First I noticed that it seems not all departments were included in all reports. The reports seem to cover 2 week periods and coincide with council meetings, but there are gaps in what is reported. So for this request I would like the following: -The Directors' Notes going back to 2010 or as far back as they go (whichever is *least*) -Any reports from departments that would be included in the above unless there is a Directors' Notes that coincides. As an example 3/25/2020 did not have a directors' notes provided, so I would like any department reports between 3/11/2020 and 4/8/2020. These most likely coincide with 3/25/2020 (every 2 weeks). In partnership with the Old Poway Park Action Committee (OPPAC) the event will include music, model train displays, rides aboard the Steam Engine, and mock train robberies. • After months of anticipation, the boat dock at Lake Poway opened to the public on October 27. Over the first weekend 51 boats were rented for a total of $1,095 in revenue. • Approximately 450 people attended the Volunteer Appreciation Dinner at Old Poway Park last week hosted by the City Council. The event is a great way to gather and thank the over 700 volunteers from 30 groups who give of their service annually to the City. • Blue Sky’s Hoot, Howl and Prowl was another howling success after a two-year hiatus. Over 190 visitors enjoyed after-dark tours in the Reserve where docents and volunteers brought the canyon critters to life in a fun, educational, and engaging way. • October was a busy month at the PCPA with ten rehearsals, nine performances, an exhibit by nine artists, and use by Poway High for a Titan Theatre Tour/Scavenger Hunt. o The San Diego Museum of Art Artists Guild will host an opening reception for November’s “Transitions” exhibit on November 7, at 2:00pm. Art Exhibit viewing hours can be found at powaycenter.com • The older adult congregate meal program at the Mikey Cafagna Community Center is off to a great start. The first three days of the program served 29 meals and participants raved about the food. Reservations and payment must be made by 12:00pm the day before and lunch is just $5. Here are a few of their recent endeavors: o Over 1,700 people were thrilled and chilled over three days of the first-ever Haunted House. o The Poway Historical Museum is poised and ready to re-open to the public on November 6. o A beautiful, new succulent garden has been planted in the Porter house area. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: November 3, 2021 SUBJECT: Director’s Notes PLANNING Drive-through for Blossom de Café in the Poway Promenade Shopping Center On October 27th, a Conditional Use Permit Application was submitted for a drive-through for Blossom de Café located at 12305 Poway Road in the Poway Promenade shopping center. New Single-Family Residence and Junior Accessory Dwelling Unit (JADU) at 14470 Southern Hills Lane On October 21st, a Minor Development Review Application was submitted to construct a 5,083 square-foot single-family residence with a 500 square-foot JDAU and an attached 1,312 square-foot four-car garage on a vacant 1.16-acre property located at 14470 Southern Hills Lane in the Rural Residential-C (RR-C) zone. New Single-Family Residence and Accessory Dwelling Unit at 14355 Stage Coach Road On October 28th, a Minor Development Review Application was submitted to construct a new 7,035 square-foot single-family residence with an attached 2,316 square-foot garage and an attached 1,114 square-foot ADU on a 7.68-acre property in the Rural Residential-A (RR-A) zone. CAPITAL IMPROVEMENTS 2021-22 Citywide Striping The contractor is 99% complete with all the striping in the contract. The striping has been refreshed in Zones 2, 6, and 8. The contractor continues painting the sewer and water lids and refreshing the curb paint. Old Poway Park Museum Gas Line Replacement The construction of the gas line was started and completed two weeks ago. Last week, inspection signed off on the work. The project will be scheduled for acceptance by Council. Bowron Road Sewer Upsize The contractor is continuing to work in the intersection of Poway Road and Bowron Road. This week, the contractor will be completing the connecting piping through the new manholes and removing the existing manhole in Poway Road. Exposed Sewer East of Martincoit Rehab of the existing manholes has been completed. Outstanding work includes stacking and lining the new manholes and installing the rims and covers and will commence Monday of next week. Restoration of the easement and laydown area at Painted Rock Elementary will be completed after the manholes are installed. Director’s Notes November 3, 2021 Page 2 Sewer Line Repair and Replace (Pomerado Road at Stone Canyon) Pothole inspection of the sewer force main has revealed conflicts to the proposed plan to add a manhole and repair a vertical drop in the existing pipe. Alternatives are currently under consideration to construct a drop manhole in place of an existing manhole and extend the sewer line at the existing downstream grade. LAND DEVELOPMENT Clough Residence City staff received the 1st submittal of the grading plan for a proposed