Over 300 moviegoers found their way to the big screen in the park. Up next is Frozen 2 on July 10 at Community Park. • Lake Poway held the first Summer Concert of the season on June 20. The parking lot was full by 4:00pm and generated $4,510 in revenue. BETAMAXX entertained approximately 3,000 park patrons. • The Swim Center opened for summer hours just in time for warmer temperatures! The community is taking advantage of being able to drop-in without reservations. Additionally, summer swim lessons are well underway. The first sessions had 42 classes with a total of 185 participants. • After being down for over three years due to repairs and COVID, the Cable Car is back running on the tracks at Old Poway Park. Poway Midland Railroad Volunteers have spent the last couple weeks running the cable car to wear in new axles and train volunteers. CSD Bi-Weekly Report June 30, 2021 Page 2 • Staff responsible for older adult programs and services have been busy developing, coordinating, and contracting with organizations/individuals to provide our first-ever, City-facilitated programs. The ever-popular Feeling Fit, Line Dancing, and Silver Age Yoga classes begin the week of July 5, and are open and free to the public. Still in the works is mahjong, board games, watercolor class, contracted meal program, etc. Staff have been coordinating with the Friends of the Poway Seniors for the return of bingo which is slated to start on Tuesday, July 13. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: June 30, 2021 SUBJECT: Director’s Notes PLANNING Twin Peaks Plaza Tree Planting Earlier this year a Tree Removal Permit was issued to remove 18 trees along Twin Peaks Road, adjacent to Twin Peaks Plaza. City staff has been working with Regency Center, who manages the shopping center, to replace the trees. It was discovered that there were several utilities within the right-of-way that would interfere with the planting of the replacement trees as originally planned. A revised replanting plan has been approved which includes planting fewer trees within the strip between the road and the perimeter wall of Twin Peaks Plaza. To off-set the reduced number of trees, Regency Center will provide Public Works with 14 trees to be planted in the median within Twin Peaks Road. Regency Center will also install other landscaping in addition to the tree replacements along their frontage on Twin Peaks Road. Regency has indicated that this work is scheduled to begin the week of July 6th. 13505 Poway Road, B20-1218 On June 21st, a building permit was issued for a 2,294 square-foot tenant improvement for The Habit Burger Grill at 13501 Poway Road. New Single-Family Residence at 18111 Old Coach Road On June 17th, a Minor Development Review Application was submitted to construct a 3,327 square- foot single-family residence with a detached 1,000 square-foot garage on a vacant 2 ½-acre property located at 18111 Old Coach Road in the Rural Residential A zone. Housing Element Update The City submitted the update to the Draft Housing Element of the General Plan to the California Department of Housing and Community Development (HCD) on May 10th for a 60-day review. On June 23rd, HCD requested further clarification and revisions that staff prepared and provided to HCD on June 25th. HCD is required to provide written comments on the Draft Housing Element by July 10th. Once comments are received from HCD, staff will determine whether any revisions to the document are required. Staff will incorporate comments from HCD into a Final Housing Element Update document and release it for public review and comment. Staff prepared a Negative Declaration which is available for a thirty day public review period from June 24th to July 24th. Staff will present the final 2020-2029 Housing Element Update document to City Council on August 3rd for adoption. CAPITAL IMPROVEMENTS City Hall HVAC Controls Replacement Project The contractor has completed the cutover of the first floor Community Services and Clerk’s offices and City Hall is completely switched over to the new system. The contractor started working on the Council Chambers last week, which is completely offline. The contractor anticipates having the building cutover to the new system by the end of the week. Director’s Notes June 30, 2021 Page 2 2020-21 Street Overlay Project The contractor is continuing pedestrian ramp replacement on Community Road this week and anticipates starting the asphalt work on July 6th. Bowron Road Sewer Upsize The preconstruction meeting was held on June 21st to initiate construction for the upsize of the existing 18” sewer main to a 21” line in Bowron Road. The contractor will begin potholing as soon as the right-of-way permit has been issued. Construction fronting Valley Elementary School is expected to be complete by the time school is back in session in August. Construction on and between Poway Road and Civic Center Drive is anticipated to be complete by September 2021. Exposed Sewer East of Martincoit The construction staking and tree surveys have been completed, and the contractor is to begin clearing the site this week. Sound dampening blankets will be in place to shield the adjacent Painted Rock Elementary School and will remain in place for the duration of construction activity. Construction excavation will begin once the City of San Diego grants permission to discharge groundwater into the sewer system. Construction operations are anticipated to continue through October 2021. Boulder Mountain No. 1 & 2 Reservoir Rehabilitation The contractor has completed sandblasting and coating of the interiors of both tanks. They are setting up scaffolding this week in preparation for sandblasting and coating of the exterior of the tanks. That is anticipated to take two weeks and will be complete by mid-July. LAND DEVELOPMENT Golden Way Properties (BA21-001) City Staff returned comments on the 2nd submittal for a