What an incredible summer we had! In eight short weeks, $615,519 in revenue was generated from
staff-led and contract instructor-led camps. Over 3,500 kids had a blast making lifelong memories
and friends as they enjoyed science, fishing, tennis, skateboarding, archery, dance, hiking, and a
vast array of other activities. We are pleased to offer parents an enriching and affordable childcare
option during the summer months while school is out.
Keeping swimmers safe and enjoying the water is the goal of our dedicated Swim Center staff. This
summer instructors taught 851 individuals in both group and private lessons generating a total
revenue of $51,618. In addition to lessons, recreation and lap swim, and membership admissions
totaled 15,239 daily entries.
Night Fishing is still going strong at Lake Poway. Since the start of the season (July 9), Lake Poway
has generated over $12,500 in fishing permit revenue.
The Lake Poway dock repair is progressing with concrete patchwork and placing the new anchor this
week. Next week, the galvanized bracket to reattach the dock to the gangway will be installed. If all
stays on schedule, we hope to have the dock open by September 4.
The original Jungle Book movie was a big hit with children and parents, alike, this past weekend.
The final Movie in the Park took place at Old Poway Park for approximately 150 attendees.
We can’t wait to celebrate the arts with you! Intermission is almost over and excitement is building
for our September 2021 – June 2022 season. We’ll bring back a diverse lineup of performances
from Poway OnStage, the Poway Unified School District, and our numerous and talented community
organizations. The first release tickets for the Poway Center for the Performing Arts are now on-
sale!

PLANNING
Four Triplex Buildings and One Fourplex Building at 13062 to 13082 Olympus Circle (Poway
Commons)
On August 19th, building permits were issued for four triplex buildings (6,260 square feet (sf) each)
and one fourplex building (6,209 sf) in the southeast portion of the Poway Commons development
site. Four of the buildings are for Model B (Artemis), a three-story building containing three units.
The other building permit is for Model A (Janus), a two-story building containing four units. For more

Revisions to Mixed-Use Project at 13247 Poway Road (Outpost)
On August 19th, a Development Review Modification application was submitted (DR21-003) to
modify the Development Review for the Outpost (DR17-010) mixed-use project located at 13247
Poway Road in the Town Center District of the Poway Road Specific Plan area. The original
Development Review (DR17-010) was approved by the City Council in March 2018. The
modifications include an increase in the residential apartment units from 54 to 72. The developer is
requesting a density bonus to allow for the additional units by providing nine affordable low-income
units at 80 percent or below the area median income. The commercial space was reduced by
approximately 22,000 sf to accommodate the additional residential apartment units. The second
floor food hall space and the fitness center are both proposed to be converted to residential
apartment units. A portion of the fitness center space includes four live/work units with ground-level
commercial space along the paseo through the middle of the development. Street-fronting
commercial space along Poway Road is retained along with the ground-level food hall space. The
Development Review modification requires approval from the City Council.
New Single-Family Residence at 18201 Old Coach Road
On August 18th, a Minor Development Review Application was submitted to construct a 1,397 sf
single-family residence with a 528 sf garage and pool in the Rural Residential A zone.
New Single-Family Residence at 13929 Sagewood Drive
On August 10th, a building permit was issued for a 2,451 sf single-family residence, a 461 sf garage,
and a 90 sf patio cover.
CAPITAL IMPROVEMENTS
2021-22 Street Maintenance
The contractor is working to complete the last sections for this year’s Street Maintenance project.
Community Road will be slurry sealed this Wednesday, Thursday and Friday. The Boulder
Mountain Reservoirs access road will be completed on Friday. The contractor will complete the
windows that were skipped next Monday.