single-family residence on Misty Meadow Road. Shahzad Residence City staff returned the 4th review of the grading plan associated with the development of a new single-family residence on Saint Andrews Drive. The only remaining requirement is to obtain Building Department sign-off on the proposed retaining walls. Garage Conversion City staff received the 1st submittal of a proposed garage conversion to an Accessory Dwelling Unit within the FEMA regulated floodplain on Neddick Avenue. Aria Estates City staff returned comments on the 1st review of the proposed boundary adjustment for Lot 7, altering the westerly property line of Lot 7 with adjacent dedicated Open Space lot area for the Aria Estates development. Final occupancy has been granted for Lots 1 through 6. Provisional occupancy has been granted for Lot 7 pending recordation of this boundary adjustment for final occupancy approval. Funderburg Property City staff received the 1st submittal of the grading plan associated with the development of a new single-family residence on Summit Circle. Beeler Creek Restoration City staff approved the grading mylars for the Beeler Creek Restoration project that Granite Construction is pursuing as required by the CUP and reclamation plan for the mining operation in the business park. The grading plans and grading permit have been routed to Engineering Inspection to schedule the pre-construction meeting and allow construction to begin. Navidi Residence Workshop City staff returned comments on the 4th review of the grading plans associated with the development of a barn/workshop at the rear of a property on Twin Peaks Road. Access to the workshop crosses through FEMA regulated floodway and requires a “no-rise” certificate to certify that the grading and road improvements will not result in an increase in flood elevations. This recent submittal fixed an error in the topography elevations previously calculated by the project surveyor. Unfortunately, there still is a significant elevation discrepancy between the “no rise” study and the elevations shown on the grading plans. Staff is working very closely with the engineer and assisting them with the “no rise” study in order to properly verify and then document that the grading of this project will not result in a rise to floodway elevations. Scheinblum Property City staff returned comments for the 2nd review of the grading plans associated with the development of a new single-family residence and accessory dwelling unit on Heritage Drive. City staff also approved the water improvement plans associated with this development. The owner has paid the required improvement securities and is in the process of executing the standard agreement before construction can begin. Director’s Notes November 3, 2021 Page 3 Urbanski Residence City staff has approved the request from a resident on Saint Andrew Place to place pavers for their driveway within the right-of-way. The owners have signed the agreement and staff has routed the agreement for City signatures and recordation. Creekside Plaza City staff received the corrected mylar grading plans for final record drawings of the new commercial development within Creekside Plaza. Staff will now close out the grading permit project and process the return of any securities still on file. Agee Residence City staff provided the final water easement to encompass a fire hydrant proposed on Deer Valley Estates for the owner’s signature. Yeager Residence City staff returned comments on the 2nd submittal of a grading plan for the legalization of grading that occurred at an existing residence along Gate Drive. Mandell Residence City staff received a request from a resident on Del Poniente Road to place an access gate and raised garden beds along the downslope of their rear yard located within a sewer easement. The Farm City engineering staff returned comments on the 3rd submittal of the rough grading plan for The Farm subdivision. Golden Way Properties City staff received the final legal description, owner’s certificate and recorded grant deed for the boundary adjustment revising a parcel line between two properties on Golden Way. Staff is in the process of completing the boundary adjustment documents to send for recordation. Colburn Property City staff has received redlined record drawings for the partial completion to the grading plans associated with the development of a single-family residence on Cedar Ridge Court. The owners have decided to withdraw their project and sell the property. Staff is working with them to finalize the close out the grading permit and ensure site stabilization. Lyon Estates City staff has received the 1st submittal of the final map, grading plans and public improvement plans for the ten-lot subdivision proposed at the end of Larchmont Drive. Winter Property City staff has completed the floodplain development permit to allow horse corral fencing within the floodway and a 24-inch replacement culvert for a creek crossing within the floodway on Adah Lane. The corral fencing is required to be portable and not anchored so as to be removed prior to a flood. STORMWATER Los Peñasquitos Lagoon Restoration Project City staff