Dear Member Grosch and Mayor Vaus:
I would like to encourage you to Vote in Opposition to Item 3 on the
November 16, 2021 Council Meeting Agenda.
I agree with the "Facts Matter" mantra that the Council Members continually
quote. Accordingly, I would ask, what those facts are that justify the core
nature for continuation Resolution to Continue the Existence of a Local
Emergency Within the City of Poway (agenda Item 3)? All that appears in the
published literature is a narrative of procedural issues and impacts which
appear to be caused more by State Issues then COVID itself, but not one fact
substantiating the actual core issue of COVID for which the State Of
Emergency has been declared. Since we agree "Facts Matter":
Fact: The true magnitude of COVID 19 continues scientifically to be
ill-defined, unknown and or unsubstantiated.
Fact: By the CDC's own admission, the PCR test has been inaccurate
and incapable of separating the COVID from the Flu, making any claim that
the massive number of purported COVID infections to actually be COVID and as
such a Pandemic.
Fact: There is no professionally based consensus that a Pandemic
actually exists. Thousands of highly reputable Physicians and Scientists
question the CDC and NIH's findings, efficacy ofrecommended treatment and
oppose mandated measures even at the risk of the loss of their licenses and
professional reputations.
Fact: Multiply Proven Treatments with high efficacy and cost
effectiveness are readily available
Fact: The COVID Virus has yet to have been successfully isolated,
which by definition is required to be performed under standards of Virology
and under which the failure to do so has lead a number of countries to
abandon their claim
Fact: At no time has the Morbidity of this outbreak (of whatever its
nature is) ever reached a level that exceeds other historical outbreaks with
higher morbidity (for which no such measures were invoked) that would even
remotely justify the infringement of all the individual rights which has
occurred.
The facts in opposition of a State Of Emergency now far out weigh its
continuation. As such, I would encourage you oppose Item 3 and it its
place, present a motion supporting a Declaration that the City of Poway is a
"Constitutional Republic" as modeled the City of Oroville

that will fully protect the Constitutional Rights of all the City's
residents.
The true nature of a State of Emergency has never been intended to be a long
term measure. In making it one its continual extension has become nothing

more then a Procedural Vote at all levels of Government. It needs to come
to an end or be justified on current unbiased peer reviewed facts that all
residents can and will have confidence in. The original request to "wear a
mask to flatten the curve" referred to flattening a rise not a decline and
never included an indefinite and undefined time line. Yet it continues even
in the light of the major health issues arising from wearing them. It's
clear by all measures that the CDC and NIH guidance has become highly
political rather then scientific, so to continually refer to either's
guidance as a reference point when more unbiased sources are available, has
become ill-defined at best.