PCPA Facility Maintenance Design
A mandatory pre-proposal walkthrough was held on August 13th for the RFP for design of the
PCPA Facility Maintenance Design project, which includes mechanical, electrical, plumbing, interior
finishes, ADA upgrades, and roof improvements. There were twenty design consultants in
attendance for the walkthrough. Staff has received a handful of questions from the prospective
design consultants. Answers to those questions will be posted via an addendum prior to the due
date of the proposals on August 27th.
2020-21 ADA Barrier Removal – Lake Poway Picnic Areas
The concrete was placed for the parking pad and the ramps two weeks ago. An irrigation line was
hit during the placement, but was not discovered until afterwards. The entire parking pad was
damaged by the water pressure when the irrigation was turned on. All of the damaged concrete was
replaced last week. The handrail sub-contractor has made some installation errors on the
returns and will correct them this week. Signage and striping for the new stalls and blacking out of
the old stalls was completed Monday.
Exposed Sewer East of Martincoit
The contractor completed excavation for the boring pits last week. Rock was discovered and
removed from the boring pits. Staff has responded to a claim from the contractor for the rock
encountered as unforeseen conditions. Trench work on either side of the creek is continuing
on schedule while the claim is being resolved.
Bowron Road Sewer Upsize
The contractor continues to work along Bowron Road north of Civic Center Drive towards Poway
Road. The bypass pumps will be moved adjacent to the manhole in Poway Road once the contractor
progresses past the library driveway. The bypass piping will be trenched across the eastbound lanes
of Poway Road.

LAND DEVELOPMENT
Cree Drive Slope Failure
City staff approved the grading plans and requested final mylar drawings for the repair of two slope
failures that occurred during last year’s winter storms in the Heritage Hills Townhome neighborhood
on Cree Drive.
Tenth Street
City staff received the first submittal for the request to vacate an existing public right-of-way named
Tenth Street which has never been utilized as a public road and has not been developed to public
road standards. There is an existing private road easement known as Leona Lane running alongside
the Tenth Street right-of-way which would still be utilized for access for property owners.
Hidden Valley Ranch
City staff has received the 9th submittal for the final map, the 6th submittal for the grading plan and
the 4th submittal for the improvement plan associated with the Hidden Valley Ranch subdivision on
Old Coach Road.
St. Bartholomew’s Church
City staff received a request for a construction change to reduce the scope of the grading plan for the
St. Bartholomew's Church on Pomerado Road. Installation of the playground and roundabout would
be removed from the scope of work while demolition of the existing parish hall, in order to expand the
parking lot, remains in the scope of work.
Poway Town and Country
City staff received the 2nd submittal of the grading plan package for the proposed drive-thru coffee
shop at the Poway Town and Country shopping center on Poway Road. The Conditional Use Permit
has not been approved yet. City staff also received a request for the encroachment of a storm drain
pipe within a water easement at the Poway Town and Country shopping center as a part of the drive-
thru coffee shop project.
Scheinblum Residence
City staff returned comments on the 1st submittal for the grading associated with the development
of a new single-family residence and ADU on Heritage Drive.
Sage Highlands
City staff returned comments on the 1st review, and then received the 2nd submittal, for a Certificate
of Correction to include a replaced monument on the southwest boundary corner that was not
included in the Final Map or previous Certificate of Correction recorded in 2019.
Wiersum Property
City staff notified property owners within a 500-foot radius of a boundary adjustment application to
move the property line between two parcels approximately 60 feet south for a property along Misty
Meadow Road and the other along Mina de Oro Road.
Kandah Residence
City staff received the 2nd submittal of a boundary adjustment application to revise the property line
between two parcels located on Twin Peaks Road.
Colburn Residence
City staff received a request for a construction change to the grading plan associated with the
development of a new single-family residence on Cedar Ridge Court.

