number of follow-on requests related to that request (PRR 2021-
184). First I noticed that it seems not all departments were included
in all reports. The reports seem to cover 2 week periods and
coincide with council meetings, but there are gaps in what is
reported. So for this request I would like the following:
-The Directors' Notes going back to 2010 or as far back as they go
(whichever is *least*)
-Any reports from departments that would be included in the above
unless there is a Directors' Notes that coincides. As an example
3/25/2020 did not have a directors' notes provided, so I would like
any department reports between 3/11/2020 and 4/8/2020. These
most likely coincide with 3/25/2020 (every 2 weeks). Just a quick
note of dates missing reports from the initial request: 1/1/2020,

The Swim Center’s fall season of swim lessons concluded last week with a total of 401 participants. Over
the course of the year, the swim lesson program served 1,083 participants despite Covid restrictions and
reduced class sizes. We look forward to spring 2022 lessons and rebuilding the program to its previous
attendance levels.
Teens went glow crazy at the legendary Teen Glow-in-the-Dark Dodgeball showdown at Meadowbrook
Gymnasium on October 16. The glow gear, games, prizes, and treats pleased approximately 91
participants.
Volunteers are putting the final touches on the Haunted House at Old Poway Park. The Haunted House
replaced Once Upon A Hallowe’en and will run from October 24 to October 27, from 6:30pm until 9:00pm.
Admission is $1 per person. The Steam Engine will be kicking off the first night and will run during the
same hours as the Haunted House on Sunday.
Fall Camping has been a hit this year at Lake Poway! The first three weekends brought in over 160
families generating $4,200 in revenue. The final fall campout is this weekend with 52 families already
registered.

PLANNING
Seatainer at Fire Station #2
On October 13th, the Fire Department submitted Minor Conditional Use Permit (MCUP) application
MCUP21-004 to relocate a seatainer in the parking lot of Fire Station #2 located at 16912 Westling
Court. The seatainer was previously kept in the parking lot of Community Church of Poway located
at 13501 Community Road. The 20-foot-long seatainer will be used to store emergency supplies in
the event of an evacuation.
New Single-Family Residence at 11624 Creek Road
On October 12th, a Minor Development Review Application was submitted to demolish an existing
residence and construct a new 5,149 square-foot single-family residence with an attached 1,165
square-foot garage and an attached 1,172 square-foot ADU on a 1.02-acre property in the South
Poway Specific Plan.
CAPITAL IMPROVEMENTS
2021-22 Citywide Striping
The contractor continues to refresh striping in Zones 2 (90% complete), 6 (50% complete), and
8 (90% complete). After the striping is complete in the refresh zones, they will return to Zone 4 to
place the second coat of paint.
Old Poway Park Museum Gas Line Replacement
The construction contracts were executed last week. The contractor, and Development Services and
Community Services staff held a pre-construction meeting. The contractor is now doing layout of the
work and calling for utility mark-out.
Bowron Road Sewer Upsize
The City’s contractor is resuming work now that SDG&E has completed the gas line relocation in
Poway Road. The contractor will be constructing the two manholes in the westbound lanes of Poway
road this week.
Exposed Sewer East of Martincoit
The contractor has completed drilling the pipe zone under the creek. The carrier pipe has been
installed in the casing, grouted, and capped. The two new manholes on either side of the creek will
have bases poured this week.
Sewer Line Repair and Replace (Pomerado at Stone Canyon)
Construction is progressing on schedule. The first manhole construction on Pomerado Road south
of the Stone Canyon Road intersection is to be completed this week. The coordination with the
SDG&E 16” gas line installation is ongoing to avoid unnecessary delay or excess impacts to the
public.

