Tie-dye, sparkling turtles, and more were great entertainment for 46 participants. • A summer of wacky water games, crazy crafts, boating adventures and fishing the lake is just ahead and staff geared up for Lake Poway Day Camp by participating in training June 14-16. • Every weekday is in-person day again at the Poway Library. All materials can now be returned 24 hours a day and the library is now open Monday through Friday, 10:00am to 4:00pm. • No reservations required! On June 21, the Swim Center will return to standard operations and increase swim lesson capacity from 220 to 835 student spots. • Although the Poway Midland Railroad Volunteers wanted to begin operations on June 19, the date has been pushed out slightly to allow for more training of new operators. The new target for reopening is now June 26. • Lead box office staff are attending ticketing software training for five hours each week during the month of June. Cross-training of all box office attendants will occur in July and services are expected to resume in early August. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: June 16, 2021 SUBJECT: Director’s Notes PLANNING Community Park Assessment Public Feedback The City is conducting an updated needs assessment to determine future amenities and offerings at Community Park. This is an action plan to provide a prioritized list of programs, facilities, and amenities to be considered for Community Park. The outreach and assessment are being prepared by PROS Consulting, Inc. Virtual stakeholder interviews were conducted on June 7th and 9th, and virtual workshops were held on June 8th and 9th. Stakeholders included over 40 staff, Council members, and community members. Over 30 people were in attendance at the public input meetings and participation was generally enthusiastic about the opportunities at Community Park. The recordings of the public input meetings are posted at plancommunitypark.com. To date, recurring feedback from the interviews and meetings included a need for more parking, pickleball, BMX, trails and connectivity, shade, open space areas, accessible and inclusive playground equipment, multi- generational facilities and amenities, restroom facilities near the bocce ball course, and retaining existing facilities and amenities with proper rehabilitation and maintenance. Stakeholders were also very complimentary to Community Services staff and there was enthusiasm towards events at Community Park. A community survey will be available later this summer and it is anticipated that the City Council will consider the draft assessment in early fall. Old Coach Golf Estates Specific Plan Amendment and a 6-Lot Single-Family Residential Subdivision at the Maderas Remainder Parcel On June 3rd, a Specific Plan Amendment (SPA21-002) and Tentative Tract Map (TTM21-004) were submitted to amend the Old Coach Golf Estates Specific Plan to transfer the development rights for four residential lots from a 122.5-acre area located on the east side of Old Coach Road, approximately one mile north of Espola Road, to a parcel (remainder parcel) located at the intersection of Old Coach Road and Espola Road. The proposed subdivision on the 15.65-acre remainder parcel would subdivide the parcel into six, half-acre lots and a new remainder parcel. A Pre-Development Conference with the City Council was held for the same proposal on May 4th. T-Mobile Wireless Communications Facility located at 12234 Poway Road (CUP21-002) On June 9th, a Conditional Use Permit (CUP) modification was approved for T-Mobile. The project consists of the removal and replacement of six wall mounted antennas and six remote radio units with new screening that will be painted to match the existing building. Tenant Improvements for Board & Brew Restaurant at Creekside Plaza Shopping Center On June 10th, a building permit was issued for a 2,653 square foot tenant improvement for the Board & Brew restaurant at 13501 Poway Road in the new stand-alone commercial building. Director’s Notes June 16, 2021 Page 2 Demolition of facilities at 17166 Stoneridge Country Club Lane (formerly Stoneridge Golf Club) On June 9th, a demolition permit was issued to demolish the existing abandoned country club facilities, including pool/spa totaling 28,000 square-feet at the former Stoneridge Golf Club. New Single-Family Residence at 13526 Whitewater Drive On May 25th, a building permit was issued for a new 3,364 square foot single-family residence and a 918 square foot garage. CAPITAL IMPROVEMENTS City Hall HVAC Controls Replacement Project The contractor will be cutting over the HVAC devices to the new control system on the first floor Community Services and Clerk’s office this week. The contractor will also start working on the Council Chambers and the central plant on Wednesday. 