NOTICE AND SUMMARY OF PROPOSED ORDINANCE NO. 850 was introduced at the regular City
Council meeting of November 16, 2021. This Ordinance will be considered for adoption at the regular City

ORDINANCE NO. 850 entitled, “An Ordinance of the City Council of the City of Poway, California, Adopting
the Titan Way Engineering and Traffic Survey.”
The proposed Ordinance would adopt the Titan Way Engineering and Traffic Survey which would set the
speed limit to 25 mph. This Ordinance shall take effect and be in force thirty (30) days after its adoption.

OCGESP asamended.A Mitigated NegativeDeclaration (MND)wasapprovedon January16,2007 forTTM06-02,
a five-lot subdivision.The MNDanalyzedthe potential impacts ofthe build out ofthe Sunroad property.No further
environmentalanalysis isrequired becausethe project changes substantially conform to the approved project.An
Addendumhas been prepared in accordance withSection 15164 oftheCEQA Guidelines.The Addendum includes
analyses to demonstratethatenvironmental impacts associated withthe project areconsistentwith the1990 FEIR.
There are no significant changes proposed that would require subsequent or supplemental environmental review
pursuant to Public Resources Code section 21166 and CEQA Guidelines sections 15162 and 15163.No further
environmentalanalysis is required.

units.The applicant is requesting a density bonus to exceed the allowable density for the TC district by providing
nine units restricted to low-income households.AnEnvironmental Impact Report (EIR)was prepared pursuant to
theCaliforniaEnvironmental Quality Act(CEQA)in conjunction withthe PowayRoadSpecificPlan,andwas certified
by the City Council on December 5,2017.The EIR analyzed the potential impacts of the proposed build out of the
Poway Road Specific Plan area in the manner permitted by the Specific Plan.This Project is consistent with the
Poway Road Specific Plan and conforms withthe requirements,developmentstandardsandguidelinestherein,and,
therefore,asset forthin Section 8.2 of thePowayRoad SpecificPlan,no further environmentalanalysis is required
because the Project’s impactshave already been analyzedin,andare fully covered by,thepreviously certified EIR.
