. Attended pesticide
training, meetings for union stewards, Hazardous
Mitigation Project Grant meeting, and air
conditioning pipe training. Responded to