Traffic Signal Controller Upgrades
The contractor completed conduit installation and wiring at Poway Road and Oak Knoll Road. They
are moving on to the intersection of Pomerado Road and Oak Knoll Road this week. New wiring
throughout the intersection and video detection cameras for the east and west legs of Oak Knoll
Road are being installed at this location. There was a delay in receiving the parts for the video
detection cameras that are being installed at all three project intersections. Once they arrive, the
contractor will be able to complete the project, which is anticipated for early November. The
temporary overhead wires at Pomerado Road & Oak Knoll Road will remain until the first week of
November to ensure the traffic signal functions properly until the new video detection cameras are
installed.
Poway Dam Emergency Action Plan
On October 15th, the City received approval for the Poway Dam Emergency Action Plan (EAP) after
numerous rounds of review with the California Office of Emergency Services (CalOES). The EAP is
a report that defines the actions and steps required in the event of a dam safety emergency or
flooding caused by large releases from the dam to reduce the risk of loss of human life or injury and
to minimize property damage. The plan was prepared with the assistance of a consultant and
required extensive coordination and input from affected agencies, including Public Works,
Community Services, Fire Department, City of San Diego, and County of San Diego.
LAND DEVELOPMENT
Agee Residence
City staff conditionally approved the legal and plat for a water easement to encompass a fire hydrant
proposed along Deer Valley Estates. Staff is waiting for the wet signed documents to complete the
easement.
Coleman/Griswold Residence
City staff approved a construction change revising the configuration of two retaining walls for a
proposed residence on Dos Amigos Trail.
Kandah Residences
City staff mailed out the property notifications to all properties within 500 feet of a proposed boundary
adjustment revising the property line between two properties on Twin Peaks Road. Property owners
had until October 18th to respond with comments, questions, objections or any other information
pertinent to the matter. Staff received feedback from two property owners nearby. One property
owner had concerns regarding the access driveway to one of the new parcels. They provided
information regarding the soil and erodibility along the proposed access driveway and were
concerned of future impacts due to construction and residential vehicles. The other property owner
expressed concerns regarding an increase to residential density in this area due to the boundary
adjustment. The adjustment will result in two existing residential structures to be located within the
same parcel, leaving another vacant parcel to be developed on. Their concern is also related to
parking on an already narrow portion of Twin Peaks Road and difficulty with vehicle access due to
the parking and narrowing of the road.
Norris Residence
City staff has approved the Certificate of Line and Grade associated with the grading for a proposed
residence on Saint Andrews Drive.
Creekside Plaza
City staff released the mylar grading plans for final record drawing preparation of the commercial
development within Creekside Plaza.

SDG&E Substation
City staff received the first grading plan submittal for drainage modifications proposed at the SDG&E
substation located on Twin Peaks Road.
The Farm
Street Improvements
City staff approved the public improvement plan for The Farm. Public improvements in the set
include Espola Road widening, traffic signal improvements, public sewer and water, street lights,
and a storm drain bypass system.
Buswell Residence
City staff received the first submittal for the floodplain development permit for a proposed patio cover
within the floodplain at an existing single-family residence on Orchard Bend Road.
Scheinblum Residence
City staff returned comments on the second review, and received the third submittal, for the water
improvements associated with the development of a proposed single-family residence and
accessory dwelling unit on Heritage Drive.
Poway Town and Country Shopping Center
City staff returned comments on the second review of the grading plans for the proposed
development of a drive-thru coffee shop in place of the Poor Boy Sub shop at the Poway Town and
Country Shopping Center.
Urbanska Residence
City staff approved a request to allow pavers within the right-of-way for the driveway of a residence
on Saint Andrews Place.
Tenth Street
City staff returned comments on the proposed vacation of Tenth Street, an existing public right-of-
way west of Pomerado Road which has never been utilized as a public road and has not been
developed to public road standards. There is an existing private road easement known as Leona
Lane running alongside the Tenth Street right-of-way, which would still be utilized for access for
property owners.
Ramirez Residence
City staff issued minor comments on the second review of the grading plan package and Biological
Conservation Easement associated with the proposed residence on Del Poniente Road.
Poway Commons
City staff issued comments on the proposed construction change for the Poway Commons
improvement plans. The construction change includes curb additions at the end of Quate Court within
the public right-of-way.
STORMWATER
Los Peñasquitos Lagoon Restoration Project
The cost share agreement for the Los Peñasquitos Lagoon Restoration Project has been fully
executed by all of the Copermittees in the watershed (City of San Diego, County of San Diego, City
of Poway and City of Del Mar). Staff has received a copy of the fully executed agreement and is
expecting to receive the invoices from the City of San Diego for this fiscal year, as well as the
previous two years shortly.

