58 participants celebrated in style at the final event of the Teen Series Program. The Teen Fiesta
included a catered taco dinner, interactive dance presentations, games, activities, and more.
Time to start planning next year’s series!
Facility rentals are now being accepted for the new Mickey Cafagna Community Center. To date,
38 rentals have been accepted for all Community Services facilities for a total rental revenue of
$24,578.
The California Department of Fish and Wildlife (CDFW) recently recovered the graphics for two
interpretive panels specific to Blue Sky that burned in the Witch Creek Fire. These had originally
been installed in 1994. CDFW will pay for the panels and we look forward to this nostalgic reunion!
With the beautiful weather and ability to get outdoors, Lake Poway proved to be the popular
destination for Mother’s Day. The single-day parking revenue was $4,500.
The final Spring Into Camping takes place this weekend at Lake Poway and has been sold out
for weeks. The May 9 campout was enjoyed by 300 guests who fished, hiked, and enjoyed a
night under the stars.

HOUSING
Monte Vista Housing Site
On April 8th, an invite-only Request for Proposals was forwarded to the top three respondents from
round 1 of the solicitation. Respondents were asked to submit a comprehensive proposal which
included conceptual design and financing details to provide affordable housing for developmentally
disabled adults and veterans. The deadline for submissions was May 17th. All invited respondents
submitted a proposal. The Review Committee will soon begin evaluating responses, to include
interviews. The goal is to select a developer and enter into an Exclusive Negotiating Rights
Agreement by the end of August.
PLANNING
Housing Element Update
The City submitted the update to the Draft Housing Element of the General Plan to HCD on May
10th for a 60-day review. The Draft Housing Element addressed all comments received from HCD
as a part of their preliminary review and addressed feedback from the San Diego Housing
Federation. HCD is required to provide written comments on the Draft Housing Element within 60
days of receipt. Once comments are received from HCD, staff will determine whether any revisions
to the document are required. Staff will incorporate comments from HCD into a final Housing Element
Update document and release it for public review and comment. Staff will present the final document
to City Council on August 3rd for adoption.
Business Certificate Issued for Amazon Retail, LLC at the Former Atlas Market at Twin Peaks
Plaza
On May 17th, a business certificate was issued for Amazon Retail, LLC at the 44,686 square-foot
former Atlas Market grocery store at 14837 Pomerado Rd. Tenant improvements for the grocery
store have been approved and are under construction.
Façade Improvements at Twin Peaks Plaza
On May 5th, building permits were issued for exterior façade improvements for many of the
storefronts at Twin Peaks Plaza. A façade remodel for the shopping center was approved by the
City Council on October 6, 2020 (Development Review (DR) 20-008).
Proposed 20-Lot Subdivision at 13667 Twin Peaks Road (McKee Orchard)
On May 12th, Cornerstone Communities (Cornerstone) submitted Tentative Tract Map (TTM) and
Development Review (DR) applications for a 20-lot single-family residential subdivision on a 4.77
acre parcel at 13667 Twin Peaks Road (McKee Orchard). A Predevelopment Conference for the
proposal was conducted at the April 6, 2021, City Council Meeting. The property is zoned

Residential Single Family-4 which has a maximum density of four dwelling units per acre. In
accordance with State Density Bonus Law, Cornerstone is requesting a residential density bonus by
providing one home as an affordable unit. Cornerstone is also requesting reduced setback
waivers. After assessing the findings of a traffic sight distance analysis along Twin Peaks Road, the
project is proposed to be accessed off of Midland Road by extending Holly Oak Way onto the
site. As a part of the TTM and DR request, a future neighborhood meeting, City Council review, and
environmental review will be required with appropriate public noticing.
Pre-Application for Mina De Oro Road Subdivision
On May 10th, a Pre-Application was submitted to subdivide an 83-acre vacant property into three
lots. The property is located on Mina De Oro Road between Poway Road and Misty Meadow Road.
The project consists of one 31.6 acre lot and two approximate 25 acre lots. The applicant is seeking
preliminary comments from staff on the feasibility of their proposal.
New Accessory Dwelling Unit at 15537 Blue Crystal Trail
On May 4th, a building permit was issued for a 1,050 square foot second floor conversion from a
workshop to an ADU.
New Accessory Dwelling Unit at 16310 Avenida Florencia
On May 13th, a building permit was issued for a 558 square foot garage conversion to an ADU with
a new 623 square foot garage and a 100 square foot interior remodel.
CAPITAL IMPROVEMENTS
Mickey Cafagna Community Center
The courtyard market lights and the restroom light modifications are complete. The parking lot
rehabilitation project is complete.