2020-21 Street Overlay Project The contractor is continuing to remove and replace pedestrian ramps in their scope of work. To date, the ramps that are on the overlay streets, Midland Road and the entrance to Silverset Park have been replaced. Next week the asphalt removal and replacement and the pedestrian ramps on Community Road will start. Old Poway Park Train Track Maintenance Project The contractor replaced 22 ties throughout the length of the track loop and one head block tie at a switch near the depot last week. Some minor adjustment was needed at the switch that the contractor came back to do this week. Lake Poway CDBG ADA Project The pre-construction meeting was held last week for this year’s ADA project. The project will realign the access ramp and parking stalls at the volleyball court gazebo picnic area. Public Works and Community Services were both in attendance. Construction will start as soon as the contracts have been fully executed. Clearwell Distribution Flowmeter Construction continues in the parking lot of the Public Works operations yard and warehouse. The forms for the vault lid and access hatch have been constructed and the reinforcing steel has been placed. The concrete is tentative for this week, pending third party special inspection of the reinforcement. The project is anticipated to conclude on time by the end of June. Exposed Sewer East of Martincoit Construction is set to begin on June 21st to coincide with summer break at Painted Rock Elementary. The contractor will begin clearing weeds and trimming trees to accommodate the new sewer alignment. Once the discharge permit is approved by the City of San Diego, excavation will begin. Construction is expected through the summer months and will conclude by October of this year. LAND DEVELOPMENT Ramirez Residence City staff returned comments on the first submittal for the grading associated with the development of a new single-family residence and accessory dwelling unit on Del Poniente Road. Director’s Notes June 16, 2021 Page 3 Poway Town and Country City staff returned comments on the first submittal of the grading plan package for the proposed drive-thru coffee shop at Poway Town and Country shopping center on Poway Road. The Conditional Use Permit has not been approved yet. Norris Residence City staff approved a construction change to the grading plan for the extension of the patio on the proposed single-family residence on St. Andrews Drive. Colburn Residence City staff received the mylars for the grading plan associated with the development of a new single- family residence on Cedar Ridge Court. Fees and Securities have not been paid yet. Poway Commons City staff has received the sixth submittal of the precise grading package for the proposed residential and mixed-use development on parcels on the south side of Poway Road near Quate Court and Civic Center Drive/Tarascan Drive. Comments were minor on the last review. Marquee Sign Encroachment City staff requested revisions to an exhibit associated with the application for an encroachment agreement to allow a new non-illuminated marquee sign within the right-of-way along Garden Road. STORMWATER Dry Weather Outfall Discharge Monitoring The Municipal Permit requires the City to perform Dry Weather Outfall Discharge Monitoring each year. The City is required to visit at least 80 percent of its major outfall locations within each Watershed Management Area (WMA) twice per monitoring year. The City’s current inventory has 48 major outfalls, 12 in the San Dieguito WMA and 36 in the Los Peñasquitos WMA. The work includes a total of 78 routine field visits recording visual observations, identifying and sampling dry weather flows, upstream source investigations and trash assessments. The City’s consultant D-Max Engineering, Inc. (D-Max) will begin conducting the field visits and sampling of dry weather flows and notifying staff of illicit discharges in the next couple weeks. As the notifications come in from D-Max, City staff issues a series of letters weekly to residents that were identified as contributors of dry weather flows (i.e. over-irrigation, illegal pool discharges, car washing, etc.). The letters are intended to educate and correct issues involving illicit discharges which are a violation of the Municipal Permit and Poway Municipal Code. Follow-up and upstream investigations may be required in response to the sampling results when data is returned from the laboratories. Jurisdictional