City Staff received a request to allow for a wall, light-post, and mailbox to encroach within the right-
of-way on Stone Canyon Road.
STORMWATER
Lake Hodges Reservoir Nutrient Investigation Study Report
The draft report for the Lake Hodges Reservoir Nutrient Investigation Study was provided to
all Copermittees within the San Dieguito Watershed for review. City staff reviewed and provided
comments back to the consultant for their incorporation into the report. The report documents the
monitoring activities that address the program goals for nutrients set forth in the San Dieguito Water
Quality Improvement Plan. It is expected that the monitoring data and assumptions made in this
report will be used to help calibrate and validate the model for the watershed. The model will
set nutrient load assignments to each Copermittee, similarly as the sediment loading model for the
Los Penasquitos Watershed. Staff reviewed the data carefully and provided feedback on some of
the assumptions made in the report that could result in the nutrient load assigned to the City of Poway
being too high.
INSPECTION
Poway Commons
Poway Road (G19-0011) (STI20-002) - Work on the retaining walls on the northern parcel is
complete. The grout inspection and the second lift of grout placement was completed last week. The
contractor has placed the new driveway approach located on Poway Road at private drive A. The
contractor worked on landscape and irrigation installation as well as punch list items for building 5
near Civic Center Drive, until all items were complete. The contractor was granted occupancy for
building 5. New homeowners are expected to be moving in soon.
Norris Residence
Saint Andrews Drive (G20-0019) - The Contractor placed the second grout lift for the perimeter
masonry wall along the back and sides of the property. Waterproofing on the backside of the masonry
walls continues and grout test prisms were taken so that the owner can check wall strength and
possibly backfill the wall early.

St. Bartholomew’s Church
Pomerado Road (G21-0004) - Last week construction began. Storm drain work is ongoing. On site
storm drain line installation will continue throughout the week. The contractor has placed
approximately 120 feet of 8-inch storm drain. The proposed slopes in the back of the church have
been cut and the geotechnical engineer was on site to observe, test, and report.
Creekside Plaza / The Habit Burger Grill
Poway Road (G19-0013) - The project is near completion. Nearly all punch list items are complete.
Remaining items are minor and include clean up and removal of perimeter construction fencing, etc.
Pedestrian Traffic Signal
Kirkham Way (STI20-003) - The contractor continues to work on the General Atomics Smart
Crosswalk on Kirkham Way. The location was revised due to existing utility conflicts. The relocation
is complete, the contractor is placing ADA sidewalk ramps this week. Once complete the contractor
will be requesting approval from the City to allow the meter to be energized.
SDG&E 16” Gas Line Installation Project North
Pomerado Road (RW20-0366) – The contractor continues to have two crews working. Last week the
northern crew completed installation of pipe, backfilled, and paved the trench for the northbound
traffic side, south of the hospital. Work then moved to the southbound lanes heading north crossing
the hospital entrance. The pipeline will eventually cross back to the northbound lanes after they pass
the hospital. The southern crew backfilled and then paved the northbound lanes crossing Colony
Drive (entrance to Twin Peaks Plaza shopping center). Work then continued northbound in the
southbound lanes beyond the intersection of Twin Peaks Road. Work is expected to stay on the
southbound side for this week.
SDG&E 16” Gas Line Installation Project South
Pomerado Road (RW21-0126) - This portion of the 16” steel gas main installation is between Ted
Williams Parkway and Scripps Poway Parkway. The contractor performing work for SDG&E (Hinkle
McCoy) has begun potholing existing utilities, laying out the proposed trench, saw cutting, and
recessing steel plates.
Lindquist Residence and Accessory Dwelling Unit
Del Poniente Road (MDRA19-008) - The Contractor is grading and installing drainage around the
new home and ADU. Work is nearly complete but prior to occupancy there is some contouring of the
existing grade needed. Presently the existing conditions do not match the drainage pattern on the
approved plans.
General Atomics Addition A 42 Thunder
Kirkham Way (DR20-006) - The Contractor continues construction of the covered structure over the
water tank at the revised loading dock on the east side of the building. The liquid nitrogen tank and
attached appurtenances have been installed.

directions for the undergrounding and removal of overhead utilities associated with the

emergency staffing agreement that went into effect August 13th. The agreement is being referred to as
the work up, work down, and work around plan.
4. Met with fire personnel to discuss the “state of the fire department” and to field questions.

1. Crews trained with probationary firefighters on hose lays. Hose lays are used to get water from
the fire engine to the fire.
2. Crews trained with probationary firefighters on forcible entry. This is used to gain access to a
structure for a fire or a known rescue.
3. Our two probationary firefighters have gone out on strike teams to the Dixie Fire and were given
training on our new OES 421 apparatus (state fire engine), as well as on-the-job training
responsibilities as wildland firefighters.