FY 2020-21 Street Overlay Project
On May 24th, work will commence on the Overlay Project. The first phase of work is to upgrade the
pedestrian ramps that are in the project area. This effort will require traffic control at different times
on Community Road and Midland Road, from Poway Road to Twin Peaks Road, and Twin Peaks
Road, from Community Road to Pomerado Road. The next phase of work will be the asphalt patching
and overlay on all the same streets plus four residential streets. This work is in preparation for the
slurry seal treatment that will be applied to all the same streets this summer. Staff has already placed
public notification signs at the limits of work and is coordinating the updating of the City’s website.

FY 2020-21 ADA Barrier Removal Project
The City received bids for the next ADA project at Lake Poway within the project budget. The project
will be presented at the June 1st City Council meeting for consideration of awarding the contract.
FY 2021-22 Street Maintenance and Citywide Striping Projects
The City received bids for next year’s Street Maintenance and Citywide Striping projects within the
project budgets. Both projects will be presented at the June 15th City Council meeting for
consideration of awarding the contracts and are contingent on approval of the City Budget.
Clearwell Distribution Flowmeter
Construction continues in the parking lot of the Public Works operations yard and warehouse. The
lid of the vault has been removed, and the new meter and piping have been installed. Portions of
the vault wall scheduled to remain will require additional structural improvements to be added to hold
the new vault lid. This additional work is expected to have a minor impact to the schedule, and the
project is still anticipated to conclude on time by the end of June. The project will ultimately provide
an accurate accounting of water flow into the distribution system year-round and increase operational
efficiency.
LAND DEVELOPMENT
Wiersum Property
City staff issued comments on the 1st review of a boundary adjustment application to move the
property line between two parcels approximately 60 feet south for a property along Misty Meadow
Road.
The Farm
City staff returned comments on the 1st review of the rough grading, public improvements, and final
maps for the 226-lot subdivision, 160 of which are residential lots, proposed at the former Stoneridge
Golf Course site.
Golden Way
City Staff received the 2nd submittal for a boundary adjustment revising a parcel line between two
properties on Golden Way.
Poway Commons
City staff returned minor comments on the 5th submittal of the precise grading package for the
proposed residential and mixed-use development for the parcels on both the north and south sides
of Poway Road near Quate Court and Civic Center Drive/Tarascan Drive.
Yeager Residence
City staff received the 2nd submittal of a grading plan for the legalization of grading that occurred at
an existing residence along Gate Road.
Firenze Residence Slope Repair
City staff approved the grading plan to repair a slope failure that occurred during last year’s winter
storms at a residence on Belvedere Drive. Staff has requested the mylars and remaining fees and
securities needed before grading permit issuance.
Marquee Sign Encroachment
City staff received an application to allow a marquee sign encroachment within the right -of-way on
Garden Road.

As-Needed Water System Analysis Contract
The current As-Needed Water Systems Analysis contract is due to expire in the end of June. Staff
posted a request for proposals and received three proposals for a new 3-year contract. Staff is
currently reviewing the proposals, will make a selection and will request City Council to award the
contract at the June 15th City Council meeting.
INSPECTION
Creekside Plaza
Poway Road (G19-0013) - The contractor continues construction of the building. Compaction of
subgrade and form work for curb, walkways, and flatwork continues. This week the contractor is
forming the wings and top for the proposed B-2 catch basin inlet and construction of the trash
enclosure pad is complete.
Lamie Residence
Heritage Drive (G20-0023) - The contractor completed clearing and grubbing and then the three-foot
over-excavation for the ADU to minimum 5 feet outside the building corners per the geotechnical
recommendations. This week the contractor is scheduled to continue excavating back cuts for the
proposed retaining walls around the proposed tennis court.
SDG&E 16” Gas Line Installation Project
Pomerado Road (RW20-0036) - The new SDG&E gas main that will run through Poway along
Pomerado Road from just north of Stone Canyon Road to Scripps Poway Parkway is scheduled to
begin soon. The right-of-way permit to install the proposed 16” steel line in Pomerado Road and a
temporary-use-permit for a staging yard off Oak Knoll Road have been approved. A preconstruction
meeting has been held.

