The Night Fishing series at Lake Poway was once again a hit this summer. Offered every Friday and
Saturday night, a total of 2,995 fishing permits were sold generating $15,890 in revenue.
Summer Family Campouts came to an end and we headed straight into fall drop-in camping.
September 10 was our first weekend with 47 families enjoying the mild temperatures and beautiful
views at Lake Poway. $1,200 in revenue was collected.
Twelve visitors joined Blue Sky docents on a full-moon hike to Lake Ramona this past weekend. At
the top of the dam a Blue Sky docent, who is also an ambassador for NASA, gave a presentation on
NASA’s Artemis program. Discussed were the program’s ‘firsts’, what will be explored, and how
NASA will use what is learned to take the next giant leap into space exploration.
After 17 months of COVID closure, we re-opened the doors at the Poway Center for the Performing
Arts (PCPA) on September 17! Presented by Poway OnStage, professionally executed by PCPA
staff, and supported by 15 volunteer ushers, the Gatlin Brother’s 90-minute performance attracted
313 patrons.
The school year has begun and so has the robust Teen Program! The first event of the year was a
splash-tacular night of fun at the Swim Center as teens said goodbye to summer under the stars. The
Teen Splash Bash attracted 85 teens who soaked up the competition in wild pool games, chowed
down on tasty barbecue, and kicked back on inflatables big and small.

O’side Kitchen Collaborative (OKC) was onsite at the Cafagna Community Center this week
providing samples of the cuisine they plan to serve the congregate meal program for older adults.
The three staff members and two board members of the Poway Valley Senior Center gave an
overwhelming stamp of approval. The catering agreement will go before City Council in late October
for approval.

PLANNING
Project Modifications to The Farm
Lennar submitted modifications to the architectural floor and elevation plans and the tentative map
that the City Council approved on June 16, 2020 and that was approved subsequently by the voters
of Poway at the November 2020 election. The project is a 117 acre specific plan and includes 138
single-family homes and 22 twin homes (160 total units), as well as open space, agricultural,
recreational, and retail uses. Staff has determined that the proposed modifications substantially
conform to the approved project. The project will retain the same architectural variety and
compatibility with the surrounding residences. Floor plans have generally increased in floor
area. The number of plan types were reduced, but the exterior elevations included additional variety
in roof, patio and deck configurations and roof and siding materials. A trail connection to Cloudcroft
Court and Saint Andrews Drive were added. An alternative was prepared eliminating the trail
connection across the westerly Villamoura Drive that would result in additional passive park
amenities and gardens. Trails along the San Diego County Water Authority (SDCWA) easement
were expanded from six feet to ten feet. The project’s trails were redesigned to be ADA compliant
where practical. Also, due to conflicts with an SDCWA easement, the project is proposed to be
modified to eliminate the easterly private loop road which is replaced by a cul-de-sac. The approved
number of on-street parking and parking lot spaces will be retained. All housing units will retain a
minimum 20 foot by 20 foot driveway and either a two or three car garage.
Neighborhood Meeting for Private Recreational Facility at 14100 Biscayne Place
On August 5th, a second neighborhood meeting was held for Conditional Use Permit (CUP) 21-001
to allow for a private recreation facility (indoor basketball court) at 14100 Biscayne Place. The private
recreation facility would be constructed as part of a single-family residence that is proposed with
Minor Development Review Application (MDRA) 21-001. One neighbor was in attendance. Design
changes were presented to make the facility appear on the outside to be more like a single-family
home. The project proponents discussed conditions of approval to address neighbor concerns
related to noise, parking, traffic, lighting and general nuisance. The neighbor in attendance was
pleased with the design changes and conditions offered, but still had concerns about how the land
use would impact the neighborhood and felt that a residential neighborhood wasn’t the most
appropriate location for the proposed indoor basketball court.
New Single-Family Residence/Hospice at 16752 Espola Road
On September 14th, an MDRA was submitted on behalf of Sharp Healthcare to demolish a single
family residence and construct a 7,113 square-foot hospice residential care facility with a detached
garage on a vacant 1.02-acre property located at the southwest corner of Espola Road and Valle
Verde Road in the Rural Residential C zone. The hospice facility has 6 bedrooms and a parking lot
containing 23 spaces and will be accessed from Valle Verde Road. The proposal will be processed
as a single family dwelling but used as a residential care facility, consistent with State law and the
Poway Municipal Code.

