The Swim Center hosted the local Freestyle Festival Swim Meet on September 25 and 26. Approximately
1,300 athletes attended the swim meet over the two-day event.
Swim Center fall attendance trended 20% higher last month compared to previous non-COVID years. Both
lap swimming and water aerobics led in popularity with lap lanes full most of the day and water aerobics
averaging 44 participants per class.
In just six-days, the Poway Center for the Performing Arts (PCPA) hosted four nights of rehearsals and four
shows for our newest rental client, Scripps Theatre Arts. In total, 65 youth performers presented Beauty and
the Beast Jr. for 986 audience members. Concession sales totaled $2,016 and 28 ushers volunteered 84
hours to support the effort.
PCPA October Art Announced! The “Re-emergence” exhibit features nine talented artists and runs through
October 27. Exhibit hours: Tuesday - Thursday, 10:00am-2:00pm, Friday, 10:00am-5:00pm, and Saturday,
10:00am-3:00pm.
Final details are being wrapped up for the October 21 Volunteer Appreciation Dinner at Old Poway Park.
Approximately 400 City of Poway volunteers have RSVP’d for the event.
Fifty-one participants were able to bounce off the walls – literally! Kid’s Night Out sprung on the fun with a
special excursion to Get Air Trampoline Park in Poway.
With the cancellation of Poway Unified School District field trips, Old Poway Park hosted their first-ever
Rendezvous in Poway virtual tours. Over 900 students from 31 different classes interacted with various living
history encampments. A big shout out to Lawrence in IT and Rene in CMO for their valuable assistance to
make this happen! Friday, 150 home-schooled and private school students enjoyed the traditional tours, and
of course, the Rendezvous was open to the public Saturday and Sunday.

PLANNING
The Habit Burger Grill at Creekside Plaza Shopping Center
On September 22nd, a business certificate was issued for The Habit Burger Grill located at 13505
Poway Road in a new 5,250 square-foot stand-alone commercial building in the Creekside Plaza
shopping center. The opening date is planned for October 6th.
New Single-Family Residence at 14180 Augusta Court
On September 27th, a Minor Development Review Application was submitted to construct a 6,700
square-foot single-family residence with an attached 1,000 square-foot garage and a tennis court on
a vacant 7.43-acre property in the Rural Residential A zone.
New Single-Family Residence at 14150 Bryce Point
On September 29th, a Minor Development Review Application was submitted to construct a 7,280-
square-foot single-family residence with an attached 1,165-square-foot garage on a vacant 1.67-
acre property in the Old Coach Golf Estates Specific Plan.
New Single-Family Residential Barn Conversion at 12664 Cobblestone Creek
On September 29th, a Minor Development Review Application was submitted to convert an existing
5,156-square-foot barn into a single-family residence with a new detached 1,200-square-foot garage
on a 5.75-acre property in the Rural Residential C zone.

On September 22nd, a building permit was issued for an attached 810 square-foot one-bedroom

CAPITAL IMPROVEMENTS
2021-22 Citywide Striping Project
The contractor has completed the first coat of striping within Zone 4. The contractor also continues
to refresh striping in Zones 2 (50% complete) and 8 (80% complete). After the striping is complete
in the refresh zones, they will return to Zone 4 to place the second coat of paint.
PCPA Facility Maintenance Design
Staff reviewed the six proposals received for the design services of the PCPA projects and chose
three design teams to interview. After the interviews were complete, staff chose Sillman Architects
of San Diego as the design team that best demonstrated understanding of the complexity of the
project and had great sensitivity to performing arts centers. Staff has scheduled the approval of the
consultant agreement for the City Council’s consideration at the November 2nd City Council
meeting.

