Fall recreation programs got off to a great start, with first-day registrations up 3%. First-day revenues
were up 11% over the last year of full programming (2019).
This past Sunday, Lake Poway hosted the final Summer Concert of the Summer. Pop Vinyl
entertained a crowd of over 2,000 people of all ages with today’s pop hits. The entry station
generated $3,330 in parking revenue.
Old Poway Park brings history to life daily with assistance from a dedicated corps of volunteers. In
the month of July, close to 1,000 hours were donated by the Old Poway Park Action Committee
groups. These various organizations provide unique support services, for example the Poway Valley
Garden Club maintains the multiple beautiful gardens at the park.
We are thrilled to announce that the 1907 Baldwin Steam Engine is back on the track for the first and
third weekends of each month. Poway Midland Railroad volunteers have been working hard
retraining on the operation of the Steam Engine and are enthusiastic about offering this iconic ride.
Preparations for rotating Art Exhibits at the PCPA are in full swing. We’re in contact with several
local artists and look forward to welcoming a diverse lineup of fine art, mixed media, and even a
dazzling display of quilts.
Over 450 moviegoers enjoyed Raya and the Last Dragon on the big screen at Community Park last
Saturday. The final movie of the summer (The 1967 version of Jungle Book) will take place at Old
Poway Park on August 21.

PLANNING
Community Park Assessment Public Survey
The City is conducting an updated needs assessment to determine future amenities and offerings at
Community Park. This is an action plan to provide a prioritized list of programs, facilities, and
amenities currently offered at Community Park or that might be considered in the future. The
outreach and assessment was prepared by PROS Consulting, Inc. A public community survey
regarding the offerings at the park was released on August 12th and will be available in Spanish and
English at plancommunitypark.com.
New Five-Story Self Storage Commercial Building at 12183 Kirkham Road
On August 4th, a building permit was issued for a new 99,057 square-foot five-story self-storage
commercial building, including 838 square feet of office space.
Public Review and Comment Period for Environmental Determination of Kirkham Wireless
Facility
On August 12th, a Negative Declaration was released for a 20-day public review and comment
regarding Specific Plan Amendment (SPA) 19-002 and Conditional Use Permit (CUP) 19-002 to
amend the South Poway Specific Plan (SPSP) to allow freestanding wireless communication
facilities to have a maximum height of 90 feet with a conditional use permit and to allow a wireless
communication facility consisting of an 85.5-foot-tall monopole and a ground mount equipment
cabinet on a 5.37 acre-lot at 13875 Kirkham Way in the Light Industrial – Storage (LI-S) land use
district of the SPSP.
Neighborhood Meeting for Private Recreational Facility at 14100 Biscayne Place (Heritage)
On August 5th, a hybrid in-person/virtual neighborhood meeting was held for Conditional Use Permit
(CUP) 21-001 to allow for a private recreation facility (indoor basketball court) at 14100 Biscayne
Place. The private recreation facility would be constructed as part of a single-family residence that
is proposed with a Minor Development Review Application (MDRA) 21-001. There were
approximately 15 people in attendance, including the applicant’s team and City staff. Attendees
expressed concerns regarding: 1) the amount of people that would be using the facility at any given
time; 2) how early the facility would be used; 3) the noise generated by the facility (music); 4) the
design of the facility not compatible with the surrounding neighborhood; 5) the design of the facility
not looking like a single-family residence; 6) additional vehicle trips and parking in the neighborhood;
7) memberships and/or classes provided at the facility, if applicable; and 8) enforcement after the
facility is built. Based on the comments received from the community, the applicant is going to
consider some design changes and reach out to the community for additional feedback.
New Accessory Dwelling Unit at 13620 Holly Oak Way
On July 27th, a building permit was issued for a one-bedroom 785 square foot ADU with an office.