Ridgeview Residential Care Facility
Aubrey Street (G19-0005) - Work is complete. A punch list was created and provided to the
contractor. The contractor has completed all punch list items. The project inspector performed the
final punch list inspection, signed the occupancy request form, and delivered the file to the project
engineer to complete the close out process.
Villa De Vida
Oak Knoll Road (G19-0002) - Last week the developer worked to complete the punch list items and
prepare for the final punch list inspection. The final punch list inspection was performed by the project
inspector and lead inspector. The request for occupancy form has been signed and the inspection
file sent to the project manager to complete the close out process.
Ekiko Residence
Bowl Creek Road (G20-0015) - The contractor brought a rock drill on site to drill a pattern of holes
in the existing rock to aid in breaking. After the completion of drilling, the contractor resumed breaking
rock in the over-excavation area. BMPs are in place.
General Atomics Addition A 42 Thunder
Kirkham Way (DR20-006) - The contractor continued forming and placing concrete for the loading
dock and is working on the drainage redesign for the water tank pad. The contractor has formed and
placed reinforcing steel. Work continued with backfill and paving of the sewer lateral on the site. The
subcontractor continued work on the electric crossing on Kirkham Way.
Grassi Accessory Dwelling Unit
Eastvale Road (SW20-0164) - The contractor continues construction of the ADU. The contractor is
installing the roofing system per the City of Poway Building Department.
Berg Residence
Running Deer Trail (MDRA16-013) - Work within the buildings continues. The contractor completed
the section of driveway apron on private property and the placement of the pervious asphalt.
Stacy Residence
Sagewood Lane (G20-0004) - The final job walk with site
inspector and lead inspector has been conducted. No
issues were noted, and all punch list items have been
completed. Redline drawings have been turned in,
reviewed, and turned over to the project engineer for
review. Inspection is complete and occupancy has been
signed. The developer stated that the veteran is expected
to move in May 21st.
Poway Commons
Poway Road (G19-0011) (STI20-002) - Last week work on demolition and replacement of the
sidewalk sections on Poway Road began. Removals and replacement of curb, gutter, and sidewalk
will continue into the weeks to come. The electrical contractor has begun excavation for the proposed
streetlight foundations along Poway Road. Underground electrical and communication lines were
found to conflict with both the streetlight foundations and the bus shelters. The project engineer is
busy working on a change to accommodate for the discovered utilities. Work on site continues and
five new building slabs have been placed. Work on framing of the new buildings is ongoing.

Lee Residence
Del Poniente Road (G20-0017) - Work on the grading portion of the project has begun. The project
inspector and the geotechnical engineer met on site and confirmed the first keyway together. Import
of material is ongoing as grading progresses.
Outpost
Poway Road (STI18-001) (G18-0002) - The Owner/Developer was sent a letter requiring removal of
material and equipment, and replacement of the sidewalk along Poway Road. The contractor has
begun removing material and equipment from the right-of-way and is in the process of reinstating all
applicable permits. The construction trailer and generator that blocked most of the sidewalk have
been removed but work to re-establish the sidewalk cannot be complete until the appropriate permits
have been issued.
Norris Residence
St. Andrews Drive (G20-0019) - Removal and re-compaction of the native soils is ongoing. Inspection
met with the geotechnical engineer and confirmed the removal of native soil is down to firm and
unyielding material. Import of material continues and is being observed by the soil technician.

• Attended San Diego County Fire Chiefs Association EMS Section meeting via conference call
• Drafted new training/refresher on the controlled substance policy and NarcBox controlled
substance vaults for crews and new hires
• Completed quarterly NFIRS reporting for Q1/2021 and sent to State
• Collected information from contractors and submitted a proposal to the Fire Chief regarding the
installation of turnout extractors at Fire Stations 1 & 2
• Coordinated with San Diego Fire Department’s Emergency Communication & Data Center to

• Crews completed the annual Wellness Fitness Appraisals through Santa Ana College. The fitness
appraisals provide overall health and physical condition to personnel working in the fire service.
This is vital to the health and condition to be able to do the job of a firefighter.
• Crews attended the 2021 Annual County Wildland Drill. Crews are put through rigorous training to
help prepare for the wildland season. They participated in wildland skills, firefighter entrapment
and simulated large wildland fires as a few examples.
• Crews completed our Poway Fire Department annual wildland skills sign-offs. These are skills
used during the wildland season to help prepare our personnel for wildland fires.

