Requests will be temporarily handled via electronic communication and appointments. Reservations for after June 15 will be accepted. A date to begin accepting reservations for the Mickey Cafagna Community Center (MCCC) will be set shortly. • Upon Closure of the Poway Senior Center, Jewish Family Services will temporarily provide drive-thru food distribution services at City Hall, beginning May 5. The service will eventually transition to its new location at the MCCC in mid-June. • The final order date for Veterans Park “Wall of Honor” tiles was April 22. A total of seven orders were submitted for install by July 4, 2021. As is customary, location services and a certificate will be available on the website. Tile orders will again be available in the fall for install by November 11. • Learning about the Kumeyaay traditional lifestyle and culture was the highlight for 30 participants during self-guided tours on April 17. This program is coordinated by staff and made possible through volunteer support. • Forty requests for access to the Old Poway Park virtual tour have been received. The online tour was created to continue bringing history to life while the in-person tour program, typically busy in the spring, was suspended due to COVID. • Egg-static tweens and teens got their hunt on at the Teen Glow-in-the-Dark Egg Hunt. 57participants feasted their way through a tasty bbq, played some hoppin’ games and got creative with spring-y crafts. The glow hunt meant plenty of fun and prizes for everyone. • Changes are coming to the Poway Farmers Market! The County Health Department is easing restrictions related to temporary barriers and capacities. Despite operating at 2/3 vendor capacity, the market saw record-breaking gross sales for February and March and a solid revenue average of $17,399 to the City for each month. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: April 21, 2021 SUBJECT: Director’s Notes HOUSING Monte Vista Housing Site The two-round solicitation process in seeking qualified developers for an affordable housing development on a Housing Authority-owned site on Monte Vista Road advances into phase two. On April 8th, an invite-only Request for Proposal was sent to the top three developers from round one. The developers were chosen as their submittals best aligned with Council’s desired concept of the project, to provide affordable housing for developmentally disabled adults and veterans. In round two, developers are being asked to submit a comprehensive proposal which includes conceptual design and financing details. From round two submittals, the goal is to select a developer and enter into an Exclusive Negotiating Rights Agreement. Proposal submissions are due May 17th. PLANNING Housing Element Update City staff prepared the draft update to the Housing Element of the General Plan. The draft was released for 20-day public review on April 15th. This is an early draft and will be revised based on public input and City Council direction. Comments may be submitted up to end of day May 4th. Late submittals will be accepted prior to adoption by the City Council, but may not be considered in the review by the State Department of Housing and Community Development (HCD). The second virtual Housing Element workshop will be held Thursday, April 29, from 7 to 8:30 p.m. and moderated by Planning staff. The City Council will also hold a public workshop regarding the draft at their regularly scheduled Council meeting on May 4th. Staff will incorporate any requested edits by the City Council and send the document to HCD for review. HCD is required to provide written comments on the Draft Housing Element within 60 days of receipt. Once comments are received from HCD, staff will determine whether any revisions to the document are required. Staff will present the final document to City Council on August 3rd for adoption. Upon adoption of the Housing Element, the document will again be submitted to HCD for certification. Feedback provided via a community survey and recent workshop were posted on the Housing and Public Safety Element Update webpage and will be considered as a part of the drafting of the Housing and Public Safety Element. Community Park Assessment In March, the City contracted with PROS Consulting, Inc. to conduct public outreach and prepare an assessment of Community Park. PROS Consulting Inc. has prepared park assessments for the cities of San Marcos, Santee, San Clemente, Carlsbad, and San Diego. Currently, an analysis of demographics and park related trends is being prepared. The project will be introduced to the Parks & Recreation Advisory Committee at their first meeting next week. A website will be launched in May. The outreach is anticipated for June and will include virtual community workshops and surveys and stakeholder interviews. The stakeholder interviews will include interviews with community stakeholders, staff, and City Council members in early June. Once complete, the assessment will prioritize programs, facilities, and amenities to be considered for Community Park. The assessment Director’s Notes April 21, 2021 Page 2 is anticipated to be completed in early fall. At this point, the meetings are planned to be virtual to encourage maximum