Los Peñasquitos Water Quality Improvement Plan (WQIP) Update
The first draft of the updated WQIP was released for the 30-day public review and comment period
on October 12th. Updates are required in order to demonstrate compliance with the first interim
Sediment TMDL and focus on the evaluation of the Watershed Management Area Priority Water
Quality Conditions, evaluating water quality for waterbodies listed in the Environmental Protection
Agency’s 2016 303(d) Impaired Water Bodies List, and establishing new interim numeric sediment
goals for the watershed.
INSPECTION
Freestone Accessory Dwelling Unit
Camino Del Valle (SW21-0087) - The preconstruction meeting for this ADU has been held. The
owner has signed all applicable paperwork, and construction is scheduled to begin next week.
Norris Residence
Saint Andrews Drive (G20-0019) - Inspections
were performed for retaining wall footings and
reinforcement. New plans were received for a
plan change that altered the footing size and
rebar spacing. The inspection of the changes
passed. The concrete footing has been placed
and building of the walls is to take place this
week.
Aria Estates
Danes Road (G19-0009) - All work has been completed and the final punch list inspection was
conducted. The assigned inspector has delivered the file to the project manager for close out.
Dougherty Illegal Grading
Northcrest Lane (G17-0006) - The preconstruction meeting for work to correct an illegal grading
violation by the previous owners has been held. The owner/owner’s representative has signed all
applicable paperwork.
Coleman / Griswold Residence and
Accessory Dwelling Unit
Dos Amigos Trail (G20-0016) - The design
engineer revised the configuration of both
engineered masonry walls. The revision
has been approved by engineering
staff. The walls are being constructed
between the upper and lower portions of
the building pad. The contractor placed the
concrete footing for the lower of the two
walls which must be completed first. The
contractor is repairing and/or adding to
both on and off-site BMPs.

Naras Accessory Dwelling Unit
Espola Road (SW21-00178) - The preconstruction meeting for this ADU has been held. The owner
has signed all applicable paperwork. Construction is not yet scheduled to begin.
Poway Commons - Affordable Senior Housing
Poway Road (G20-0008) - The contractor completed concrete surface improvements in the parking
areas. The contractor has excavated and compacted the parking lot subgrade. Class II base has
been delivered and is being spread and compacted prior to inspection.
A-1 Self Storage Facility
Kirkham Road (G20-0006) - The contractor placed concrete for the northern half of the bottom floor
and bottom floor column footings for the multi-level storage facility. The contractor is starting to work
on walls for the next level.
Biscayne Place Wine Cellar
Biscayne Place (MDRA 21-002) - The contractor is drilling up to 32 feet deep to install I-Beams as
shoring for construction of the two-story wine cellar. The majority of the 29 I-Beams have been
installed. BMPs are installed on both lots including the adjacent lot owned by the same property
owner.
SDG&E 16” Gas Line Installation Project North
Pomerado Road (RW20-0366)
Crew #1 - This crew continues to excavate and install the 16” steel gas main in the northbound
direction. Work is north of Twin Peaks Road. Now that the work is moving away from the shopping
center and busy intersections, work is progressing much quicker. The alignment has shifted slightly
due to a conflict with an AT&T manhole.
Crew #2 - All rock around the water main has been removed. Pipe has been placed below the water
main. After slow progress working around City utilities, work continues in the center of the roadway
and is now north of the intersection of Bernardo Heights Parkway and Pomerado Road, north of City
limits.