boundary adjustment revising a parcel line between two properties on Golden Way. Navidi Workshop (G20-0003) and Floodplain Development Permit (FLD20-0005) City staff returned comments on the 3rd review of the grading plans associated with the proposed workshop within a floodplain for an existing residence on Twin Peaks Road. The property owner, Mr. Navidi, has a meeting scheduled for next week with the reviewing departments to go over the comments from the third review and work through the outstanding items. Fairfield (STI21-002) City staff returned comments on the 1st submittal of the offsite improvement plans for the Fairfield mixed-use redevelopment project. The improvement plans included the new traffic signal at Carriage Heights Way and Poway Road, a new and revised center median, and improvements fronting the site on the south side of Poway Road. Director’s Notes June 30, 2021 Page 3 The Farm Rough Grading (G21-0001) City staff received the 2nd submittal of the rough grading plan for The Farm subdivision. Street Improvements (STI21-001) City staff received the 2nd submittal of the public improvement plan for The Farm. Public improvements in the set include Espola Road widening, traffic signal improvements, public sewer and water, and a storm drain bypass system. St. Bartholomew’s Church (G21-0004) City staff received the 2nd submittal of a grading plan package to remove the existing parish hall and expand the parking lot at the St. Bartholomew's Church on Pomerado Road. Kandah Residence (BA21-003) City staff completed the 1st review of a boundary adjustment application to revise the property line between two parcels located on Twin Peaks Road. Poway Commons (G20-0007) City staff returned minor comments on the 6th review of the precise grading package for the proposed residential and mixed-use development on parcels on the south side of Poway Road near Quate Court and Civic Center Drive/Tarascan Drive. The majority of the remaining comments are concerning the pedestrian ramp connection from the site to Community Park. Wiersum Property City staff issued comments on the 2nd review of a boundary adjustment application to move the property line between two parcels approximately 60 feet south for a property along Misty Meadow Road and the other along Mina de Oro Road. NATIONAL FLOOD INSURANCE PROGRAM FEMA Community Rating System The National Flood Insurance Program (NFIP) provides federally backed flood insurance within communities that enact and enforce floodplain regulations. To be covered by a flood insurance policy, a property must be in a community that participates in the NFIP. To qualify for the NFIP, a community adopts and enforces a floodplain management ordinance to regulate development in flood hazard areas. Additionally, there is the Community Rating System (CRS) which is a national program developed by FEMA. Under the CRS program, communities can be rewarded for doing more than simply regulating construction of new buildings to the minimum national standards. The City participates in the CRS program for several reasons, one of which is the discounted flood insurance premiums it provides for the City’s residents and businesses. In order to participate in the CRS program, City staff must implement activities to reduce flood damage to existing buildings, manage development in areas not mapped by the NFIP, protect new buildings beyond the minimum NFIP protection level, preserve and/or restore natural functions of floodplains, help insurance agents obtain flood data, and help people obtain flood insurance. Each year, the City must recertify that it is continuing to implement the activities for which it has earned credit and meets the requirements for its level of participation. City staff is currently working on this recertification package to submit to FEMA in August. STORMWATER San Dieguito Watershed As a part of the revised Water Quality Improvement Plan (WQIP) prepared in 2020, Poway committed to additional education and outreach to its residents in the San Dieguito Watershed regarding fertilizer and irrigation practices to address nutrients and bacteria pollutants. This outreach Director’s Notes June 30, 2021 Page 4 is targeted to Homeowner’s Associations. Additionally, education and outreach will be provided to residents with septic systems within the watershed. Poway also committed to increased inspections of Residential Management Areas within the watershed with a focus on over-irrigation practices, proper fertilizer application and general good housekeeping practices. INSPECTION Lamie Residence Heritage Drive (G20-0023) - The contractor placed the concrete footing for the bio-basin wall and wet set the first course of block. This week the contractor is scheduled to grout the bio-basin wall. The contractor is also working on excavating footings and rough plumbing and electrical for the proposed home and ADU. Dycus Residence Glen Oak Road (G18-0010) - Last week the contractor excavated the footing and began placing reinforcing steel for the proposed retaining wall. The project inspector met with the contractor and discussed all wall drain options. The contractor completed reinforcing steel and is scheduled to place the concrete footing this week. Norris Residence Saint Andrews Drive (G20-0019) - Grading continues. The contractor has completed excavation of the proposed retaining wall along the property line. This wall will eventually support the back and side yards. Creekside Plaza Poway Road (G19-0013) - The contractor continues construction of the new building with active rock fascia installation, painting, and roofing installation. The contractor installed the slot drains along the east and south sides of the building which will tie into the Filterra stormwater system. Parking lot restoration and construction have begun. The contractor cut and compacted subgrade, placed class II base, and paved drive lanes, parking