participation. Neighborhood Meeting for South Poway Specific Plan Amendment and a Wireless Communication Facility at 13875 Kirkham Way On April 8th, a virtual neighborhood meeting was held for Specific Plan Amendment (SPA) 19-001 to amend the specific plan to allow a 90-foot height limit for wireless communication towers, and for Conditional Use Permit (CUP) 19-002, a proposal to construct a wireless communication facility consisting of a 90-foot tall faux pine tree (monopine) and associated equipment inside a proposed 8-foot tall block wall enclosure at 13875 Kirkham Way. The property is owned by the City and is currently used as a storage lot for new vehicle inventory by auto dealers in the City. There were approximately 13 people in attendance during the meeting. Attendees expressed concerns that the South Poway Specific Plan is frequently amended to allow bigger structures, and the height of the proposed 90-foot-tall monopine is too large and obtrusive. A few attendees expressed that while they weren’t opposed to the project, they would prefer to see an alternative design such as a metal structure that would be similar to the metal towers supporting the SDG&E power lines to the west of the project site. Another attendee suggested that a faux water tank be considered for an alternate design. Based on comments received from the community, staff has directed the applicant to provide a visual analysis that considers a metal structure. New Storage Racks at 12325 Kerran St. (Chef Works) On April 8th, a building permit was issued for storage racks for Chef Works, a culinary and hospitality uniform retailer. The total construction valuation was $270,000.00. CODE COMPLIANCE Commencement of 2021 Vegetation Management Program The Code Compliance Division will be sending out the annual notice letters for defensible space and vegetation management to residents this week to remind them to reduce brush on their properties. The deadline to reduce the vegetation will be June 18, 2021. The City will be coordinating with its contractor to start brush abatement work on private properties in June and City properties in July. The City has retained DBI to continue vegetation management services for this year. 12190 Dearborn Place (The California Spirits Company) California Spirits, a beverage packing company, is coordinating with Code Compliance staff and Fire Department staff related to unpermitted construction and unauthorized hazardous material storage on-site. Sufficient progress is not being made and a Notice of Violation is anticipated to be issued within the week. A Courtesy Notice was issued on January 5th that outlined the violations. CAPITAL IMPROVEMENTS Boulder Mountain No. 1 & 2 Reservoir Rehabilitation The contractor continues to perform structural repairs and structural modifications to Tank No. 1 with the expected completion to be this week. Structural repairs are complete on Tank No. 2. The Contractor is scheduled to begin the sandblasting operation for coating preparation on Tank No. 2 this week. City Hall HVAC Controls Replacement Project The contractor will stage some of the Variable Air Valve controllers in City Hall this week. The installation of the system components is intended to start the week of April 26th and staff will communicate with the impacted departments. Director’s Notes April 21, 2021 Page 3 Mickey Cafagna Community Center All of the punch list items are complete, and Community Center staff has started to move into the facility. The remaining contract change order items that need to be complete are the added restroom lights and the market lights, which are anticipated to be installed on April 26th. The parking lot asphalt work started on Monday and the slurry seal and striping are slated for April 26th and 27th. Public Works starting the asphalt repairs Staff workroom casework in the Office Building Staff cubicles in the Office Building Director’s Notes April 21, 2021 Page 4 Clearwell Distribution Flow Meter Project On April 26th, construction to remove and replace an existing flow meter will begin. Additionally, this project includes improvements to the existing vault by replacing the original manhole with a larger hatch access. The new meter will increase the accuracy of measuring flow from the Clearwell to the distribution system and the new hatch will allow for added safety of personnel accessing the confined space of the vault. The project will utilize nine parking stalls to maintain access for Public Works staff and warehouse deliveries throughout construction. The expected duration for this work is six weeks. Local Road Safety Plan The Local Road Safety Plan (LRSP) is a means for providing cities with local and rural roads an opportunity to address unique highway safety needs in their jurisdictions and will be required for future safety grant applications such as the Highway Safety Improvement Program. The process of preparing a LRSP creates a framework to systematically identify and analyze safety problems and recommend safety improvements. Preparing a LRSP facilitates the development of local agency partnerships and collaboration, resulting in a prioritized list of improvements and actions that can demonstrate a defined need. The LRSP will need to address the