Agenda items include Brown Act and Charter overview, Department presentations on parks and programs, and the Community Park Assessment. • Department staff conducted a critical walk-through of the MCCC for Disaster Services Coordinator Susy Turnbull. Maps were provided and Care and Shelter layouts were discussed. Next steps include providing measurements and technical information, working cooperatively to establish supply lists and complete purchases, and coordination of staff and volunteer training. Lake staff continue to conduct quarterly city-wide inspections of all shelter storage units. • The Earth Day Campout at Lake Poway turned out to be a stellar night under the stars for 250 campers. Families enjoyed time in the great outdoors and kids celebrated with earth-friendly recycled flower pot crafts and a scavenger hunt hike. • Staff posted a new story in the Blue Sky Ecological Reserve along the Green Valley Truck Trail and Creekside Trail. Little ones can connect to nature while reading all about “Little Owl’s Day”. • The Department is working collaboratively with Development Services on several projects including the MCCC, track work at Old Poway Park, and repairs to the dock and an ADA pathway project at Lake Poway. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: May 5, 2021 SUBJECT: Director’s Notes PLANNING Housing Element Update The City prepared the draft update to the Housing Element of the General Plan. The draft was released for 20-day public review on April 15th. Comments were requested to be submitted up to end of day May 4th. Public comments were received regarding a variety of topics and the San Diego Housing Federation requested that additional funding sources be added in the programs section. The City hosted a virtual community workshop to engage the public about housing in Poway and the Draft Housing Element on Thursday, April 29th that was attended by 21 participants. A detailed summary of all of the feedback received will be incorporated into Chapter 1 of the Draft Housing Element prior to submission to HCD. On May 4th, the City Council held a public workshop regarding the draft at their regularly scheduled Council meeting and directed staff to send the Draft to HCD for review. HCD is required to provide written comments on the Draft Housing Element within 60 days of receipt. Once comments are received from HCD, staff will determine whether any revisions to the document are required. Staff will incorporate comments from HCD into a f inal Housing Element Update document and release it for public review and comment. Staff will present the final document to City Council on August 3rd for adoption. The penalty for not adopting the Draft Housing Element by August 13th is that the housing element would be required to be updated after four years, instead of the current over eight-year cycle. New Thrift Shop at 12511 Poway Road On April 29th, a Conditional Use Permit application was submitted to establish a thrift shop within one of the suites of an existing commercial center located at 12511 Poway Road and in the Mixed Use (MU) land use district of the Poway Road Specific Plan (PRSP) area. A Specific Plan Amendment was approved by the City Council on April 20, 2021 to allow thrift shops in the MU and Commercial Office (CO) land use districts of the PRSP (in addition to the Commercial General (GC) and Automotive/ General Commercial (A/GC)) subject to approval of a CUP. Variance for Shed at 13409 Neddick Avenue On April 22nd, a Variance application was submitted to allow a shed to encroach into the required rear and interior side yard setbacks for detached non-habitable accessory buildings with a projected roof area that exceeds 120 square-feet. Director’s Notes May 5, 2021 Page 2 Resubmittal of Hidden Valley Ranch Subdivision at 17150 Old Coach Road The Hidden Valley Ranch (HVR) project is a 41-lot, detached single-family home (40 new, one existing), master-planned neighborhood that will be constructed on an approximate 420-acre site located at 17150 Old Coach Road, within the Planned Community (PC) zone. The project was originally approved in November 2003 and project revisions were approved in August 2005, August 2014, and July 2015. In July, 2018, a one-year time extension was approved by the City Council that has since expired. The applicant is resubmitting the project for review and approval so the project can move forward. No changes are proposed to the project since it was last approved. New Single-Family Residence at 13311 Summit Circle On April 23rd, a Minor Development Review Application was submitted to construct a 4,720 square foot single-family residence with an attached 1,173 square foot garage on a vacant 2-acre property located at 13311 Summit Circle in the Rural Residential B zone. New Accessory Dwelling Unit (ADU) at 15774 Sunset Drive On April 26th, a building permit was issued for a 749 square foot detached ADU with storage and patio covers. CAPITAL IMPROVEMENTS City Hall HVAC Controls Replacement Project The contractor started work in City Hall on April 26th. The work will occur on the second floor this week and affect half of Development Services, the City Manager’s office, and the Fire Department areas. The contractor will be moving to the second floor Admin Services and HR-Risk during the second half of this week. FY 2020-21 