met with the City of San Diego and other Copermittees in the watershed (City of San Diego, County of San Diego and City of Del Mar). The City of San Diego announced that they intend to have their Engineering and Capital Project staff responsible for the design of the Los Peñasquitos Lagoon Restoration Project present to the Copermittees at the November meeting to provide an update on the project design and schedule. They also stated that there will be a proposed increase in restored acreage and an increase in the cost of Phase I. City staff will be attending the November meeting with the Copermittees and will make it clear that Poway will oppose any increase in cost. Director’s Notes November 3, 2021 Page 4 Notice of Public Hearing and Opportunity to Comment The San Diego Regional Water Quality Control Board has released for public review and comment, Tentative Order No. R9-2022-0002, General National Pollutant Discharge Elimination System Permit for Residual Firework Pollutant Discharges to Waters of the United States. The San Diego Water Board intends to consider adoption of the Tentative Order at the San Diego Water Board meeting on February 9, 2022. Staff is in the process of reviewing the draft Tentative Order to verify whether the City of Poway’s Fourth of July fireworks displays will require future permitting with the Water Board. Comments on the draft Tentative Order are due on November 12, 2021. Department of Water Resources Community Assistance Visit The Department of Water Resources (DWR) provided a Community Assistance Visit (CAV) with City staff on June 9th of this year. The purpose of the CAV is to provide information about the National Flood Insurance Program (NFIP) and ensure the City’s good standing in the NFIP and guarantee availability of flood insurance coverage for residences in flood hazard areas. DWR followed up the CAV with a report summarizing their findings and requesting additional information. City staff completed the review of their report and provided the additional documents before the deadline of October 29th. INSPECTION Mobile Mini Paving Crosthwaite Circle (G19-0012) - The contractor completed excavation for the Stormwater Underground Storage Vault. The contractor is currently working on installing the liner. Poway Commons - Affordable Senior Housing Poway Road (G20-0008) - The contractor completed on-site concrete surface improvements in the parking areas and around the building. The contractor excavated and compacted the parking lot subgrade then placed and compacted class II base layer. Placement and compaction were inspected, and asphalt was placed. The contractor has mentioned that occupancy will be requested in the near future. Remaining items include an SDG&E electric transformer relocation and a site wall. Norris Residence Saint Andrews Drive (G20-0019) - The retaining wall footings have been placed and wall block stacked. Grouting of the new walls was completed last week. Blanchard Accessory Dwelling Unit Iris Lane (SW20-0163) - The detached ADU is complete. The final inspection has been conducted and the file has been handed off to the assigned engineer to complete the close-out process. Director’s Notes November 3, 2021 Page 5 Twin Peaks Plaza Pomerado Road (DR20-008) - The contractor completed the demolition of the spandrel and pedestrian ramps at the Pomerado Road and Colony Drive intersection. Form work was inspected, and concrete placement is expected this week. SDG&E 16” Gas Line Installation Project North Pomerado Road (RW20-0366) Crew #1 - Pipe installation continues. Base paving had taken place and the subcontractor attempted to place asphalt lifts larger than allowed. The subcontractor had to remove some asphalt from the trench line to be able to compact properly. Inspection has begun to walk the job and create a punch list. Crew #2 – SDG&E representative along with the contractor had informed inspection staff that only 2,400 feet of pipeline installation, of the 2.4 miles of gas line that is to be installed in the Poway north section remain. Crew #2 is currently working in the City of San Diego (North of Bernardo Heights Parkway). SDG&E 16” Gas Line Installation Project South Pomerado Road (RW21-0126) Crew #1 - The contractor continues to work on Pomerado Road northbound between Oak Knoll Road and Poquito Drive. The contractor continues grinding to recess road plates, excavate, and shore trench for 16” gas main. Crews then install and weld 16” gas main, place 2 sack sand slurry and base pave. Due to conflicts with existing utilities this section of gas main pushed on to the east side of Pomerado Road north of Metate Road. Crew #2 - The contractor continues saw cutting, potholing, grinding and recessing plates ahead of work, which is heading south on Pomerado Road, south of Meadowbrook towards Tassel Road. The contractor completed installation of 16” gas main and most of the base paving at the intersection of Pomerado Road at Meadowbrook and north to Vaughan Road. SDG&E 16” Gas Line Installation Scripps Poway Parkway Scripps Poway Parkway (RW21-0157) - The pre-construction meeting for the next phase of the SDG&E 16” steel gas main has been held. The