MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING
NOVEMBER 4, 1993
The November 4, 1993, meeting, adjourned from the November 2, 1993 regular
meeting of the City Council of the City of Poway, was called to order at 7:04
p.m., by Mayor Higginson at the City Council Chambers, 13325 Civic Center Drive,
Poway, California.

Mayor Higginson explained the procedure for Public Oral Communications. There
was no one present wishing to speak.
ITEM 3 (1202-04)
POMERADO ROAD 36" GAS PIPELINE
Item introduced by City Manager Bowersox. Staff report by Director of
Engineering Services Weston. The design, construction, quality, location,
testing, operations and maintenance of facilities used in the gathering,
transmission and distribution of natural gas pipelines is governed by both
Federal regulations and the State of California rules. They are comprehensive
regarding all aspects of the construction of natural gas pipelines. They are
used throughout the country and have led to a long history of safely installed
and operating gas transmission systems.
Carol Dorman, San Diego Gas & Electric's Governmental Affairs Representative
stated this was the ninth in a series of presentations regarding the proposed
pipeline. She thanked Councilmembers Callery and Snesko for assisting in
preparing a list of questions that need to be answered. She introduced the other
SDG&E staff members who were present.
Joe Caldwell, former senior advisor to the Secretary of Transportation for the
development, coordination and evaluation of DOT's pipeline and hazardous
materials safety policy, and currently a consultant, spoke regarding the Federal
regulations governing pipelines and the DOT incident statistics.

Jaspul Soni, senior utilities engineer with the Public Utilities Commission,
explained the areas that the Utility Safety branch is responsible for.
Assemblyman Jan Goldsmith asked questions about automatic shut-off valves and
whether the PUC had considered having a safety engineer based in San Diego in
order to more closely monitor projects.
Jim DeVore, project manager for San Diego Gas & Electric, spoke regarding their
procedures and how they exceed what is required by the Public Utilities
Commission.

Speakers expressed concern over possibility of explosion, number of public
facilities including schools and hospitals on Pomerado Road, lack of
environmental impact report, possibility of sabotage, lack of definitive
information about the route, lack of emergency shut-off valves, effect on home
values, and asked several technical questions.
RECESS AND CALL TO ORDER
Mayor Higginson recessed the meeting at 9:30 p.m. and called it back to order at
9:45 p.m. with all Councimembers present.
Mayor Higginson stated that the City has not issued a right-of-way permit to San
Diego Gas & Electric. There were questions raised in this meeting that SDG&E
needs to answer and the City Attorney will be researching the city's legal rights
regarding location or size of the pipeline.

Mayor Higginson adjourned the meeting at 10:04 p.m. on motion by Councilmember
Callery, seconded by Councilmember Snesko.