SDG&E 16” Gas Line Installation Project South
Pomerado Road (RW21-0126)
Crew #1 - The contractor continues sawcutting ahead of work heading south on Pomerado Road at
Metate Lane on the northbound lanes of Pomerado Road, grinding for recessed plates, excavating,
and shoring of trench, installing, and welding 16” gas main and slurry of trench prior to any temporary
or permanent paving. The alignment through this area has been changed due to existing utilities that
conflicted with the original alignment.
Crew #2 - The contractor continues sawcutting ahead of work heading south on southbound
Pomerado Road, south of Meadowbrook Lane, grinding for recessed plates, excavating, and shoring
of trench, installing, and welding 16” gas main and slurry backfill prior to any temporary or permanent
paving. Rock breaking continues in portions of the trench.
Twin Peaks Plaza
Pomerado Road (DR20-008) - The new
spandrels and pedestrian ramps have
been placed along Twin Peaks Road.
Both entrances along Twin Peaks Road
are now open. The contractor will now
start with the demolition of the
spandrels, pedestrian ramps, and
sidewalks at the Pomerado Road main
entrance intersecting with Colony Drive.
This entrance will take approximately
two weeks, weather permitting. Work
includes sawcutting, demolition, grading
of area, compacting, setting formwork,
placing new concrete, and allowing
seven days of cure time.
Power Conditioning Building UPS / ATS
Pomerado Hospital (G19-0009) - A second pre-construction meeting was held due to a change in
the primary contractor. Building excavation, shoring, and construction are scheduled to start in two
to four weeks.
Mandell Residence / Ground Mount Solar
Skyridge Road (ACP 21-010) - A pre-construction meeting was held for the administrative clearing
for the proposed ground mounted solar panels at this residence.
SCHEDULED ROAD/LANE CLOSURES
Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both
directions for the undergrounding and removal of overhead utilities associated with the
Espola Road Safety Improvements project.
Possible lane closure on Poway Road between Tarascan Drive and Carriage Road, and
Tarascan Drive between Wanesta Drive and Poway Road in both directions for work related
to the Poway Commons project.
Possible lane closure on Pomerado Road from Stone Canyon Road in both directions to
Scripps Poway Parkway for work related to the SDG&E gas main installation project.

allowed for rapid fire department emergency access. I believe this to be the largest residential

LICENSE REVIEWS
Spooners Woodworks
Spooners have moved their secondary site to another location. This site will be conducting
a combustible dust operation and will therefore require a fire department operational permit.
Their New Business Inspection is scheduled for next week for this new location. Afterwards they
will be having annual inspections from fire.
FIRE INSPECTIONS
Board & Brew
Fire Sprinkler Final Inspection completed and passed with flying colors. Next will be Fire Alarm
and the Kitchen Fire Suppression Finals.
Mobile West Canning
This is canning facility up in the business park. They have been here in Poway since 2017 and
is now in their third location. Their New Business Inspection was conducted and requires an
annual Fire Department High-Pile Storage (HPS) Operational Permit. Their HPS plan has been
submitted for review and was approved. They will next call to schedule their HPS Final
Inspection.
Connect PV
This is a Photovoltaic (Solar) system manufacturer and distributor up in the business park. They
have been here in in Poway for about a year now and require a Fire Department High-Pile

Operational Permit and will be inspected annually. Their High Pile Storage permit inspection
was conducted and passed with flying colors. They are now permitted to operate.
General Atomics Bldg. 42 Thunder
This is a new GA building up on the east end on Kirkham Way by Amazon. This was one on the
original three Ridgeview buildings from 2018. This building has been unoccupied and
under extensive tenant improvements since its original construction. The space you
see below is the room which will house their new autoclave. The space was inspected for its fire
sprinkler rough/final installation prior to the tank being installed. This 500-ton crane which is only
one of five in California
was required to off load
and move the tank into
position before sliding
it into the room.
