Final edits are off to the contractor who will create the digital flipbook for our first-ever online only guide. Simultaneously, we are finalizing a post card, which will hit mailboxes and remind residents that we are here and hope to continue providing opportunities to participate in recreational programming soon. • Staff worked diligently over several days to reopen the Blue Sky Ecological Reserve, the Iron Mountain trail, and the Lake Poway Recreation Area. This effort required extensive maintenance, social distance/sanitation protocol and public information postings, and a high-level of coordination with Public Works. • Per County emergency regulations, Community Park and Old Poway Park are staffed and patrolled throughout the day. In collaboration with Public Works, all parking lots for all parks throughout the city were reduced by 50% and all required signs were posted. Most park amenities, restrooms, and courts are now open. • Daily park patrols throughout the city to neighborhood and pocket parks continues. Staff is consistently providing public information on social distance and facial covering requirements. • All May reservations for facility use have been canceled and customers have been fully refunded. A handful of inquiries have been received from brides regarding summer nuptials. Poway Center for the Performing Arts clients have also been notified that all events for June have been canceled. • Registration for summer camps continues. In light of the COVID-19 world-wide pandemic and economic uncertainties, year-to-date revenues for 2020 vs. 2019 are down. Some of this may be attributed to the delay in the start of summer registration. We hope to see increased enrollment as public confidence in participating in future programming becomes more viable. The Old Coach Golf Estates Specific Plan amendment proposes to allow for a hotel with up to 140 rooms within the envelope of the existing golf course. To be consistent with the previous EIR addendum for the 240 room hotel proposal in 2016, the hotel is required to be two stories or less and less than 100,000 square feet in floor area. Only proposed textual amendments to the Specific Plan were received to allow the hotel (no development plans provided). The addition of a hotel as an allowable land use within the specific plan area would require approval by the City Council and then require adoption by the voters of the City at a special or general election. They may request City Council review in July 2020 to be considered for the November ballot if the City Council approves the proposal. Vantage Point Tenant Improvements at 14400 to 14500 Kirkham Way On April 24 building permit plans were received for plan check for a 236,584 square foot tenant improvement for Building A and a 166,834 square foot tenant improvement for Building B at Vantage Point (Parkway Summit). Demolition Permits Issued for Poway Commons On April 28 the demolition permits for Poway Commons were issued. There are ten buildings on seven parcels to be torn down. New Accessory Dwelling Unit (ADU) at 13312 Tawanka Drive On April 29 a building permit was issued for an attached two-story 695 square foot ADU with a 255 square foot patio cover and a 260 square foot balcony. New Home at 14375 Golden Sunset On April 28 a building permit was issued for a new 2,415 square foot manufactured single-family home, a 484 square foot garage, and a 269 square foot deck. 13021 Poway Road B20-0519 On April 21 building permit plans were received for plan check for the Poway Commons 44-unit affordable senior housing project at 13021 Poway Road immediately west of the Taco Bell. The project includes a 38,993 square foot building with both one-bedroom units (570 sf each) and two- bedroom units (757 sf each) and a 1,050 square foot community room. Director’s Notes May 6, 2020 Page 2 Sunbelt Rentals, Inc. at 13044 Poway Road On April 23 a business certificate was issued for a construction equipment rentals and general tool sales store. This is considered a change in ownership as Sunbelt Rentals, Inc. has acquired the business from BJ’s Rentals, Inc. and will continue to run a similar operation. Pugh Residence at Pebble Canyon Drive On March 24 a Minor Development Review Application was approved to develop a 3,060 square foot single-family home and a 906 square foot garage. The proposed new single-family residence will be the 9th lot developed on the private road of Pebble Canyon Drive (APN- 321-230-64-00). CAPITAL IMPROVEMENTS Mickey Cafagna Community Center The mass grading, over-excavating and re-compaction for the entire building pad, has been completed and the main potable and landscape water manifolds have been installed. Activities for this week include completing the rough grading and certifying the building pads. The contractor has scheduled the onsite underground work to start as soon as the pad certifications are complete. This work includes installation of onsite storm drains, potable water, and sewer piping. Espola Road Safety Improvements SDG&E’s cabling crews have completed all work in the 20A portion (southern end) that can be done without non-critical planned outages. SDG&E is considered an essential business and their work, including construction operations, is continuing during COVID-19. However, there is an exception for service cutover work. They are postponing all non-critical planned outages, while continuing with those related to public safety, emergencies and wildfire mitigation.  Once outage restrictions are lifted (estimated June timeframe) the cabling crews plan to capitalize on outages that will allow for conversion of the 20B portion along with the 20A portion to avoid multiple interruptions to customers.  SDG&E’s contractor, VetSource has several punch list items related to the underground infrastructure that still need to be completed.  