Countless thousands attended the Old-Fashioned Fourth of July in the morning and 1,955 people paid to enter the Poway High School Stadium for a front-row seat at one of two annual fireworks displays. The shows could be seen and enjoyed for miles around the high school and business park. The total admissions revenue at the stadium was $9,775, which the City splits with the Poway High School Boosters. The Boosters make available volunteers who work the event doing security, taking admissions, and providing other assistance. Attendance at the water aerobics class has been on an upward trend recently. This past week, it hit an all- time, one-day record high of 55 participants. Pool space and hand weights were at a premium. The class runs Monday through Friday from 11:00 a.m. to 12:00 p.m. and is comprised of some of the Swim Center’s most dedicated users. Over 350 moviegoers let it go at Frozen II on July 10 at Community Park. Next up is Onward on July 24. Hungry for Hoops! Open Play recreation re-opened to the community this week. The first night of open basketball drew 55 people back on to the courts. Open Play sports are offered throughout the week for free and include badminton, volleyball, pickleball, and basketball. Friends of Poway Seniors hosted their first day of Bingo on Tuesday. The room was abuzz more than one hour before the games began with 95 total players. Proceeds from Bingo will be donated to the City to help fund older adult programs. The Poway-Midland Railroad (PMRR) is back in full swing! The various rolling stock are running on their regular schedule, which can be located on the PMRR website. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: July 14, 2021 SUBJECT: Director’s Notes PLANNING New Single-Family Residence at 13971 Umbria Way On July 7th, a Minor Development Review Application was submitted to construct a 5,586 square- foot single-family residence with a 1,090 square-foot garage on a vacant 0.97-acre property in the Rural Residential C zone. New Single-Family Residence at 13887 Millards Ranch Road On June 29th, a Minor Development Review Application was submitted to construct a 3,087 square- foot single-family residence with a 690 square-foot garage on a vacant 8.16-acre property in the Rural Residential A zone. Poway Powersports at 12900 Gregg Court On July 2nd, a Conditional Use Permit application was submitted to allow for a new motorcycle dealership with a service department in an existing 19,080 square-foot commercial building previously occupied by Staples. The dealership currently exists at 14168 Poway Road and will be relocating. Reruns Resale Shoppe located at 12511 Poway Road On July 7th, a business certificate was issued for a thrift shop in an existing commercial center located at 12511 Poway Road, and in the Mixed Use (MU) land use district of the Poway Road Specific Plan (PRSP) area. On June 15th, Conditional Use Permit (CUP) 21-003 was approved by City Council to allow Reruns Resale Shoppe to operate in the MU land use district of the PRSP. New Single-Family Residence and Accessory Dwelling Unit at 18773 Heritage Drive On July 1st, a building permit was issued for a new 10,433 square-foot single-family residence, an attached 1,080 square-foot garage, and an attached one bedroom ADU. New Accessory Dwelling Unit at 14299 Hacienda Lane On July 8th, a building permit was issued for a detached 1,200 square-foot, three-bedroom ADU. New Accessory Dwelling Unit & Junior Accessory Dwelling Unit (JADU) at 14277 Midland Rd On June 22nd, building permits were issued for a 775 square-foot detached ADU and a 217 square- foot attached JADU. CODE COMPLIANCE The Outpost The Outpost project located at 13247 Poway Road, has not had construction occurring for a while. The sidewalk has been closed during this timeframe through a Right-of-Way Permit that has expired. Since the sidewalk has remained closed without a permit, the City issued a Notice of Violation and Director’s Notes July 14, 2021 Page 2 followed up with an Administrative Citation. On July 8th, the City finalized a Right-of-Way Permit (RW21-0230) that will allow the developer to open the sidewalk by moving the construction fence and repair the sidewalk where it has been damaged during construction. CAPITAL IMPROVEMENTS City Hall HVAC Controls Replacement Project The contractor has completed the cutover of the Council Chambers to the new control system and has moved on to the central mechanical plant, which will be the last part of the system to be cut over. 2020-21 Street Overlay Project The contractor is finishing the deep patches on Twin Peaks Road and continuing to Community Road. Through the week the contractor will be patching Community Road and Midland Road along with the overlay of two residential