Bowron Road Sewer Upsize
SDG&E will be working in the westbound lanes of Poway Road to relocate a gas line so that the last
remaining improvements associated with the sewer project can be completed. Work began last
week and SDG&E anticipates the gas relocation will take two to three weeks to complete. The City
has approved SDG&E to work 7:30 a.m. to 4:30 p.m. Monday through Saturday to expedite the
relocation. The City contractor is pausing work until the gas line has been relocated.
Exposed Sewer East of Martincoit
The contractor has completed drilling the pipe zone under the creek. The pipe is scheduled
to be installed in the casing today and then grouted and capped tomorrow.
Sewer Line Repair and Replace (Pomerado Road at Stone Canyon Road)
Construction is progressing on schedule. The repairs to the pipe located in a private driveway
easement adjacent to Stone Canyon Road was completed over two days with minimal impact to the
residents. Coordination with SDG&E is ongoing to avoid unnecessary delay or excess impacts to the
public. The first manhole excavation on Pomerado Road south of the Stone Canyon Road
intersection is to be completed this week.
Reservoir Overflow Modifications
Two proposals to design and permit four tank retrofits were received. West Yost was selected as the
most qualified and cost effective consultant to perform the work. The Consultant Agreement is
currently in process.
LED Street and Safety Lighting Conversion
The contractor completed the installation of LED fixtures on all the decorative poles in the Old Poway
Park area on September 29th. The contractor will pick up the storage container from the Old Poway
Park parking lot this week. Staff will work on closing out this project. It will be scheduled at a future
City Council meeting for the City Council to consider the acceptance of the project.
LAND DEVELOPMENT
Pakbaz-Ghorishi Residence
City staff received and approved redlined record drawings for review of any changes to the grading
plans that occurred during construction. The engineer is in the process of adding the changes to the
mylar plans for final record drawings. This project legalizes grading and the construction of a
retaining wall that occurred at an existing residence along Eastvale Road.
The Farm
City staff returned comments on the 3rd submittal, received the 4th submittal, and then returned
comments on the 4th submittal of the final maps for Units 1 and 2 of the 226-lot subdivision taking
place at the existing Stoneridge Golf Course site.
City staff returned engineering comments on the 3rd submittal of the public improvement plan for
The Farm. Public improvements in the set include Espola Road widening, traffic signal
improvements, public sewer and water, street lights, and a storm drain bypass system.
Poway Commons
City staff received the proposed construction change for the Poway Commons project. The
construction change proposes additional improvements at the project edge with Quate Court.
Aria Estates Lot 7
City staff received the 1st submittal for a proposed boundary adjustment to Lot 7 altering the westerly
property line of Lot 7 with the adjacent dedicated Open Space lot for the Aria Estates development.

Garage Conversion
City staff received the 1st submittal for a floodplain development permit associated with a detached
garage conversion to an accessory dwelling unit for a residence on York Avenue. Since the structure
will now convert to habitable space, special flood assessment and floodproofing techniques will need
to take place.
Mansur Parking Lot
City staff accepted the record drawings for the private drainage improvements at the liquor store
property on Garden Road.
Fairfield
City staff received the 3rd review of the final map for the Fairfield mixed-use redevelopment project
at the existing Fun Bowl and Carriage Center West Shopping Center.
Blanchard Residence
City staff has approved the grading plans for the grading violation that occurred at a property along
Del Poniente Road and has requested that the engineer of record prepare the print package of the
approved mylar plans.
Northcrest Lane Residence
City staff has approved the grading plans for the grading violation that occurred at a property along
Northcrest Lane and has requested that the engineer of record prepare the print package of the
approved mylar plans.
Norris Residence
City staff received the Certificate of Line and Grade for the grading occurring for a residence on Saint
Andrews Drive.
AT&T Small Cell Pole Replacement
City staff received redlined record drawings for review of the seven light pole replacements to
accommodate for small cell antennas. The light poles are located at various locations throughout the
City.
Creekside Plaza
City staff has received redlined record drawings for review of any changes to the grading plans that
may have occurred during construction for the commercial development at the Creekside Plaza.
Kirkham Way
City staff has reviewed and approved the redlined record drawings for the pedestrian traffic signal
on Kirkham Way. The engineer is in the process of adding the changes to the mylar plans for final
record drawings.
North County Soccer Park
City staff has reviewed and conditionally approved the submittal for a floodplain development permit
to allow for synthetic turf within the FEMA regulated floodplain and floodway at the North County
Soccer Park on Espola Road. Staff is awaiting the submittal of the grading plans to complete the
processing of the floodplain development permit since “No Rise” certifications are required.
City staff has also approved the request to encroach within the City’s utility easement with synthetic
turf for the North County Soccer Park. Staff is preparing the final document for the property owner to
sign and then have recorded.

STORMWATER
Permanent Facilities Annual Certifications
Property owners that have a Storm Water Facilities Maintenance Agreement with the City are
required to certify annually that appropriate maintenance and inspections have been completed. The
certification window is from October 1st through September 30th each year. The certifications were
due by October 1st. Of the 117 sites currently on the City’s inventory, 50 have not yet returned their
annual certification forms. Staff will send out courtesy letters this week to those property owners that
have not yet returned their annual certification forms. The courtesy letters will indicate that property
owners have 30 days to provide their certification or the issue will be forwarded to Code Enforcement
for follow-up.
FEMA - CRS PROGRAM
Flood Protection
City staff has mailed out letters to the residents located within the Special Flood Hazard Area as
defined by the Flood Insurance Rate Maps produced by FEMA with a known history of repetitive
flooding and have filed insurance claims. These letters provide valuable information regarding the
property’s likelihood to flooding, knowledge regarding other flooding hazards around the property,
flood insurance, safety tips, drainage maintenance and how to build responsibly to avoid future
flooding.
INSPECTION
Firenze Residence
Belvedere Drive (G21-0002) Work began to repair the slope which had previously been repaired
without inspection and geotechnical evaluation. The bottom portion of the existing slope was removed,
and a keyway was established. Fill
was then placed in lifts and
compacted. Once the fill was above
the street level, an underdrain was
installed to prevent future slope
damage. The fill was observed and
tested and at two-foot intervals, a
geogrid fabric was placed to help lock in
the slope. The rebuilding of the slope is
now complete. Staff is waiting on the
geotechnical report along with the
surveyor’s certification letter. The owner is working on getting the slope hydroseeded and understands
that he will need to install and maintain BMPs until germination/plant growth has taken place.
Oyanguren Accessory Dwelling Unit
Outlook Road SW21-0164 - The preconstruction meeting for the addition and ADU has been held.

