It may be hot and sticky outside, but we are prepped and ready to go for fall! The Fall Community
Services Guide is published and uploaded to our website: Fall Poway Community Services Guide.
Fall class registration begins next week on August 3.
A little bit of rain didn’t put a damper on attendance at the movie or concert this past weekend. 300
moviegoers enjoyed Onward on the big screen at Community Park, while 1,000 concertgoers danced
the night away at Lake Poway to classic hits performed by the Blue Breeze Band.
With both the start of summer and COVID requirements dropping at the same time, the Swim Center
has experienced a 200% increase in attendance. In the past five weeks, there have been 18,482
entries. Additionally, we’ve hosted 592 group swim lessons with 536 unique participants, 137 private
lessons, and over 188 hours of aquatic youth sports reservations (swim, dive, and water polo) with
190 athletes.
In anticipation of reopening in September, PCPA staff is working to re-launch several business
processes. In the last two weeks, staff attended several software trainings related to box office
ticketing, client management, and website content management. Additionally, interviews for all
performance support positions (box office, front of house, and stage technician) are in-progress.

Night Fishing from the shoreline continues to be a big hit every Friday and Saturday at Lake Poway.
Anglers have until September 5 to reel in the big one. A total of 6,200 pounds of catfish will be
stocked throughout the season.
Park staff is hosting the annual thank you dinner for Old Poway Park Action Committee (OPPAC)
presidents this Sunday during the Summer Concert. OPPAC volunteers contribute close to 15,000
hours yearly to park operations and events, and the presidents coordinate volunteer involvement.

HOUSING
Monte Vista Housing Site
For round two of the solicitation for an affordable housing development, all three invited respondents
submitted a proposal. The Review Committee met July 13th to discuss and review the final
proposals. In conjunction with staff review, a consultant evaluated the financial component of the
submittals for completeness and initial financial feasibility of the project. Staff met with the consultant
on July 15th and discussed their findings. Presentations and interviews with respondents are
scheduled to be held August 10th. If a respondent is selected, staff will seek Housing Authority
approval to enter into an Exclusive Negotiating Rights Agreement in September.
PLANNING
New Single-Family Residence at 0 Misty Meadow Road
On July 15th, a Minor Development Review Application was submitted to construct a 4,175 square-
foot (sf) single-family residence with a 1,195-sf garage on a vacant 40-acre property in the Rural
Residential A zone.
Building Plan Check Submittal for Mixed-Use Development by Fairfield
On July 19th, Fairfield Poway, LLC submitted building plans for the plan check of a five building,
mixed-use development at 12845-12941 Poway Road (Carriage Center and Poway Fun Bowl sites),
with 212 residential units and 11,364 square feet of commercial space.
New Single-Family Residence at 13510 Willow Run Road
On July 21st, a Minor Development Review Application was submitted to demolish an existing single-
family residence and construct a new 2,503 sf single-family residence with an attached 663 sf garage
on a one-acre property located in the Rural Residential C zone.
New Accessory Dwelling Unit (ADU) at 14299 Hacienda Ln.
On July 8th, a building permit was issued for a 1200-sf detached ADU and a 183-sf patio cover.
New ADU at 12343 Spyglass Ter.
On July 6th, a building permit was issued for a 539-sf remodel of a portion of the existing dwelling
into a two-bedroom ADU.
New Single-Family Residence and ADU at 12893 Glen Circle Dr.
On July 20th, a building permit was issued for a 6,235-sf single-family residence, an attached 895
ADU, a 900-sf patio cover, and a 1,135-sf garage.

Tenant Improvements at 13125 and 13225 Danielson St. (Thysenrupp Bilstein of America)
On July 21st and 22nd, building permits were issued for an 8,080-sf and a 3,680-sf tenant
improvement for Thysenrupp Bilstein of America. The company manufactures motor vehicle parts
and accessories.
CAPITAL IMPROVEMENTS
City Hall HVAC Controls Replacement Project
The contractor has completed the cutover of the chiller and boiler to the new control system. They
will be presenting the final graphics for the new interface to Public Works for approval prior to turning
the system over to the City.
2020-21 Street Overlay Project
The contractor has completed all contractual work including the reconstruction of the accessway
around Reservoir 8.
Public Works Fleet Maintenance Equipment Lift Project
The foundations and slab that the lift will be placed upon were placed on July 26th. The contractor
took concrete cylinders to test to determine the earliest possible time the lift equipment could be
placed on the new slab.
Lake Poway CDBG ADA Pathways Project
The contractor mobilized on site and completed survey work last week. Clearing, grubbing and
grading will commence this week. This project will address ADA issues with the ADA parking stalls
and accessible path of travel in the volleyball courts area at Lake Poway Park.
Bowron Road Sewer Upsize
The contractor has requested and been approved to work extended hours until the end of July to
complete the work fronting Valley Elementary before school starts on August 2nd. Additionally, the
contractor has submitted a request to move a manhole currently proposed in front of the school north
of the driveways in order to expedite construction fronting the school and reduce bypass/construction
equipment obstructions.
Clearwell Distribution Flow Meter Project
The contractor completed startup, testing, and calibration of the new flowmeter on July 20th. The
concrete repairs to the vault walls shown below have been completed and conduit and piping have
been installed. The project will be considered complete after successful operation of the meter over
a 7-day period and proceed to Council for acceptance.