CAPITAL IMPROVEMENTS
Poway Center for the Performing Arts Rehabilitation Project
The request for proposals (RFP) for the design of this project was posted on July 29th. This project
is a multi-year major rehabilitation of the mechanical, electrical, plumbing, interior finishes, ADA
upgrades and roof rehabilitation. The consultant team that staff is looking for is one that has
extensive Department of State Architect as well as performing arts center experience. A mandatory
pre-proposal site visit is scheduled for August 13th.
2021-22 Street Maintenance Project
The first week of the project started with chip sealing six streets. Slurry seal started last Tuesday.
The project will continue for the next four weeks with approximately 120 sections of residential and
collector streets being sealed Monday through Thursday. Twin Peaks Road, Community Road and
Camino Del Norte will be sealed on Sunday mornings.
Boulder Mountain No. 1 & 2 Reservoir Rehabilitation
The contractor completed installation of all the tank appurtenances at the end of July and washed
and disinfected the tanks before Public Works filled up the tanks last week. Public Works staff will
collect samples and test the water before putting the tanks back on the distribution system. The duck
bill for the overflow was delayed. Once that part is installed, a final punch list walkthrough will be
performed to close out the project.
Lake Poway CDBG ADA Pathways Project
The contractor continues to make progress on the project. Clearing and grubbing, and rough grading
were completed last week. By the end of this week the placement of the concrete pathways will
be nearing completion.
Bowron Road Sewer Upsize
With the extra working day given to the contractor last Saturday, they were able to complete work
fronting the school’s northernmost driveway prior to school starting on August 2nd. The contractor
is now working near the intersection of Bowron Road and Civic Center Drive. Until they are north
of Civic Center Drive, they will not be allowed to work during school drop-off and pickup times.
Exposed Sewer East of Martincoit
The contractor has excavated the first 80 feet of trench and boring pits. One unmarked lateral was
discovered during operations and relocated. Boring activity and setup will begin next week pending
submittal approval by the consultant.

LAND DEVELOPMENT
The Farm
City staff has issued comments on the second submittal of the rough grading plans, street
improvement plans, and final maps (Units 1 & 2) for the subdivision taking place at the Stoneridge
Golf Course property.
Lara Residence
Minor comments were issued on the resubmittal of the stormwater quality management plan for the
residence proposed on Golden Way.
Nguyen Residence
City staff has approved and prepared the final easement document granting a water easement along
Oak Canyon Road for a proposed fire hydrant. Staff has routed the document to the owner for
signatures.
Sage Highlands
The surveyor of record has submitted a Certificate of Correction (C of C) after realizing that a
monument at the southwest boundary corner was replaced but not included on the C of C that was
previously recorded in January 2019. City staff is currently reviewing the submittal.
Fitzner Properties
City staff received the final signed merger document back for two adjacent properties along Beeler
Creek Trail. Staff is awaiting the recording fee to send the document for recordation.
FEMA – CRS Program
FEMA Community Rating System
The National Flood Insurance Program (NFIP) provides federally backed flood insurance within
communities that enact and enforce floodplain regulations. To be covered by a flood insurance
policy, a property must be in a community that participates in the NFIP. To qualify for the NFIP, a
community adopts and enforces a floodplain management ordinance to regulate development in
flood hazard areas. Additionally, there is the Community Rating System (CRS) which is a national
program developed by FEMA. Under the CRS program, communities can be rewarded for doing
more than simply regulating construction of new buildings to the minimum national standards. The
City participates in the CRS program for several reasons, one of which is the discounted flood
insurance premiums it provides for the City’s residents and businesses. In order to participate in the
CRS program, City staff must implement activities to reduce flood damage to existing buildings,
manage development in areas not mapped by the NFIP, protect new buildings beyond the minimum
NFIP protection level, preserve and/or restore natural functions of floodplains, help insurance agents
obtain flood data, and help people obtain flood insurance. Each year, the City must recertify that it
is continuing to implement the activities for which it has earned credit and meets the requirements
for its level of participation. City staff just completed and submitted the recertification package to
FEMA for review.
STORMWATER
Best Management Practices Manual
The Municipal Separate Storm Sewer Systems (MS4 Permit) that covers this region includes
requirements for new developments and redevelopments. As required by the MS4 Permit,
the Copermittees collaboratively prepared a Model Best Management Practices (BMP) Design
Manual to address on-site post-construction stormwater requirements and provide updated
procedures for planning, preliminary design, selection and design of permanent stormwater BMPs
based on the requirements presented in the MS4 Permit. The manual is intended to be used as the