SDG&E office staff that are working remotely continue to work on resolving outstanding easement and encroachment issues prior to cabling of the 20B portion (northern end). This includes potential relocation of two transformers. Once these are resolved VetSource will finalize the as-built drawings and any outstanding punch list items. The City’s consultant recently completed additional survey work to identify the locations of new utility facilities associated with the undergrounding. The survey data will allow the consultant to proceed with the design of the pathway improvements. Public Works staff continues to monitor and refresh the erosion control devices and trim weeds in the pathway area along Espola Road, south of Del Poniente Road. Martincoit Road Sewer Upsize The contractor is currently constructing the sewer line in the equestrian trail, west of Calle Colina.  The sewer line and manhole installation work on Calle Colina was completed last week. The contractor has resealed and restriped the existing parking lot at Painted Rock Elementary School and has vacated the staging area at the lot. Valle Verde Playground Renovation The playground equipment and new surface has been installed and has passed the safety audit for fall impact testing. Certification of the test results is expected this week. The curb ramp was installed last week and the only remaining item is to resolve a request by Public Works related to the sleeves for the removable bollards that were relocated as part of the project. Director’s Notes May 6, 2020 Page 3 Water Treatment Plant Chemical Building and Tank Farm Upgrades The chemical building equipment has been replaced, tested, and accepted for operation at the plant. The new caustic chemical storage tank has been installed and the piping is underway to bring it online. The valve replacement had been put on hold until next winter due to Covid-19 safety measures. Plant operations staff requested specific valves in the filter gallery be replaced as soon as possible after existing equipment failures began occurring. The contractor has prepared equipment and the site by installing scaffolding. Replacement procedures began on Monday. Clearwell Upgrades and Clearwell Bypass Design of the clearwell floating cover and liner replacement has been temporarily placed on hold. This is due to the necessity to provide bypass piping during construction of the Clearwell Upgrades. As part of design for the bypass, IEC, the City’s design consultant, prepared a technical memo, including information about the pipeline capacity, a hydraulic analysis of operating the potable system on the bypass, and costs associated with the bypass pipeline. A draft of the technical memo was provided to the State Water Resources Control Board, Division of Drinking Water (DDW), as part of compliance with the Precautionary Boil Water Advisory. The memo was still in draft form because the hydraulic analysis that was completed showed that the bypass pipeline could not provide sufficient water to meet demands in the system without some type of temporary or permanent storage. IEC is working on finalizing the technical memo to incorporate several storage options. The final memo will be provided to DDW upon completion. In addition to the design and technical memo efforts for the bypass pipeline, IEC has also been preparing an alternatives analysis for the clearwell reservoir. Hydraulic Analyses were completed to determine if 10 million gallons worth of storage (the volume of the clearwell reservoir) are required to maintain current demands in the system along with options for alternative storage types, other than the clearwell reservoir. The analysis also includes installation costs and long-term maintenance costs for overall comparison of various storage types. Since storage is required for the bypass pipeline to function, it is prudent to compare the cost of environmental and financial impacts of temporary versus permanent storage along with the rehabilitation of the clearwell reservoir. LAND DEVELOPMENT Poway Commons The City received the first submittal of the precise grading package for the proposed affordable senior housing project located at the northwest corner of Poway Road and Tarascan Drive. The City has requested mylars for the grading plan for the proposed residential development on parcels on the north and south sides of Poway Road near Quate Court and Civic Center Drive/Tarascan Drive. Once securities are placed, fees are paid, and the mylars are received and signed by City staff, the preconstruction meeting will be held where the grading permit will be issued. The applicant has obtained demolition permits through the Building Division prior to beginning grading activities. The City has also returned comments on the 4th submittal of the floodplain development permit package for the proposed residential development on selected parcels to the south of Poway Road near Quate Court and Civic Center Drive. The project design impacts the mapped Federal Emergency Management Agency (FEMA) regulated floodway which requires a special engineering study to be reviewed and approved by City staff and FEMA and will ultimately revise the mapped floodway. Director’s Notes May 6, 2020 Page 4 Creekside Plaza The City requested mylars and securities for the grading plan associated with the proposed development of a new retail building within Creekside Plaza at the southeast corner of the Poway Road and Community Road intersection. Steed Residence An applicant has submitted a request to encroach within a storm drain easement with a small retaining wall along a property line on Maplewood Street. Staff is reviewing the application and preparing the document for signatures. Old Pomerado Utility Easement City staff drafted an easement document to grant a general utility easement to an adjacent resident behind a Poway Housing Authority property along Old Pomerado Road. The owner of this property has a septic system that has failed, and they are asking to connect to the City sewer main in this area. In order to do so, they need to install a lateral along the access route on the Poway Housing Authority property. AT&T Small Cell City staff has returned comments and the mylar plans for a construction change revising the plans to include an additional streetlight pole requiring