four E’s of traffic safety: Engineering, Enforcement, Education, and Emergency Services. It will also offer a proactive approach to addressing safety needs and demonstrates agency responsiveness to safety challenges. The City applied for and was awarded a grant for the preparation of this LRSP. Staff continues to review the five proposals received for a consultant to prepare a LRSP for the City of Poway. Staff is planning to present approval of a consultant agreement for City Council consideration at the May 18th City Council meeting. LAND DEVELOPMENT St. Bartholomew’s Episcopal Church City staff received the first submittal of a grading plan package to remove the existing parish hall and expand the parking lot at the St. Bartholomew’s Episcopal Church on Pomerado Road. Poway Town and Country City staff has received the first submittal of the grading plan package for the proposed drive-thru coffee shop at the Poway Town and Country shopping center on Poway Road. The Conditional Use Permit has not been approved yet. City staff has also received the first submittal of a water easement application to add a water meter and lateral in the Poway Town and Country shopping center as a part of the proposed drive-thru coffee shop. Wiersum Property City staff received the first submittal of a boundary adjustment application to move the property line between two parcels approximately 60 feet south for a property along Misty Meadow Road. Lamie Residence City staff has requested and received mylars for the grading associated with a new single-family residence at Heritage Drive. Securities have been paid. He Residence City staff has issued the Floodplain Development Permit for the proposed residence in the floodplain on York Avenue. Director’s Notes April 21, 2021 Page 5 Golden Way Water Improvements City staff returned minor comments on the third submittal of the revision to the previously conditionally-approved improvement plans for the utilities associated with the proposed single-family residence at the southern end of Golden Way. The revision removed the proposed sewer main extension from the improvement plan. STORMWATER Los Peñasquitos Lagoon Restoration Cost Share Agreement City staff has received the final draft cost share agreement that the City of San Diego distributed to the Copermittees within the Los Peñasquitos watershed (City of San Diego, City of Poway, County of San Diego and City of Del Mar). The agreement will define the cost breakdown for Phase I of the project between the watershed Copermittees. City staff is preparing to go to City Council on May 4th to discuss the latest changes in the Cost Share Agreement and seek Council’s approval to execute the agreement. INSPECTION Stoneridge Grading Violation Stoneridge Golf Course (G21-0003) - After the preconstruction meeting the contractor went to work immediately. The contractor backfilled and compacted in the location where contaminated soil had previously been removed. A portion of the work includes disposing of the contaminated soil. The contaminated soil is protected and stockpiled on site. The contractor has applied for a haul route permit and will not haul off contaminated soil until the haul route permit is approved. General Atomics Addition A 42 Thunder Kirkham Way (DR20-006) - The contractor continues forming for the new loading dock and working on installation of drainage per the approved re-design for the water tank pad. The contractor is also working on electrical and working offsite potholing in the city right-of-way in preparation for the proposed sewer connection. Marlow Residence Deer Valley Estates (G17-0007) - Provisional occupancy was granted with remaining items to be completed prior to final occupancy. The project inspector confirmed completion of the remaining items at the end of last week. The occupancy request form has been signed by the inspector and delivered to the engineer. Norris Residence St. Andrews Drive (G20-0019) - The preconstruction meeting for the Norris Residence has been held. The owner and contractor signed all applicable paperwork. A haul route permit for the import of material to bring the proposed pad to grade has been approved and work is set to begin. Director’s Notes April 21, 2021 Page 6 Ekiko Residence Bowl Creek Road (G20-0015) - Grading continues. The contractor is working on import of materials for the fill portion of the pad, and the 3-foot pad over-excavation to 5 feet outside the building footprint. Under a portion of the proposed pad large rock was encountered. Breaking oversized rock is required to complete pad over-excavation in that area and is ongoing. Poway Commons - Affordable Senior Housing Poway Road (G20-0008) - The contractor completed pad placement and framing of the building has begun. First floor framing and plumbing is ongoing while underground crews work offsite in Tarascan Drive installing and connecting gas and electric. Creekside Plaza (The Habit Burger Grill) Poway Road (G19-0013) Construction of The Habit Burger Grill building inside and out continues. Outside the contractor placed concrete for the large storm drain box structure and this week will be forming and placing steel for the wing portions of the same storm drain inlet. Parking lot restoration