One Fourplex Building at 13073 Olympus Circle (Poway Commons)
On September 8th, building permits were finaled for one fourplex building in the southern portion of
the Poway Commons development site. The certificate of occupancy is for a two-story building
containing 4 units.
The Habit Burger Grill at Creekside Plaza Shopping Center
On September 10th, provisional occupancy was granted to The Habit Burger Grill located at 13505
Poway Road in a portion of a new 5,250 square-foot stand-alone commercial building in the
Creekside Plaza shopping center. The provisional occupancy will allow for training of staff prior to
the expected opening to the public in mid-October.
CAPITAL IMPROVEMENTS
2021-22 Citywide Striping Project
Last week the contractor striped Community Road from Poway Road to Twin Peaks Road and the
bags were removed from the signs indicating the new lane layout on northbound Community Road
at Twin Peaks Road. The contractor will complete the remaining striping items on Midland Road,
Twin Peaks Road, and Community Road this week.
Exposed Sewer East of Martincoit
The contractor has placed a temporary structure for the first sewer manhole while material
procurement required to complete the manhole construction is completed. The material has been
delayed by an estimated eight weeks, which is expected to impact the scheduled project completion
date.
Sewer Line Repair and Replace (Pomerado Road at Stone Canyon)
The contractor has received a notice to proceed and will conduct a preconstruction meeting by next
week to mobilize and begin the project. Coordination with SDG&E is underway to avoid
overlapping of the gas line project traffic control and minimize inconvenience to the public.
LED Street and Safety Lighting Conversion
The contractor began installing the new LED fixtures on the decorative poles in the Old Poway area
on September 13th. They are starting on the north end near Midland Road and Twin Peaks Road
and will work south. The work is anticipated to take three to four weeks to complete. The contractor
is utilizing a storage shed in the Old Poway Park parking lot for the duration of their work.

Traffic Signal Controller Upgrades
The contractor began work on the Traffic Signal Controller Upgrades project, which consists of
improvements to the traffic signals at Scripps Poway Parkway & Community Road, Pomerado Road
& Oak Knoll Road, and Poway Road & Oak Knoll Road. The contractor completed the rewiring at
Scripps Poway Parkway & Community Road last week. They are working on Poway Road & Oak
Knoll Road this week.
Bowron Road Sewer Upsize
The contractor will continue working in the westbound lanes of Poway Road at Bowron Road
through Wednesday of this week. SDG&E will need to relocate a gas line in order for the contractor
to complete the work as planned in Poway Road. SDG&E has planned to start the relocation next
week and hopes to have it complete by October 5th. SDG&E has proposed day, night and weekend
work in order to complete the work quickly so that the contractor can continue the work in Poway
Road. In the meantime, the contractor will upsize the sewer line located in the northern driveway of
Park View Terrace apartments.
LAND DEVELOPMENT
North County Soccer Park
City staff received the 1st submittal for a floodplain development permit to allow for synthetic turf
within the FEMA regulated floodplain and floodway at the North County Soccer Park on Espola Road.
Kandah Residence
City staff returned comments on the 2nd review of a boundary adjustment application to revise the
property line between two parcels located on Twin Peaks Road.
Wiersum Property
City staff received two comments from property owners as a part of the 500-foot radius notification
for a boundary adjustment application to move the property line between two parcels approximately
60 feet south for a property along Misty Meadow Road and the other along Mina de Oro Road. Staff
reviewed the comments and has requested that the applicant make minor corrections to the plat
based on these comments.
Aria Estates
City staff returned minor comments on the 1st review of a Certificate of Correction to correct the
location of some of the corner markers used for various lots on the Aria Estates Final Map.
The Farm
City staff received the 3rd submittal of the rough grading plan for the Farm subdivision.
Heritage Drive
City staff received the 2nd submittal for the proposed hydrant required as part of the single-family
development project on Heritage Drive.
Navidi Residence Workshop
City staff received the 4th submittal for the grading plan associated with the development of a
barn/workshop at the rear of a property along Twin Peaks Road. Access to the workshop crosses
through FEMA regulated floodway and requires a “no-rise” certificate to certify that the grading and
road improvements will not result in an increase in flood elevations. The engineer has struggled to
successfully match existing, proposed and flood elevations between the grading plans and the
floodway study. Staff is working closely with the applicant to help move the project through to
approval.