Street Maintenance
Debris Removal 4 Cleaned up after an accident on Twin Peaks
Road. Removed palm fronds from Poway Road.
Picked up trash from Espola Road and Poway
Road. Cleared a fallen tree branch from the
sidewalk on Lake Poway Road.
Concrete Repairs (sq. ft.) 195 Concrete sidewalk removal and replacement on
Conley Street, two areas on Silver Ridge Road,
Lake Poway Road total of 105 (sq. ft.).
Eliminated (ground) 90 feet of concrete tripping
hazards in Zone 4 and 5. Conducted concrete
inspection of Zone 5.
Signs 7 Replaced seven signs in Zones 3 and 4 due to
failing reflectivity and visibility inspection. Began
sign inspections in Zones 5 and 6. Installed two
new assets on Community Road (lane directional
signs).
Vegetation 2 Trimmed trees to clear right of way on Old Coach
Road. Performed a weed abatement on Metate
Lane.
Miscellaneous 3 Removed two Illegal dumps (furniture) from
Espola Road and attended HAZWOPER Training.
Special Events 1 Midland Street Fair preparations: set out four
message boards, assisted with traffic control
devices and assisted with road closures.

Parks, Trails & Landscape Maintenance
Aubrey Park - Eight plastic picnic tables placed throughout the
park. Trimmed hedges along fence lines, cleared
walkways and sprayed weeds throughout the
facility.
City Hall - Trimmed hedges, shrubs and vines throughout
the facility.
City Owned Properties - Removed large amounts of brush along one of
the properties off York Avenue.
Community Park - Supported camps, activities and events.
Removed multiple fallen branches in Dog Park.

Department unloading furniture for the
Community Center. Repaired pitching mounds in
both ball fields. Treated gophers throughout the
facility using the PERC.
Hilleary Park - Performed multiple irrigation repairs and
adjustments, trimmed trees, shrubs and vines.
Cleaned entry planters.
Lake Poway Park - Trimmed back the lantana that is overgrowing
the parking lot medians. Assisted the contractor
working on the ADA improvements to the
volleyball/gazebo area. Took down and stored
the 20 x 20 canopy used for Summer Camps.
Replaced a defective irrigation valve solenoid.
Old Poway Park - Sprayed weeds throughout the facility. Trimmed
the western border trees and shrubs along
Sycamore. Removed multiple fallen branches in
the box car lot. Provided support for Movie-in-
the-Park, multiple events, activities and rentals.
Silverset Park - Used caution tape to secure an area of broken
ground by an SDG&E cement power box until
needed repairs could be made. Assisted with
the York Property cleanup.
Starridge Park - Trimmed/removed eucalyptus trees and cleared
area around the backstop for repairs. Began
trimming acacia hedge. Addressed multiple
incidents of graffiti in the restroom.
Valle Verde Park - Added landscape mulch along the creek
planters. Trimmed the shrubs around the
perimeter of the pocket park. Replaced a
damaged paper towel dispenser in the restroom.
Assisted with the York Property cleanup.
Miscellaneous Parks - Staff attended “All Hands” meeting Tuesday
morning and HAZWOPER training. Provided
support for the Midland Street Fair/Americana
Festival.
Miscellaneous Trails - Removed low hanging tree branches along the
Tierra Bonita Trail and a large fallen tree limb
along the Avocado Trail link. Picked up bags left
by the volunteer group that cleaned up a section
of trail near the Gateway Center. Removed
graffiti from the Iron Mountain restrooms.
Replaced two damaged fence rails in the Iron
Mountain parking lot. Removed ten old
signposts and a few old signs from the Iron
Mountain and Wild Horse Trails.

Water Infrastructure Improvement Plan
Status Report - Council approved the third amendment to the
contract with Kennedy/Jenks, design services for
the clearwell replacement with IEC and the
agreement with SDCWA for the treated water
connection at the August 17 meeting. Staff is
preparing for the pre-construction meeting for the
clearwell bypass; scheduled Friday, August 27.