has begun. The contractor started demolition of the existing asphalt while the underground crews continue to work on the FDC (Fire Department connection) to the building. Coleman / Griswold Residence Dos Amigos Trail (G20-0016) - The contractor is building cinder block wall sections for the lower level of the home. The first and second section of lifts have been completed and grouted. The contractor is currently excavating for the leach field and septic tank per the S.D. County Health Department. Director’s Notes April 21, 2021 Page 7 Aria Estates Danes Road (WI-19-003) (G19-0009) - Work on fine grade and area drains around the new homes continues. In some areas drainage away from the homes had reverse fall and was regraded to positively flow away from the new pads. Sidewalk forming and placement have begun. Landscape work continues. A1 Self-Storage Facility Kirkham Road (G20-0006) - The contractor continues drilling and the installation of 70 plus soldier piles. The existing material, stadium conglomerate, also known as cobble, is making drilling and installation difficult and slow. The contractor is using two drill rigs, and both have broken down or sustained auger damage because of existing material. The contractor has drilled 25 of the 70 plus soldier pile locations, and to date has placed concrete for 10 of the soldier piles. Colburn Fire Hydrant Cedar Ridge Court (WI19-004) - All work on the Colburn fire hydrant is complete. The City has flushed the hydrant, final reports have been written, and the file has been delivered to the project engineer. Construction is complete and the contractor has been notified that record drawings can be submitted. Poway Commons Poway Road (G19-0011) (STI20-002) - Rough plumbing and footings for five more buildings continues with slab placement scheduled for the first week of May. In the picture below you can see the licensed surveyor confirming pad elevation and staking the proposed sewer system at the location north of Poway Road along Tarascan Drive. The site has been graded, surveyed, and now the contractor is working on installation of the new sewer main. In the following pictures you see the contractor installing sewer main, laterals, and manhole bases. Manholes were stacked and vacuum tested. Pressure testing, deflection testing, and video inspection were completed. Installation of waterlines for domestic and fire protection are scheduled to begin his week. Information Technology o Audio System installation at the Community Center begins this week. o PCs Replacements – Some common areas have been completed. New PC’s were setup yesterday for Community Services and Public Works staff moving to the new community center. Copier/Printers were also installed. Rollout to the remainder of staff PCs will begin next week and will be done by Division. Staff will be notified on the process. o IT Intern – we posted a IT Intern volunteer position last week. We have 3 responses so far and will look to get someone to assist with the PC rollout and review of windows updates/antivirus on PCs. o Other Projects: • EnerGov – we are beginning the testing phase with some of the modules. Others are still getting configured. We remain on schedule for November deployment. Other related items include:  Agreement for Credit Card Processing with Automated Merchant Systems/Bridgepay is with City Attorney for review.  Tyler Cashiering implementation will begin in July. • Munis Upgrade – Installation in Test is next week and we will begin testing. The newer version is required for EnerGov integration. • NorthStar/Customer Connect Upgrade – Version upgrade for both applications begins this week in our Test environment. • SCADA Ignition – migration of SCADA software from Wonderware to Ignition • Tokay – upgrade of the Tokay backflow software to a SQL database and implementation of website for submitting testing online is scheduled to begin in May. • PCPA Ticketing –RFP responses came in this week for new ticketing system. The Fire Department inputs it’s out-of- hospital cardiac arrest stats into the Cardiac Arrest Registry to Enhance Survival (CARES) national registry to provide data to drive future national policy and procedures. We receive annual stats blindly comparing our results against San Diego County, the State of California, and nationally. Our results are excellent. • Performed firmware updates on controlled substance vaults, received one vault back from maintenance and software updates, and returned another to the manufacturer for repairs. • Continued to work with First Watch on response data triggers and notifications. • Implemented the Post Fire Decontamination policy and added the decontamination kits to the apparatus. The roll out of the new procedure included videos, online-based training, and each Battalion Chief provided additional information with each crew in person. • iPhones for all seated positions have been received, loaded with all dispatch software and contact lists. iPhones will be replacing pagers in the next couple weeks. • Safety inspection of Fire Station 2 and 3 completed with Mike Obermiller of the Safety Committee. • Policy update completed on the Uniform Policy. • Attended Water Treatment Plant familiarization walk through.