Boulder Mountain No. 1 & 2 Reservoir Rehabilitation
The contractor completed coating both tanks July 16th and are installing the remaining tank
appurtenances this week. Staff is coordinating with Public Works to have them install valves for the
sampling ports on July 27th. The contractor is tentatively scheduled to wash and disinfect the tanks
on August 2nd and 3rd.
LAND DEVELOPMENT
Poway Commons (G20-0007)
City staff received and approved the precise grading package for the proposed residential and mixed-
use development on parcels on the south side of Poway Road near Quate Court and Civic Center
Drive/Tarascan Drive. The applicant has been directed to submit mylars.
Scheinblum Residence (G21-0008)
City staff received the first submittal for the grading associated with the development of a new single-
family residence and ADU on Heritage Drive.
Heritage Drive (WI21-001)
City staff received the first submittal for the improvement plans associated with the proposed fire
hydrant in support of a new single-family residence and ADU on Heritage Drive.
Nathanson Residence (G20-0011)
City staff has received a request for a 2nd construction change to the grading plans for the relocation
of the bio-filtration basin and creation of an additional pad area on the lot for the proposed single-
family residence at the end of Del Poniente Road.

City staff issued a floodplain development permit for the construction of a pool in the floodplain at a
residence at 16505 Orchard Bend Road.
Dixon Residence (FLD21-0003)
City staff issued a floodplain development permit for the construction of a pool in the floodplain at a
residence at 16831 Orchard Bend Road.
Norris Residence (G20-0019)
City staff approved the 2nd construction change to the grading plans for the relocation of the
guardrails on a proposed single-family residence on St. Andrews Drive.
Nguyen Property (ESMT20-017)
The applicant has submitted a revised legal and plat for 2nd review of a proposed water easement
for the extension of the water main and addition of a fire hydrant along Oak Canyon Road.
Fairfield Grading Plans (G21-0007)
City staff returned comments on the 1st submittal of the onsite grading plans for the Fairfield mixed-
use redevelopment project.
Garden Road (FLD21-0004)
City staff issued a floodplain development permit for the temporary material storage area within a
parcel on Garden Road. The temporary material storage area is associated with the Bowron Road
sewer upsize project.
STORMWATER
Los Penasquitos Water Quality Improvement Plan (WQIP) Annual Report
City staff has received the review comment letter from the Regional Water Quality Control Board for
the Los Penasquitos WQIP Annual Report submitted in January of 2021 with the other Copermittees
in the watershed. Staff is in the process of reviewing the letter, along with the other Copermittees
and preparing responses to the questions, comments and requests for information from the Board.
Construction General Permit
A revised draft of the State Water Board Construction General Permit (CGP) has been released for
public review and comment. A key goal of the proposed permit reissuance is to incorporate
Wasteload Allocations (WLAs) from adopted Total Maximum Daily Loads (TMDLs) that identify
construction as a source. These pollutants include sediment, metals, pesticides, bacteria,
temperature, nutrients, chloride and salts. Additional goals of the revised permit include revisions to
monitoring and reporting requirements, including the definition of storm events that need to be
sampled, increasing the information required with termination to expedite the approval process and
incorporating the trash provisions.
On August 4th, the State Water Board will hold a public hearing to hear oral comments regarding the
CGP permit reissuance. Written comments are due August 13th by noon. An adoption hearing has
not yet been scheduled. The California Stormwater Quality Association (CASQA) is preparing
comments and testimony.