areas and easement utility trenches. Mansur Parking Lot Garden Road (G18-0007) - The preconstruction meeting for the drainage portion of this grading project has been held. The project was broken into two parts by the owner. This next phase of work will complete the grading project. The following phase of work includes installing large storm drain pipe to gain additional usable property. Colburn Residence Cedar Ridge Court (G20-0020) - The preconstruction meeting for the grading and construction of this single-family residence is scheduled for this week. Director’s Notes June 30, 2021 Page 5 Firenze Residence Belvedere Drive (G21-0002) - A preconstruction meeting was held last week. Inspection was informed that work is not expected to begin until possibly August. The contractor is not currently available, and the owner is planning to go on vacation. Poway Commons Poway Road (G19-0011) (STI20-002) – SDG&E recently completed the tie-in to the northern most parcel on Tarascan Drive. Curb and gutter placement on the northern parcel were completed and private road improvements began. The subcontractor cut grade for the private road and parking stalls and has completed first course of paving. Ekiko Residence Bowl Creek Road (G20-0015) - The contractor laid out the footing for building foundation and slab for the residence. The contractor also re-compacted the top of slope berm as required by the inspector. SDG&E 16” Gas Line Installation Project Pomerado Road (RW20-0036) - The contractor (Snelson Companies, Inc.) is currently crossing the intersection of Ted Williams Parkway and Pomerado Road. South of the intersection, work was located in the southbound lanes. The work has now shifted to the northbound traffic lanes. The roadway has been ground down and traffic plates have been recessed. The traffic lights have been switched to 4-way flash in the mornings and back to standard operation in the afternoons. Flaggers are assisting with the flow of traffic. SCHEDULED ROAD/LANE CLOSURES  Sidewalk closure south side of Poway Road between 13301 and 13245. Work is related to the Outpost Project.  Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both directions for the undergrounding of utilities associated with the Espola Road Safety Improvements Project.  Lane closure on Poway Road between Tarascan Drive and Carriage Road, and Tarascan Drive between Wanesta Drive and Poway Road both directions for work related to the Poway Commons project. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Craig Ruiz, Economic Development Administrator DATE: June 30, 2021 SUBJECT: June 2021 Economic Development Report • In April 2020, the City created the PEARL Loan program to assist small businesses during the COVID-19 Pandemic. 79 businesses applied for the loans and 35 loans were approved totaling $1,385,326. To date, the City has received repayment of two PEARL Loans totaling $100,000. Staff has recently been contacting businesses that received the PEARL loans to provide an update on the loan repayment process. • Staff is working with SDG&E on a temporary lease of two City properties for use during their construction of a natural gas transmission line along Pomerado Road. SDG&E will use the site to store construction equipment and materials necessary to complete the project. • The San Diego North EDC produces a set of infographic data sheets on the nine incorporated cities across North County. The infographic for Poway is attached, and I can provide the information for the other cities upon request. • On June 7, the San Diego Local Agency Formation Commission (LAFCO) approved the Municipal Service Review for the City of Poway. FD Management Staff Notes Page 2 EMS / TECHNOLOGY OPERATIONS • Between Monday, June 14th and Sunday, June 27th, Fire Department personnel responded to 205 incidents. • Attended San Diego County Base Station Physicians Meeting which included local COVID updates and new protocol changes. The Base Station Physicians committee is one of several committees within San Diego County Health and Human Services. It is chaired by the County Medical Director and is tasked with reviewing and updating prehospital protocols that Poway’s paramedics use as their scope of practice. • Attended Prehospital Audit Committee meeting reviewing specific county incidents. The Prehospital Audit Committee is a confidential committee under San Diego County Health and Human Services that reviews responses throughout the county that may lead to protocol changes or revisions. • Ran specific call audits, including year over year Naloxone administration. The EMS Battalion Chief regularly reviews trends in city responses looking for changes and trends. This information may be used for training or data. • Sent one NarcBox back to manufacturer for preventative maintenance and updates. The fire department has controlled substance vaults in all fire stations and apparatus following county and DEA laws and practices and preventative maintenance ensures they are in proper working order. • Delivered fire attack manipulative training to B Division crews at an acquired structure at Carriage Center. • Attended Metro Zone Operations meeting • Attended multi-agency wildland drill in Rancho Santa Fe • Participated as an evaluator for the Firefighter/Paramedic Recruitment interviews FD Management Staff Notes Page 3 • Between Monday, June 14th and Sunday, June 27th, personnel completed 500 hours of training and activities. Topics included 342 hours of Company Training, 79 hours of Facility Training, and 28 hours of Driver/Operator Training. TRAINING / SAFETY DISASTER PREPAREDNESS TRAINING & PROFESSIONAL DEVELOPMENT HOURS • Attended the City of Poway Safety Committee meeting. The Safety committee reviews safety issues that occur in the City and discusses ways to keep employees with a safe work environment. • Crews participated in multiple training drills at the Poway Carriage Center.