Ramirez Residence
City staff received the 2nd submittal for the grading associated with the development of a new single-
family residence and accessory dwelling unit on Del Poniente Road.
St. Bartholomew’s Church
City staff approved a construction change to lower elevations of the sidewalk along the parking lot
within the property.
STORMWATER
Active Construction Notice
City staff mailed out the annual notice to all active construction sites. These letters remind property
owners that the wet season begins on October 1st and that additional erosion/sediment control
measures are required in addition to the basic measures already in place on their project site. The
letter encourages them to contact their engineering inspector to discuss any questions or concerns
and reminds them that these measures need to be in place through the end of the wet season on
April 30, 2022.
Los Peñasquitos Water Quality Improvement Plan (WQIP) Update
City staff has received the first draft of the Los Peñasquitos Watershed WQIP update from the
consultant hired by the watershed Copermittees (City of San Diego, County of San Diego and the
City of Del Mar). This draft is only for the Copermittees to review and comment on. Comments from
this review will be incorporated into the draft for public review that will be released on October 12th
for a 30-day review and comment period.
Los Peñasquitos Lagoon Restoration
City staff met with the Copermittees within the Los Peñasquitos Watershed (City of San Diego, City
of Poway, County of San Diego and City of Del Mar). The City of San Diego announced that they
had officially finalized the cost share agreement and will distribute a copy of the executed agreement
shortly to everyone. The City of San Diego notified the Copermittees that they should expect invoices
to be distributed shortly for this fiscal year as well as the previous year. The City of San Diego also
hopes to have their public works team meet with the Copermittees before the end of September to
update them on the status of the design for the project.
INSPECTION
Firenze Residence
Belvedere Drive (G21-0002) - Inspection has received confirmation from the property owner stating
that work will begin this week. The project involves restoration of grading work that took place without
a permit. The contractor will excavate down to establish a properly compacted bottom with a
sloped back cut to lock in and retain the slope. This inspection will require both City inspector and
the geotechnical engineer to meet and approve the bottom simultaneously.
Poway Commons
Poway Road (G19-0011) (STI20-002) - Work on trench restoration along Poway Road in various
locations has been nearly completed. The contractor has one restoration area remaining. Last week
on the northern parcel, the contractor raised all sewer and water lids to be flush with the new private
road surface.
Norris Residence
Saint Andrews Drive (G20-0019) - Inspection has received the letter from the design engineer
allowing backfill against the site walls to commence. A geofabric drain system has been placed along
the back of the walls prior to beginning backfill.

Saint Bartholomew’s Church
Pomerado Road (G21-0004) - During the inspection for the retaining wall footing a large rock outcrop
was discovered. Inspection received a letter from the geotechnical engineer proposing rebar to be
drilled and epoxied into the rock rather than break out the rock. The letter has been routed to
engineering staff for review. Upon inspection of one of the other walls, it was found that it was not
done per the approved construction change. Re-inspection will be required.
A-1 Storage
Kirkham Road (G20-0006) - The Contractor continues to form the bottom floor of the multi-leveled
storage building. The contractor has excavated a portion of the column footings at the bottom floor,
placed reinforcing steel, and concrete for the column footings. Crews continue to place reinforcement
steel for the bottom slab. The contractor continues work on the hydraulic elevator shaft.
SDG&E 16” Gas Line Installation Project North
Pomerado Road (RW20-0366) - Crew #1: Night work began Sunday night, September 19th, and
will continue for the next two weeks in the Twin Peaks Road and Pomerado Road intersection. A
daytime crew is also working north of the intersection.
Crew #2 (working across from hospital): Pipe placement, backfill and paving has taken place. This
crew is now working to cross the roadway to the center of the roadway from the southbound lane.
Work is now approaching Bernardo Heights.