Citywide Striping Project The contractor will be mobilizing this week to pick up the remaining change order tasks on Poway Road, Tierra Bonita Road, Tech Center Drive, Bowdoin Road, and the intersection of Twin Peaks Road and Espola Road. Power to Blue Crystal Reservoir This project will install an electrical line, transformer, and meter to provide electrical power to the Blue Crystal Reservoir, which is currently being served by solar power. The contractor began work April 26th and will sawcut and trench for the proposed electrical conduit. The project is anticipated to be complete in mid-May. Clearwell Distribution Flowmeter Construction began April 26th in the parking lot of the Public Works operations yard and warehouse. The lid of the vault has been removed, and the new meter and piping have been delivered onsite. The project is currently on schedule and anticipated to conclude by the end of June. The project will provide an accurate reading of flow into the distribution system year-round and increase operational efficiency. LED Street and Safety Lighting Conversion The contractor installed the two Holophane lights on Midland Road just north of Vian Road on May 3rd. City staff will evaluate both the Holophane and Stresscrete lights and determine which one to move forward with. Installation of the remaining decorative lights in the Old Poway Park area is anticipated to be completed in July. The parking lot rehabilitation project is nearly complete with some punch list items left on the striping and some cleanup to be completed on the slurry seal. The drop-off turn-a-round The Swim Center parking lot The main parking lot Director’s Notes May 5, 2021 Page 4 LAND DEVELOPMENT Poway Commons (G20-0007) City staff received the 5th submittal of the precise grading package for the proposed residential and mixed-use development for the parcels on both the north and south sides of Poway Road near Quate Court and Civic Center Drive/Tarascan Drive. Fairfield Development (FTM21-003) City staff received the 1st submittal of the final map for the Fairfield mixed-use development project at the existing Fun Bowl and Carriage Center West Shopping Center. (STI21-002) City staff received the 1st submittal of the offsite improvement plans for the Fairfield mixed-use development project. The improvement plans include the new traffic signal at Carriage Heights Way and Poway Road, a new and revised center median, and improvements fronting the site on the south side of Poway Road. Heritage Hills Slope Failure (G20-0022) City staff completed the 1st review of the grading plan package to repair a slope failure that occurred during last years’ winter storms in the Heritage Hills Townhome neighborhood on Cree Drive. Firenze Residence Slope Failure (G21-0002) City staff completed the 1st review of the grading plan package for the repair of a slope failure that occurred during last years’ winter storms at a residence on Belvedere Drive. Ramirez Residence (G21-0006) City staff received the 1st submittal for the grading associated with the development of a new single- family residence and accessory dwelling unit on Del Poniente Road. Colburn Residence (G20-0020) City staff returned comments on the 2nd review of the grading associated with the development of a new single-family residence on Cedar Ridge Court. Eastvale Road Fire Hydrant (WI20-001) City staff returned comments on the 2nd submittal of the improvement plans for a proposed fire hydrant on Eastvale Road. This is a requirement per the conditions of approval for the legalization of a single-family residence addition at the Pakbaz Ghorishi residence on Eastvale Road. Staff has requested the owner to provide securities and sign the standard agreement. Ekiko Residence (G20-0015) City staff received redlines for a construction change revising the grading associated with the proposed single-family residence on Glen Circle Road. Lara Residence (G18-0011) City staff returned comments on the 4th submittal of the grading plans for the proposed residence at the south end of Golden Way. Nguyen Residence (G20-0001) City staff has received redlines for a construction change revising the retaining walls along the proposed access driveway for a future residence along Oak Canyon Road. Director’s Notes May 5, 2021 Page 5 STORMWATER Assembly Bill 377 On April 21st, the California State Assembly Committee on Environmental Safety and Toxic Materials held a hearing on the proposed legislation which would require all California surface waters to be fishable, swimmable and drinkable by January 1, 2050. The bill prohibits the State and Regional Boards from adopting permits with compliance schedule terms. It requires the development of an enforcement program to enforce all water quality standards violations. It proposes to reduce the amount of time for implementation and to increase penalties and enforcement. The Committee approved sending the legislation on to the Appropriations Committee. A representative for California Stormwater Quality Association (CASQA) testified and described how the proposed legislation circumvents the regulatory authority of the Water Boards by removing compliance options. She also emphasized how the penalties and other costs would place a significant burden on municipal general funds. Committee member Al Muratsuchi said the cities