replacement. The pole location is on Scripps Poway Parkway at the intersection with Community Road. INSPECTION Outpost Poway Road (G18-0002) - Work continues. This week the contractor is working on excavating, hauling spoils, and drilling and anchoring of remaining tie-downs in preparation for the next placement. The contractor has scheduled one of the final two remaining concrete sections to be placed on May 8. Director’s Notes May 6, 2020 Page 5 Aria Estates Danes Road (G19-0009) (WI19-003) - Water tests are complete. The bacteriological test passed. City staff installed a new valve outside of the project limits. Last week the contractor completed the tie-in to the city watermain. Onsite underground utility installation has begun. This week the contractor will begin excavation footing for all proposed walls including walls supporting the stormwater management system. Vantage Point Kirkham Way (G18-0008) (STI18-003) - The contractor continues to work on fine grade. Compaction of subgrade, base course and asphalt placement in drive aisles is on-going. Drainage work is in different stages of construction. Last week the contractor placed the footings for two new streetlights. New streetlights will be fitted with new LED lamps that match the active CIP LED Street and Safety Lighting Conversion project. Landscape work continues throughout the site with irrigation work and planting being performed in nearly all areas. The contractor completed subgrade preparation and base placement for the cul-de-sac on Kirkham W ay. Both were tested and inspected for conformance. Asphalt placement for both onsite and offsite roadways are scheduled for this week. AT&T Small Cell Pole Replacement Various Locations (STI-19-002) – This project includes the addition of 5-G antennas on streetlights at 16 locations. Eleven locations are installations on existing streetlight poles within the business park and five locations include replacement of the existing streetlight pole, one in the business park and four closer to the center of Poway. Of the 16 locations, three have been completed. AT&T has several subcontractors continuing to work at various locations. Simeon SFR Old Winemaster Way (MDRA17-033) - Work on the home is complete. A right of way permit to core the curb face and to install outlet drains was approved and hand-delivered to the contractor. Last week the curb was cored and two 3” drains installed. Cox Communications Expansion Midland Road (CUP16-012) - The contractor has completed the building core. Work on the façade has begun. Director’s Notes May 6, 2020 Page 6 Wimbrough Residence 15121 Sycamore Canyon Road (G19-0010) – A preconstruction meeting was held last week and clearing and grubbing of vegetation and grading started on site. Parkway Summit Off-Site Improvement / Traffic Signal Upgrades Community Road at Stowe Drive and Scripps Poway Parkway at Danielson Street / General Atomics Way (STI 19-001, RW20-0067 & RW20-0068) – A preconstruction meeting was held last week for traffic signal upgrades including installing conduit and cameras on Stowe Drive eastbound at Community Road and demolition, re-aligning and re-installing of median curb and traffic loops on Danielson Street north of Scripps Poway Parkway as part of off-site traffic mitigation. SCHEDULED ROAD/LANE CLOSURES  Lane closure with flaggers in the #1 lane on Poway Road eastbound between Community Road and Civic Center Drive for incoming and outgoing haul trucks and a sidewalk closure south side of Poway Road between 13301 and 13245. Work is related to the Outpost Project.  Possible lane closure on General Atomics Way in both directions, for work related to the Parkway Summit / Vantage Point Project.  Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both directions for the undergrounding of utilities associated with the Espola Road Safety Improvements Project.  Lane closure on Pomerado Road between Bernardo Heights Parkway and 500 feet north of Stone Canyon Road in both directions for work related to the Pomerado Road Sewer Line Repair Project.  Lane closure on Scripps Poway Parkway at Community Road, all directions, and multiple lane closures on a variety of collector streets (Stowe Drive, Danielson Street, McIver’s Court, Gregg Street, Crosthwaite Circle) all within the business park, for the AT&T 5G upgrade project.  Possible lane closure on Community Road at Stowe Drive for work related to off-site traffic mitigation for Parkway Summit / Vantage Point Project. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Craig Ruiz, Economic Development Administrator DATE: May 6, 2020 SUBJECT: April 2020 Economic Development Report • The month of April was primarily focused on the development and implementation of the Poway Emergency Assistance Relief Loan (PEARL) program. At the April 7 City Council meeting, the Council provided direction to staff on the parameters of the PEARL loan program. At special meeting on April 16, the Council adopted the PEARL loan program. On April 23, applicants were able to submit PEARL applications. To date, staff has received 68 applications requesting over $2.44 million. Staff has completed the review of 54 applications, approving 15, denying 3 and requesting additional information from 38. Two business that were approved for PEARL loans declined the funds after having received a PPP loan from the U.S. Small Business Administration. • On April 30, the sale of five City-owned properties and two Housing Authority- owned properties were sold to Meridian Development for the Poway Commons project. Meridian has begun to install construction fencing and will begin demolition of buildings on May 8. COVID-19 Fire Chief Canavan, Deputy Fire Chief Post, Battalion Chief Fried and Susy Turnbull are all dedicated to the COVID-19 response. Chief Canavan, Chief Post and Susy fill EOC positions. Chief Canavan and Susy are dedicated to assisting with the overall city response. Chief Fried is responsible for coordinating the Fire Department’s response and serves as Department Infectious Control Officer (DICO) and liaison with San Diego County EMS.