Asphalt Repairs (sq. ft.) 42850 As part of the Zone #4 Paving Program - milled
and replaced 42,850 (sq. ft.) of asphalt in the
Silverset and Triumph Drive area.
Debris Removal – illegal dumping 3 Picked up a mattress from Range Park Road, an
illegal dump from Metate Road (wood debris and
a dryer). Removed debris from a block wall and
rebar from a resident’s driveway after a car
accident.
Concrete Repairs (sq. ft.) Called in mark-outs for future removal of concrete
sidewalk at Community Park.
Signs 13 Removed and replaced 13 ADA Handicap signs
at Community Park.
Vegetation 800 Cleared 800 feet of overgrown vegetation on
Espola Road from Del Poiniente Road to
Durhullen Drive and from Ezra Lane to Range
Park Road.
Miscellaneous 2 Set up a temporary lane closure for Code
Compliance on Stowe Drive due to debris
removal project in the area. Installed four park

Parks, Trails & Landscape Maintenance
Aubrey Park Trimmed shrubs along the fence line, performed
irrigation checks and made repairs. Removed
multiple incidents of graffiti.
City Hall Spread mulch along the southern border, weeded
planters and cleaned out leaves.
City Owned Properties Performed weed abatement and mowed six
properties between Sycamore and York Avenues.
Community Park Addressed multiple incidents of graffiti and
vandalism. Worked to prepare facility for
reopening. Fertilized ball fields and non-play
areas. Provided support for multiple construction
projects. Repaired or restored multiple drip
irrigation systems in the parking lot medians.
Garden Road Park Applied herbicide along the trail and mulched
areas along the fence lines and hardscapes.
Delivered and spread 12 yards of mulch at the
back of the park. Replaced a broken fence post
at the front of the park.
Hilleary Park Spread multiple loads of mulch, cleaned and
trimmed planters, repaired turf areas with sod.
Lake Poway Park Repaired two turf irrigation valves, repaired, and
replaced multiple irrigation valves, marked out
irrigation heads along the volleyball gazebo area,
and future sidewalk ADA project. Added
landscape mulch around the Tony Gwynn
Memorial site. Removed graffiti from the upper
restroom and saved the information to Graffiti
Tracker. Located broken irrigation valve wires
and made the necessary repairs.
Old Poway Park Provided support to construction vendor and the
Garden Club. Addressed multiple incidents of

graffiti and, trimmed the wisteria in the patio
area.
Silverset Park Covered two days of maintenance and service to
the park. Replaced two drip irrigation valves and
repaired another. Applied herbicide along the
planters and on the outside of the ballfield
mulched areas.
Sycamore Creek Park Sycamore Park (West) – Performed irrigation
system checks, adjusted heads, and made
repairs.
Valle Verde Park Adjusted and replaced irrigation heads. Planted
50+ plants along the creek from the playground
toward the bridge. Relocated several plants to
the trail head. Performed gopher abatement.
Supported trail fence contractor. Relocated a
trashcan in the Blue-Sky parking lot.
Miscellaneous Parks Supported Friday through Saturday afternoon
campout. Assisted with spreading mulch at
Garden Road Park.
Miscellaneous Trails Performed weed abatement and mowed Scrub
Oak Trail, Pomerado Trail behind the elementary
school, Iron Mountain staging area and the
helipad along Highway 67 for emergency
parking, La Manda to Avenida Valencia, Old
Coach, Poway Valley Riders Association and
West Ridge Trail. Replaced one section of trail
fencing south of Oak Creek Road.
Contract Inspections Performed LMD inspections, responded to
resident’s requests, addressed irrigation leaks
and breaks, prepared tree removal requests,
removed fuel/trees along Twin Peaks and at
Vehicle Maintenance. Abated bees at Summer
Sage and Saddlewood. Inspected irrigation repair
in the right of way at Villa De Vida.
Oversaw vendor installation of a new card reader
and door access controls at City Hall. Attended
monthly janitorial meeting and facility inspections.
Oversaw the camera install at Poway and
Pomerado; Pomerado and Twin Peaks and new
LED pilot light installations on Midland Road.
Oversaw installation of HVAC motor at Fire
Station #3. Attended HVAC control training for
City Hall and Community Center. Completed