streets adjacent to Midland Road north of Twin Peaks Road. Public Works Fleet Maintenance Equipment Lift Project The contractor mobilized on July 12th. The first phase of the project is to remove all the existing hydraulic and in-ground equipment. Next week the contractor will demo the shop slab and construct the new foundation. Bowron Sewer Upsize The contractor has completed potholing and started trenching at the south end of Bowron Road. Construction fronting Valley Elementary School is expected to be complete by the time school is back in session in August. Construction on and between Poway Road and Civic Center Drive is anticipated to be complete by the end of September 2021. Exposed Sewer East of Martincoit The contractor is continuing with clearing the site this week. Construction excavation will begin once the City of San Diego grants permission to discharge groundwater into the sewer system. Construction operations are anticipated to continue through October 2021. Clearwell Distribution Flow Meter Project The meter has been replaced, and the vault structure restoration is complete. The remaining work consists of calibrating the meter, hooking up new ventilation, installing new light fixtures, and installing the mechanical air release. Coordination with Public Works staff is ongoing in anticipation of completing the project by the end of July. Boulder Mountain No. 1 & 2 Reservoir Rehabilitation The contractor is continuing to sandblast and recoat the exterior of both tanks. The project is on track to be completed by the end of July. LAND DEVELOPMENT Lara Residence City staff received the 5th submittal of the Stormwater Quality Management Plan and Drainage Study for the proposed single-family residence and widening of Golden Way. Nguyen Residence City staff returned comments on the first review of a construction change to the grading plans revising the type of retaining walls along the access driveway for a proposed residence off Oak Canyon Road. Director’s Notes July 14, 2021 Page 3 Fitzner Properties City staff reviewed and approved an application package to merge two adjacent properties along Beeler Creek Trail by the property owner. Staff is finalizing the document to send for recordation. Poway Commons City staff received the 7th resubmittal of the precise grading package for the proposed residential and mixed-use development on parcels on the south side of Poway Road near Quate Court and Civic Center Drive/Tarascan Drive. The remaining comments from the 6th review were minor and mostly concerned the pedestrian ramp connection from the site to Community Park. General Atomics/HCP Encroachment City staff reviewed and approved the Encroachment Removal Agreement (ERA) for the conduit duct bank encroachments within the City’s easements and right-of-way on Kirkham Way. The ERA has been sent to the applicant for signatures. Marquee Sign Encroachment City staff approved the application for an ERA to allow a new non-illuminated marquee sign within the right-of-way along Garden Road. STORMWATER Clean Water Act Section 303(d) List The State Water Resources Control Board has publicly noticed the draft statewide Clean Water Act Section 303(d) list of water quality limited segments portion of the 2020-2022 California Integrated Report. The draft statewide list includes new listing and delisting recommendations for waterbodies in the Central Coast, Central Valley, Colorado River Basin and San Diego regions. Section 303(d) of the Clean Water Act requires each state to identify waters of the United States that do not meet applicable water quality standards and to prioritize those waters for total maximum daily load (TMDL) development, unless other corrective action is appropriate. The list suggests the addition of several pesticide type pollutants to Green Valley Creek, Los Peñasquitos Creek and San Dieguito River. City staff is preparing a letter to send to the State Water Board stating our objections to the addition of these pollutants to the 303(d) list mainly due to insufficient information to either link pollutant levels in the segment for causing the toxicity, too low of a number of exceedances to warrant the proposed listing, or insufficient data to establish water quality objectives for these pollutants. INSPECTION Stone Ridge Country Club Demolition Espola Road (RW21-0160) - The existing fire line has been cut and capped by City crews, and the existing sewer lateral was cut and capped by the contractor. Demolition of the club house has begun. Director’s Notes July 14, 2021 Page 4 Dycus Residence Glen Oak Road (G18-0010) - The contractor placed reinforcing steel and the concrete footing. Work on the wall drain has begun. The contractor has chosen to core cut drain holes, rather than