• PCPA staff are working diligently to support upcoming performances at the theatre. All

• Jewish Family Services has started notifying participants that the drive-thru food distribution
program will relocate to the Mickey Cafagna Community Center on June 23.
• Nine lifeguards attended a countywide Water Safety Instructor training course over Memorial
Day weekend. The comprehensive course certifies lifeguards to teach Learn to Swim
programs.
• Staff hosted the Poway Sports Association quarterly meeting on June 2. The meeting purpose
was to coordinate use of fields for July through September.
• Planning for the Old-fashioned Fourth and two July 4 Firework Shows is in full swing. Staff is
coordinating with Public Works, Poway Fire and Sheriff Departments, and several contractors
and vendors.
• RailWorks will be onsite next week to complete repair and maintenance work on the train track
at Old Poway Park. Once the work is completed, Poway Midland Railroad will start retraining
volunteers in preparation for reopening train rides to the public on June 19.

PLANNING
Community Park Assessment Public Feedback
The City is conducting an updated needs assessment to determine future amenities and offerings at
Community Park. This is an action plan to provide a prioritized list of programs, facilities, and
amenities to be considered for Community Park. The outreach and assessment are being prepared
by PROS Consulting, Inc. Virtual stakeholder interviews are scheduled for June 7th and 9th and
virtual workshops will be held June 8th and 9th at 6:00 p.m. To register for a workshop, provide
comments, or learn more about our Community Park needs assessment, please visit:
plancommunitypark.com. The assessment is anticipated to be completed in early fall.
Annual Habitat Conservation Plan Report Submittal
The City submitted the annual Habitat Conservation Plan (HCP) Report to the United States Fish
and Wildlife Service and California Fish and Wildlife Service (Wildlife Agencies). The annual report
is required by June 1st of each year as part of the HCP Implementation Agreement between the City
and the Wildlife Agencies. The report indicates the amount of habitat lands by type within the City
and details the habitat impacts, preservation through Biological Conservation Easements/Open
Space Easements, and land acquisitions by the City for habitat conservation that have occurred
throughout 2020.
Expansion of Veterinary Hospital at Twin Peaks Plaza
On May 18th, an application was submitted to modify an existing Conditional Use Permit (CUP13-
004) for the Best Friends Veterinary Hospital located at 14861 Pomerado Road within the Twin
Peaks Plaza shopping center. The CUP modification application is requesting authorization to
expand the existing veterinary hospital into adjacent suites. The request includes an approval of an
existing expansion that was not previously approved and a new expansion.
New Accessory Dwelling Unit at 16310 Avenida Florencia
On May 13th, a building permit was issued for a 558 square foot garage conversion into an ADU, a
100 square foot interior remodel, and a 623 square foot private garage.
CAPITAL IMPROVEMENTS
City Hall HVAC Controls Replacement Project
The contractor is completing the wire pulls and actuator switchover on the north end of the first floor.
They will be doing the air balance and control system takeover this Thursday. The following week
the team will move to the south end of the first floor.
Clearwell Distribution Flowmeter
Construction continues in the parking lot of the Public Works operations yard and warehouse.
Repairs to the existing vault to remain are underway and will be completed this week. Once the

repairs are completed, the forms for the vault lid and access hatch will be constructed. The project
is anticipated to conclude on time by the end of June.
Boulder Mountain Reservoirs No. 1 and 2 Rehabilitation
The contractor has completed structural repairs on both tanks and are preparing for sandblasting
this week. They will begin sandblasting the roof and shell of both tanks at the end of the week and
move to the floor when they are completed. After blasting is complete, the contractor will coat the
exterior of the tanks and install the remaining appurtenances. Construction is anticipated to be
complete at the end of July.
LAND DEVELOPMENT
Ridgeview Residential Care Facility
City staff released the mylars to the Engineer of Record to complete record drawings for the
residential care facility located on Aubrey Street.
Ekiko Residence
City staff approved a construction change involving a retaining wall relocation for the grading
associated with the proposed single-family residence on Glen Circle Road.
Hinzman Residence
The applicant has executed the Encroachment Removal Agreement for an encroachment in the City
right-of-way for a paver driveway on Carriage Road.
St. Bartholomew’s Church
City staff returned comments on the 1st submittal of a grading plan package to remove the existing
parish hall and expand the parking lot at the St. Bartholomew's Church on Pomerado Road.
Shahzad Residence
City staff received the 3rd submittal for the grading plan associated with a new single-family
residence on St. Andrews Drive.
Marlow Residence
City staff received and accepted as-built mylars for the completed single-family residence on Deer
Valley Estates.
Fairfield Development
City staff returned comments on the 1st submittal of the final map for the Fairfield mixed-use
redevelopment project at the existing Fun Bowl and Carriage Center West Shopping Center. City
staff also received the 1st submittal of the grading plans for the Fairfield mixed-use redevelopment
project.
STORMWATER
Assembly Bill 377
Assembly Bill 377 (AB 377) is a proposed legislation which would require all California surface waters
to be fishable, swimmable and drinkable by January 1, 2050. The bill prohibits the State and
Regional Boards from adopting permits with compliance schedule terms and requires the
development of an enforcement program to enforce all water quality standards violations.
On May 20, AB 377 was converted into a two-year bill. This means that it will not proceed to the full
Assembly this year. Instead it will remain with the Assembly Appropriations Committee.
Amendments may be introduced by the author in January 2022, but not before. As a two-year bill,