INSPECTION
General Atomics Addition A 42 Thunder
Kirkham Way (DR20-006) - The contractor completed the concrete for the revised loading dock and
water tanks. Construction of the overhead canopy for the water tank is ongoing. Last week the
contractor began placing structural steel and waterproofing for the canopy.
StoneRidge Country Club Demolition
Espola Road (RW20-0160) - Work continues to take place demolishing the tennis courts. The City
has received complaints that a resident had thought that explosives were being used. No explosives
have been used. The resident was contacted, and the method of demolition was explained. Another
resident had complained that the demolition damaged his property. Inspection met with the resident
and explained the method that the contractor was using to break the concrete. The inspector
provided the resident with the contractor’s contact information for any possible claim action.
Poway Commons
Poway Road (G19-0011) (STI20-002) - With the concrete cross gutter at Poway Road and Tarascan
Drive complete the contractor ground down two-inches of asphalt, removing and replacing 2/3 of
Tarascan Drive. This work covered the entire area affected by underground construction. Both
coats of striping have been placed and the new curbs have been painted. The contractor also began
asphalt restoration for the utility trenches along Poway Road. That work was not completed and is
expected to resume this week. The retaining wall at the north and west property lines on the northern
parcel, north of the Poway Commons affordable housing project, are being installed. Reinforcing
steel and concrete footing placement were completed, and the contractor is now working on block
placement. The contractor has requested occupancy for the homes along Civic Center Drive. This
week the inspector met with the owner and contractor and created a punch list for occupancy
approval of phase 1 (along Civic Center Drive).
Advani Residence
Riparian Road (MDRA19-012) - A list was generated and given to the owner to aid in the close-out
portion of the project. Last week the inspector performed the final inspection and confirmed all items
are complete. The occupancy form has been signed and the project file will be delivered to the
project manager for final close out.

Creekside Plaza / The Habit Burger Grill
Poway Road (G19-0013) - Construction is nearing completion. Punch list work continues, the
contractor has completed all paving, slurry seal, and striping. The project inspector still needs to
conduct the punch list inspection for all surface and underground storm drain system improvements.
Outpost
Poway Road (STI18-001) (G18-0002) - This week the contractor removed all equipment and
construction debris from the existing sidewalk. The construction fence was relocated to behind the
existing sidewalk. The contractor removed damaged sidewalk areas and placed concrete for the
temporary sidewalk along Poway Road. The sidewalk is now re-open.
SDG&E 16” Gas Line Installation
Pomerado Road (RW20-0036) - Work along Pomerado Road continues with two crews working in
separate locations. The southern crew is now working north of Ted Williams Parkway. They will be
working south of Ted Williams Parkway for a portion of this week to bring the fiber optic cables to the
side of the roadway (into a vault). Additional pipe has been installed to the middle of Colony Way.
The pipeline has been welded and is expected to be backfilled this week. SDG&E has informed the
contractor that they no longer want the contractor paving on Fridays. The paving typically runs late,
and they do not want the contractor working late on Fridays. As the pipeline goes past Colony Way,
the pipeline will cross Pomerado Road and then continue north in the southbound lanes.
The northern crew is working to cross Pomerado Road just south of Monte Vista Road. The
contractor was not allowed to work in this area on the City’s dark Friday as they would be excavating
around the City’s wet utilities, which is not allowed during dark Fridays. The contractor was able to
continue to work on the southbound lanes but short of the intersection so traffic lights would not need
to be switched to 4-way flash.
AT&T Small Cell Pole Replacement
Various locations (STI19-002) - After several months of lead time the approved wire was received
and installed. All punch list items were completed and inspected. The project file has been delivered
to the project manager for close out.
Pedestrian Traffic Signal
Kirkham Way (STI20-003) - Last week the contractor started potholing the existing utilities along the
proposed bore path and pole locations. Several conflicts were discovered when underground utilities
and unidentified slurry was found. The first conflict was the pole on the south side of Kirkham Way.
This was alleviated by moving the pole slightly to the west. The second conflict was at the pole on
the north side of Kirkham Way. This will take more effort to correct, and several ideas were submitted
for consideration. Last week the conduit for the project was installed, which crosses Kirkham Way.
St. Bartholomew’s Church
Pomerado Road (G21-0004) - A preconstruction meeting is scheduled for this week. Work includes
demolition of the existing parish hall and columbarium access walkway, and construction work
includes expansion of the existing parking lot, a new columbarium access walkway, and expansion
of the existing playground.
Agamirzoyan Residence
Bryce Point (MDRA18-030) - A request for occupancy was received. A final job walk/punch list
inspection was performed, and only minor issues were noted. A re-inspection was performed later
in the week and all items had been addressed. The occupancy request has been signed by the
inspector and delivered to the project engineer for final close out.

Norris Residence
St. Andrews Drive (G20-0019) - The site walls have been excavated, inspected, and approved by
the geotechnical representative and the special inspector. City inspection was not able to perform
an inspection as the proposed walls had been changed and the construction change plans are under
review by the project engineer.

responded to 169 incidents.
• Engine OES421 is assigned to the Dixie Fire in Northern California. The Fire Station 2 crew is
part of a County strike team.
• Brush 3763 returned from BitPros where the engine had some repair work completed for the fire
pump.
• Water Tender 3751 is out of service for a water leak at the pump. Fleet Services is working on it.
• Completed work on Truck 3773 due to failing cab lift mechanism.