placing a drainpipe and rock system. Backfill will begin this week. Poway Commons Poway Road (G19-0011) (STI20-002) - Last week the contractor replaced the western half of the concrete cross gutter at Poway Road and Tarascan Drive. A detour was in place while the concrete cured. This week the contractor removed the top 2 inches of existing asphalt and overlayed the area on Tarascan Drive. This work covered the entire area affected by underground construction. Work on excavation of the proposed streetlights is ongoing and will affect traffic along Poway Road this week. General Atomics Addition A 42 Thunder Kirkham Way (DR20-006) - The contractor completed the concrete for the revised loading dock and water tanks. Construction of the overhead canopy for the water tank is ongoing. This week the contractor will be placing structural steel for the canopy. Advani Residence Riparian Road (MDRA19-012) - The project is nearing completion. A punch list inspection was conducted. A list was generated and given to the owner to aid in the close-out portion of the project. Site cleanup, placing mulch in appropriate areas are all items being worked on. SDG&E 16” Gas Line Installation Pomerado Road (RW20-0036) - Work continues at the intersection of Ted Williams Parkway and Pomerado Road. New pipe has been installed and is being welded and x-rayed. A 2-sack cementitious sand slurry is being used for backfilling, followed by the first course of asphalt. Work will continue to move northbound in the northbound lanes. Pedestrian Traffic Signal Kirkham Way (STI20-003) - The contractor was scheduled to start potholing the existing utilities last week but did not. It is expected that work will begin this week. Lamie Residence and Accessory Dwelling Unit Heritage Drive (G20-0023) - The contractor completed waterproofing, installed the perforated wall drain, installed brooks drain boxes and backfilled the lower wall for the tennis court. Excavation of footings for the home and ADU slabs continues. Director’s Notes July 14, 2021 Page 5 St. Michael’s Rectory and Sanctuary Restrooms Pomerado Road (CUP18-015) - Paving of the parking lot has taken place. The developer had sent an email stating that the geotechnical engineer of record has determined that the structural section can be 3-inches of asphalt over 4-inches of Class II Base. The inspector has not received the letter from the geotechnical engineer and the developer is aware that they are proceeding at their own risk. Burke Accessory Dwelling Unit Sespe Place (SW20-0167) - A final job walk was conducted, and all items are complete. The inspector delivered the file to the project manager to close out. Soares Accessory Dwelling Unit Twisted Branch Road (SW20-0160) - A final job walk was conducted. The work associated with the ADU is complete and the permit has been closed out. Agamirzoyan Residence Bryce Point (MDRA18-030) - A request for occupancy has been received. A final job walk is scheduled to take place this week. Norris Residence Saint Andrews Drive (G20-0019) - Grading continues. The footings for site walls have been excavated and currently reinforcing steel is being placed. Each January and July, the EMS Division supplies the city’s ambulance billing company with paramedic medication pricing changes to ensure accurate billing. • Performed firmware updates on controlled substance vaults to ensure up-to-date performance. • Placed order for new protocol books and materials after the annual July 1 San Diego County EMS protocol changes/updates. • All apparatus Mobile Data Computers reprogrammed with Windows X and new dispatch software. • New portable radios programmed at County Regional Communication System (RCS) /San Diego Sheriff’s Office • Hose and equipment retrieved from three different wildland fires in surrounding jurisdictions. • Annual aerial ladder maintenance completed. Debris Removal 3 Hauled asphalt refuse from Crosthwaite Materials Handling Yard to the Ennis Recycling in Lakeside. Removed illegally dumped furniture on Pomerado Road at Boulder View Road. Removed wood debris from a traffic lane on Scripps Poway Parkway. Signs 1 Installed a sign on Sand Hill Road. Vegetation 1 Removed a tree branch that was impeding traffic on Calle Colina Road. Repaired turf irrigation valve near the volleyball court. Supported Community Services Campout Saturday evening – Sunday afternoon. Trimmed the shrubs and ground cover on the south side of the concession building. Placed information stickers on the volleyball posts. Made repairs to the drip and turf irrigation. Old Poway Park Prepared facility for Fourth of July event. Provided staff support and equipment for the event. Poway Oaks Park Irrigation system check, resulting in head adjustments and replacements.