it would need to be approved by the Appropriations Committee and the full Assembly in a very
compressed timeframe. The expectation is that as it is now a two-year bill, there will not be additional
updates in the next few months. Staff will continue to coordinate closely with other local governments
and the California Stormwater Quality Association (CASQA) and follow this bill status.
Prior to being converted to a two-year bill, AB 377 was considered by the Appropriations Committee
based on anticipated funding of more than $150,000. Financial information provided by CASQA and
the State Water Board informed the Appropriations Committee that, as currently proposed, AB 377
would require 37 new Storm Water Board staff positions, at an annual cost of $7.4 M.
Los Peñasquitos Lagoon Restoration
City staff met with the Copermittees within the Los Peñasquitos Watershed (City of San Diego, City
of Poway, County of San Diego and City of Del Mar). The City of San Diego announced that they
had reached 60% design already for the Phase 1 portion of the project. They also stated that they
are in the process of getting the Cost Share Agreement approved through their council with the
expectation to have it finalized in July. The City of Del Mar has the agreement signed and has sent
it to the City of San Diego. The County of San Diego is scheduled to go to their Board of Supervisors
on June 30th in order to execute the agreement.
INSPECTION
Lee Residence
Del Poniente Road (G20-0017) - Work on the grading portion of the project continues. The inspector
and geotechnical engineer met onsite to observe the new keyway at the south end of the pad. The
contractor has cut slopes on both the east and west side of the pad and has begun the over-
excavation of the pad. Import of fill material is scheduled to resume this week.
Creekside Plaza
Poway Road (G19-0013) - The contractor continues construction of the building. The contractor is
working on compacting subgrade and forming the curbs, walkways, ramps, and other improvements.
Forming of the wings and the top section of the new B-2 catch basin inlet was completed. The
concrete for the new B-2 inlet was not placed last week as other work took precedence. During
installation of utilities a section of colored concrete was removed and then replaced. The replacement
portion did not match the existing concrete and crews are required to replace the new portion to
better match the existing colored concrete. Last week the section was removed and is scheduled to
be replaced this week.

Outpost
Poway Road (STI18-001) (G18-0002) - The contractor states they are in the process of reinstating
all applicable permits and are working on re-opening the existing sidewalk. The construction trailer,
generator, materials, and construction debris that blocked most of the sidewalk have been removed.
The existing sidewalk has been cleaned. Sidewalk areas needing repair have been prepped for
temporary concrete. Placement of temporary material to reestablish the sidewalk will require a lane
closure. That work will be completed after the appropriate permits have been issued. A right-of-way
permit to clean-up, repair and reopen the sidewalk has been submitted to the City.
Stoneridge Grading Violation
Stoneridge Golf Course (G21-0003) - All work has been completed. Markout paint removal was the
remaining item but it has now been removed. No outstanding issues remain, and the file has been
delivered to the project manager to complete the close out process.
Bevilacqua Addition
Butterfield Trail (MDRA17-028) - This project is complete. Last week the inspector performed the
final inspection and confirmed there was 2% fall away from the structure/addition, the area has been
planted, and no outstanding issues are present. The project is complete, the occupancy request form
has been signed, and file delivered to the assigned project manager to complete the close out
process.
SDG&E 16” Gas Line Installation Project
Pomerado Road (RW20-0036) - The contractor working for SDG&E, Snelson Companies, Inc., has
begun construction and has been working on setting up the laydown yard on Oak Knoll Road. The
private construction fence has been set up. Fiber rolls and other BMPs are onsite but have not been
installed. Equipment and materials are being delivered to the yard in preparation of construction.
The construction water meter has been placed, as requested, at the end of Roca Grande Drive. A
resident has indicated to inspection staff that a water truck has been driving up the private roadway
to use the meter. The SDG&E representative has been notified as they are not to be using the
private roadway as part of the TUP conditions.
Poway Commons
Poway Road (G19-0011) (STI20-002) - Work on demolition and replacement of the sidewalk sections
on Poway Road has begun. Removals and replacement of curb, gutter, sidewalk, and pedestrian
ramps will continue in the weeks to come. The proposed bus shelters, streetlights, and tree wells are
all in the process of being redesigned to fit within the right-of-way which is heavily congested with
underground utilities. Bio-retention basin construction continues as crews install liner and engineered
material layers.

