Item 10 Additional Material posted 11-02-21 (2)November 2, 2021, Item #10M EM ORAN DLJ M City of Poway ADDITIONAL MATERIALS (Agenda Related Writings/Documents provided to City Council or Staff after distribution of the Agenda Packet for the November 2, 2021 Council Meeting) DATE: November 2, 2021 TO: FROM: CONTACT: SUBJECT: Summary: Honorable Mayor and Members of the City Council Robert Manis, Director of Development Services/#( Austin Silva, Senior Planner (858) 668-4658 or asilva@poway.org Conditional Use Permit 21-001 and Minor Development Review Application 21-001; a request to construct a single-family residence and indoor private recreational facility at 14100 Biscayne Place At the second neighborhood meeting for this project, the applicant submitted conditions to be included in the Conditional Use Permit (CUP) to address neighborhood concerns raised at the first neighborhood meeting. These are included in the CUP resolution as section 4, conditions L.1 through L.6. One of the conditions, L.2, was slightly modified by staff from what was proposed because there were questions as to how it would be implemented as originally written. After receiving a call from a neighbor questioning why the original condition was not included, and upon further review, staff will replace condition L.2 with the originally proposed condition, as follows: 2. The private recreational facility is for the private use, enjoyment and athletic training of the owner. Typically, there will be the property owner, and three to four trainers. The maximum number of individuals within the recreational portion of the home at any given time shall not exceed 15 people without notifying, in advance, the neighbors within 250 feet and obtaining approval from the Director of Development Services. This condition could be implemented by issuing a Temporary Use Permit, if and when the property owner proposes to have gatherings of more than 15 people at the private recreational facility.