Poway Commons - Affordable Senior Housing
Poway Road (G20-0008) - For the past two weeks curbs and drainage swales have been placed and
inspected, along with other flat work. The construction screening that protected the public from flying
debris, and scaffolding have been removed from site, exposing the new building. Once the
scaffolding was removed the construction security fence was replaced. Last week both the 2-inch
and ¾-inch water meters were installed by City staff. Landscape work is ongoing, and the irrigation
pressure test was conducted last week.
Coleman / Griswold Residence and Accessory Dwelling Unit
Dos Amigos Trail (G20-0016) - The Contractor will be unable to continue framing or performing any
other building work on the north side of the pad until the masonry walls for the stairs to the upper
pad are complete and backfilled. They are still on “foundation only” status which does not include
the southern portion of the home. Last week the contractor excavated and placed reinforcing steel
for the C-1 masonry retaining wall. The footing was not per plan or staked, nor was the footing in the
correct location as per the approved plans. The contractor has requested to be able to proceed and
add the change as a redline rather than submit a construction change. There are some questions
that need clarification from the engineer.

RW20-0303 Twin Peaks Plaza
Twin Peaks Road - Pedestrian ramps, cross
gutters, and the installation of the trash
treatment devices within the storm drain
inlets has begun. Regency Centers had
requested and received the City’s
permission to close each driveway
approach, one at a time to perform the
work. A total of 6 pedestrian ramps in the
public right-of-way are to be replaced to
meet current ADA standards. Work began
at the Twin Peaks Road entrance.
A-1 Self Storage Facility
Kirkham Road (G20-0006) - The contractor placed
concrete for the southern half of the bottom floor,
bottom floor column footings, hydraulic elevator
shaft and the sump pump locations. The contractor
continues placing reinforcing steel prior to the next
scheduled placement, which is the end of this week.
Mobile Mini Pavement Replacement
Crosthwaite Circle (G19-0012) - The contractor started drilling for the construction of the
underground stormwater capture device and drywell systems. The contractor has excavated and
installed two of the Maxwell IV Drywell Systems. Last week the surveyor staked the rip rap dissipater
and headwall area along the east side of the property.

SDG&E 16” Gas Line Installation Project North
Pomerado Road (RW20-0366) - Crew #1: The intersection of Twin Peaks Road / Camino Del Norte
and Pomerado Road has been base paved. The night work for this intersection is completed. SDG&E
and the contractor anticipate the remainder of the work for the mainline installation between Twin
Peaks Road and Monte Vista Drive will take approximately 6 weeks.
Crew #2 (south of Bernardo Heights): Rock that had been and continues to be encountered is being
broken and removed as excavation continues. Note: The rock adjacent to the City’s water main has
been drilled and cracked into smaller pieces while a City water department crew was on standby.
During the exposing of the water main by hand, the line was found to have a gouge in the side. City
crews installed a coupling for safe measure. Work is now in the center of the roadway and is just to
the south of Bernardo Heights.
SDG&E 16” Gas Line Installation Project South
Pomerado Road (RW21-0126) - Crew #1 - The Contractor (Henkels & McCoy) completed work
through the intersection of Pomerado Road at Oak Knoll Road. The contractor continues to grind
asphalt and recess trench plates, trench and install shoring, install and weld 16” gas main. The Main
is backfilled with 2 sack sand slurry. As the section of work heads south, there continues to be
alignment issues due to existing or unmarked utilities that will need further clarification and/or
alignment changes.
Crew #2 - The Contractor (Henkels & McCoy) continues breaking rock in portions of the trench north
of Meadowbrook. When the trench has been cleared of rock crews can then install and weld sections
of the 16” gas main. The rock breaking has been slow going due to the amount of solid rock
encountered within the trench. Both crews continue to excavate and install; one crew heading north
and the other heading south.

Water Infrastructure Improvement Plan
Two RFPs were posted on September 27 with proposals are due November 3 for the Treated
Water Facilities and the POW-5 Turnout and Flow Control Facility. Construction has commenced
at Lake Poway, the Water Treatment Plant, and the Public Works Maintenance Yard for the
Clearwell Bypass Project. Trees and shrubs were removed on the southside of the Public Works