basis for jurisdiction-specific BMP Design Manuals for local implementation. There are areas in the
manual where a jurisdiction can add and/or clarify jurisdiction specific requirements or
information. From time to time the Copermittees update the Model BMP Manual based on new
information or clarification from the Regional Water Quality Control Board. City staff just updated
the Poway BMP Manual based on the latest Model BMP Manual and uploaded the document to the
City website.
INSPECTION
Creekside Plaza / The Habit Burger Grill
Poway Road (G19-0013) - Construction is nearing completion. Punch list work continues, and the
contractor has completed all paving, slurry seal, and striping. The project inspector conducted the
punch list inspection for all surface and underground storm drain system improvements, several
items were noted. Irrigation, landscape, and storm drain punch list items are ongoing.
Pedestrian Traffic Signal
Kirkham Way (STI20-003) - After numerous utility conflicts were discovered, several re-route
alternate ideas were submitted for consideration. The City reviewed these alternates and chose
relocating the crosswalk pushbutton pole to meet ADA requirements and still miss conflicts.
Stone Ridge Country Club Demolition
Espola Road (RW20-0160) - All buildings have been demolished, along with the pool and all nine
tennis courts. The pile of rubble was crushed and made into a pile of miscellaneous base material
that can now be used for future backfill.
Poway Commons
Poway Road (G19-0011) (STI20-002) - The contractor performed asphalt restoration for several of
the utility trenches along Poway Road. That work was not completed and is expected to resume
soon. Some of the restoration that was completed was found to be non-conforming, those areas
were marked out for removal. Work on the retaining walls on the northern parcel continues, north of
the Poway Commons affordable housing project. The pre-grout inspection was conducted and grout
placement is tentatively scheduled for this week.
The contractor has requested occupancy for the homes along Civic Center Drive. Last week the
contractor worked on landscape and irrigation installation as well as punch list items.
St. Bartholomew’s Church
Pomerado Road (G21-0004) - A preconstruction meeting has been held. A haul route permit has
been issued and work has begun. The new playground, the expansion of the existing parking lot with

various retaining walls, and an ADA path of travel up a slope are being constructed. Grading is
ongoing and this week the first keyway inspection is scheduled.
SDG&E 16” Gas Line Installation Project North
Pomerado Road (RW20-0366) - Advanced warning signs have been placed along Pomerado Road
at both ends of work. The contractor has now excavated, installed 16” pipe, backfilled with 2-sack
sand slurry, and base paved the trench from Ted Williams Parkway to Colony Drive. The crew has
crossed Pomerado Road from the northbound lanes to the southbound lanes (just north of Colony).
The second crew adjacent to the hospital is expected to install pipe crossing Pomerado Road from
northbound lanes to southbound lanes. This work is currently south of Monte Vista Road.
SDG&E 16” Gas Line Installation Project South
Pomerado Road (RW21-0126) - This portion of the 16” steel gas main installation is between Ted
Williams Parkway and Scripps Poway Parkway. The preconstruction meeting has been held. The
contractor performing work for SDG&E (Hinkle McCoy) will be using both the construction laydown
yard on Oak Knoll Road and one on Stonebridge Parkway within the City of San Diego. Hinkle McCoy
is scheduled to begin potholing to locate and identify existing utilities along Pomerado Road this
week.
Lamie Residence
Heritage Drive (G20-0023) - Last week the footings for the upper masonry walls around what will be
the tennis court were placed. Concrete footings and slab for the new home and ADU have been
placed. Work on the structure is scheduled to begin.