• Staff continues to prepare for move to the new office area at City Hall. Staff are decluttering
workspaces and selected a vendor to assist with moving several pieces of office furniture from FS1 to
the new area at City Hall.
• Chief Canavan met with City Engineer Melody Rocco and PW Assistant Director Will Wiley to review
proposed CIP for FS3’s roof replacement and HVAC improvements.
• Processed 6 public record requests, 2 subpoenas for records requests, and 3 incident report requests.
• DC Post and Senior Inspector Loperena assisted IT with EnerGov application testing.
• DC Post and Senior Inspector Loperena met with the homeowner at 15415 Eastvale Road to discuss

• Attended the San Diego County Training Officers meeting. The meetings are to discuss what
training opportunities and training standards departments are conducting. As well as training
opportunities provided throughout the county. Information is also shared about each
department’s operations.
• Attended the San Diego County Health and Safety Officers meeting. The meetings are to
discuss different health and safety topics within the Fire Service.
• Attended the City of Poway Safety Committee meeting. The meetings are to review safety
issues within the City and workplace injuries.
• Attended a Joint Apprenticeship Committee (JAC) Meeting. JAC is designed to discuss where
we can have training options within the department and see where we need to provide more
training opportunities.
• Welcomed a New Probationary Firefighter/Paramedic Luke Hawkinson. He started a one-week
orientation on 5/24/21.

Street Maintenance
Asphalt Repairs (sq. ft.) Zone 4 paving removed and replaced 36,200 (sq.
ft.) of asphalt. Crack sealed Comuna Dr, Olive
Meadows Dr, Olive Grove Dr and Midland Rd
total 42,450 LF.
Debris Removal Cardboard and wood debris on Espola Rd.
Concrete Repairs (sq. ft.) Removed and replaced 95 (sq. ft.) of concrete
sidewalk at Community Park. Grinded down 30
feet of lifted sidewalk around the Dog park area at
Community Park.
Signs Installed three new “No Parking” signs on Old
Coach Rd. Replaced eight faded regulatory signs
at Community Park PARKING AREA.
Vegetation Sidewalk brush clearance and weed abate
vegetation on Garden Rd at Floral Ave 600 ft.
Emergency tree trimming on Aubrey Rd due to
tree limbs impeding the right of way.
Graffiti
Miscellaneous Special sweep on Espola Rd at Range Park due
to scattered rock debris 600 area. Car debris
removal Twin Peaks Rd at Budwin Ln.

Annual Drop Inlet inspections 216 Storm Water crews completed the inlet
inspections throughout Poway including newly
installed trash capture devices.

Bette Bendixen Park Delivered six yards of playground mulch from the
Lake and spread around the playground
equipment.

City Owned Properties Completed property inspections. Weed
abatement along the Old Stone Lodge.
Community Park
Garden Road Park Removed old metal BBQ post, transported from
the lake storage yard two new cement BBQ’s,
and installed at the park. Weed abatement along
the mulch areas, few days later made an
herbicide application along the same areas.
Trimmed back the vine and plant material along
the fence between the park and trail.
Hilleary Park
Lake Poway Park Prepped and supported campout. Replaced two
old Archery Range targets and rotated another.
Replaced both swings and hardware at the lower
playground. Removed mid-sized fallen tree limb
near the Treatment Plant fence. Replaced one
old turf irrigation valve, system checks, head
adjustments and replacements.
Old Poway Park
Poway Oaks Park Added dog bag dispenser per resident request in
front of the park. Assisted our contractor with a
playground post repair. Herbicide application.
Silverset Park Repaired irrigation water line damaged due to
tree root near the Field View entrance. Trimmed
back the Acacia along the southern end of the
walking path. Irrigation system check, head
adjustments and replacements were made as
needed. Assisted our tree contactor with the
removal of two large fallen tree limbs in the tree
grove between the park and resident homes.

Starridge Park
Sycamore Creek Park Herbicide application at both locations.
Valle Verde Park Delivered a load of cobble rock from the Old
Stone Lodge and placed at the ends of the
parking lot medians and in front of a park bench
located at the back of the park. Installed plastic
fence cap along the top of the playground fence.
Fertilized the sport fields. Added two additional,
picnic tables to open area next to the parking lot.
Miscellaneous Parks Staff assisted with the delivery and placement of
two cement BBQ’s at Garden Road Park, and
the spreading of playground mulch at Bette
Bendixen Park.
Miscellaneous Trails Replaced two faded signs along the Justin Trail.
Replaced four old/bent fence rails along the Old
Coach Trail. Cleaned/removed vehicle and fence
debris left over from vehicle accident along the
Twin Peaks Trail. Weed abatement mowing
along the Rattlesnake Trail as far the mower
would go. Removed low hanging tree limbs
along the Tierra Bonita and Avocado Link Trail.
Herbicide application along Justin’s trail to Old
Coach and road to nursery.
Contract Inspections Respond to resident’s requests – fallen tree limbs,
irrigation leak on Ted Williams, concerns of LMD
trees next to resident’s homes, LMD irrigation
hitting resident’s fence. Irrigation Booster Pump
pre bid meeting, Met with landscape contractor to
inspect landscaping and irrigation of LMD 19-1,
Request quotes from WCA for end of year tree
trimming, Clean up debris from car accident on
Twin Peak, LMDAG meetings, Teamsters/City
negotiations
Janitorial inspections of City Hall, MCCC, City
hall, Crosthwaite; Fire Alarm testing at Old Poway