in his district have emphasized how they are at risk of being bankrupted by stormwater obligations. The California Coastkeeper Alliance and several environmental non-government organizations supported the legislation. Approximately 40 individuals representing businesses, water suppliers, agriculture, wastewater, cities, counties and other groups, including City staff, called into the meeting and objected to the proposed legislation. INSPECTION Creekside Plaza Poway Road (G19-0013) - The contractor continues construction of the building. Demolition of existing asphalt for the parking lot improvements continues. Compaction of subgrade and form work for site curb, walkways, and flatwork continues. Last week the contractor continued work on the fire connection including backfill up to the building per the Fire Department inspector. Construction of the trash enclosure has begun. SDG&E 16” Gas Line Installation Project Pomerado Road (RW20-0036) - The new SDG&E gas main that will run through Poway along Pomerado Road from just north of Stone Canyon Road to south of Scripps Poway Parkway is scheduled to begin soon. The Right-of-Way Permit to install the proposed 16” steel line in Pomerado Road and a Temporary-Use-Permit for a staging yard off Oak Knoll Road have been approved. A tentative preconstruction meeting has been scheduled for this week. Coleman / Griswold Residence and ADU Dos Amigos Trail (G20-0016) - The contractor completed installation and backfill of the leach field and septic tank per the County Health Department. Last week a meeting was held with City staff Director’s Notes May 5, 2021 Page 6 including the Planning division regarding oversized rock that has been placed and is encroaching into the Biological Conservation Easement. A correct work notice has been issued requiring the rock to be removed immediately and the area restored to previous condition. Villa De Vida Oak Knoll Road (G19-0002) - Two weeks ago a punch list was created and provided to the developer to aid in the closing out of the project. Last week the developer worked to complete the punch list items and prepare for the final punch list inspection. The request for occupancy form has been received and the final punch list inspection will be performed by the project inspector and lead inspector this week Stoneridge Grading Violation Stoneridge Golf Course (G21-0003) - The contractor applied for and received a haul route permit. The contractor has hauled away the contaminated soil and spread mulch over the disturbed area where removals occurred. Regular storm water inspections have been conducted by the City. Self- inspections by contractor/owner may or may not have been done. The owner/contractor has not turned in the required self-inspection reports confirming completion of inspections. A correct work notice has been issued. Poway Commons Poway Road (G19-0011) (STI20-002) - The contractor has completed waterline installation for both the domestic and fire protection lines on the portion of the project north of Poway Road. Tests for both lines passed and both lines have been sampled and delivered to the laboratory for bacteriological testing. Director’s Notes May 5, 2021 Page 7 Stacy Residence Sagewood Lane (G20-0004) - The developer has turned in the request for occupancy form. The inspector visited the site and pointed out a few items that needed to be addressed prior to occupancy. The list was discussed with the developer to aid in the completion of the project. The final punch list inspection will be performed by the project inspector and lead inspector May 11th. Ekiko Residence Bowl Creek Road (G20-0015) - The contractor brought a rock drill onsite to drill a pattern of holes in the existing rock to aid in breaking. After the completion of drilling, the contractor resumed breaking rock in the over-excavation area. BMPs are in place. Ridgeview Residential Care Facility Aubrey Street (G19-0005) - Work is complete. A punch list was created and provided to the contractor. The project inspector is scheduled to perform the final punch list inspection this week. Lamie Residence Heritage Drive (G20-0023) - The contractor completed clearing and grubbing and began excavating back cuts for the retaining walls around the proposed tennis court. As seen in the photos below the contractor installed required BMPs including the construction entrance. Director’s Notes May 5, 2021 Page 8 A-1 Storage Kirkham Rd. Kirkham Road (G20-0006) - The contractor continues horizontal drilling and installing and grouting wall anchor ties between soldier piles. Special Inspection of walls is being completed by the Building Department. Export of excess materials off-site continues. All BMP’s are in place. Grassi ADU Eastvale Road (SW20-0164) - The contractor continues construction of the ADU. The septic tank and leech field have been installed and backfilled per County Health Department. This week the contractor will be fine grading areas around the ADU. SCHEDULED ROAD/LANE CLOSURES ➢ Sidewalk closure south side of Poway Road between 13301 and 13245. This newer version is required for EnerGov integration. • NorthStar/Customer Connect Upgrade – version upgrade for both applications is currently being tested by Customer Services staff. • SCADA Ignition – migration of SCADA software from Wonderware to Ignition in progress.