Runoff Management Program Annual Report City staff is working with our consultant D-Max Engineering, Inc. to prepare the Jurisdictional Runoff Management Program (JRMP) Annual Report. The Annual Report will summarize components of the City’s stormwater program including illicit discharge detection and elimination, development planning, construction management, existing development compliance for municipal, commercial, industrial and residential sites, public education and fiscal analysis. The final JRMP Annual Report will be provided to the Water Quality Improvement Plan (WQIP) group by the requested deadline which is expected to be in early September 2021. The WQIP group is responsible for incorporating the JRMP Annual Report forms into the WQIP Annual Report for each watershed and submitting to the Regional Water Quality Control Board by January 31, 2022. Director’s Notes June 16, 2021 Page 4 INSPECTION Lamie Residence Heritage Drive (G20-0023) - Last week the contractor placed the footing concrete for the tennis court retaining wall. The first course of block was wet set rather than using a mortar keyway. The contractor placed block, grouted the wall cells, and took mortar samples for testing. The bio-basin wall footing has been excavated and the contractor has started laying out the foundations for the home. Pedestrian Traffic Signal Kirkham Way (STI20-003) - The preconstruction meeting for the construction of a controlled pedestrian crossing that will allow safe crossing of Kirkham Way, between Stowe Drive and General Atomics Way, has been held. The contractor has signed all applicable paperwork and construction is set to begin. Firenze Residence Belvedere Drive (G21-0002) - The preconstruction meeting is scheduled to take place this week. This grading project is due to a slope failure above the cul-de-sac below the existing home. The slope failed and material slid into the road. The slope was then repaired without proper geotechnical observation and testing. It is anticipated that the contractor will want to use the roadway as an area to work from and/or keep material and equipment. If the use of the road is requested an approved right-of-way permit and a temporary use permit will both be required. Stone Ridge Country Club Demolition Espola Road (RW20-0160) - The inspector met with both water and sewer division staff prior to having a preconstruction meeting to discuss site utilities. The contractor will be required to cap and place a concrete anchor block on the existing fire service and the sewer laterals will need to be located and capped to prevent intrusion. The preconstruction meeting was held, and all applicable items were discussed with the contractor. Lindquist Residence and Accessory Dwelling Unit Del Poniente Road (MDRA19-008) - This project is located on Del Poniente Road just west of Espola Road. The project is nearing completion. The contractor has started to grade around both structures to achieve correct drainage. Work on landscape and flat work is expected soon. Director’s Notes June 16, 2021 Page 5 SDG&E 16” Gas Line Installation Project Pomerado Road (RW20-0036) - SDG&E’s subcontractor, Snelson Inc., began installing the 16” steel pipe heading north in the southbound lanes. The pipe has been welded and it is anticipated that the 2-sack slurry for backfill will take place this week. This week, work will continue and is expected to cross the intersection of Ted Williams Parkway heading northbound on Pomerado Road in the northbound lanes. Creekside Plaza Poway Road (G19-0013) - The contractor continues construction of the new building with active rock fascia installation, painting, and roofing installation. Forming and placing of curb and other improvements continues. Last week the remaining storm drain inlet top was placed. This week the contractor will continue installing the slot drains along the east and south sides of the building. These slot drains will tie into the Filterra stormwater system. Parking lot restoration and construction have begun. The contractor is working on cutting and compacting subgrade in the parking lot area. Poway Commons Poway Road (G19-0011) (STI20-002) - Work on demolition and replacement of the sidewalk sections on Poway Road, Tarascan Drive, and Civic Center Drive continues. Last week the contractor worked on asphalt slot patches. Removals and replacement of curb, gutter, sidewalk, and pedestrian ramps is expected to continue for several more weeks. SDG&E recently completed the tie-in to the northern most parcel on Tarascan Drive. Last week the curb and gutter placement on the northern parcel was completed and private road