Customer Services
Business Registration
Customer Services completed updates to the City’s business registration process for home
occupation permits and business certificates to waive fees for local Poway businesses
starting the first week of August 2021. The Poway Business Registration Fee Waiver Program
is part of the City’s ongoing efforts to accelerate the economic recovery of local businesses
and address both the near and long-term negative impacts of the COVID-19 pandemic.
Utility Billing
Late fees were assessed for utility accounts with a past due balance starting July 1. Customer
Services continues the use of automated phone and email notifications to customers to
provide a courtesy reminder of past due balances before late fees are assessed.

August 8th, the Fire Department responded to
185 incidents.
1. C Division 1st quarter probationary testing completed.
2. Gathered data for upcoming ambulance fee study meeting.

2. Fire Training Tower fire pumps removed from service. Public Works cleaned out the cistern and
found a leaking pipe from the jockey pump. Repairs will be coordinated next week.
3. OES 421 responded on a mutual aid strike team to the Dixie Fire. Crews encountered extreme fire
behavior, especially in the town of Greenville. Rotation of the OES crew occurred on August 4th,
including BC Ortiz as the Strike Team Leader trainee.

Attended Big 5 training, HMGP meeting,
contacted KONE for an emergency elevator
adjustment at City Hall. Contacted the janitorial
service to perform a deep clean at the Iron

Parks, Trails & Landscape Maintenance
Aubrey Park - Trimmed trees, shrubs and vines around the
perimeter of the park and along walkways.
City Hall - Trimmed trees, shrubs and vines around the
Council Chambers. Cleaned out debris under the
shrubs in the parking lot planters.
City Owned Properties - Removed dead trees and debris and completed
weed abatement at three properties along
Sycamore Avenue. Prepared for herbicide
application.
Community Park - Provided support for multiple camp events and
activities including Movie-in-the-Park. Provided
support for a construction project in the
maintenance yard. Trimmed trees and shrubs in
parking lot planters. Removed a fallen tree
branch in the Dog Park.
Garden Road Park - Trimmed back the plant material along the fence
line between the park and trail. Removed a
damaged picnic table.
Hilleary Park - Performed irrigation checks and repairs on the
soccer fields and in planters. Provided support
for multiple camp activities.

Lake Poway Park - Supported the Lake campout Saturday evening –
Sunday afternoon. Adjusted irrigation heads in
the ADA construction area surrounding the
volleyball gazebo area. Supported the last
Summer concert on Sunday.
Old Poway Park - Provided support for multiple activities and
events. Trimmed trees, shrubs and vines in
planters around the office. Pressure washed the
Train Depot, Gazebo, and Museum boardwalk.
Silverset Park - Fertilized the sports fields. Removed low
hanging tree branches from the picnic areas and
perimeter of the sports fields. Cleaned up along
the field-view fence line. Replaced the ballfield
home plate. Trimmed the acacia.
Starridge Park - Removed abandoned homeless encampment.
Provided support for groups using the facility.
Valle Verde Park - Applied herbicide in the planters and along the
fence lines and hardscapes. Planted an
additional 50 plants along the trail planters.
Adjusted and replaced irrigation heads.
Miscellaneous Parks - Completed monthly Crosthwaite Materials
Handling Yard maintenance duties. Assisted
with moving a plastic picnic table to the Pond
area.
Miscellaneous Trails - Removed low hanging tree branches along the
Tierra Bonita Trail. Removed discarded tires
and wheels at the Metate staging area.
Replaced trail brochure box in the Iron Mountain
parking lot. Replaced two trail fence rails along
the South Poway Trail.
Emergency Response
Emergency Response Callouts 19 Responded to an after-hours request to allow a
Ranger into the landscaper garage, removed two
incidents of tree limbs on sidewalks in LMDs,
allowed park patrons access to leave from
Hilleary Park and from Blue Sky Nature Preserve
after hours, cleaned fecal matter from in front of
the Arbolitos Park restroom, barricaded two
knocked over signs, responded 11 times to
water/irrigation/meter leaks and one smart cover
alarm.