contractor for SDG&E for this section of work is SE Pipeline. Work began this week. Director’s Notes November 3, 2021 Page 6 A-1 Storage Kirkham Road Kirkham Road (G20-0006) - The contractor continued placing waterproofing on eastern and southern shoring walls for the lower portions of the storage building floor and continued placing the reinforcing steel curtain for the eastern and southern walls for the lower portions of the storage building. Blanchard Residence (Illegal Grading) Del Poniente Road (G19-0006) - The preconstruction meeting for work to correct a grading violation has been held. The owner/owner’s representative has signed all applicable paperwork. Colburn Residence Cedar Ridge Court (G20-0020) - The owner has chosen to forgo the grading and return the pad to its pre-graded state. The only change is the pad elevation. The change in elevation has been approved and will be noted on the mylars. Work is complete and only final BMP installation remains. Valencia Addition Sunrise Court (MDRA20-016) - All work is complete, and the final inspection has been conducted. The construction of the addition is complete, and the file has been delivered to the assigned engineer to complete the close out. SCHEDULED ROAD/LANE CLOSURES  Possible lane closure on Espola Road between Twin Peaks Road and Titan Way in both directions for work related to the Espola Road Safety Improvements project.  Possible lane closure on Poway Road between Tarascan Drive and Carriage Road, and Tarascan Drive between Wanesta Drive and Poway Road in both directions for work related to the Poway Commons project.  Possible lane closure on Pomerado Road from Stone Canyon Road in both directions to Scripps Poway Parkway and on Scripps Poway Parkway in both directions from Pomerado Road to the western City limits for work related to the SDG&E gas main installation project.  Possible lane closure at the Intersection of Scripps Poway Parkway and Community Road, intersection of Pomerado Road and Oak Knoll Road and the intersection of Poway Road and Oak Knoll Road for work related to the Traffic Signal Controller Upgrades project.  Lane closure on northbound Pomerado Road at Colony Drive intersection, east side of intersection for work related to the Twin Peaks Plaza construction. 1 of 3 CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Aaron Beanan, Director of Finance DATE: November 3, 2021 SUBJECT: Finance Department Director’s Notes Finance • Issuance of pension obligation bonds is tentatively scheduled for Council approval on November 16. • Final pricing of Water Revenue Bonds, Series 2021A scheduled for November 4. Information Technology • Hardware Replacements - City Storage replacement project which replaces our storage and backup hardware at City Hall and Public Works is going to Council on Nov 16. - iPad replacements for Public Works/Fire are being configured. • EnerGov - Data Conversion delivery from Tyler is behind schedule. We did receive 2nd pass of data today however the delay will result in a later Go-Live for the application. We are still determining the impact and establishing a new date. - Configuration is continuing as well as looking at new procedures for electronic submittals. • Tokay Backflow Software - Web Test component where backflow testers will be able to submit their results online is getting configured this week. This will be followed with Training for PW Staff.. • NorthStar - Working with Customer Services to implement Payment Arrangements within NorthStar. - Upgrade of NorthStar and Customer Connect is being tested by staff. 2 of 3 General Support Services • Arrearage Relief to Water Systems for Customer Water Bill Debt Staff submitted an application on 11/2/21 for the California Water and Wastewater Arrearage Payment Program (Program) through the State Water Board, which will provide funds to current eligible water customers for drinking water arrearages for service provided between March 4, 2020 through June 15, 2021. Because the funding amount for the Program is sufficient to cover the full statewide need plus requested administrative costs, the State Water Board will provide water systems with 100 percent of their requested amounts (arrearages plus administrative costs). The total funding requested is $175,441.72. Beginning in February 2022, the Program will fund wastewater debt. • New Provider Relief Funding for Healthcare Providers Including Paramedic Services Staff submitted an application on 10/25/21 for Provider Relief Fund Phase 4 Funding through the Health Resources Services Administration (HRSA), which will provide funding to healthcare providers serving Medicare and Medicaid patients to address changes in operating revenues and expenses from July 1, 2020 through March 31, 2021. The funding amount is to be determined. Training has been scheduled and tuition funded to develop the PSP. 4 City Safety Committee inspections conducted of all three fire stations and the Fire Training Tower. TRAINING / SAFETY 1 Conducted entry level and lateral Firefighter/Paramedic testing. 2 Picked up the two new ambulances purchased for replacement of 3791 and 3793. 3 Crews trained on high vertical roof prop.