• Coordinated and conducted a meeting with all Captains to review the updates on the Probationary
Firefighter Manual.
• Reviewed the Paramedic Mentorship Program with all Captains.
• Crews trained with probationary firefighters on first quarter hose lays to prepare for upcoming
testing.
• Crews trained on dynamic rope rescue pick off. This is a skill utilized to access a patient when
there are challenges with terrain or elevation. A rope rescue system is used in conjunction with
our ladder truck arial ladder to perform a rescue.

(81,000 linear feet). Repaired a water utility trench
on Poway Road. Repaired potholes at various
locations.
Debris Removal 6 Removed wood and plastic debris from along the
roadside on the Poway Grade. Removed an
illegally dumped bed from Bowron Road and an
illegally dumped refrigerator from Scots Way.
Picked up drywall from Pomerado and Nazas
Roads and cleaned up glass from Espola Road.
Concrete Repairs (sq. ft.) 45 Performed concrete grinds at various locations
(approximately 45 sq. ft.), Removed and replaced
sidewalk panels on Pomerado Road, Scripps
Poway Parkway, and Aubrey Street. Replaced the
sidewalk and a driveway approach for a
Wastewater clean out repair.
Signs 11 Removed unauthorized “STOP” sign and legend
from Crossrock Road, repaired a sign on Scripps
Poway Parkway, installed eight new parking
restriction signs on Midland Road and repaired a
sign on Pomerado Road.
Vegetation 9 Removed a tree branch blocking the sidewalk on
Palisades Drive, trimmed branches blocking a
lane of traffic on Old Pomerado Road, removed a
tree branch blocking the bike lane and sidewalk
on Twin Peaks Road, removed a fallen branch
blocking the road on Woodland Parkway, trimmed
low hanging branches on Midland Road.
Performed weed abatements on Standish Road,
Garden Road, Espola Road, and Twin Peaks

and tree meeting. Sent out a backflow RFP to

City Hall - Trimmed shrubs, cleaned planters, removed

City Owned Properties - Removed pepper tree trunk suckers along
Midland Road across from Old Poway Park.
Community Park - Supported daily activities and camps. Trimmed
trees and shrubs. Applied herbicide along
walkways and fence lines, planters, and the trail
from Dog Park to City Hall.
Garden Road Park - Performed weed abatement before herbicide
application. Applied herbicide along the trail,
mulched areas, picnic areas and fence lines.
Hilleary Park - Replace tennis court nets. Trimmed trees,
hedges, and shrubs, and remove suckers.
Repaired and adjusted the irrigation.
Lake Poway Park - Cleaned red curb areas for Streets division to re-
paint. Adjusted/repaired several turf irrigation
heads. Supported the campout Saturday evening
– Sunday afternoon.

Valle Verde Park - Performed gopher abatement along the front of
the park. Replaced several turf irrigations heads,
ran a new 20-foot drip line in the planter near the
backflow. Added 10 medium sized rocks to the
planter in front of the restroom building.

Miscellaneous Parks - Performed Crosthwaite Materials Handling Yard
duties this month.
Miscellaneous Trails - Attended and memorialized Trails Committee
meeting. Installed a new signpost at the end of
Old Wine Master Way. Applied herbicide along
Justin’s Trail.
Emergency Response
Emergency Response Callouts 8 Opened the gate at Lake Poway to allow a patron
to leave after-hours. Removed an LMD tree
branch from the street. Repaired a valve in a
meter box that was full and leaking on the City’s
side (resident to have plumber repair leak on their
side) cleaned out the meter box and left open for
the resident to have repair made on their side.
Re-seated a toilet valve in the men’s toilet at
Arbolitos Park, performed repair and turned water
back on. Responded to smart cover alarm on
Bowron Road, could be due to construction in the
area. Water running into the street from LMD
sprinkler, turned off backflow to sprinkler.
Stopped a small leak on a fire hydrant on Bowron
Road. Resident sewer was backing up on Halper
Road, no city clean outs, resident to contact a
plumber.

Water Infrastructure Improvement Program
Staff is finalizing a contract with GSE for the construction of the clearwell bypass with an
anticipated notice to proceed mid-August. The RFP for the design of the Clearwell closed on July
7. Four proposals were received, an evaluation team reviewed the proposals, and IEC was
selected as the most responsive. A contract with IEC will be on the City Council agenda for
consideration on August 17, 2021.