SDG&E 16” Gas Line Installation Project South
Pomerado Road (RW21-0126) - The contractor for SDG&E is working in several areas along
Pomerado Road between Ted Williams Parkway and Scripps Poway Parkway potholing existing
utilities, laying out line, saw cutting asphalt, grinding to recess trench plates, trenching and installing
16-inch gas main, slurry backfill, plate trench and clean and secure at day’s end.
Ekiko Residence
Bowl Creek Road (G20-0015) - The contractor has backfilled utilities inside the building envelope
and placed plastic moisture barrier and sand. The contractor is working on reinforcement steel for
the building slab. The contractor incorrectly installed the sewer lateral connection tie-in. The
contractor was issued a correct work notice and will be required to install the sewer lateral correctly
per the approved plans and standards.
Flynn Wine Cellar
Biscayne Place (MDRA21-002) - The contractor continues to demo a portion of the existing patio in
preparation for the construction of the proposed wine cellar. Crews have begun drilling approximately
32 feet deep for shoring I-beams for the wine cellar construction.
Poway Commons - Affordable Senior Housing
Poway Road (G20-0008) - Last week the contractor completed the high-pressure test, high-
chlorination and low-chlorination tests followed by the bacteriological test. Test results passed and
the contractor can now set up the tie-in to the existing City watermain. Last week curbs were placed
and inspected, and the construction fence was taken down and scaffolding removed from site. Once
the scaffolding was removed the construction fence was replaced. Landscape work is scheduled to
begin soon.
Eschbach Tennis Court
Joyas Court (G13-0013) - The project inspector and the project engineer met to review the owner’s
request to close out the tennis court grading permit. After the meeting, the inspector sent an email
to the owner and conveyed what still needs to take place as the site is not complete at this point. A
punch list was generated and passed on to the owner to aid in the closing out of the project. Items
included the need for the required surfacing material to be installed, fencing, redline drawings to be
added to mylars, etc.

• Hardware Replacements
o PC rollout is 92% completed.
o iPad replacements for Public Works, Fire & Council will be ordered this week; They will
take several weeks to configure as they are now centrally managed.
o Data Center Storage RFP closes on Wednesday; This will replace the entire City data
storage and backup storage environment at City Hall and Public Works data centers.
• EnerGov
o Train the Trainer session are occurring this week as well as in early October.
o Staff testing needs to continue; concern with loss of staff in Development Services
o Data Conversion is running behind but staff had a good meeting recently to clarify some
issues.
o Tyler Cashiering implementation is moving forward; Credit card machines arrived this week. Cash drawer & receipt printer are delayed (COVID supply issues) but expected in a few weeks.
• Tokay Backflow Software
o Application upgrade will migrate our data to a SQL database; staff held weekly meetings to review data migration.
o Upgrade is planned for next week.
o Web Test component where backflow testers will be able to submit their results online will be implemented in the upcoming months.

o IT is working with Customer Services to implement Payment Arrangements within NorthStar.
o Upgrade of NorthStar and Customer Connect has been delayed due to workload.
• Cybersecurity
o IT is working with Susy to explore grant opportunities for cyber initiatives and exploring
multifactor authentication citywide for all login activity.
o Latest phishing tests did not have good results; 28 users clicked on emails which was our
highest since first started. Staff who clicked have receive a separate email from IT.
o IT will be sending out a citywide email discussing results this week as well as the Phish
Alert Hero.

Between Monday, September 6th and

responded to 192 incidents.
1. Secured temporary helicopter landing site for Lake Poway/Mt. Woodson open space/ trail rescues.
Valle Verde Park has been identified as the primary Landing Zone (LZ).
2. Fiber optic line upgrade installed at each fire station that serves the dispatch equipment network.
3. The Strike Team operating our State’s Office of Emergency Services Engine (OES 421) demobilized
from the Dixie Fire and returned to our district after 60 days of deployment.
4. Periodic Smoke Inspection Program (PSIP) and California Air Resources Board (CARB) smoke
testing completed for all diesel fire apparatus.

Water Infrastructure Improvement Plan
On September 7, staff held the Clearwell Replacement Design Kick-off meeting with IEC and
Kennedy Jenks. On September 15, notices were sent to residents within 500 feet of the Clearwell
Bypass Construction Project to inform them of the project, the days/hours construction will be going
on, and the closure of the ballpark and lower parking lot. Also, on September 15, the first Clearwell
Bypass Project construction meeting occurred. Potholing work has begun at the Maintenance
Operations parking lot at Public Works and potholing work will begin at the Water Treatment Plant
next week. On September 16, a meeting between Poway and the City of San Diego was held to
review the drafted Technical Memo for the Emergency Interconnection.