improvements began. The subcontractor cut grade for the private road and parking stalls. The proposed bus shelters and tree wells along Poway Road are all in the process of being redesigned to fit within the right-of-way which is heavily congested with underground utilities. The proposed streetlights have been approved to be placed two feet from face of curb, like several existing examples on Poway Road. Bio-retention basin construction is nearly complete with only planting that remains. Director’s Notes June 16, 2021 Page 6 Dycus Residence Glen Oak Road (G18-0010) - Last week the contractor excavated the footing for the proposed retaining wall. This week the contractor is scheduled to place reinforcing steel and the concrete footing. Outpost Poway Road (STI18-001) (G18-0002) - The contractor is in the process of reinstating all applicable permits and is working on reopening the existing sidewalk. The construction trailer, generator, materials, and construction debris that blocked most of the sidewalk have been removed. The existing sidewalk has been cleaned and prepped for temporary concrete. Placement of temporary material to re-establish the sidewalk will require a lane closure. That work will be completed after the appropriate permits have been issued. Started crack-sealing part of Community Road. (11,900 sq. ft.). Debris Removal 2 Removed an illegally dumped mattress from Metate Road and cleared cardboard box debris from Espola Road. Signs 1 Repaired a “Keep Right” sign in the center median of Twin Peaks Road. Vegetation, (lf.) 3000 Performed weed abatement on Poway Road, Garden Road and Espola Road. Special Events 1 Dropped off and retrieved traffic control devices at City Hall. Stormwater & Flood Control Annual Concrete Channel Cleaning Program 14 Commenced annual concrete channel cleaning program. Prepared sites at Midland, Floral, Garden, and Whitewater Roads, Red Cloud and Springvale in the Garden Road area. Graffiti 3 Near Community and Hilleary Parks. Easement Maintenance, Vegetation Management 3 Gaelyn Court, Papago, and Floral Ave. Stuck Lid 6 Broke the seals on frozen storm water access lids, discovered a lid on Aubrey Street during Street Division overlay work. City Hall Weeded and trimmed planters and added mulch. City Owned Properties Performed weed abatement along one property off York Avenue. Community Park Preparations are underway for the grand opening of the Community Center, performed irrigation repairs, added mulch to planters and playground. Restoring areas that were avoided during the construction phase and addressed multiple incidents of graffiti. Garden Road Park Performed weed abatement along the perimeter of the park. Hilleary Park Trimmed shrubs, weeded planters, and added mulch, repaired multiple incidents of graffiti and vandalism. Lake Poway Park Checked the irrigation system, adjusted, and replaced heads. Temporarily repaired an irrigation mainline leak next to the first base ballfield. Trimmed the jasmine planter and the wisteria vine in front of the pavilion entrance. Removed all of the tree suckers in the park. Applied herbicide along the Tony Gwynn statue. Removed trees and weeds growing through the roses along the entry medians. Adjusted one of the volleyball nets to accommodate beach tennis and placed signs on the poles. Assisted softball group with their weekend tournament needs. Old Poway Park Prepared for and provided support for additional patronage. Accommodated multiple parties, weddings, graduations, etc. Abated multiple incidents of graffiti. Silverset Park Performed irrigation system check, adjusted, and replaced heads. Fertilized the sports field. Re-set and lowered home plate on the ballfield and fertilized all the turf areas. Applied herbicide along the hardscapes, fence lines and planters. Added drip irrigation and 50 new one- gallon plants in the Espola Road planter. Miscellaneous Trails Cleaned up dead trees from the Saddle Brook trail head. Removed low hanging tree limbs from along the Avocado Trail and replaced old signs as needed. Removed brush from along the Kent Trail. Removed brush from along the Del Poniente and Avocado Trails. Contract Inspections Picked up LMDAG cleanup bags and debris, Responded to requests for broken irrigation repairs, cleaned up the Midland Road bus stop, picked up debris after a car accident in the Poway Road median. Met with Brightview regarding clean up and replant on Poway Road median. Replanted trees on the Twin Peaks median and processed invoices. Performed annual fire sprinkler inspection at the Sheriff’s station and Library and refilled the fire extinguisher reserves at Fleet.
